Abstract
Expanding women’s employment in the private sector is imperative to increase female labor force participation in Mashreq countries. This knowledge brief identifies lessons learned from the IFC-led business case studies on firms that devise and implement policies to improve gender diversity in the workplace under the Mashreq Gender Facility (MGF), enriched by a literature review. It proposes specific actions firms can take under four areas: (a) committing & communicating to gender diversity; (b) attracting female talent; (c) retaining women in the workforce; (d) promoting women to more senior positions.

    Investing in Women’s Employment : Good for Business, Good for Development

    Economic growth is more robust and sustainable when women and men alike participate fully in the labor market. Better jobs for women, employment that leads to higher wages and greater decision-making, also have a positive influence on the ways households spend money on children s nutrition, health, and education. Meanwhile, companies that invest in women s employment gain an important competitive advantage. Yet despite the persuasive evidence that gender equality has a transformative effect on productivity and growth, women s full economic and productive potential remains unrealized in many parts of the world. Globally, while women s education levels have increased and educated women now earn more than their uneducated peers, gender gaps in labor-market participation and wage levels persist. Women continue to be underrepresented in formal and higher value-added employment. This report, investing in women s employment: good for Business, good for development, is the first result of the WINvest initiative. It draws on members experiences and encourages business to tap and manage female talent in emerging and developing markets.

    Women, business and the law focuses on this critical piece of the puzzle, objectively highlighting differentiations on the basis of gender in 141 economies around the world, covering six areas: accessing institutions, using property, getting a job, providing incentives to work, building credit and going to court. Women, business and the law describes regional trends and shows how economies are changing across these six areas, tracking governments' actions to expand economic opportunities for women. For men and women throughout the developing world, the chance to start and run a business or get a good job is the surest hope for a way out of poverty. It also requires good business regulation, suited to the purpose, streamlined and accessible, so that the opportunity to build a business or have a good job is dependent not on connections, wealth or power, but on an individual's initiative and ability. The doing business report has led the way in providing data to countries about creating a sounder and more streamlined business environment. Women, Business, and the Law 2012 are the second in this series of reports. This edition retains the same basic structure of the 2010 pilot edition, while significantly expanding the depth of data covered. While the number of topics covered is the same, there has been a significant expansion of the data collected within these topics, thus addressing some of the initial shortcomings of the pilot edition. The number of economies covered has also been expanded from 128 to 141.

    Programs Promoting Young Women's Employment

    The World Bank is launching an initiative aimed at addressing the economic needs of adolescent girls and young women in poor or post-conflict countries. Working together with governments, donors, foundations, and private sector partners, the Bank proposes to develop and test a core set of promising interventions to promote the economic empowerment of adolescent girls and young women. This paper undertakes a review of existing policies and programs designed to promote labor force participation of young women in developing countries. While programs that directly address marriage or fertility can influence young women's labor force participation, the focus of this paper is on programs primarily addressing employment. Some programs for promoting young people's transition into the labor market take a minimalistic approach (for example, concentrating on skills training alone). Other employment programs, particularly those targeted to young women, simultaneously address multiple constraints limiting participation (for example, lack of skills, limited mobility, child care needs, and lack of sexual and reproductive health information). The goal of this paper is to unpack and assess what elements of program design are essential to promoting young women's transition to the labor market. The paper is organized as follows: section one gives introduction. Section two provides an overview of some of the major trends and issues facing young women in the labor market in an international context. Section three describes a selection of best practice programs, some of which are focused exclusively on employment training and others of which take a more integrated approach to providing gender-targeted adolescent services. Section four details the lessons learned from the implementation and evaluation of these programs, and considers the circumstances under which a minimalist versus comprehensive or integrated approach may be most effective. Section five concludes and summarizes the policy and program recommendations.

