Abstract
Access to information, and communications technologies has become crucial to a sustainable agenda of economic development, and poverty reduction, and yet access remains concentrated in a few regions and population groups, with the contours of this new "digital divide" closely following, and supplementing existing income, and economic divides. However, technological innovations, economic pressures, and regulatory reforms, are making access to information, and communications technologies more affordable, and, providing opportunities to close the digital divide. This discussion paper outlines a number of policy, and regulatory measures, including incentives to attract investors to high cost, or challenging areas, that can be used under different scenarios, to close the digital divide. While Bank Group experience shows an increasing number of projects with specific universal access components, this paper proposes alternatives for Bank Group support for universal access policies, through an appropriate mix of technical assistance, and investments.

Publication Facets of Globalization : International and Local Dimensions of Development(Washington, DC: World Bank, 2001-10)The chapters in this volume underscore the transformative role of globalization and urbanization, and show the interplay between these forces. Trade reform and liberalized foreign investment regimess have contributed to the spatial reallocation of economic activity toward cities, especially those cities that can attract and nurture human capital and strong connections to other markets. Global factors have, therefore, reinforced agglomeration economies in shifting economic clout toward cities, and in so doing they may be exacerbating regional disparities in incomes. The rise of cities is changing political dynamics in developing nations. It is forcing a reappraisal of existing constitutional structures and center-local relations, as well as the important--and perhaps more mundane-- arrangements for funding and organizing investment by subnational entities. At the same time, democratization is reinforcing the pressures for local autonomy. This perspective shifts the debate away from whether or not globalization is undermining the role of the central state and toward one about the appropriate allocation of responsibilities and resources to different layers of government. Strong arguments support the position that municipalities can, with the appropriate resources and political structures to ensure their responsiveness to local needs, make substantial improvements in the well-being of urban residents. Experience suggests that some state functions ought to remain with government.Publication Environmental Health : Bridging the Gaps(Washington, DC: World Bank, 2001-05)This discussion paper: a) proposes a new approach of targeted collaboration among different sectors; b) devises new tools or enhances existing ones to facilitate the contributions of different sectors to help relieve health problems; and c) puts theory into practice through a pilot in Ghana. The report is divided into three parts. Part 1 explains the foundations of environmental health and proposes a new approach that taps health benefits systematically outside the health sector through multisectoral collaboration. Part 2 provides basic tools to identify, prioritize, and propose remedial measures for many multisectoral health problems, many of which could and do otherwise fall between the cracks in single sector projects. Part 3 summarizes the findings and presents background material from a workshop in Ghana, "Targeted Collaboration among Line Agencies, Local Communities and the Ministry of Health," putting into practice the ideas of Parts 1 and 2. Annex A provides a rapid checklist on environmental health for practitioners and task managers. Annex B provides one-page summaries of about twenty major diseases.Publication Participation in Project Preparation : Lessons from World Bank-assisted Projects in India(Washington, DC: World Bank, 2001-05)The study assesses the extent to which the India program, is meeting the Bank's objective of mainstreaming participatory approaches, in project preparation, and design. From a variety of social, and natural resource management sectors, ten projects were selected, appraised during 1990 and 1998, in which participation was an overall project objective. Key findings suggest that beneficiary participation was successful, contributing to participatory designs in many projects. Social assessments were used more often than before, while involvement of primary beneficiaries improved during the 1990s, reflecting a change in the ways of thinking of, both Bank staff, and Government officials. Participatory work improved significantly, showing a move from a focus on social mitigation of potentially adverse impacts, to proactive work, with broader operational frameworks for participation in project planning. Direct beneficiary participation, was less common in strategy, and policy formulation, but more common in formulating local-level project approaches, though the level of primary beneficiary participation, never went beyond information sharing, and consultation. However, there was an increased collaboration with primary stakeholders, and, capacity building, and empowerment did take place. The study stipulates the potential of beneficiaries is underutilized, and challenges participatory management, to improve processes so as to adapt to the social, and institutional context, and, to consider participation within a broader local capacity.Publication Managing the Real and Fiscal Effects of Banking Crises(Washington, DC: World Bank, 2002-01)The study provides two recent analyses, spurred