Abstract
This volume is organized as follows. Chapter one address two questions: how has spatial concentration evolved with growth and development, and what are the efficiency implications of too much or too little spatial concentration? This chapter summarizes the various models that analyze growth by geographic concentration and sets the foundation for concepts discussed in later chapters. Chapter two focuses on urbanization in geographies. Chapter three correlates urban presence with economic density in developed and developing countries. It initially focuses on how urban transition and growth are blurring the rural-urban divide and the unprecedented volume of people who are moving to urban areas. Chapter four discusses how different industries inhabit and impact various urban sectors. Chapter five contextualizes urban growth in the current technological landscape as innovation, particularly in information technology, has become critical to increasing productivity and consequently growth. Chapter six further analyzes urbanization in the current global context, specifically, the impact of globalization and industry clusters on urbanization. Chapter seven addresses a current fundamental global trend: why has urbanization been growing rapidly since the 1950s? Some theories suggest that it is industry that spurs urbanization and consequently growth in infrastructure; however this is not the case. Instead, the chapter concludes by looking at data across regions and cities, the municipalities are pivotal in influencing infrastructure development and growth in urban centers. Finally, chapter eight deciphers why some cities are more successful than others. Why do Karachi and Sao Paulo have the human capital that qualifies them as urban centers but not as thriving cities? By citing examples of successful cities, this chapter provides policy recommendations on how to make a city competitive in today's economy.

    Democratic Republic of Congo Urbanization Review

    The Democratic Republic of Congo has the third largest urban population in sub-Saharan Africa (estimated at 43% in 2016) after South Africa and Nigeria. It is expected to grow at a rate of 4.1% per year, which corresponds to an additional 1 million residents moving to cities every year. If this trend continues, the urban population could double in just 15 years. Thus, with a population of 12 million and a growth rate of 5.1% per year, Kinshasa is poised to become the most populous city in Africa by 2030. Such strong urban growth comes with two main challenges – the need to make cities livable and inclusive by meeting the high demand for social services, infrastructure, education, health, and other basic services; and the need to make cities more productive by addressing the lack of concentrated economic activity. The Urbanization Review of the Democratic Republic of Congo argues that the country is urbanizing at different rates and identifies five regions (East, South, Central, West and Congo Basin) that present specific challenges and opportunities. The Urbanization Review proposes policy options based on three sets of instruments, known as the three 'I's – Institutions, Infrastructures and Interventions – to help each region respond to its specific needs while reaping the benefits of economic agglomeration The Democratic Republic of the Congo is at a crossroads. The recent decline in commodity prices could constitute an opportunity for the country to diversify its economy and invest in the manufacturing sector. Now is an opportune time for Congolese decision-makers to invest in cities that can lead the country's structural transformation and facilitate greater integration with African and global markets. Such action would position the country well on the path to emergence.

    An Investment Framework for Nutrition

    The report estimates the costs, impacts and financing scenarios to achieve the World Health Assembly global nutrition targets for stunting, anemia in women, exclusive breastfeeding and the scaling up of the treatment of severe wasting among young children. To reach these four targets, the world needs $70 billion over 10 years to invest in high-impact nutrition-specific interventions. This investment would have enormous benefits: 65 million cases of stunting and 265 million cases of anemia in women would be prevented in 2025 as compared with the 2015 baseline. In addition, at least 91 million more children would be treated for severe wasting and 105 million additional babies would be exclusively breastfed during the first six months of life over 10 years. Altogether, achieving these targets would avert at least 3.7 million child deaths. Every dollar invested in this package of interventions would yield between $4 and $35 in economic returns, making investing in early nutrition one of the best value-for-money development actions. Although some of the targets—especially those for reducing stunting in children and anemia in women—are ambitious and will require concerted efforts in financing, scale-up, and sustained commitment, recent experience from several countries suggests that meeting these targets is feasible. These investments in the critical 1000 day window of early childhood are inalienable and portable and will pay lifelong dividends – not only for children directly affected but also for us all in the form of more robust societies – that will drive future economies.

This volume studies the expansion, as well as HE quality, variety and equity in LAC. It investigates the expansion’s demand and supply drivers, and outlines policy implications.

