Jobs in a Changing Climate: Insights from World Bank Group Country Climate and Development Reports Covering 93 Economies

Abstract
The World Bank Group’s Country Climate and Development Reports (CCDRs) provide a crosscutting look at how countries’ development prospects, and the job opportunities they offer to their people, can be threatened by climate impacts and supported by climate policies. Climate change and policies affect jobs through impacts on productivity, energy and material efficiency, and physical, human, and natural capital. They can also transform employment opportunities, especially through complementary measures that help workers and firms adapt to and benefit from new technologies and production practices. Prepared by the World Bank, the International Finance Corporation (IFC), and the Multilateral Investment Guarantee Agency (MIGA), CCDRs integrate country perspectives, climate science and economic modeling, private sector information, and policy analysis to assess how countries can successfully grow and develop their economies and create jobs despite increasing climate risks and while achieving their climate objectives and commitments. Each CCDR starts from the country’s development priorities, opportunities, and challenges, and is developed in close consultation with governments, businesses, and civil society, ensuring the recommendations reflect national priorities. By combining evidence on adaptation, resilience, and emissions pathways, CCDRs highlight where climate action can reinforce development and job creation, and where targeted policies are needed to manage risks and smooth labor market transitions. Taken together, these elements can help create local jobs, ensure economic transitions are just and inclusive, and equip workers and firms to navigate the disruptions and opportunities of a changing climate and changing technologies.

    Update 2025: The World Bank Group Climate Change Action Plan (CCAP) has been extended until June 30, 2026, with no other changes. The Climate Change Action Plan 2021–2025 aims to advance the climate change aspects of the WBG’s Green, Resilient, and Inclusive Development (GRID) approach, which pursues poverty eradication and shared prosperity with a sustainability lens. In the Action Plan, we will support countries and private sector clients to maximize the impact of climate finance, aiming for measurable improvements in adaptation and resilience and measurable reductions in GHG emissions. The Action Plan also considers the vital importance of natural capital, biodiversity, and ecosystems services and will increase support for nature-based solutions, given their importance for both mitigation and adaptation. As part of our effort to drive climate action, the WBG has a long-standing record of participating in key partnerships and high-level forums aimed at enhancing global efforts to address climate change. The new Action Plan represents a shift from efforts to “green” projects, to greening entire economies, and from focusing on inputs, to focusing on impacts. It focuses on (i) integrating climate and development; (ii) identifying and prioritizing action on the largest mitigation and adaptation opportunities; and (iii) using those to drive our climate finance and leverage private capital in ways that deliver the most results. That means helping the largest emitters flatten the emissions curve and accelerate the downward trend and ramping up financing on adaptation to help countries and private sector clients prepare for and adapt to climate change while pursuing broader development objectives through the GRID approach.

    World Bank Reference Guide to Climate Change Framework Legislation

    Climate change is a grave threat to global development and shared prosperity. Its impacts are expected to intensify even as the world responds to the Coronavirus (COVID-19) crisis. The poor and most vulnerable will be the worst affected. Climate change poses particularly difficult challenges for policy makers. It demands action across all sectors of the economy and across all of society. Action to address climate change requires coordination among multiple governmental and nongovernmental stakeholders. The extended time frame over which climate change unfolds requires a capability to plan, implement, and sustain a credible commitment to increasingly ambitious policies over multiple political cycles. To address these challenges, countries need effective institutions. National framework legislation on climate change can help put these institutions in place. It can enshrine stable and ambitious targets, create mechanisms for realizing these targets, and ensure proper oversight and accountability. The authors hope the twelve key principles for framework legislation laid out in this guide will contribute to building back better by helping countries to lay a solid foundation for climate-smart development that creates new jobs and markets, boosts economic growth, and provides a safer, cleaner environment for all.

