Abstract
The global agrifood system stands at a critical inflection point. Climate shocks, rising input costs, fragile supply chains, and widening inequality are placing unprecedented pressure on food production and distribution. Small-scale producers (SSPs), who produce one-third of the world’s food, are especially vulnerable. Artificial Intelligence (AI) presents a timely and powerful tool to help reimagine agricultural transformation in ways that are more productive, sustainable, and inclusive. This report presents a comprehensive and development-oriented analysis of how AI can be responsibly deployed across agrifood systems, especially in low- and middle-income countries (LMICs). It moves beyond hype to deliver a grounded roadmap of applications, prerequisites, and investment priorities, while emphasizing ethical, inclusive, and scalable use.

Although nascent in emerging economies, applications for artificial intelligence in agribusiness will proliferate as farmers’ access to the Internet and adoption of smart devices increases across low-income countries.

    Harnessing Artificial Intelligence for Development on the Post-COVID-19 Era

    Artificial intelligence (AI) has rapidly emerged as an important topic for the global development agenda, and the Coronavirus (Covid-19) pandemic is also yielding new and innovative AI applications and solutions. However, the development of AI technologies remains heavily concentrated in a small number of advanced economies which have access to a strong local talent pool, a robust research and development base and access to capital to fuel growth through investment. Many countries that have seen broad development and adoption also have a national strategic direction for AI defined by their governments. This working paper explores some of these approaches to AI across 11 countries at different stages of digital maturity and economic development, mapping initiatives to different policy domain areas and identifying the tools and instruments that have been proposed to implement AI strategies.

    How Artificial Intelligence Can Help Advance Post-Secondary Learning in Emerging Markets

    Tertiary and vocational learning is widely recognized as critical for all countries’ economic success. While progress has been made toward achieving the fourth United Nations’ (UN) sustainable development goal (SDG 4) by 2030 - ensure inclusive and equitable quality education and promote lifelong learning for all - a 2019 UN report shows that some 750 million adults are functionally illiterate. These statistics illustrate the enormous challenge of adequately preparing the workforce for rapid technological change that will require continual reskilling. Although machines with artificial intelligence are likely to replace millions of workers across the world, artificial intelligence (AI) also has great potential to enable workers to keep up with technological change and remain employable. This note attempts to illustrates how AI can support post-secondary learning across the entire tertiary and vocational education sector in emerging markets.

    Developing Artificial Intelligence Sustainably

    The adoption and diffusion of artificial intelligence and other disruptive technologies will play an important role in market creation and growth. Development finance institutions have a role to play in leveraging their investments to ensure that these technologies sustain both growth and development objectives. To this end, the authors propose adoption of a Technology Code of Conduct as a framework, supported by a set of practical tools for its operationalization, to assist IFC’s clients engaged in technology intensive project.

    Global Strategy to Improve Agricultural and Rural Statistics

    Policy makers and development practitioners who are responsible for developing investment strategies to promote economic growth find many challenges in the changing face of agriculture in the twenty-first century. In addition to its productive role of providing food, clothing, fuel, and housing for a growing world population, agriculture assumes other roles, the importance of which has more recently been recognized. In addition to its essential role in food security, agricultural development is now seen as a vital and high-impact source of poverty reduction. It is also seen as a source of environmental problems and a contributor to global warming, water scarcity and pollution, and land degradation. At the same time its potential as a source of environmental services needs to be defined, monitored, and evaluated. Many of the issues facing the sector transcend national boundaries. The Global Strategy is the result of an extensive consultation process with national and international statistical organizations as well as with agriculture ministries and other governmental institutions represented in Food and Agricultural Organization of the United Nations (FAO) governing bodies. Considerable input came from the United Nations statistical commission friends of chair working group and the 2009 meetings of the International Statistical Institute in Maputo and Durban. Other collaboration involved the FAO Biannual conference and discussions at the regional commissions on agricultural statistics attended by national directors of agricultural statistics, the World Bank peer review process, and the development of a Wikipedia web page to collect inputs from the statistical community. The purpose of the global strategy is to provide a framework for national and international statistical systems that enables them to produce and to apply the basic data and information needed to guide decision making in the twenty-first century. This paper presents the overall strategy. It provides a ground-breaking effort to improve agricultural statistics that has implications for other sectors in the national statistical system. While it took many years for agriculture statistics to deteriorate to their current state, the implementation of the strategy provides a fresh start.

    Digital Progress and Trends Report 2025: Strengthening AI Foundations

    The recent rapid evolution of artificial intelligence (AI) has outpaced society’s ability to fully grasp its implications. Unlike technological shifts that have unfolded over decades, AI’s integration is accelerating at an unprecedented speed and scale. Along with AI’s immense opportunities come new responsibilities—especially for ethical deployment, accountability, and alignment with human values—that have few precedents in previous technology revolutions. This 2025 edition of the "Digital Progress and Trends Report (DPTR)" explores how low- and middle-income countries can harness AI to drive inclusive and sustainable development—and avoid being left behind. The report explains what makes AI different from earlier general-purpose technologies and why it matters for development. It introduces the 4Cs, the foundations essential for AI adoption, adaptation, and innovation: connectivity (infrastructure), compute (processing power), context (training data, algorithms, and applications), and competency (digital skills). Drawing on rich, novel data sets, this DPTR benchmarks countries across the 4Cs, analyzes supply and demand dynamics, and identifies market failures and externalities where policy action is urgently needed. This report emphasizes the need for global coordination and targeted interventions to close the widening AI gaps, where resource constraints threaten to exacerbate inequality. Policy insights will help governments unlock AI’s potential while navigating its risks.

    Global Economic Prospects, June 2025

    The global economy is facing another substantial headwind, emanating largely from an increase in trade tensions and heightened global policy uncertainty. For emerging market and developing economies (EMDEs), the ability to boost job creation and reduce extreme poverty has declined. Key downside risks include a further escalation of trade barriers and continued policy uncertainty. These challenges are exacerbated by subdued foreign direct investment into EMDEs. Global cooperation is needed to restore a more stable international trade environment and scale up support for vulnerable countries grappling with conflict, debt burdens, and climate change. Domestic policy action is also critical to contain inflation risks and strengthen fiscal resilience. To accelerate job creation and long-term growth, structural reforms must focus on raising institutional quality, attracting private investment, and strengthening human capital and labor markets. Countries in fragile and conflict situations face daunting development challenges that will require tailored domestic policy reforms and well-coordinated multilateral support.

    Forging Viet Nam's Semiconductor Future: Talent and Innovation Leading the Way

    Vietnam has prioritized semiconductors as one of ten critical technologies and set explicit goals of becoming a global semiconductor talent hub by 2030, moving up the value chain toward higher value-added segments, and developing a complete semiconductor value chain by 2045. Delivering on that pledge hinges on strategic and urgent investment in top talent, science, and innovation. This report concentrates on the most urgent gap – cultivating a cadre of scientists and engineers (S&E). and, to the extent possible, tech entrepreneurs, to support Vietnam’s semiconductor and high-tech ambitions. The analysis and interventions focus on the highly skilled workforce and frontier talent development, and cover research, innovation, and university-industry linkages in relation to the talent challenges. The report recognizes that to unlock its semiconductor potential, Viet Nam must address other binding constraints, notably: weak linkages between FDI and domestic firms, emerging infrastructure gaps (e.g., energy and logistics), and intellectual property rights regulations, amid evolving geoeconomics conditions.