by the recent East Asian crisis, of government responses to financial distress, and, also presents a comprehensive database on systemic, and borderline banking crises. In the first chapter, the authors review the tradeoffs involved in public policies for systemic, financial, and corporate sector restructuring. They find that consistent policies are crucial for success, though such consistency is often missing. This consistency covers many dimensions, and entails among other things, ensuring that there are sufficient resources for absorbing losses, and, that private agents face appropriate incentives for restructuring. The authors also find that sustainable restructuring, requires deep structural reforms, facing upfront, political economy factors. In the second chapter, the authors use cross-country evidence to determine whether specific crisis containment, and resolution policies, systematically influence the fiscal costs of resolving a crisis. They find that accommodating policies - such as blanket deposit guarantees, debtor bailouts, and regulatory forbearance, etc. - significantly increase fiscal costs. The third chapter, is a comprehensive database on systemic banking crises that have occurred since the late 1970s. The database also includes information on borderline (non-systemic) banking crises during the same period.Publication Electronic Finance : A New Approach to Financial Sector Development ?(Washington, DC: World Bank, 2002-03)In recent years, electronic finance, especially online banking, and brokerage services, has reshaped the financial landscape. This paper reviews these developments, and analyzes their implications for consumers, governments, and financial service providers. First, it reviews the e-finance (r)evolution in emerging, and other markets, and projects its future growth. It then analyzes e-finance impact on the structure of, and competition in the financial services industry. After that, it assesses how e-finance, and globalization more generally, affects financial sector policies in emerging markets, including the need for changes in the approach to financial sector development. The paper then examines governments' changing role in the financial sector, and identifies opportunities that e-finance offers countries to leapfrog. Finally, the paper includes for policymakers, and others involved in financial sector reform in emerging markets, detailed information, and Web links on public policy activities related to e-finance.

Publication Options to Increase Access to Telecommunications Services in Rural and Low-Income Areas(World Bank, 2010)Recent evidence suggests that increasing overall service coverage and promoting access to telecommunications services have a high economic benefit. Overall, it is estimated that a ten percent increase in mobile telephony penetration could increase economic growth by 0.81 percent in developing countries, whereas a ten percent increase in broadband penetration could increase economic growth by 1.4 percent. In rural and low-income areas in particular, not only do basic telephony services and broadband access allow population to connect with relatives and friends, but they have also introduced a dramatic increase in productivity and in many cases have become the only way for small and medium enterprises in rural areas to access national and, in some cases, global markets. Moreover, the impact of access to telecommunications in rural areas on health, education, disaster management, and local governments has allowed better and more rapid responses, improved coordination, and more effective public management. It is therefore worthwhile to take a second look at all possible policy options, both conventional mechanisms (some of which underutilized) as well as new approaches, to determine whether some of them may be relevant for the emerging agenda of universal broadband access. This paper will first address the necessary conditions required to adopt a more ambitious universal access policy in developing countries. After that, a brief account of the main relevant trends in the industry will be made, followed by a description of twelve different mechanisms for project implementation and six different mechanisms for funding of universal access strategies. Then, an evaluation of the mechanisms will be carried out to identify the most suitable ones. Finally, some recommendations to policy makers on implementation of the preferred mechanisms are also drawn from the analysis.Publication 2012 Information and Communications for Development : Maximizing Mobile(Washington, DC: World Bank, 2012-08-15)With some 6 billion mobile subscriptions in use worldwide, around three-quarters of the world's inhabitants now have access to a mobile phone. Mobiles are arguably the most ubiquitous modern technology: in some developing countries, more people have access to a mobile phone than to a bank account, electricity, or even clean water. Mobile communications now offer major opportunities to advance human development from providing basic access to education or health information to making cash payments to stimulating citizen involvement in democratic processes. The developing world is 'more mobile' than the developed world. In the developed world, mobile communications have added value to legacy communication systems and have supplemented and expanded existing information flows. However, the developing world is following a different, 'mobile first' development trajectory. Many mobile innovations such as multi-SIM card phones, low-value recharges, and mobile payments have originated in poorer countries and are spreading from there. New mobile applications that are designed locally and rooted in the realities