Abstract
There is now broad consensus among policymakers that social protection is a powerful way to fight poverty and promote inclusive growth. This international consensus is most clearly articulated in the African Union's Social Policy Framework (SPF), which was endorsed by all African heads of state in 2009. The SPF explains that social protection includes 'social security measures and furthering income security; and also the pursuit of an integrated policy approach that has a strong developmental focus, such as job creation' the SPF commits governments to progressively realizing a minimum package of essential social protection that covers essential health care and benefits for children, informal workers, the unemployed, the elderly, and people with disabilities. Kenya has a long history of investing in social protection. Social protection in Kenya is defined as 'policies and actions, including legislative measures, that enhance the capacity of and opportunities for the poor and vulnerable to improve and sustain their lives, livelihoods, and welfare, that enable income-earners and their dependents to maintain a reasonable level of income through decent work, and that ensure access to affordable healthcare, social security, and social assistance.' However, the coverage of its social insurance schemes and safety net programs has tended to be low and their effectiveness limited. In 2005/06 the rate of poverty was 47 percent, although poverty rates were markedly higher in rural areas (50 percent) than in urban areas (34 percent). They also varied among provinces from a high of 74 percent in the North Eastern province to a low of 22 percent in Nairobi. This persistent poverty highlights the fact that social protection can play an important role in the effort to reduce poverty and promote human development in Kenya.

Publication Building Resilience to Disaster and Climate Change through Social Protection(Washington, DC, 2013-05)Natural disasters and climate change are among the greatest threats to development. Although natural disasters have always presented risks, climate change increases those risks and compounds them by adding a greater level of uncertainty. As a result of their increased frequency, the economic and social costs of disasters are mounting (World Bank 2010). Natural disasters and climate change can push people into chronic and transient poverty and force them to adopt negative coping strategies. Social protection programs play an important role in protecting poor and vulnerable people from these impacts and helping them reduce their exposure and vulnerability to them. This toolkit provides guidance on how to prepare social protection programs to respond to disasters and climate change. The snapshots of good practice experiences and practical tips for implementation are intended to guide decision makers in countries facing these risks in adapting their social protection programs to reduce negative impacts and accelerate recovery. The focus of this toolkit is aligned with the role and expertise of the World Bank, which has traditionally supported early and long-term recovery and helped rebuild livelihoods and infrastructure. This toolkit provides examples of good practice experiences and practical guidance for the practitioner in that direction.Publication Timor-Leste Social Assistance : Public Expenditure and Program Performance Report(Washington, DC, 2013-06-24)The Democratic Republic of Timor-Leste is a young, post-conflict nation endowed with significant oil revenues. Timor-Leste has one of the highest birth rates in the world (2.41 percent population growth) with over 44 percent of the population below 15 years of age (Timor-Leste Census, 2010). Since the 2006 crisis, the Government of Timor-Leste has shown a clear commitment to social assistance. Globally, poverty persistence is closely related to major life-cycle disadvantages resulting in low human capital outcomes, and yet large-scale poverty remains unaddressed by current social protection efforts. This expenditure review and performance evaluation report is part of the technical assistance provided to Timor-Leste's Ministry of Social Solidarity (MSS) in response to the lack of any national level evaluation of the safety nets system since its inception. To that end, this study seeks to assess the social assistance policy, as well as the performance of the main MSS social assistance programs. More specifically, the aims are to: (1) determine whether existing programs are efficient, effective and sufficient in addressing main vulnerabilities; (2) assess the adequacy and composition of the allocation of financial resources for delivery of government social assistance; (3) review operational and administrative issues; and (4) make recommendations for improving the delivery of social safety nets. Some of the questions that this report seeks to answer include: what are the main risks facing the vulnerable groups in Timor-Leste?; what types of programs are in place to address those risks?; is the range of programs and their financial allocations appropriate for the country's needs?; is the institutional arrangement adequate?; are these programs effective and reaching the intended beneficiaries?; and are they implemented cost-effectively? The report is organized as follows: chapter one gives context, purpose and conceptual framework. Chapter two describes the attributes of the poorest 40 percent and the main vulnerabilities and risks that low-income families in Timor-Leste face. Chapter three provides a historical overview of the social assistance policy and programs that emerged after the 2006-2007 conflict. A summary of levels and trends in aggregate public expenditure on safety nets, composition of spending as well as program-specific budget analysis is presented in chapter four. Chapter five assesses performance of the safety nets by analyzing coverage, targeting effectiveness, and generosity. Chapter six examines impact and targeting efficiency using simulation techniques. Chapter seven assesses implementation capacity, and business processes, and in particular, the following: ID systems, enrollment, payments arrangements and monitoring and evaluation. Chapter eight concludes