Abstract
Food price inflation in Laos has surged into double digits since mid-2022, surpassing global and regional trends. High food prices impact the welfare of both consumers and agricultural producers. Holding all other factors constant, increasing food prices diminishes households’ purchasing power. In Laos, this impact is particularly pronounced among low-income urban households, which dedicate a larger proportion of their expenditures to food purchases. Low-income households tend to allocate a larger share of their consumption to food, while rural households rely more on self-production than food purchases. This policy brief examines the causes and impact of food inflation in Laos, aiming to inform policy actions to address the issue. The comprehensive analysis combines descriptive and econometric methods. In addition to estimating the potential impact of food inflation on household welfare and food insecurity, the analysis empirically examines the factors that contribute to food price inflation at the national level. Furthermore, it investigates the price formation and transmission mechanics of key commodities such as rice, pork, and chicken, both domestically and in international markets.

Publication South Asia Economic Focus, June 2011 : Food Inflation(Washington, DC, 2011-06)This report focuses on the impact of policies and exogenous shocks on food inflation. It deals with four elements: 1) the pass-through of global food (and other commodity) prices, 2) macroeconomic policies, 3) market regulation and short-term supply shocks, and 4) long-term structural shifts and the terms of trade between agriculture and other sectors of the economy. This report examines food and overall inflation trends in South Asia, which is experiencing relatively high inflation, and is home to a large number of poor. There are many more poor people who are net buyers of food than there are those who benefit from higher prices of agricultural products even in the predominantly rural countries of South Asia. The report examines both short-term and longer-term drivers of rising food prices in the region, including developments in international commodity prices, domestic supply shocks, accommodative demand side policies, structural changes in demand patterns, and long-term agricultural productivity trends. The impact on poverty is examined, as is the region's preparedness for food price shocks. The priorities laid out in the Bank's post-crisis directions paper (2010) and the mandates given to the Bank by the G20 are to focus on food price volatility, agriculture and food security, and agricultural productivity. In line with these priorities, the report ends with some policy directions to manage the macroeconomic impact of food price inflation, and the potential spillover into generalized inflation, to manage the social impact of the food price hikes, and to hedge against risks associated with food price volatility. The report is organized as follows: section two discusses the anatomy and short- and longer-run drivers of food and overall inflation in South Asia. Section three discusses the impact of government policies affecting agricultural marketing, inputs and trade in South Asian countries. Section four presents an assessment of the impact of food price increases on poverty and an assessment of the preparedness of South Asian countries social protection schemes to cope with this impact. Other subjects include regional articles, and institutional perspectives by the International Development Association (IFC) and the World Bank Institute (WBI).Publication Distributional Effects of Taxation of Processed Foods in Brazil(Washington, DC: World Bank, 2024-06-17)This paper examines the potential distributional effects of a tax increase on processed and ultra-processed foods. Using data from the most recent Brazilian consumption survey (POF 2017/2018), it analyzes the welfare changes that households would experience when facing increased costs for these products. Using an extended cost-benefit analysis model to assess net income effects, the paper considers three distinct dimensions: changes in product expenditure, changes in medical expenditure, and changes in years of life lost. The findings suggest that the tax increase would have a progressive impact, benefiting households at the lower end of the consumption distribution in all three dimensions. Overall, the study highlights the potential for targeted taxation policies as a “triple win” to address health concerns, promote greater equity, and increase fiscal revenues.Publication Vietnam 2010 : Entering the 21st Century(World Bank, Washington, DC, 2000-11-29)The study outlines the socioeconomic development strategy for Vietnam, during the first decade of the twenty first century, envisaging sustainable economic development, to rapidly adjust to social stability, while maintaining cultural, and traditional ties. The aim is to become a socialist market economy, fully integrated into the global economy, internationally competitive, with characteristics of an industrialized, and knowledge-based society within twenty years. This vision articulates the eradication of hunger, and hard-core poverty, emphasizing universal lower secondary education. Likewise, it intends to reduce child malnutrition, increase life expectancy, and raise access to clean water in urban areas. However, the vision requires a doubling of the GDP by 2010, through increased investments and growing exports, declining agricultural inputs, but increasing the industrial, and services share. Part I of the report, still undergoing extensive consultations within the Government, and civil society, provides the strategic directions for the country, examining enterprise development, rural development, human and social development, infrastructure, environmental quality, and governance. Part II addresses stronger partnerships to help the Government implement this strategy, through a series of thematic notes, which describe donor participation, and international development assistance.Publication Inequality in China : An Overview(World Bank, Washington, DC, 2013-06)This paper provides an overview of research on income inequality in China over the period of economic reform. It presents the results of two main sources of evidence on income inequality and, assisted by various decompositions, explains the reasons income inequality has increased rapidly and the Gini coefficient is now almost 0.5. This paper evaluates the degree of income inequality from the perspectives of people's subjective well-being and government concerns. It poses the following question: has income inequality peaked? It also discusses the policy implications of the analysis. The concluding comments of this paper propose a research agenda and suggest possible lessons from China's experience that may be useful for other developing countries.

