Abstract
This paper analyzes the role of the leadership in the economic growth in Rwanda, a country that was seriously affected by civil war and the 1994 genocide. It appears that the will and the clear vision of the leadership in Rwanda were one of the central pillars of the very good economic and social performances in Rwanda. This is particularly important because the country has almost no natural resources and the economy and its fundamentals were completely destroyed by the 1994 genocide. This paper thus helps enrich the various economic growth models by stressing the importance of the quality of leadership.

Publication Republic of Burundi - Country Economic Memorandum (CEM) : The Challenge of Achieving Stable and Shared Growth(World Bank, 2011-03-01)This Country Economic Memorandum (CEM) is the first for Burundi since the 1980s. It has been developed in collaboration with the government of Burundi. The CEM has been prepared in cooperation with the African development bank and the U.K. department for international development. Burundi is one of the poorest countries in the world, and has suffered from many years of civil conflict and its consequences. In the last years, peace has been established and a promising recovery of the economy has started. Economic growth rates, however, are not in line with what has been projected in the latest poverty reduction strategy paper (September 2006). Real Gross Domestic Product (GDP) growth had been projected to average almost 7 percent between 2006 and 2009 in that strategy paper, but actual growth will average just above 4 percent for the same period. The report reviews the economic developments in the past and tries to identify the most binding constraints to growth. The CEM then sets out a strategy to address these constraints to promote increased and participatory growth, reduce poverty, and improve the livelihood of the population. The report draws on a number of background studies conducted on various subjects relevant to the country's economic development and on existing reports and studies from the government of Burundi, the World Bank, other donors, and academics. The CEM provides a synthesis of various recommendations and attempts to prioritize and sequence key actions.Publication Leadership, Policy Making, and Economic Growth in African Countries(World Bank, Washington, DC, 2008)Nigeria's long-run growth performance has been extremely poor. Between 1960 and 2000, real income per capita grew at only 0.43 percent per year. The situation improved between 2001 and 2006 when real per capita Gross Domestic Product (GDP) grew at an average annual rate of 4.2 percent. This paper demonstrates that the superior growth performance during 2001-06 is largely attributable to the impact of better leadership and economic policy making. The improved performance of the economy after 2003 arose from implementing a comprehensive economic reform program focusing on four main areas: macroeconomic reform; structural reform; governance and institutional reform; and public sector reform. The reforms, backstopped by improved oil revenue management, monetary policy implementation, and debt management, improved overall macroeconomic policy making. This resulted in real GDP growth averaging 7.1 percent per year between 2003 and 2006, an inflation rate of 10 percent in 2006, foreign exchange reserves of US$45 billion in 2006, and total external debt of only US$5 billion in 2006. Clearly, between 1960 and 2000, Nigeria's policy choices were poor, and the reforms that sought to correct them were plagued by inconsistencies, policy reversals, and lack of coherence. In contrast, due to good leadership, the reforms adopted in 2003 were consistent and have been implemented in a coherent manner.Publication Republic of Tajikistan - Country Economic Memorandum : Tajikistan’s Quest for Growth: Stimulating Private Investment(World Bank, 2011-01-01)The Tajik government in its Poverty Reduction Strategy Paper for 2010-12 set an ambitious target of doubling Gross Domestic Product (GDP) in a decade. Tajikistan clearly has the potential to grow at more than seven percent a year as it has done in the recent past, but it is not going to be easy. The potential for 'catch-up' growth from the depths of the recession of the 1990s is largely exhausted, the external environment is now less favorable than it was in the 2000s, and some drivers of past growth are unlikely to be sustained. Nevertheless, efforts by the government to create better conditions for higher private investment, exports, and employment, as well as strong support from the Tajik business community and development partners, could make this target a reality. In the 2000s, the Tajik economy recovered from the severe transition-related recession and civil conflict of the 1990s. Macroeconomic performance improved: inflation fell from 30-40 percent in the late 1990s to six-seven percent in the mid-2000s, fiscal deficits were lower, and the current account deficit and external debt moved to more manageable levels. Real GDP growth averaged nearly eight percent a year in 2000-08. The poverty headcount fell sharply, from 72 percent in 2003 to 54 percent in 2007, with more than a million people moving out of poverty; during the same period, the share of the extremely poor population fell from 42 percent to 17 percent. Key social indicators (for example, primary and secondary school enrollment rates, infant mortality, maternal mortality, and child malnutrition) also improved.Publication Zimbabwe Public Investment Management Efficiency Review(World Bank, Washington, DC, 2012-06-26)The Public Investment Management (PIM) efficiency review is intended to support the Government of Zimbabwe, and in particular the Ministry of Finance, in its efforts to strengthen the efficiency of the public investment system, with the goal of improving the creation, operation and maintenance of public sector capital assets that support service delivery and economic growth. The problems of public investment management are not merely financial but systemic. Budget execution deficit remains a major bottleneck. Due to large backlogs across sectors, capital budget allocation has prioritized completion and rehabilitation of on-going and stalled projects and programs. Currently, public investment projects are mainly financed by the national budget. Regulatory frameworks for public-private partnerships are in place, but sluggish recovery from the private sector has not made it a notable source of financing for capital projects. Foreign loans and grants, and humanitarian aid from donors are not channeled through the official budget. This report is intended to provide the basis for a follow-on discussion with government on possible options and approaches to addressing the identified problems, focusing on those which are the most critical to Zimbabwe's economic recovery and long term development. It is complementary to the action plan, also developed by the team for consideration by the Government of Zimbabwe, which suggests a list of reform actions over the immediate to medium-term to strengthen the regulatory framework and build capacity across central and implementing agencies. The objective of the policy note is to support the Government of Zimbabwe to strengthen the efficiency of PIM system, with an ultimate goal of contributing to improved governance, service delivery, and economic growth. The study will inform a reform and capacity strengthening action plan with the Government as well as subsequent Bank's proposed technical assistance program to strengthen the PIM.Publication Benin - Constraints to Growth and Potential for Diversification and Innovation : Country Economic Memorandum(World Bank, 2009-06-18)With favorable geographical location, macroeconomic stability, debt reduction, progress on structural reforms, and political stability, Benin will seem to have the foundations for a dynamic, diversified economy. Yet the country's economic structure has not evolved, remaining highly dependent on cotton and transit trade, and per-capita growth has slowed down in recent years. The government has requested the World Bank's assistance in understanding the constraints to growth and evaluating the country's potential for diversification and innovation as it seeks to lead the country to emerging market status by 2020. The government is well aware that the vulnerabilities associated with the country's dependence on cotton and transit trade impede the attainment of this goal. Response to the government's request, the objective of the Benin Country Economic Memorandum (CEM) is therefore to identify and analyze the key economic and institutional constraints to growth, including through diversification and innovation. The CEM contains four main chapters, each providing theoretical or empirical analyses of Benin's economic situation and prospects: a) cross-sectoral binding constraints to growth; b) analysis of specific constraints in the cotton and transit trade sectors; c) diversification and innovation potential; and d) political economy of growth.