of the developing world will be much better suited to addressing development challenges than applications transplanted from elsewhere. In particular, locally developed applications can address developing-country concerns such as digital literacy and affordability. This 2012 edition of the World Bank's information and communications for development report analyzes the growth and evolution of mobile telephony, and the rise of data-based services delivered to handheld devices, including apps. The report explores the consequences for development of the emerging 'app economy.' It summarizes current thinking and seeks to inform the debate on the use of mobile phones for development. This report looks at key ecosystem-based applications in agriculture, health, financial services, employment, and government, with chapters devoted to each.Publication Output-Based Aid in Uganda : Bringing Communication Services to Rural Areas(World Bank, Washington, DC, 2007-03)This newsletter looks at Output-based aid (OBA) as it pertains to the telecommunication sector of Uganda. Specifically, how to bring communication services to the rural areas. The newsletter touches on how the structure and financing was set, how the bidding process was set up, subsidies, the outcomes of the bidding process, design issues, sustainability, and aid effectiveness. Conclusions on the use of OBA to promote private investment in this sector are also given.Publication Information and Communication Technologies for Rural Development : Issues and Options, Volume 1. Main Report and Annexes(Washington, DC, 2005-10)Information and communication technologies (ICTs) are a potentially revolutionary means of empowering the poor. Realizing this potential will require investments that increase access to ICTs in remote low productivity areas and the development of innovative applications that cater to the needs of the poor and small firms. The costs of these kinds of investment have been decreasing rapidly, but still yield low short term private returns. The private sector cannot alone be expected to underwrite the costs of these developments. If Government does not support these public investments, economic disparities will rise, undermining social stability and future growth. Effective public sector action is required, to establish a regulatory and legal framework that enables the rise of a vibrant innovative competitive private telecommunications and ICT services sector, and to institute selective efficient and transparent public subsidies with high social payoff but low financial returns. This is needed most urgently precisely in developing country contexts where public institutions are often ineffective, corrupt and unaccountable. The challenge takes added significance in Indonesia, a country still recovering from severe economic and political crisis, hardest hit by the biggest natural disaster in recorded human history, undergoing major changes to a decentralized system of governance, and that has very weak public institutions. The overall objective of the report is to identify the policies, technologies, institutions and investments needed to improve the access of rural communities to information services in Indonesia. Specifically, the report would illustrate the opportunities that ICT offers policy makers and practitioners in agricultural and rural development and the policies and institutions that would be necessary to achieve social and economic progress on a sustainable basis for the benefit of rural populations with a focus on farming communities and women. For the purposes of the report, ICTs are defined as electronic communication technologies with a focus on the internet and telephony. Radio, multi-media, other communication tools are addressed only to a limited extent.Publication Telecommunications Regulation Handbook : Tenth Anniversary Edition(World Bank and the International Telecommunication Union, Washington, DC, 2011)Communications are an essential means for reaching the, bottom of the Pyramid, and enabling individuals to reduce poverty and improve the quality of their lives. We currently live in a world in which more Africans have access to a mobile phone than to any other utility or infrastructure service. This widespread technological dissemination creates new opportunities across all segments of society, but also presents new challenges requiring adaptable strategies. Today's communications landscape is vastly different from the environment in which we developed the first telecommunications regulation handbook ten years ago. Competitive and open communications markets have created opportunities in countries that previously lagged behind. Competitively priced and technologically varied service offerings have allowed businesses to compete and thrive globally. However, there are still serious market gaps (such as providing widespread high speed broadband services at affordable prices and connectivity to remote areas), that, when coupled with evolving and converging technologies, pose challenges to policymakers and regulators. This new edition of the telecommunications regulation handbook captures the new market and regulatory strategies to optimize investment in broadband networks and Information and Communication Technology, or ICT services. As the following chapters show, many of the evolutionary and revolutionary changes in regulation that made possible the mobile miracle of connecting 5 billion users worldwide with access to ICTs, as well as over a billion fixed and mobile broadband subscribers, are still valid today. But for markets to truly flourish, regulators also need new, inspired regulatory approaches that are as innovative as the technologies they regulate.