Publication Digital Africa(Washington, DC: World Bank, 2023-03-13)All African countries need better and more jobs for their growing populations. "Digital Africa: Technological Transformation for Jobs" shows that broader use of productivity-enhancing, digital technologies by enterprises and households is imperative to generate such jobs, including for lower-skilled people. At the same time, it can support not only countries’ short-term objective of postpandemic economic recovery but also their vision of economic transformation with more inclusive growth. These outcomes are not automatic, however. Mobile internet availability has increased throughout the continent in recent years, but Africa’s uptake gap is the highest in the world. Areas with at least 3G mobile internet service now cover 84 percent of Africa’s population, but only 22 percent uses such services. And the average African business lags in the use of smartphones and computers as well as more sophisticated digital technologies that catalyze further productivity gains. Two issues explain the usage gap: affordability of these new technologies and willingness to use them. For the 40 percent of Africans below the extreme poverty line, mobile data plans alone would cost one-third of their incomes—in addition to the price of access devices, apps, and electricity. Data plans for small- and medium-size businesses are also more expensive than in other regions. Moreover, shortcomings in the quality of internet services—and in the supply of attractive, skills-appropriate apps that promote entrepreneurship and raise earnings—dampen people’s willingness to use them. For those countries already using these technologies, the development payoffs are significant. New empirical studies for this report add to the rapidly growing evidence that mobile internet availability directly raises enterprise productivity, increases jobs, and reduces poverty throughout Africa. To realize these and other benefits more widely, Africa’s countries must implement complementary and mutually reinforcing policies to strengthen both consumers’ ability to pay and willingness to use digital technologies. These interventions must prioritize productive use to generate large numbers of inclusive jobs in a region poised to benefit from a massive, youthful workforce—one projected to become the world’s largest by the end of this century.Publication Argentina Country Climate and Development Report(World Bank, Washington, DC, 2022-11)The Argentina Country Climate and Development Report (CCDR) explores opportunities and identifies trade-offs for aligning Argentina’s growth and poverty reduction policies with its commitments on, and its ability to withstand, climate change. It defines equity in terms of two basic principles. This Report offers practical insights for policymakers, executives, scholars, and all those with an interest in economic development.Publication Classroom Assessment to Support Foundational Literacy(Washington, DC: World Bank, 2025-03-21)This document focuses primarily on how classroom assessment activities can measure students’ literacy skills as they progress along a learning trajectory towards reading fluently and with comprehension by the end of primary school grades. The document addresses considerations regarding the design and implementation of early grade reading classroom assessment, provides examples of assessment activities from a variety of countries and contexts, and discusses the importance of incorporating classroom assessment practices into teacher training and professional development opportunities for teachers. The structure of the document is as follows. The first section presents definitions and addresses basic questions on classroom assessment. Section 2 covers the intersection between assessment and early grade reading by discussing how learning assessment can measure early grade reading skills following the reading learning trajectory. Section 3 compares some of the most common early grade literacy assessment tools with respect to the early grade reading skills and developmental phases. Section 4 of the document addresses teacher training considerations in developing, scoring, and using early grade reading assessment. Additional issues in assessing reading skills in the classroom and using assessment results to improve teaching and learning are reviewed in section 5. Throughout the document, country cases are presented to demonstrate how assessment activities can be implemented in the classroom in different contexts.Publication Lebanon Economic Monitor, Fall 2022(Washington, DC, 2022-11)The economy continues to contract, albeit at a somewhat slower pace. Public finances improved in 2021, but only because spending collapsed faster than revenue generation. Testament to the continued atrophy of Lebanon’s economy, the Lebanese Pound continues to depreciate sharply. The sharp deterioration in the currency continues to drive surging inflation, in triple digits since July 2020, impacting the poor and vulnerable the most. An unprecedented institutional vacuum will likely further delay any agreement on crisis resolution and much needed reforms; this includes prior actions as part of the April 2022 International Monetary Fund (IMF) staff-level agreement (SLA). Divergent views among key stakeholders on how to distribute the financial losses remains the main bottleneck for reaching an agreement on a comprehensive reform agenda. Lebanon needs to urgently adopt a domestic, equitable, and comprehensive solution that is predicated on: (i) addressing upfront the balance sheet impairments, (ii) restoring liquidity, and (iii) adhering to sound global practices of bail-in solutions based on a hierarchy of creditors (starting with banks’ shareholders) that protects small depositors.
