Benchmarking Container Port Technical Efficiency in Latin America and the Caribbean : A Stochastic Frontier Analysis

Abstract
This paper presents a technical efficiency analysis of container ports in Latin America and the Caribbean using an input-oriented stochastic frontier model. A 10-year panel is employed with data on container throughput, port terminal area, length of berths, and number of cranes available in 67 ports. The model has three innovations with respect to the available literature: (i) it treats ship-to-shore gantry cranes and mobile cranes separately, in order to account for the higher productivity of the former; (ii) a binary variable is introduced for ports using ships' cranes, treated as an additional source of port productivity; and (iii) a binary variable is used for ports operating as transshipment hubs. The associated parameters are highly significant in the production function. The results show an improvement in the average technical efficiency of ports in the Latin America and the Caribbean region from 36 percent to 50 percent between 1999 and 2009; the best-performing port in 2009 achieved a technical efficiency of 94 percent with respect to the frontier. The paper also studies possible determinants of port technical efficiency, such as ownership, corruption, terminal purpose, income per capita, and location. The results reveal positive, but weak, associations between technical efficiency with landlord ports and with lower corruption levels; stronger results are observed between technical efficiency with specialized container terminals and with average income.

    The Macroeconomic Implications of Climate Change Impacts and Adaptation Options

    Estimating the macroeconomic implications of climate change impacts and adaptation options is a topic of intense research. This paper presents a framework in the World Bank's macrostructural model to assess climate-related damages. This approach has been used in many Country Climate and Development Reports, a World Bank diagnostic that identifies priorities to ensure continued development in spite of climate change and climate policy objectives. The methodology captures a set of impact channels through which climate change affects the economy by (1) connecting a set of biophysical models to the macroeconomic model and (2) exploring a set of development and climate scenarios. The paper summarizes the results for five countries, highlighting the sources and magnitudes of their vulnerability --- with estimated gross domestic product losses in 2050 exceeding 10 percent of gross domestic product in some countries and scenarios, although only a small set of impact channels is included. The paper also presents estimates of the macroeconomic gains from sector-level adaptation interventions, considering their upfront costs and avoided climate impacts and finding significant net gross domestic product gains from adaptation opportunities identified in the Country Climate and Development Reports. Finally, the paper discusses the limits of current modeling approaches, and their complementarity with empirical approaches based on historical data series. The integrated modeling approach proposed in this paper can inform policymakers as they make proactive decisions on climate change adaptation and resilience.

    Global Poverty Revisited Using 2021 PPPs and New Data on Consumption

    Recent improvements in survey methodologies have increased measured consumption in many low- and lower-middle-income countries that now collect a more comprehensive measure of household consumption. Faced with such methodological changes, countries have frequently revised upward their national poverty lines to make them appropriate for the new measures of consumption. This in turn affects the World Bank’s global poverty lines when they are periodically revised. The international poverty line, which is based on the typical poverty line in low-income countries, increases by around 40 percent to $3.00 when the more recent national poverty lines as well as the 2021 purchasing power parities are incorporated. The net impact of the changes in international prices, the poverty line, and new survey data (including new data for India) is an increase in global extreme poverty by some 125 million people in 2022, and a significant shift of poverty away from South Asia and toward Sub-Saharan Africa. The changes at higher poverty lines, which are more relevant to middle-income countries, are mixed.

    Geopolitical Fragmentation and Friendshoring

    This paper examines the relationship between geopolitical fragmentation and friendshoring of foreign investments over time, countries, and sectors. The analysis uses comprehensive data on foreign direct investments covering greenfield projects, mergers and acquisitions, and stocks of affiliates, as well as data on four alternative measures of geopolitical distance between countries. The gravity estimations suggest that, first, geopolitical differences have a negative effect on foreign investments and the magnitude has heightened in the post-pandemic period compared to a decade ago. Second, it is primarily the companies from advanced Western economies whose foreign investment decisions are increasingly shaped by friendshoring forces. Finally, the paper shows that friendshoring is not only confined to strategic industries, implying that allocations of foreign direct investments may not solely reflect national security or resilience considerations.