    Remarks by World Bank Group President David Malpass on Bretton Woods 75th Anniversary

    David Malpass, President of the World Bank Group, commemorated the 75th anniversary of the 1944 conference held in Bretton Woods, New Hampshire which led to the creation of the World Bank. He spoke about key historical events and development challenges. He discussed the IDA19 replenishment and its importance to the Sahel. He noted the evolution of development policy and development finance, including highlights like the debt crisis, globally traded bonds, and Green Bonds. He mentioned advisory services and key reports produced by the Group.

    Building Resilience : Integrating Climate and Disaster Risk into Development

    This report presents the World Bank Group's experience in climate and disaster resilient development and contends that it is essential to eliminate extreme poverty and achieve shared prosperity by 2030. The report argues for closer collaboration between the climate resilience and disaster risk management communities through the incorporation of climate and disaster resilience into broader development processes. Selected case studies are used to illustrate promising approaches, lessons learned, and remaining challenges all in contribution to the loss and damage discussions under the United Nations Framework Convention on Climate Change (UNFCCC). The introduction provides an overview of the UNFCCC and also introduces key concepts and definitions relevant to climate and disaster resilient development. Section two describes the impacts of globally increasing weather-related disasters in recent decades. Section three summarizes how the World Bank Group's goals to end extreme poverty and boost shared prosperity are expected to be affected by rising disaster losses in a changing climate. Section four discusses the issue of attribution in weather-related disasters, and the additional start-up costs involved in climate and disaster resilient development. Section five builds upon the processes and instruments developed by the climate resilience and the disaster risk management communities of practice to provide some early lessons learned in this increasingly merging field. Section six highlights case studies and emerging good practices in climate and disaster resilient development. Section seven concludes the report, summarizing key lessons learned and identifying potential gaps and avenues for future work.

    Remarks from World Bank Group President David Malpass at the G20 Leaders Summit

    These remarks were delivered by David Malpass, President of the World Bank Group, at the G20 Leaders Summit held in Osaka, Japan. He spoke about how giving women better access to economic opportunities is critical to eliminate differences in living standards between men and women. He highlighted We-Fi which is so important and how the Bank was proud to celebrate its two-year anniversary in Osaka. He spoke about the developing countries and the Bank's role in actively identifying changes in the private sector environment that will attract investment and enable higher living standards and better lives. He explained the Bank's work in fragile states, such as the Sahel and the Horn of Africa, to help countries build stronger foundations so that young people are more able to stay rather than seeking to immigrate. He discussed reducing inequality and realizing inclusive and sustainable growth around the world, and how addressing these requires jobs, education, healthcare, attention to the environment, and robust commerce and trade among neighbors and nations. He concluded by saying that the Bank would continue to work with all the nations on these challenges.

    The global economy is facing another substantial headwind, emanating largely from an increase in trade tensions and heightened global policy uncertainty. For emerging market and developing economies (EMDEs), the ability to boost job creation and reduce extreme poverty has declined. Key downside risks include a further escalation of trade barriers and continued policy uncertainty. These challenges are exacerbated by subdued foreign direct investment into EMDEs. Global cooperation is needed to restore a more stable international trade environment and scale up support for vulnerable countries grappling with conflict, debt burdens, and climate change. Domestic policy action is also critical to contain inflation risks and strengthen fiscal resilience. To accelerate job creation and long-term growth, structural reforms must focus on raising institutional quality, attracting private investment, and strengthening human capital and labor markets. Countries in fragile and conflict situations face daunting development challenges that will require tailored domestic policy reforms and well-coordinated multilateral support.

