Abstract
In the second half of the 1980s, several electricity companies in developed countries incorporated the automation of the reads of the consumption meters installed in their customers' premises. Adoption of that approach was driven in all the cases by the need to lower the significant costs of in-site reading, reflecting high labor costs in rich countries. There are several AMI options potentially viable for each of the automated meter reading (AMI) applications, covering a wide range in terms of technical and functional specifications of hardware and software. However, the technical and economic feasibility of a specific option crucially depends on the current operational and financial performance of the involved utilities, as well as on other key characteristics (institutional, regulatory, development of communications infrastructure) of the environment in which they operate. It is very clear that, in AMI, one size does not fit all. The applicability and options for applying AMI or smart meters technology to a variety of customer management issues commonly found in public service utilities, in particular in electricity distribution companies, are described and analyzed in this report.

Publication ICT Solutions for Energy Efficiency(World Bank, Washington, DC, 2012)The report is focused on showing a wide range and variety of ways in which Information and Communication Technologies (ICT) solutions could play a transformative role, and so the bulk of the report provides case studies of actual examples of ICT solutions already developed and in action to enable energy efficiency in three particular areas, namely, smart logistics, smart grid/smart metering, and smart buildings. Ultimately, in line with the WBG's charter, this study is concerned with the question of how ICT can play a transformative role in developing countries'climate-smart future. However, as the World Development Report 2010 recognized, this is bound to start in higher-income countries, which have the incentives (being high-energy and high-cost users), the technical know-how and the resources to innovate and implement pioneering solutions to cut their costs and their carbon emissions. Some such solutions will have applicability to the developing world; a minority right away, more year by year as technology is proven and efficiencies of scale kick in. The report concludes with some thoughts, drawn out of these case studies, on the trajectory of ICT in energy efficiency in the world generally, but especially within the focus areas of logistics, the grid and buildings, and on what these case studies might mean for developing countries and their priorities in terms of energy efficiency.Publication Using Locational Data from Mobile Phones to Enhance the Science of Delivery(World Bank, Washington, DC, 2014-06)The objective of this report is to examine the potential of locational data for the 'science of delivery' in the field of development. The 'science of delivery' is a term popularized by the World Bank President, Jim Yong Kim, and refers to using evidence-based experimentation to improve development outcomes (Walji, 2013). In this context, locational data is a new tool that is starting to be used in a variety of development fields including health, education, disaster risk management, traffic planning etc. this broad introduction to the topic in chapter one, the next chapter explores the technology behind locational data. Chapter three presents the methodology followed in this research and chapter four, which is the heart of this report, then presents a series of mini case studies of how it is actually being used in a representative sample of different development fields. This is the 'evidence-based experimentation' which can be harnessed to improve the 'science of delivery', and examples of both active and passive collection of locational data are presented. Finally, chapter five examines, in broader terms, the longer term potential of locational data as a development tool, once smartphone ownership becomes more widespread.Publication Convergence : Policy and Regulatory Response(Washington, DC, 2007-01)In the most general sense, convergence is the integration of any traditionally segmented areas of communications systems. Convergence is happening today in Egypt, and is driven by the growth of digital media and packet data communication. In specific terms, it is essential that the Government of Egypt should create the environment in which convergence can occur without impediment. This will allow increased and risk-reduced investment in the ICTs sector, positively influence employment and industry growth, and enable Egypt to establish itself as a hub for content and services for the Arab world. Indirect impacts such as the effect on employment in the ICT sector and in the upstream content industry are more difficult to quantify without a detailed analysis of these individual industries in Egypt. However, the evidence from other countries indicates that these sectors could be significant in terms of the contribution to the economic output of the country and employment. Finally, we also considered the overall impact of the sector on economic growth in Egypt. It is not possible to isolate the specific impact of convergence on economic growth. However, to the extent that convergence leads to increased investment and use of ICT, international evidence indicates that there would be a positive impact on long-run rates of economic growth.Publication Trade in Information and Communication Services : Opportunities for East and Southern Africa(World Bank, Washington, DC, 2007-11-01)This following report is divided into four chapters, with chapter one containing the introduction. Chapter two reviews the state of ICT-competitiveness in the case study countries, by looking at infrastructure, the legal and regulatory situation, the business environment, and human resources. Chapter three examines the benefits of ICT for the overall economy as well as for facilitating traditional trade and participating in emerging ICT-enabled services trade. It analyzes the case study countries' potential for becoming players in ICT-enabled services. Finally, chapter four identifies the case study countries existing WTO ICT-related commitments, pointing out what changes are necessary to make deeper commitments and hence strengthen credibility as reliable trading partners.Publication Challenges and Opportunities of Mobile Phone-Based Data Collection : Evidence from South Sudan(World Bank, Washington, DC, 2013-01)The proliferation of mobile phones in developing countries has generated a wave of interest in collecting high-frequency socioeconomic surveys using this technology. This paper considers lessons from one such survey effort in a difficult environment -- the South Sudan Experimental Phone Survey, which gathered data on living conditions, access to services, and citizen attitudes via monthly interviews by phones provided to respondents. Non-response, particularly in later rounds of the survey, was a substantial problem, largely due to erratic functioning of the mobile network. However, selection due to non-response does not appear to have markedly affected survey results. Response rates were much higher for respondents who owned their own phones. Both compensation provided to respondents in the form of airtime and the type of phone (solar-charged or traditional) were varied experimentally. The type of phone was uncorrelated with response rates and, contrary to expectation, attrition was slightly higher for those receiving the higher level of compensation. The South Sudan Experimental Phone Survey experience suggests that mobile phones can be a viable means of data collection for some purposes, that calling people on their own phones is preferred to handing out phones, and that careful attention should be given to the potential for selective non-response.

