Abstract
Neuroscience and longitudinal studies of early childhood development and education (ECDE) found that prenatal care and experiences from birth to the first six years (0-6), affect physical and brain development of children, and thereby the cognitive and socio-emotional development in subsequent stages of their lives. Lack of access to nutrition and health care, insufficient stimulating human interaction, and non-enrollment in pre-primary education are associated with lower educational attainment and achievement, which, in turn, reduce life-time earnings and potentially contribute to disruptive behavior to society. Investing in ECDE yields the highest economic returns because early learning and formation of good habits and social skills are far more productive than later, remedial education and training. The internal rates of return of rigorously evaluated ECDE programs range from 7 percent to 18 percent, which are higher than the rates of return to financial capital. Investments in ECDE are one of the most cost-effective strategies to break the inter-generational transmission of poverty, and to improve productivity and social cohesion in the long run. The report considers it highly desirable to universalize ECDE for the 0-6 age group in the long run because it equalizes opportunities and enhances the country's future competitiveness. But the report focuses on the medium term and advocates a two-pronged, pro-poor approach in the 12th Five Year Plan (2011-2015).

    In the past 30 years, China has reached the target of lifting 500 million people out of poverty. The rate of increase in human development indicators has become the second fastest in the world, allowing China to enter the ranks of middle-income countries. As the most populous country, accounting for one-fifth of the world's population, its transformation has been unprecedented in human history. Scientific evidence and international experience in the past 10 years have found that early child development (ECD) is key to human development, as it lays the foundation for the rest of life. Early child development includes physical, psychological, emotional, language, behavioral, and social development. Experience in the early years of life will determine healthy development and happiness in the rest of life. Research has found that investment in ECD is the most cost effective strategy to improve human development. In China's demographic transition, the population of children and youth is declining in absolute numbers, and the investment of raising them can increase on a per capita basis. This study has been in the making since 2009. It was prepared during a time when China was charting its course of development under the 12th Five-Year Plan (2011-2015). The study began with an agreement between the World Bank and China's National Population and Family Planning Commission (NPFPC) for a collaborative study on ECD. Concurrently, China's Ministry of Education invited the World Bank to conduct an overall review of the education sector, in order to provide it with inputs and suggestions as it prepared China's national plan for medium- and long-term education reform and development (2010-2020). In reviewing achievements and challenges in the education sector, the Bank found that there was much room for expanding and improving preprimary education for children ages 3-6. The Ministry of Education appreciated the Bank's identification of this need and set ambitious goals for preprimary education in the national education plan.

    Kingdom of Tonga : Early Childhood Development

    This report presents an analysis of the Early Childhood Development (ECD) programs and policies which affect young children in the Kingdom of Tonga. This report is part of a series of reports prepared by the World Bank using the Systems Approach for Better Education Results (SABER)-ECD framework and includes analysis of early learning, health, nutrition and social and child protection policies and interventions in the Kingdom of Tonga and regional and international comparisons. Tonga is a lower-middle-income country with a population of 104,509, of which approximately 13 percent are below the age of 5. SABER-ECD collects, analyzes and disseminates comprehensive information on ECD policies around the world. In each participating country, extensive multi-sectoral information is collected on ECD policies and programs through a desk review of available government documents, data and literature, and interviews with a range of ECD stakeholders, including government officials, service providers, civil society, development partners and scholars. The SABER-ECD framework presents a holistic and integrated assessment of how the overall policy environment in a country affects young children's development. SABER-ECD identifies three core policy goals that countries should address to ensure optimal ECD outcomes: establishing an enabling environment, implementing widely and monitoring and assuring quality. Improving ECD requires an integrated approach to address all three goals.

    Kyrgyz Republic : Early Childhood Development

    This report presents an analysis of the Early Childhood Development (ECD) programs and policies which affect young children in the Kyrgyz Republic. This report is part of a series of reports prepared by the World Bank using the Systems Approach for Better Education Results (SABER)-ECD framework and1 with financial and technical support from United Nations International Children's Emergency Fund (UNICEF). The Kyrgyz Republic has a population of 5.5 million inhabitants, of which 65 percent reside in rural locations. Nearly 36.8 percent of the population lives below the poverty line, and 8.6 percent of the eligible workforce is unemployed. SABE-ECD collects, analyzes and disseminates comprehensive information on ECD policies around the world. In each participating country, extensive multi-sectoral information is collected on ECD policies and programs through a desk review of available government documents, data and literature, and interviews with a range of ECD stakeholders, including government officials, service providers, civil society, development partners and scholars. The SABER-ECD framework presents a holistic and integrated assessment of how the overall policy environment in a country affects young children's development. SABER-ECD identifies three core policy goals that countries should address to ensure optimal ECD outcomes: establishing an enabling environment, implementing widely and monitoring and assuring quality.

    This report is a part of larger welfare and social policy work agenda which the Turkish State Planning Organization and the World Bank are carrying out collaboratively. The work agenda includes the preparation of a number of conceptualized, and in part of co-authored, analytical studies on topics ranging from examines the equity determinants to investigating the links between poverty, employment creation, and growth. Further, the work agenda comprises a number of human development dialogues for which we are inviting international experts and practioners to share their experiences about social policy reforms with the Turkish government and the wider academic and non-governmental public. This report examines life chances. Life chances for today Turkish people, most importantly future generation, today's children. The results presented in this report show that life chances differ in important dimensions today, and that Turkey could immensely improve its human and economic development potential by maximizing such opportunities.