    Making Teacher Policy Work

    This report zooms into what lies behind the success or failure of teacher policies: how teachers experience these policies, and how systems scale and sustain these policies. The report argues that for policies to be successful, they need to be designed and implemented with careful consideration of the barriers that could hinder teachers’ take-up of the policy (individual-level barriers), and the barriers that could hinder the implementation and sustainability of policies at scale (system-level barriers). Teacher polices too often fail to yield meaningful changes in teaching and learning because both their design and implementation overlook how teachers perceive, understand, and act in response to the policy and because they miss what is needed at a system level to achieve and sustain change. To avoid this, policymakers need to go beyond what works in teacher policy to how to support teachers in different contexts to adopt what works, while making sure it is implementable at scale and can be sustained over time. This requires unpacking teacher policies to consider the barriers that might hinder success at both the individual and system levels, and then putting in place strategies to overcome these barriers. The report proposes a practical framework to uncover the black box of effective teacher policy and discusses the factors that enable their scalability and sustainability. The framework distills insights from behavioral science to identify the barriers that stand in the way of the changes targeted by the policy and to develop strategies to overcome them. The framework is used to examine questions such as: What changes are required at an individual level to achieve the specific goals of a given teacher policy What barriers constrain the adoption of these changes How can the policy be better designed and implemented to tackle these barriers Moreover, the report draws on evidence from quantitative and qualitative studies on successful and failed teacher policies to examine the factors that make teacher policy operationally and politically feasible such that it can work at scale and be sustained over time.

    Commodity Markets Outlook, October 2025

    Commodity prices are expected to decline by about 7 percent overall this year, reflecting subdued global economic activity, elevated trade tensions and policy uncertainty, ample global supply of oil, and weather-related supply shocks. In 2026, commodity prices are forecast to fall by a further 7 percent, a fourth consecutive year of decline, as global growth remains sluggish and the oil market oversupplied. Energy price movements are envisaged to continue contributing to global disinflation in 2026. Metals and minerals prices are expected to remain stable in 2026, while agricultural prices are projected to edge down, primarily due to strong supply conditions. Precious metals prices are expected to rise another 5 percent, after a historically large, investment-driven rally of about 40 percent in 2025. Risks to the commodity price projections are tilted to the downside. Key downside risks include weaker-than-expected global growth, a longer-than-assumed period of economic policy uncertainty, and additional oversupply of oil. Upside risks include intensifying geopolitical tensions, the market impact of additional oil sanctions, supply reductions stemming from additional trade restrictions, unfavorable weather conditions, faster-than-expected rollout of new data centers. Commodity price volatility in recent years has revived interest in supply management via international commodity agreements. Historical experience, however, shows that the most effective policy is to promote diversification, innovation, transparency, and market-based pricing—measures that build lasting resilience to commodity price volatility.

    Uganda Country Climate and Development Report

    The Country Climate and Development Report (CCDR) for Uganda examines the interplay between climate change and development. It presents how addressing climate change can support achieving the goals in Uganda’s Vision 2040 and Ten-Fold Growth Strategy, and help propel the country to upper-middle-income status. Uganda is the 14th most vulnerable nation to climate change, yet it is 163rd in readiness to address these risks, facing threats such as droughts and floods. The report highlights that, of the poorest households exposed to climate change, 80 percent already experience income loss from climate shocks. GDP could also drop by up to 3.1 percent by 2050 without additional climate action. Climate change poses numerous challenges, including increased variability in crop yields, potential internal climate migration of 12 million people by 2050, notable drop in labor productivity due to heat stress, increased health risks from waterborne diseases and malaria, and exposure of the country’s physical infrastructure to extreme climate events. To combat these challenges, the report recommends transitioning to a low-carbon, climate-resilient growth path by implementing four multisectoral intervention packages. These include boosting resilience through jobs for youth and services for the poor; promoting resilient and productive agriculture and natural resources with lower GHG emissions; developing climate-responsive energy, transport, and digital infrastructure; and fostering planned and climate-positive urbanization. Additionally, the report calls for whole-of-economy measures that strengthen governance of climate action, enhance preparedness for climate hazards including through improved early warning systems, operationalization of the national climate finance strategy, and incentivizing private sector participation. By implementing these intervention packages and whole-of-economy measures, Uganda can lower its risk to climate change and achieve sustainable economic growth.