    Options for Aged Care in China

    China is aging at an unprecedented rate. Improvements in life expectancy and the consequences of the decades-old family planning policy have led to a rapid increase in the elderly population. According to the United Nations World Population Prospects, the proportion of older people age 65 and over will increase by about one-fourth by 2030, and the elderly will account for about one quarter of the total population by 2050. Population aging will not only pose challenges for elder care but also have an impact on the economy and all aspects of society (World Bank, 2016a). The government is aware of the need to develop an efficient and sustainable approach to aged care. To this end, the General Office of the State Council issued the 12th Five-Year Plan for the Development of Aged Care Services in China and the Development Plan for a System of Social Services for the Aged (2011-2015). It is now in the process of formulating the 13th Five-Year National Plan on Aging, which will further elaborate and finalize the reform roadmap for 2016 to 2020. The Plan is expected to be finalized and launched by June 2016. The National Development and Reform Commission (NDRC) helped draft these plans and is now leading the development of policy measures for the provision of social services for the elderly. This volume has been prepared to support the translation of the broad ideas on aged care provision expressed in the 12th and 13th Five-Year Plans and other government plans into reality and to help the government tackle the challenges described above. It strives to identify a policy framework that fits the Chinese context and can be put in place gradually. Specifically, it aims to provide an up-to-date understanding of the evolving aged care landscape in China; review international experiences in long-term care provision, financing, and quality assurance and assess their relevance to China’s current situation; discuss implications of current developments and trends for the future of aged care in China; and propose policy options based on available evidence and best practices.

    Transforming Karachi into a Livable and Competitive Megacity

    With a population of 16 million, Karachi is the largest megacity in Pakistan. Despite being a large city that is home to many, it has seen a substantial decline in quality of life and economic competitiveness in recent decades. Basic service delivery is very poor, with very low indicators for water supply, sanitation, public transport and public spaces. Pollution levels are high, and the city is vulnerable to disasters and climate change. A highly complex political economy, institutional fragmentation, land contestation, crime and security issues and social exclusion exacerbate these issues and make city management challenging. The Karachi City Diagnostic and Transformation Strategy attempts to present detailed data on the economy, livability and key urban services of the city, by identifying and quantifying the requirements to bridge the services gap in the city. It also proposes pathways towards the transformation of Karachi into a more livable, inclusive and economically competitive city by outlining policy actions that the city can undertake. The first part of the report provides an in-depth review of Karachi and is organized into three themes focused on key aspects of city management: (i) city growth and prosperity – discussing city economy, competitiveness, business environment and poverty; (ii) city livability – discussing urban and spatial planning, urban governance and municipal service delivery (water and sanitation, public transport and solid waste); and (iii) sustainability and inclusiveness – discussing the city’s long term resilience based on fiscal management, disaster resilience and climate change, and social inclusion. In each section, a diagnostic is provided on the issues, along with possible prioritized actions to resolve them. The second part of the report concludes by identifying four pillars for city transformation. These include: (i) building inclusive, coordinated and accountable institutions; (ii) greening Karachi for sustainability and resilience; (iii) leveraging on the city's economic, social and environmental assets; and (iv) creating a smart city through smart policies and technology.

    Toward an Urban Sector Strategy : Georgia's Evolving Urban System and its Challenges

    This review analyzes the profile, trends and challenges of Georgia's changing urban landscape since independence in 1991 and provides policy suggestions to facilitate the economic transition of the country through its cities. In its analysis and subsequent recommendations on policy interventions, this report draws on a program of diagnostics called the 'Urbanization Review' (UR). The UR diagnostic is based on three main pillars of urban development which have emerged as key areas of policy engagement for successful cities. These are: a) planning, charting a course for cities by setting the terms of urbanization, especially policies for using urban land and expanding basic infrastructure and public services; b) connecting, physically linking people to jobs, and businesses to markets; and c) financing, raising and leveraging up-front capital to meet the increasing demand for infrastructure and services. In moving forward, the review recommends that Georgia focus on: a) developing a national urban strategy that recognizes the contribution of each city to the overall economy, i.e. a 'systems of cities' approach that can assist in reducing regional disparities; b) assisting cities to develop urban plans, including local economic development plans, c) reforming building and planning codes; and d) assisting cities in improving their local governance and finances.