Publication Argentina Country Climate and Development Report(World Bank, Washington, DC, 2022-11)The Argentina Country Climate and Development Report (CCDR) explores opportunities and identifies trade-offs for aligning Argentina’s growth and poverty reduction policies with its commitments on, and its ability to withstand, climate change. It assesses how the country can: reduce its vulnerability to climate shocks through targeted public and private investments and adequation of social protection. The report also shows how Argentina can seize the benefits of a global decarbonization path to sustain a more robust economic growth through further development of Argentina’s potential for renewable energy, energy efficiency actions, the lithium value chain, as well as climate-smart agriculture (and land use) options. Given Argentina’s context, this CCDR focuses on win-win policies and investments, which have large co-benefits or can contribute to raising the country’s growth while helping to adapt the economy, also considering how human capital actions can accompany a just transition.Publication World Development Report 2006(Washington, DC, 2005)This year’s Word Development Report (WDR), the twenty-eighth, looks at the role of equity in the development process. It defines equity in terms of two basic principles. The first is equal opportunities: that a person’s chances in life should be determined by his or her talents and efforts, rather than by pre-determined circumstances such as race, gender, social or family background. The second principle is the avoidance of extreme deprivation in outcomes, particularly in health, education and consumption levels. This principle thus includes the objective of poverty reduction. The report’s main message is that, in the long run, the pursuit of equity and the pursuit of economic prosperity are complementary. In addition to detailed chapters exploring these and related issues, the Report contains selected data from the World Development Indicators 2005‹an appendix of economic and social data for over 200 countries. This Report offers practical insights for policymakers, executives, scholars, and all those with an interest in economic development.Publication The Journey Ahead(Washington, DC: World Bank, 2024-10-31)The Journey Ahead: Supporting Successful Migration in Europe and Central Asia provides an in-depth analysis of international migration in Europe and Central Asia (ECA) and the implications for policy making. By identifying challenges and opportunities associated with migration in the region, it aims to inform a more nuanced, evidencebased debate on the costs and benefits of cross-border mobility. Using data-driven insights and new analysis, the report shows that migration has been an engine of prosperity and has helped address some of ECA’s demographic and socioeconomic disparities. Yet, migration’s full economic potential remains untapped. The report identifies multiple barriers keeping migration from achieving its full potential. Crucially, it argues that policies in both origin and destination countries can help maximize the development impacts of migration and effectively manage the economic, social, and political costs. Drawing from a wide range of literature, country experiences, and novel analysis, The Journey Ahead presents actionable policy options to enhance the benefits of migration for destination and origin countries and migrants themselves. Some measures can be taken unilaterally by countries, whereas others require close bilateral or regional coordination. The recommendations are tailored to different types of migration— forced displacement as well as high-skilled and low-skilled economic migration—and from the perspectives of both sending and receiving countries. This report serves as a comprehensive resource for governments, development partners, and other stakeholders throughout Europe and Central Asia, where the richness and diversity of migration experiences provide valuable insights for policy makers in other regions of the world.Publication Lebanon Economic Monitor, Fall 2022(Washington, DC, 2022-11)The economy continues to contract, albeit at a somewhat slower pace. Public finances improved in 2021, but only because spending collapsed faster than revenue generation. Testament to the continued atrophy of Lebanon’s economy, the Lebanese Pound continues to depreciate sharply. The sharp deterioration in the currency continues to drive surging inflation, in triple digits since July 2020, impacting the poor and vulnerable the most. An unprecedented institutional vacuum will likely further delay any agreement on crisis resolution and much needed reforms; this includes prior actions as part of the April 2022 International Monetary Fund (IMF) staff-level agreement (SLA). Divergent views among key stakeholders on how to distribute the financial losses remains the main bottleneck for reaching an agreement on a comprehensive reform agenda. Lebanon needs to urgently adopt a domestic, equitable, and comprehensive solution that is predicated on: (i) addressing upfront the balance sheet impairments, (ii) restoring liquidity, and (iii) adhering to sound global practices of bail-in solutions based on a hierarchy of creditors (starting with banks’ shareholders) that protects small depositors.Publication Classroom Assessment to Support Foundational Literacy(Washington, DC: World Bank, 2025-03-21)This document focuses primarily on how classroom assessment activities can measure students’ literacy skills as they progress along a learning trajectory towards reading fluently and with comprehension by the end of primary school grades. The document addresses considerations regarding the design and implementation of early grade reading classroom assessment, provides examples of assessment activities from a variety of countries and contexts, and discusses the importance of incorporating classroom assessment practices into teacher training and professional development opportunities for teachers. The structure of the document is as follows. The first section presents definitions and addresses basic questions on classroom assessment. Section 2 covers the intersection between assessment and early grade reading by discussing how learning assessment can measure early grade reading skills following the reading learning trajectory. Section 3 compares some of the most common early grade literacy assessment tools with respect to the early grade reading skills and developmental phases. Section 4 of the document addresses teacher training considerations in developing, scoring, and using early grade reading assessment. Additional issues in assessing reading skills in the classroom and using assessment results to improve teaching and learning are reviewed in section 5. Throughout the document, country cases are presented to demonstrate how assessment activities can be implemented in the classroom in different contexts.