Publication Digital-in-Health(Washington, DC: World Bank, 2023-08-18)Technology and data are integral to daily life. As health systems face increasing demands to deliver new, more, better, and seamless services affordable to all people, data and technology are essential. With the potential and perils of innovations like artificial intelligence the future of health care is expected to be technology-embedded and data-linked. This shift involves expanding the focus from digitization of health data to integrating digital and health as one: Digital-in-Health. The World Bank’s report, Digital-in-Health: Unlocking the Value for Everyone, calls for a new digital-in-health approach where digital technology and data are infused into every aspect of health systems management and health service delivery for better health outcomes. The report proposes ten recommendations across three priority areas for governments to invest in: prioritize, connect and scale.Publication Services Unbound(Washington, DC: World Bank, 2024-12-09)Services are a new force for innovation, trade, and growth in East Asia and Pacific. The dramatic diffusion of digital technologies and partial policy reforms in services--from finance, communication, and transport to retail, health, and education--is transforming these economies. The result is higher productivity and changing jobs in the services sector, as well as in the manufacturing sectors that use these services. A region that has thrived through openness to trade and investment in manufacturing still maintains innovation-inhibiting barriers to entry and competition in key services sectors. 'Services Unbound: Digital Technologies and Policy Reform in East Asia and Pacific' makes the case for deeper domestic reforms and greater international cooperation to unleash a virtuous cycle of increased economic opportunity and enhanced human capacity that would power development in the region.Publication Digital Africa(Washington, DC: World Bank, 2023-03-13)All African countries need better and more jobs for their growing populations. "Digital Africa: Technological Transformation for Jobs" shows that broader use of productivity-enhancing, digital technologies by enterprises and households is imperative to generate such jobs, including for lower-skilled people. At the same time, it can support not only countries’ short-term objective of postpandemic economic recovery but also their vision of economic transformation with more inclusive growth. These outcomes are not automatic, however. Mobile internet availability has increased throughout the continent in recent years, but Africa’s uptake gap is the highest in the world. Areas with at least 3G mobile internet service now cover 84 percent of Africa’s population, but only 22 percent uses such services. And the average African business lags in the use of smartphones and computers as well as more sophisticated digital technologies that catalyze further productivity gains. Two issues explain the usage gap: affordability of these new technologies and willingness to use them. For the 40 percent of Africans below the extreme poverty line, mobile data plans alone would cost one-third of their incomes—in addition to the price of access devices, apps, and electricity. Data plans for small- and medium-size businesses are also more expensive than in other regions. Moreover, shortcomings in the quality of internet services—and in the supply of attractive, skills-appropriate apps that promote entrepreneurship and raise earnings—dampen people’s willingness to use them. For those countries already using these technologies, the development payoffs are significant. New empirical studies for this report add to the rapidly growing evidence that mobile internet availability directly raises enterprise productivity, increases jobs, and reduces poverty throughout Africa. To realize these and other benefits more widely, Africa’s countries must implement complementary and mutually reinforcing policies to strengthen both consumers’ ability to pay and willingness to use digital technologies. The document addresses considerations regarding the design and implementation of early grade reading classroom assessment, provides examples of assessment activities from a variety of countries and contexts, and discusses the importance of incorporating classroom assessment practices into teacher training and professional development opportunities for teachers. The structure of the document is as follows. The first section presents definitions and addresses basic questions on classroom assessment. Section 2 covers the intersection between assessment and early grade reading by discussing how learning assessment can measure early grade reading skills following the reading learning trajectory. Section 3 compares some of the most common early grade literacy assessment tools with respect to the early grade reading skills and developmental phases. Section 4 of the document addresses teacher training considerations in developing, scoring, and using early grade reading assessment. Additional issues in assessing reading skills in the classroom and using assessment results to improve teaching and learning are reviewed in section 5. Throughout the document, country cases are presented to demonstrate how assessment activities can be implemented in the classroom in different contexts.