    Arab Republic of Egypt Urban Sector Note : Volume 1. Urban Sector Update

    The objective of this paper is to present a succinct and up-to-date review of the urban sector in Egypt, with a focus on issues for which there is new insight or emerging government interest. The two main themes of the report are the challenges facing the urban sector and the policy implications at various levels of government. Some of the reports mains findings are: urbanization in Egypt takes on forms and processes which are not well understood and as a consequence urban policies are sometimes weak or counter productive; until now policies and actions in the urban sector have mainly consisted of State driven, supply-side interventions; due to the focus on development in the desert, the dynamics of urbanism in the Nile Valley and Delta, which together contain over 95 percent of the country's population, have largely been ignored; and finally it is rare that government of Egypt's urban development projects include a strategy of capturing the appreciation value of their investments ("unearned increment"), cross-subsidization or cost recovery. The note concludes with a set of recommendations of ways to improve the government's response to the urban challenge.

    The Urban Transition in Tanzania

    This report presents the problem, describes the analytical framework, the African and World context and the characteristics that need to be present for a responsible and effective urbanization. Chapter one discusses the issues involved in measuring urban growth and density and the problem of under-measuring density. Chapter two introduces key aspects of the recent urbanization in Tanzania, including migration, structure of economy and employment and the estimation of the urban contribution to Gross Domestic Product (GDP). Chapter three discussed the backbone of any urbanization policy, land management and land markets, and how the government is in a position to drastically improve the main constraint of a healthy urbanization process by unleashing urban land supply and providing the urban actors with the most needed factor: serviced urban land. Chapter four discusses the universal provision of basic services and the general picture for rural and urban Tanzania at present. Chapter five discusses the need for substantial infrastructure to improve mobility and connectivity and the funding potential of the different players in the urbanization process, including central and regional authorities. Finally, chapter six closes the report with conclusions and recommendations.

    Sudan : Overview of the Urban Landscape

    This study responds to the need for information and analysis on the urban sector in Sudan, to inform the Bank's policy dialogue with the Government of Sudan (GoS) on urban and local government issues, and to inform the design of future Bank assistance. The first phase of this analytical exercise, which is the focus of this report, develops an overview of the urban landscape. The report is structured as follows: section two describes the evolution of the spatial system in Sudan and highlights key urbanization patterns and trends; section three provides an overview of the legal, institutional and financial composition of Sudan's urban areas; and section 80 outlines the key policy issues and recommendations. The report also draws on in-depth case studies of Nyala and Khartoum, which are included as annexes to the report.

    City Development Strategy South Asia Region : Progress Report

    This report highlights the discussion, processes, lessons learned in examining innovative options for participation by all stakeholders in seeking new social and economic contracts between civil society and urban governments. The improvement in relationships is geared towards providing better services for urban poor and directly contributing to urban poverty alleviation. The report attempts to capture the new wave of enthusiasm and entrepreneurial inclination to city management that is more transparent and responsive to citizens as 'customers'.

    Promoting Innovation to Decarbonize Industry in China

    China’s rapid growth since the mid-1990s has been largely propelled by investment in industry, infrastructure, and urbanization. However, such a growth model has proved to be highly energy intensive. Further economic progress will make it more difficult to reduce emissions. The objective of this policy note is to : (a) review the experience of Organisation for Economic Co-operation and Development (OECD) countries in introducing policies to support industrial decarbonization; (b) take stock of China’s progress in promoting industrial decarbonization, including through innovation; and (c) share policy recommendations based on international good practices on how to support accelerated adoption, diffusion, and invention of industrial decarbonization technologies that could help meet China’s peak carbon emissions target by 2030 and net carbon neutrality by 2060.

    Taxes, Spending, and Equity: International Patterns and Lessons for Developing Countries

    Taxes and public spending underpin the basic administration of government and finance the human capital and infrastructure investments needed for economic growth. They can also have a significant and immediate impact on poverty and inequality. The question of how public finance can support longer-term growth objectives while promoting equity has become even more important in recent years, given the high fiscal deficits and debt levels most countries emerged with in the aftermath of the COVID-19 pandemic. These included the increasing cost of debt and the need to restart environmentally sustainable growth while helping households address the learning losses and other social scars caused by the pandemic. This paper examines the global evidence on which households pay which taxes and who benefits from what spending, and critically, the net effect on different households across the income distribution. The aim is to identify the patterns and lessons that emerge for designing progressive fiscal policies. A global dataset of 96 countries is assembled, spanning all regions of the world and all national income levels, grounded in the Commitment to Equity (CEQ) approach to fiscal incidence.