    Soaring Food Prices Threaten Recent Economic Gains in the EU

    The surge in food prices following the 2021 economic rebound has become a significant concern for households, particularly low-income ones, in Bulgaria, Croatia, Poland, and Romania. Food price inflation, which surpasses general inflation rates, risks worsening poverty and food insecurity in these countries. This paper explores the distributional impacts of rising food prices and the effectiveness of government response measures. Low-income households, who allocate a larger share of their income to food, are disproportionately affected and are struggling to cope with unexpected expenses, leading to increased difficulties in accessing proper nutrition. Simulations indicate that rising food prices contribute to higher poverty rates and greater income inequality, especially among vulnerable populations. They also suggest that the main poverty-targeted social assistance schemes offer critical support for the extreme poor, but expanding both coverage and benefits is vital to shield all at-risk individuals. Targeted policies that balance immediate relief with long-term resilience-building are essential to addressing the challenges posed by escalating food prices.

    Disentangling the Key Economic Channels through Which Infrastructure Affects Jobs

    This paper takes stock of the literature on infrastructure and jobs published since the early 2000s, using a conceptual framework to identify the key channels through which different types of infrastructure impact jobs. Where relevant, it highlights the different approaches and findings in the cases of energy, digital, and transport infrastructure. Overall, the literature review provides strong evidence of infrastructure’s positive impact on employment, particularly for women. In the case of electricity, this impact arises from freeing time that would otherwise be spent on household tasks. Similarly, digital infrastructure, particularly mobile phone coverage, has demonstrated positive labor market effects, often driven by private sector investments rather than large public expenditures, which are typically required for other large-scale infrastructure projects. The evidence on structural transformation is also positive, with some notable exceptions, such as studies that find no significant impact on structural transformation in rural India in the cases of electricity and roads. Even with better market connections, remote areas may continue to lack economic opportunities, due to the absence of agglomeration economies and complementary inputs such as human capital. Accordingly, reducing transport costs alone may not be sufficient to drive economic transformation in rural areas. The spatial dimension of transformation is particularly relevant for transport, both internationally—by enhancing trade integration—and within countries, where economic development tends to drive firms and jobs toward urban centers, benefitting from economies scale and network effects. Turning to organizational transformation, evidence on skill bias in developing countries is more mixed than in developed countries and may vary considerably by context. Further research, especially on the possible reasons explaining the differences between developed and developing economies, is needed.

    Handling charges in Caribbean ports are two to three times higher than in similar ports in other regions of the world. In some cases, it costs significantly less to ship a container to Hong Kong SAR, China, or Europe than it does to ship to a neighboring island no more than 100 miles away. The reasons for high port-handling costs are linked to procedural inefficiencies along the logistics chain, high freight rates that shipping lines attribute to empty backhauls, and the poor performance of port management and operations. The Organization of Eastern Caribbean States shares the larger Caribbean region's advantages, challenges, and concerns related to the performance of port management and operations. Yet performance assessments have been difficult to make because of data constraints. This report seeks to provide such an assessment along four distinct policy dimensions: (i) traffic development, (ii) the institutional and regulatory framework, (iii) infrastructure development, and (iv) performance, including pricing and finance issues. The report concludes by benchmarking the efficiency of Organization of Eastern Caribbean States ports against other Latin American ports using a stochastic frontier approach, and providing a list of next steps for further research and policy prioritization. To make the current analysis possible, a rigorous exercise in the collection of primary data was conducted, using standardized templates adapted specifically to the Organization of Eastern Caribbean States context. The collection of data proved to be particularly difficult on financial and performance metrics, since many of the ports lack strong statistical systems and institutions.

    Logistics, Transport and Food Prices in LAC : Policy Guidance for Improving Efficiency and Reducing Costs

    This introductory section explains the rationale for the guidance note, reflecting on the relevance of food prices in Latin America and the Caribbean (LAC), their impact on the poor and the effect that logistics and transport costs have on those prices. Based upon that framework, the note provides an overview of the logistics and transport hurdles faced by importers and consumers in the region as food products move through the logistics chain. The final section of the report provides some policy guidance that could improve the efficiency of logistics systems in LAC and reduce the price of delivered foods.