    Women, Business and the Law 2010 : Measuring Legal Gender Parity for Entrepreneurs and Workers in 128 Economies

    This report presents indicators based on laws and regulations affecting women's prospects as entrepreneurs and employees. Several of these indicators draw on the Gender Law Library, a collection of over 2,000 legal provisions impacting women's economic status. Both resources can inform research and policy discussions on how to improve women's economic opportunities and outcomes. The six indicators of gender differences in formal laws and institutions established in this report include: 1) accessing institutions, 2 ) using prpoerty, 3) getting a job, 4) dealing with taxes, 5) building credit, and 6) going to court. The first 3 indicators (accessing institutions, using property, and getting a job) capture laws that have direct gender dimensions and are based on a reading of such laws from the perspective of individual women. The 4th indicator (dealing with taxes) examines the direct and indirect gender implications of tax policy from the perspective of 4 standardized families with varying tax liabilities. The last 2 indicators (building credit and going to court) examine the ease of access to credit bureaus and courts to examine the indirect effects that microfinance institutions and dispute resolution have on women, who are more likely to rely on nontraditional financial services.

    Striving for Business Success : Voices of Liberian Women Entrepreneurs

    Women in post-conflict economies face a number of challenges. Often their businesses stay at embryonic stages only, due to three key limitations relating to: knowledge of business vision and management; access to finance and markets; and access to role models and networks. Added to the complexity is the risk of having to start all over again due to their countriesapos; political instability and the limited infrastructure to make their businesses proper and become more efficient over time. This report presents findings on the situation of women entrepreneurs in Liberia. It discusses the challenges that female entrepreneurs face as well as enabling factors that they encounter when operating their businesses in Liberiaapos;s post-conflict environment. Through the voices and experiences of women - as in the IFC series quot;Voices of Women Entrepreneursquot; that inspires it - this report sheds some light on the specificities of women doing business in fragile and conflict-affected situations (FCS), such as those in Liberia. It identifies operational lessons and proposes recommendations on how to support women entrepreneurs and contribute to their economic empowerment in the transition from post-conflict to reconstruction and development. The women interviewed for this report highlighted how obstacles, such as limited financial infrastructure, restricted access to markets, and most importantly, insufficient networks to support women entrepreneurs, stifle efforts to create sustainable solutions for women entrepreneurs. The report offers operational lessons and recommendations on how to address these challenges and support womenapos;s economic participation and empowerment.

    This Regional Western Balkans Countries Climate and Development Report (CCDR) stands out in several ways. In a region that often lacks cohesive regional alliances, this report emphasizes how the challenges faced across countries are often common and interconnected, and, importantly, that climate action requires coordination on multiple fronts. Simultaneously, it illustrates the differences across countries, places, and people that require targeted strategies and interventions. This report demonstrates how shocks and stressors re intensifying and how investments in adaptation could bring significant benefits in the form of avoided losses, accelerated economic potential, and amplified social and economic spillovers. Given the region’s high emission and energy intensity and the limitations of its current fossil fuel-based development model, the report articulates a path to greener and more resilient growth, a path that is more consistent with the aspiration of accession to the EU. The report finds that the net zero transition can be undertaken without compromising the economic potential of the Western Balkans and that it could lead to higher growth than under the Reference Scenario (RS) with appropriate structural reforms.

    World Development Report 2023: Migrants, Refugees, and Societies

    Migration is a development challenge. About 184 million people—2.3 percent of the world’s population—live outside of their country of nationality. Almost half of them are in low- and middle-income countries. But what lies ahead? As the world struggles to cope with global economic imbalances, diverging demographic trends, and climate change, migration will become a necessity in the decades to come for countries at all levels of income. If managed well, migration can be a force for prosperity and can help achieve the United Nations’ Sustainable Development Goals. World Development Report 2023 proposes an innovative approach to maximize the development impacts of cross-border movements on both destination and origin countries and on migrants and refugees themselves. The framework it offers, drawn from labor economics and international law, rests on a “Match and Motive Matrix” that focuses on two factors: how closely migrants’ skills and attributes match the needs of destination countries and what motives underlie their movements. This approach enables policy makers to distinguish between different types of movements and to design migration policies for each. International cooperation will be critical to the effective management of migration.