    Jamaica Early Childhood Development : SABER Country Report 2013

    This report presents an analysis of the early childhood development (ECD) programs and policies that affect young children in Jamaica and recommendations to move forward. This report is part of a series of reports prepared by the World Bank using the systems approach for better education results (SABER)-ECD framework and includes analysis of early learning, health, nutrition, and social and child protection policies and interventions in Jamaica, along with regional and international comparisons. In 2003, the early childhood commission (ECC) was established as a body corporate reporting to the Minister of Education and Youth with responsibility to coordinate the various sectors involved in ECD and oversee the quality of early childhood institutions (ECIs). As of 2013, the Government of Jamaica (GoJ) is in the process of developing a new national strategic plan (2013-2017) as well as a national multi-sector ECD policy. The present SABER-ECD analysis is intended to identify achievements, as well as gaps, in Jamaican ECD policies and programs in hopes of informing the development of the new plan.

    All African countries need better and more jobs for their growing populations. "Digital Africa: Technological Transformation for Jobs" shows that broader use of productivity-enhancing, digital technologies by enterprises and households is imperative to generate such jobs, including for lower-skilled people. At the same time, it can support not only countries’ short-term objective of postpandemic economic recovery but also their vision of economic transformation with more inclusive growth. These outcomes are not automatic, however. Mobile internet availability has increased throughout the continent in recent years, but Africa’s uptake gap is the highest in the world. Areas with at least 3G mobile internet service now cover 84 percent of Africa’s population, but only 22 percent uses such services. And the average African business lags in the use of smartphones and computers as well as more sophisticated digital technologies that catalyze further productivity gains. Two issues explain the usage gap: affordability of these new technologies and willingness to use them. For the 40 percent of Africans below the extreme poverty line, mobile data plans alone would cost one-third of their incomes—in addition to the price of access devices, apps, and electricity. Data plans for small- and medium-size businesses are also more expensive than in other regions. Moreover, shortcomings in the quality of internet services—and in the supply of attractive, skills-appropriate apps that promote entrepreneurship and raise earnings—dampen people’s willingness to use them. For those countries already using these technologies, the development payoffs are significant. New empirical studies for this report add to the rapidly growing evidence that mobile internet availability directly raises enterprise productivity, increases jobs, and reduces poverty throughout Africa. To realize these and other benefits more widely, Africa’s countries must implement complementary and mutually reinforcing policies to strengthen both consumers’ ability to pay and willingness to use digital technologies. These interventions must prioritize productive use to generate large numbers of inclusive jobs in a region poised to benefit from a massive, youthful workforce—one projected to become the world’s largest by the end of this century.

    Classroom Assessment to Support Foundational Literacy

    This document focuses primarily on how classroom assessment activities can measure students’ literacy skills as they progress along a learning trajectory towards reading fluently and with comprehension by the end of primary school grades. The document addresses considerations regarding the design and implementation of early grade reading classroom assessment, provides examples of assessment activities from a variety of countries and contexts, and discusses the importance of incorporating classroom assessment practices into teacher training and professional development opportunities for teachers. The structure of the document is as follows. The first section presents definitions and addresses basic questions on classroom assessment. Section 2 covers the intersection between assessment and early grade reading by discussing how learning assessment can measure early grade reading skills following the reading learning trajectory. Section 3 compares some of the most common early grade literacy assessment tools with respect to the early grade reading skills and developmental phases. Section 4 of the document addresses teacher training considerations in developing, scoring, and using early grade reading assessment. Additional issues in assessing reading skills in the classroom and using assessment results to improve teaching and learning are reviewed in section 5. Throughout the document, country cases are presented to demonstrate how assessment activities can be implemented in the classroom in different contexts.

    Europe and Central Asia Economic Update, Spring 2025: Accelerating Growth through Entrepreneurship, Technology Adoption, and Innovation

    Business dynamism and economic growth in Europe and Central Asia have weakened since the late 2000s, with productivity growth driven largely by resource reallocation between firms and sectors rather than innovation. To move up the value chain, countries need to facilitate technology adoption, stronger domestic competition, and firm-level innovation to build a more dynamic private sector. Governments should move beyond broad support for small- and medium-sized enterprises and focus on enabling the most productive firms to expand and compete globally. Strengthening competition policies, reducing the presence of state-owned enterprises, and ensuring fair market access are crucial. Limited availability of long-term financing and risk capital hinders firm growth and innovation. Economic disruptions are a shock in the short term, but they provide an opportunity for implementing enterprise and structural reforms, all of which are essential for creating better-paying jobs and helping countries in the region to achieve high-income status.

    This year’s Word Development Report (WDR), the twenty-eighth, looks at the role of equity in the development process. It defines equity in terms of two basic principles. The first is equal opportunities: that a person’s chances in life should be determined by his or her talents and efforts, rather than by pre-determined circumstances such as race, gender, social or family background. The second principle is the avoidance of extreme deprivation in outcomes, particularly in health, education and consumption levels. This principle thus includes the objective of poverty reduction. The report’s main message is that, in the long run, the pursuit of equity and the pursuit of economic prosperity are complementary. In addition to detailed chapters exploring these and related issues, the Report contains selected data from the World Development Indicators 2005‹an appendix of economic and social data for over 200 countries. This Report offers practical insights for policymakers, executives, scholars, and all those with an interest in economic development.

    Morocco Economic Update, Winter 2025

    Despite the drought causing a modest deceleration of overall GDP growth to 3.2 percent, the Moroccan economy has exhibited some encouraging trends in 2024. Non-agricultural growth has accelerated to an estimated 3.8 percent, driven by a revitalized industrial sector and a rebound in gross capital formation. Inflation has dropped below 1 percent, allowing Bank al-Maghrib to begin easing its monetary policy. While rural labor markets remain depressed, the economy has added close to 162,000 jobs in urban areas. Morocco’s external position remains strong overall, with a moderate current account deficit largely financed by growing foreign direct investment inflows, underpinned by solid investor confidence indicators. Despite significant spending pressures, the debt-to-GDP ratio is slowly declining.