    Reforming the Indian Ports Sector

    Maritime transport carries more than nine-tenths of tonnage of world international trade. The international shipping industry, competitive and dominated by private companies, has delivered to trading nations increasing capacity, generally improving service levels, and declining unit shipping costs. To access and extract the maximum benefit from this vital transport resource each nation depends on the performance of its ports sector; not only on the capacity, quality and price of port services but also their connectivity to hinterlands and to the industrial and consumer markets they serve. Ports in India, as in many countries, face continued pressure to handle higher throughput, adapt to larger and more specialized vessels, improve productivity, and adopt new technology and information systems that can meet the increasingly demanding service standards expected by shippers, logistics companies and shipping operators. As in all economic sectors, the success of ports depends not only on investment in its infrastructure but on supportive policy and regulatory structures, and on the effectiveness of the institutions that deliver services to customers. This Report contains an analysis of the current status of India s ports sector, identifies potential constraints on the ability of ports to meet India s future development needs, and sets out a recommended policy framework to increase the efficiency and effectiveness of the sector.

    Port and Maritime Transport Challenges in West and Central Africa

    This Working Paper presents the current trends in maritime transport and port sectors in West and Central Africa (WCA), and proposes several policy recommendations to improve maritime transport and port efficiency in order to enhance economic growth. West and Central African economies, which depend on maritime transport for an overwhelming proportion of their trade, rely on efficient maritime transport and port sectors to be competitive on world markets. This paper was prepared for the Sub-Saharan Africa Transport Policy Program (SSATP), in the overall context of the World Bank's efforts for trade facilitation in Sub- Saharan Africa2 as a follow-up to the 1997 Second Cotonou meeting of West and Central Africa (WCA) Ministers.

    Freight Transport for Development Toolkit

    The estimate of the United Nations Conference on Trade and Development is that more than 80 percent or close to 8 million tons in 2007, of world freight is transported by sea. Most, if not all, freight transport moves from the producer to the consumer through logistic processes thereby passing a number of nodal points. As for waterborne transport, sea and river ports and terminals form these nodal points where freight is transferred from one mode to another. Chapter one provides data on world maritime transport and explains the different types of cargo that pass which are carried by the world merchant fleet and the cargoes they carry. It also is explained that the former general cargo type of vessels have evolved into vessel designs that have specifically been designed for different types of cargoes. Chapter two provides an extensive overview of the development of the container in terms of what containers are, how dedicated container vessels have developed as well as the impact of containers on logistic processes, including hinterland connections. Chapter three provides an overview of the world port in terms of numbers and classifies the largest ports in the world in terms of total cargoes, containers and dry bulk. Chapter four presents an overview of the indicators used in ports. Chapter five describes how ports around the world are owned and managed. First the major characteristics and functions of ports are described and possible ownership structures are explained. The chapter six not only describes the aspect of emissions, but also describes other forms of pollution sources of the sector, as these are noise, light, dust and soil and water pollution. As is explained in chapter seven, port work has gradually changed from pure physical work to processing control using dedicated and complicated equipment and automated systems. Similarly, the work of seafarers has changed. Chapter eight provides tools as to how cities can cope with this issue; in particular how former port areas can be and have been re-integrated in the city. Chapter nine presents a number of examples comparing rates that were charged in 2008 with those in the same period in 2009. Finally, chapter ten provides a comparison between the World Bank's transport business strategy paper 2008-2012 and the issues presented in this overview of ports and waterborne transport.

    This document focuses primarily on how classroom assessment activities can measure students’ literacy skills as they progress along a learning trajectory towards reading fluently and with comprehension by the end of primary school grades. The document addresses considerations regarding the design and implementation of early grade reading classroom assessment, provides examples of assessment activities from a variety of countries and contexts, and discusses the importance of incorporating classroom assessment practices into teacher training and professional development opportunities for teachers. The structure of the document is as follows. The first section presents definitions and addresses basic questions on classroom assessment. Section 2 covers the intersection between assessment and early grade reading by discussing how learning assessment can measure early grade reading skills following the reading learning trajectory. Section 3 compares some of the most common early grade literacy assessment tools with respect to the early grade reading skills and developmental phases. Section 4 of the document addresses teacher training considerations in developing, scoring, and using early grade reading assessment. Additional issues in assessing reading skills in the classroom and using assessment results to improve teaching and learning are reviewed in section 5. Throughout the document, country cases are presented to demonstrate how assessment activities can be implemented in the classroom in different contexts.