with implications for social response and policy considerations.Publication For Protection and Promotion : The Design and Implementation of Effective Safety Nets(Washington, DC : World Bank, 2008)All countries fund safety net programs for the protection of their people. Though an increasing number of safety net programs are extremely well thought out, adroitly implemented, and demonstrably effective, many others are not. This book aims to assist those concerned with social policy to understand why countries need social assistance, what kind of safety programs will serve those best and how to develop such programs for maximum effectiveness. Safety nets are part of a broader poverty reduction strategy interacting with and working alongside of social insurance; health, education, and financial services; the provision of utilities and roads; and other policies aimed at reducing poverty and managing risk. Though useful, safety nets are not a panacea, and there are real concerns over whether they are affordable and administratively feasible or desirable in light of the various negative incentives they might create. In most settings where there is political will to do so, such concerns can be managed through a number of prudent design and implementation features. Much information and innovation exist on these topics; this book summarizes, references, and builds on this knowledge base to promote well-crafted safety nets and safety net policy.Publication Mozambique Social Protection Assessment(World Bank, Washington, DC, 2012-10)This assessment shows that Mozambique social protection system is developing. While programs to address most of the risks identified exist, there are still major gaps. Poor families with children are not adequately supported, there is no significant youth program, and subsistence farmers and other workers are not properly protected against recurrent shocks. The government spends a considerable amount of its resources on social protection but most are absorbed by untargeted subsidies and pensions that benefit only a few. This assessment suggests that it will be necessary to address three mutually complimentary issues: developing effective mechanisms to maximize the impact of social protection on reducing poverty; rationalizing public expenditures while filling existing program gaps; and strengthening institutional arrangements. In order to address the multiple challenges Mozambique faces to support particularly vulnerable groups and reduce extreme poverty and food insecurity, the report proposes a gradual approach framed in the existing social protection strategy approved by the Government in 2010.Publication Assessing Safety Net Readiness in Response to Food Price Volatility(World Bank, Washington, DC, 2011-09)In 2008, when food prices rose precipitously to record highs, international attention and local policy in many countries focused on safety nets as part of the response. Now that food prices are high again, the issue of appropriate responses is again on the policy agenda. This note sets out a framework for making quick, qualitative assessments of how well countries' safety nets prepare them for a rapid policy response to rising food prices should the situation warrant. The framework is applied using data from spring 2011, presenting a snap?shot analysis of what is a dynamically changing situation. Based on this data safety net readiness is assessed in 13 vulnerable countries based on the following criteria: the presence of safety net programs, program coverage, administrative capacity, and to a lesser degree, targeting effectiveness. It is argued that these criteria will remain the same throughout time, even if the sample countries affected will be expected to vary. Based on this analysis the note highlights that though a number of countries are more prepared than they were in 2008, there is still a significant medium term agenda on safety net preparedness in the face of crisis. In this context, strategic lessons from the 2008 food crisis response are presented to better understand the response options and challenges facing governments and policy makers. The note concludes by calling for continued investment and scale up of safety nets to mitigate poverty impacts and help prevent long term setbacks in nutrition and poverty.

Publication Classroom Assessment to Support Foundational Literacy(Washington, DC: World Bank, 2025-03-21)This document focuses primarily on how classroom assessment activities can measure students’ literacy skills as they progress along a learning trajectory towards reading fluently and with comprehension by the end of primary school grades. The document addresses considerations regarding the design and implementation of early grade reading classroom assessment, provides examples of assessment activities from a variety of countries and contexts, and discusses the importance of incorporating classroom assessment practices into teacher training and professional development opportunities for teachers. The structure of the document is as follows. The first section presents definitions and addresses basic questions on classroom assessment. Section 2 covers the intersection between assessment and early grade reading by discussing how learning assessment can measure early grade reading skills following the reading learning trajectory. Section 3 compares some of the most common early grade literacy assessment tools with respect to the early grade reading skills and developmental phases. Section 4 of the document addresses teacher training considerations in developing, scoring, and using early grade reading assessment. Additional issues in assessing reading skills in the classroom and using assessment results to improve teaching and learning are reviewed in section 5. Throughout the document, country cases are presented to demonstrate how assessment activities can be implemented in the classroom in different contexts.Publication Sourcebook on the Foundations of Social Protection Delivery Systems(Washington, DC: World Bank, 2020-07-30)The Sourcebook synthesizes real-world experiences and lessons learned of social protection delivery systems from around the world, with a particular focus on social and labor benefits