    Growth through Innovation : An Industrial Strategy for Shanghai

    In broad terms, the sources of economic growth are well understood but relatively few countries have succeeded in effectively harnessing this knowledge for policy purposes so as to sustain high rates of growth over an extended period of time (commission on growth and development 2008; Yusuf 2009a). This study argues, however, that a high growth strategy which puts technology upgrading and innovation at the center might warrant a different approach from the one currently favored. It derives from the experience of global cities such as New York and London and the empirical research on industrial performance and on innovation. This has yielded four significant findings: first, monosectoral services based economies grow slowly because they benefit less from increases in productivity and from innovation. Second, manufacturing industries producing complex capital goods, electronic equipment, and sophisticated components are more Research and Development (R&D) intensive, generate many more innovations, are more export oriented, have a solid track record of rising productivity, and having achieved competitiveness, are in a better position to sustain it because the entry barriers to these industries tend to be higher. By giving rise to dense backward and forward linkages these industries can serve as the nuclei of urban clusters and maximize employment generation. Third, industrial cities create many more jobs for a middle class and tend to have a more equal distribution of income than cities which are dominated by services. Fourth, and finally, cities with a world class tertiary education and research infrastructure linked to industry, are more resilient in the face of shocks, more innovative, and better able to reinvent themselves.

    Facets of Globalization : International and Local Dimensions of Development

    The chapters in this volume underscore the transformative role of globalization and urbanization, and show the interplay between these forces. Trade reform and liberalized foreign investment regimess have contributed to the spatial reallocation of economic activity toward cities, especially those cities that can attract and nurture human capital and strong connections to other markets. Global factors have, therefore, reinforced agglomeration economies in shifting economic clout toward cities, and in so doing they may be exacerbating regional disparities in incomes. The rise of cities is changing political dynamics in developing nations. It is forcing a reappraisal of existing constitutional structures and center-local relations, as well as the important--and perhaps more mundane-- arrangements for funding and organizing investment by subnational entities. At the same time, democratization is reinforcing the pressures for local autonomy. This perspective shifts the debate away from whether or not globalization is undermining the role of the central state and toward one about the appropriate allocation of responsibilities and resources to different layers of government. Strong arguments support the position that municipalities can, with the appropriate resources and political structures to ensure their responsiveness to local needs, make substantial improvements in the well-being of urban residents. Experience suggests that some state functions ought to remain with government.

    Digital Africa

    All African countries need better and more jobs for their growing populations. "Digital Africa: Technological Transformation for Jobs" shows that broader use of productivity-enhancing, digital technologies by enterprises and households is imperative to generate such jobs, including for lower-skilled people. At the same time, it can support not only countries’ short-term objective of postpandemic economic recovery but also their vision of economic transformation with more inclusive growth. These outcomes are not automatic, however. Mobile internet availability has increased throughout the continent in recent years, but Africa’s uptake gap is the highest in the world. Areas with at least 3G mobile internet service now cover 84 percent of Africa’s population, but only 22 percent uses such services. And the average African business lags in the use of smartphones and computers as well as more sophisticated digital technologies that catalyze further productivity gains. Two issues explain the usage gap: affordability of these new technologies and willingness to use them. For the 40 percent of Africans below the extreme poverty line, mobile data plans alone would cost one-third of their incomes—in addition to the price of access devices, apps, and electricity. Data plans for small- and medium-size businesses are also more expensive than in other regions. Moreover, shortcomings in the quality of internet services—and in the supply of attractive, skills-appropriate apps that promote entrepreneurship and raise earnings—dampen people’s willingness to use them. For those countries already using these technologies, the development payoffs are significant. New empirical studies for this report add to the rapidly growing evidence that mobile internet availability directly raises enterprise productivity, increases jobs, and reduces poverty throughout Africa. To realize these and other benefits more widely, Africa’s countries must implement complementary and mutually reinforcing policies to strengthen both consumers’ ability to pay and willingness to use digital technologies. These interventions must prioritize productive use to generate large numbers of inclusive jobs in a region poised to benefit from a massive, youthful workforce—one projected to become the world’s largest by the end of this century.