    This year’s Word Development Report (WDR), the twenty-eighth, looks at the role of equity in the development process. It defines equity in terms of two basic principles. The first is equal opportunities: that a person’s chances in life should be determined by his or her talents and efforts, rather than by pre-determined circumstances such as race, gender, social or family background. The second principle is the avoidance of extreme deprivation in outcomes, particularly in health, education and consumption levels. This principle thus includes the objective of poverty reduction. The report’s main message is that, in the long run, the pursuit of equity and the pursuit of economic prosperity are complementary. In addition to detailed chapters exploring these and related issues, the Report contains selected data from the World Development Indicators 2005‹an appendix of economic and social data for over 200 countries. This Report offers practical insights for policymakers, executives, scholars, and all those with an interest in economic development.

    Argentina Country Climate and Development Report

    The Argentina Country Climate and Development Report (CCDR) explores opportunities and identifies trade-offs for aligning Argentina’s growth and poverty reduction policies with its commitments on, and its ability to withstand, climate change. It assesses how the country can: reduce its vulnerability to climate shocks through targeted public and private investments and adequation of social protection. The report also shows how Argentina can seize the benefits of a global decarbonization path to sustain a more robust economic growth through further development of Argentina’s potential for renewable energy, energy efficiency actions, the lithium value chain, as well as climate-smart agriculture (and land use) options. Given Argentina’s context, this CCDR focuses on win-win policies and investments, which have large co-benefits or can contribute to raising the country’s growth while helping to adapt the economy, also considering how human capital actions can accompany a just transition.

    Remarks to the Annual Meetings 2020 Development Committee

    David Malpass, President of the World Bank Group, announced that the Board approved a fast track approach to emergency health support programs that now covers 111 countries. Most projects are well advanced, with average disbursement upward of 40 percent. The goal is to take broad, fast action early. The operational framework presented back in June has positioned the Bank to help countries address immediate health threats and social and economic impacts and maintain our focus on long-term development. The Bank is making good progress toward the 15-month target of 160 billion dollars in surge financing. Much of it is for the poorest countries and will take the form of grants or low-rate, long-maturity loans. IFC, through the Global Health Platform, will be providing financing to vaccine manufacturers to foster expanded production of COVID-19 vaccines in both part 1 and 2 countries, providing production is reserved for emerging markets. The Development Committee holds a unique place in the international architecture. It is the only global forum in which the Governments of developed countries and the Governments of developing countries, creditor countries and borrower countries, come together to discuss development and the ‘net transfer of resources to developing countries.’ The current International Financial Architecture system is skewed in favor of the rich and creditor countries. It is important that all voices are heard, so Malpass urged the Ministers of developing countries to use their voice and speak their minds today. Malpass urged consideration of how we can build a new approach to debt restructuring that allows for a fair relationship and balance between creditors and debtors. This will be critical in restoring growth in developing countries; and helping reverse the inequality.

    The 2011 World development report looks across disciplines and experiences drawn from around the world to offer some ideas and practical recommendations on how to move beyond conflict and fragility and secure development. The key messages are important for all countries-low, middle, and high income-as well as for regional and global institutions: first, institutional legitimacy is the key to stability. When state institutions do not adequately protect citizens, guard against corruption, or provide access to justice; when markets do not provide job opportunities; or when communities have lost social cohesion-the likelihood of violent conflict increases. Second, investing in citizen security, justice, and jobs is essential to reducing violence. But there are major structural gaps in our collective capabilities to support these areas. Third, confronting this challenge effectively means that institutions need to change. International agencies and partners from other countries must adapt procedures so they can respond with agility and speed, a longer-term perspective, and greater staying power. Fourth, need to adopt a layered approach. Some problems can be addressed at the country level, but others need to be addressed at a regional level, such as developing markets that integrate insecure areas and pooling resources for building capacity Fifth, in adopting these approaches, need to be aware that the global landscape is changing. Regional institutions and middle income countries are playing a larger role. This means should pay more attention to south-south and south-north exchanges, and to the recent transition experiences of middle income countries.