Publication World Development Report 2006(Washington, DC, 2005)This year’s Word Development Report (WDR), the twenty-eighth, looks at the role of equity in the development process. It defines equity in terms of two basic principles. The first is equal opportunities: that a person’s chances in life should be determined by his or her talents and efforts, rather than by pre-determined circumstances such as race, gender, social or family background. The second principle is the avoidance of extreme deprivation in outcomes, particularly in health, education and consumption levels. This principle thus includes the objective of poverty reduction. The report’s main message is that, in the long run, the pursuit of equity and the pursuit of economic prosperity are complementary. In addition to detailed chapters exploring these and related issues, the Report contains selected data from the World Development Indicators 2005‹an appendix of economic and social data for over 200 countries. This Report offers practical insights for policymakers, executives, scholars, and all those with an interest in economic development.Publication Lebanon Economic Monitor, Fall 2022(Washington, DC, 2022-11)The economy continues to contract, albeit at a somewhat slower pace. Public finances improved in 2021, but only because spending collapsed faster than revenue generation. Testament to the continued atrophy of Lebanon’s economy, the Lebanese Pound continues to depreciate sharply. The sharp deterioration in the currency continues to drive surging inflation, in triple digits since July 2020, impacting the poor and vulnerable the most. An unprecedented institutional vacuum will likely further delay any agreement on crisis resolution and much needed reforms; this includes prior actions as part of the April 2022 International Monetary Fund (IMF) staff-level agreement (SLA). Divergent views among key stakeholders on how to distribute the financial losses remains the main bottleneck for reaching an agreement on a comprehensive reform agenda. Lebanon needs to urgently adopt a domestic, equitable, and comprehensive solution that is predicated on: (i) addressing upfront the balance sheet impairments, (ii) restoring liquidity, and (iii) adhering to sound global practices of bail-in solutions based on a hierarchy of creditors (starting with banks’ shareholders) that protects small depositors.Publication Argentina Country Climate and Development Report(World Bank, Washington, DC, 2022-11)The Argentina Country Climate and Development Report (CCDR) explores opportunities and identifies trade-offs for aligning Argentina’s growth and poverty reduction policies with its commitments on, and its ability to withstand, climate change. It assesses how the country can: reduce its vulnerability to climate shocks through targeted public and private investments and adequation of social protection. The report also shows how Argentina can seize the benefits of a global decarbonization path to sustain a more robust economic growth through further development of Argentina’s potential for renewable energy, energy efficiency actions, the lithium value chain, as well as climate-smart agriculture (and land use) options. Given Argentina’s context, this CCDR focuses on win-win policies and investments, which have large co-benefits or can contribute to raising the country’s growth while helping to adapt the economy, also considering how human capital actions can accompany a just transition.Publication Classroom Assessment to Support Foundational Literacy(Washington, DC: World Bank, 2025-03-21)This document focuses primarily on how classroom assessment activities can measure students’ literacy skills as they progress along a learning trajectory towards reading fluently and with comprehension by the end of primary school grades. The document addresses considerations regarding the design and implementation of early grade reading classroom assessment, provides examples of assessment activities from a variety of countries and contexts, and discusses the importance of incorporating classroom assessment practices into teacher training and professional development opportunities for teachers. The structure of the document is as follows. The first section presents definitions and addresses basic questions on classroom assessment. Section 2 covers the intersection between assessment and early grade reading by discussing how learning assessment can measure early grade reading skills following the reading learning trajectory. Section 3 compares some of the most common early grade literacy assessment tools with respect to the early grade reading skills and developmental phases. Section 4 of the document addresses teacher training considerations in developing, scoring, and using early grade reading assessment. Additional issues in assessing reading skills in the classroom and using assessment results to improve teaching and learning are reviewed in section 5. Throughout the document, country cases are presented to demonstrate how assessment activities can be implemented in the classroom in different contexts.Publication The Journey Ahead(Washington, DC: World Bank, 2024-10-31)The Journey Ahead: Supporting Successful Migration in Europe and Central Asia provides an in-depth analysis of international migration in Europe and Central Asia (ECA) and the implications for policy making. By identifying challenges and opportunities associated with migration in the region, it aims to inform a more nuanced, evidencebased debate on the costs and benefits of cross-border mobility. Using data-driven insights and new analysis, the report shows that migration has been an engine of prosperity and has helped address some of ECA’s demographic and socioeconomic disparities. Yet, migration’s full economic potential remains untapped. The report identifies multiple barriers keeping migration from achieving its full potential. Crucially, it argues that policies in both origin and destination countries can help maximize the development impacts of migration and effectively manage the economic, social, and political costs. Drawing from a wide range of literature, country experiences, and novel analysis, The Journey Ahead presents actionable policy options to enhance the benefits of migration for destination and origin countries and migrants themselves. Some measures can be taken unilaterally by countries, whereas others require close bilateral or regional coordination. The recommendations are tailored to different types of migration— forced displacement as well as high-skilled and low-skilled economic migration—and from the perspectives of both sending and receiving countries. This report serves as a comprehensive resource for governments, development partners, and other stakeholders throughout Europe and Central Asia, where the richness and diversity of migration experiences provide valuable insights for policy makers in other regions of the world.