and services. It takes a practical approach, seeking to address concrete “how-to” questions, including: How do countries deliver social protection benefits and services? How do they do so effectively and efficiently? How do they ensure dynamic inclusion, especially for the most vulnerable and needy? How do they promote better coordination and integration—not only among social protection programs but also programs in other parts of government? How can they meet the needs of their intended populations and provide a better client experience? The Sourcebook structures itself around eight key principles that can frame the delivery systems mindset: (1) delivery systems evolve over time, do so in a non-linear fashion, and are affected by the starting point(s); (2) additional efforts should be made to “do simple well”, and to do so from the start rather than trying to remedy by after-the-fact adding-on of features or aspects; (3) quality implementation matters, and weaknesses in the design or structure of any core system element will negatively impact delivery; (4) defining the “first mile” for people interface greatly affects the system and overall delivery, and is most improved when that “first mile” is understood as the weakest link in delivery systems); (5) delivery systems do not operate in a vacuum and thus should not be developed in silos; (6) delivery systems can contribute more broadly to government’s ability to intervene in other sectors, such as health insurance subsidies, scholarships, social energy tariffs, housing benefits, and legal services; (7) there is no single blueprint for delivery systems, but there are commonalities and those common elements constitute the core of the delivery systems framework; (8) inclusion and coordination are pervasive and perennial dual challenges, and they contribute to the objectives of effectiveness and efficiency.Publication Argentina Country Climate and Development Report(World Bank, Washington, DC, 2022-11)The Argentina Country Climate and Development Report (CCDR) explores opportunities and identifies trade-offs for aligning Argentina’s growth and poverty reduction policies with its commitments on, and its ability to withstand, climate change. It assesses how the country can: reduce its vulnerability to climate shocks through targeted public and private investments and adequation of social protection. The report also shows how Argentina can seize the benefits of a global decarbonization path to sustain a more robust economic growth through further development of Argentina’s potential for renewable energy, energy efficiency actions, the lithium value chain, as well as climate-smart agriculture (and land use) options. Given Argentina’s context, this CCDR focuses on win-win policies and investments, which have large co-benefits or can contribute to raising the country’s growth while helping to adapt the economy, also considering how human capital actions can accompany a just transition.Publication Morocco Economic Update, Winter 2025(Washington, DC: World Bank, 2025-04-03)Despite the drought causing a modest deceleration of overall GDP growth to 3.2 percent, the Moroccan economy has exhibited some encouraging trends in 2024. Non-agricultural growth has accelerated to an estimated 3.8 percent, driven by a revitalized industrial sector and a rebound in gross capital formation. Inflation has dropped below 1 percent, allowing Bank al-Maghrib to begin easing its monetary policy. While rural labor markets remain depressed, the economy has added close to 162,000 jobs in urban areas. Morocco’s external position remains strong overall, with a moderate current account deficit largely financed by growing foreign direct investment inflows, underpinned by solid investor confidence indicators. Despite significant spending pressures, the debt-to-GDP ratio is slowly declining.Publication Digital Africa(Washington, DC: World Bank, 2023-03-13)All African countries need better and more jobs for their growing populations. "Digital Africa: Technological Transformation for Jobs" shows that broader use of productivity-enhancing, digital technologies by enterprises and households is imperative to generate such jobs, including for lower-skilled people. At the same time, it can support not only countries’ short-term objective of postpandemic economic recovery but also their vision of economic transformation with more inclusive growth. These outcomes are not automatic, however. Mobile internet availability has increased throughout the continent in recent years, but Africa’s uptake gap is the highest in the world. Areas with at least 3G mobile internet service now cover 84 percent of Africa’s population, but only 22 percent uses such services. And the average African business lags in the use of smartphones and computers as well as more sophisticated digital technologies that catalyze further productivity gains. Two issues explain the usage gap: affordability of these new technologies and willingness to use them. For the 40 percent of Africans below the extreme poverty line, mobile data plans alone would cost one-third of their incomes—in addition to the price of access devices, apps, and electricity. Data plans for small- and medium-size businesses are also more expensive than in other regions. Moreover, shortcomings in the quality of internet services—and in the supply of attractive, skills-appropriate apps that promote entrepreneurship and raise earnings—dampen people’s willingness to use them. For those countries already using these technologies, the development payoffs are significant. New empirical studies for this report add to the rapidly growing evidence that mobile internet availability directly raises enterprise productivity, increases jobs, and reduces poverty throughout Africa. To realize these and other benefits more widely, Africa’s countries must implement complementary and mutually reinforcing policies to strengthen both consumers’ ability to pay and willingness to use digital technologies. These interventions must prioritize productive use to generate large numbers of inclusive jobs in a region poised to benefit from a massive, youthful workforce—one projected to become the world’s largest by the end of this century.