    Every year, the World Bank's World Development Report takes on a topic of central importance to global development. The 2018 Report, Learning to Realize Education's Promise, is the first ever devoted entirely to education. Now is an excellent time for it: education has long been critical for human welfare, but is even more so in a time of rapid economic change. The Report explores four main themes. First, education's promise: Education is a powerful instrument for eradicating poverty and promoting shared prosperity, but fulfilling its potential requires better policies - both within and outside the education system. Second, the learning crisis: Despite gains in education access, recent learning assessments show that many young people around the world, especially from poor families, are leaving school unequipped with even the most foundational skills they need for life. At the same time, internationally comparable learning assessments show that skills in many middle-income countries lag far behind what those countries aspire to. Third, promising interventions to improve learning: Research from areas such as brain science, pedagogical innovations, or school management have identified interventions that promote learning by ensuring that learners are prepared, that teachers are skilled as well as motivated, and that other inputs support the teacher-learner relationship. Fourth, learning at scale: Achieving learning throughout an education system will require more than just scaling up effective interventions. Change requires overcoming technical and political barriers by deploying salient metrics for mobilizing actors and tracking progress, building coalitions for learning, and being adaptive when implementing programs.

    Middle-income countries are in a race against time. Many of them have done well since the 1990s to escape low-income levels and eradicate extreme poverty, leading to the perception that the last three decades have been great for development. But the ambition of the more than 100 economies with incomes per capita between US$1,100 and US$14,000 is to reach high-income status within the next generation. When assessed against this goal, their record is discouraging. Since the 1970s, income per capita in the median middle-income country has stagnated at less than a tenth of the US level. With aging populations, growing protectionism, and escalating pressures to speed up the energy transition, today’s middle-income economies face ever more daunting odds. To become advanced economies despite the growing headwinds, they will have to make miracles. Drawing on the development experience and advances in economic analysis since the 1950s, World Development Report 2024 identifies pathways for developing economies to avoid the “middle-income trap.” It points to the need for not one but two transitions for those at the middle-income level: the first from investment to infusion and the second from infusion to innovation. Governments in lower-middle-income countries must drop the habit of repeating the same investment-driven strategies and work instead to infuse modern technologies and successful business processes from around the world into their economies. This requires reshaping large swaths of those economies into globally competitive suppliers of goods and services. Upper-middle-income countries that have mastered infusion can accelerate the shift to innovation—not just borrowing ideas from the global frontiers of technology but also beginning to push the frontiers outward. This requires restructuring enterprise, work, and energy use once again, with an even greater emphasis on economic freedom, social mobility, and political contestability. Neither transition is automatic. The handful of economies that made speedy transitions from middle- to high-income status have encouraged enterprise by disciplining powerful incumbents, developed talent by rewarding merit, and capitalized on crises to alter policies and institutions that no longer suit the purposes they were once designed to serve. Today’s middle-income countries will have to do the same.

    Too often, services fail poor people in access, in quality, and in affordability. But the fact that there are striking examples where basic services such as water, sanitation, health, education, and electricity do work for poor people means that governments and citizens can do a better job of providing them. Learning from success and understanding the sources of failure, this year’s World Development Report, argues that services can be improved by putting poor people at the center of service provision. How? By enabling the poor to monitor and discipline service providers, by amplifying their voice in policymaking, and by strengthening the incentives for providers to serve the poor. Freedom from illness and freedom from illiteracy are two of the most important ways poor people can escape from poverty. To achieve these goals, economic growth and financial resources are of course necessary, but they are not enough. The World Development Report provides a practical framework for making the services that contribute to human development work for poor people. With this framework, citizens, governments, and donors can take action and accelerate progress toward the common objective of poverty reduction, as specified in the Millennium Development Goals.
