Abstract
This policy brief aims to contribute to filling the knowledge gap and presenting a sex-disaggregated snapshot of the distribution of students across energy related higher education educational programs as well as the traditional Science, Technology, Education, and Math (STEM) fields, in tertiary education institutions across Lebanon’s different regions. The objective is to better understand the supply side of female talent, starting with high skilled workers, available to enter the energy job market in Lebanon and propose recommendations when talking about opportunities for women to work in the sector. While the focus is on assessing the high skilled workforce, the recommendations point to the need to focus also on supporting a middle-skills talent pool where most of the jobs in the sector are likely to be created.

Publication Gender in Energy Interventions in Fragile and Conflict Situations in the Middle East and North Africa Region(World Bank, Washington, DC, 2020-06)The Middle East and North Africa (MENA) is home to some of the most fragile situations and conflict-affected population in the world. With one in five people in the region living near conflict, nearly half of the economies of the MENA region are classified as fragile and conflict situations (FCSs). In such challenging contexts, the provision of basic and essential services, such as electricity, becomes a priority to mitigate the heavy burden of conflict and instability, particularly on the most vulnerable women and men, who are affected in different ways. The objective of this report is to advance the understanding of the gender-energy-fragility nexus, with a focus on some of MENA’s fragile and conflict situations, namely, Iraq, Lebanon, Republic of Yemen, and the West Bank and Gaza. The research and data cover (i) an overview (and typology)of the gender, energy, and fragility landscapes in the studied countries, (ii) related evidence and analytics drawn from the World Bank’s energy interventions and operations in the MENA region, and (iii) distilled policy recommendations tailored to the contexts of the examined countries.Publication Mongolia : Raising Female Participation in the Large Scale Mining Sector(World Bank, Washington, DC, 2013-01)As Mongolia has begun to develop its abundant mineral resources over the past decade, the share of mining in gross domestic product (GDP) has more than tripled to around 20 percent currently. The sector has also contributed up to a third of total government receipts in recent years and more than 80 percent of exports in 2010. Evidence suggests that women tend to miss out on the potential benefits associated with a booming mining sector. In addition, large scale mines typically tend to be the dominant employers in remote locations. The policy note starts by gauging potential growth and employment effects associated with the expansion of the mining sector on other sectors, using a computable general equilibrium model specially calibrated for the Mongolian economy. It then considers experience and lessons from other countries that are trying to integrate and ensure the participation of women in large-scale mining and the practical policy recommendations to do so. The key findings are that there is a high degree of occupational segmentation in the mining sector, with women mostly located in service support roles, although this is by no means unique to Mongolia. However in Mongolia's case, this segmentation also likely reflects Mongolian labor regulations that existed until 2008 and which limited women s participation in the sector. Evidence from around the world indicates that gender equal laws are a necessary and crucial first step towards guaranteeing gender equality and equity, but by themselves are not sufficient. Companies may also consider revising recruitment or hiring strategies with the objective of raising the share of female employment across all professional categories in the mining sector.Publication Recent Trends in Female Labor Force Participation in Turkey(World Bank, Ankara, 2010-03)The female labor force participation level in Turkey is currently very low at 27 percent compared with the Organization for Economic Cooperation and Development, or OECD and European Union, or EU-19 averages of 61 and 64 percent respectively. This rate has been declining in the last 30 years from a level of 48 percent in 1980. This paper looks at the most recent trends and profiles of labor force participation of women in Turkey using three different household level data sources in available Turkey (HBS, LFS and TDHS) for the period 2003-2006. The paper also reports a multivatiate analysis on the probability of working for women, controlling for various characteristics.Publication Gender-Based Differences Among Entrepreneurs and Workers in Lebanon(World Bank, 2009-12-07)Lebanon has faced a continuous series of economic setbacks fueled by mounting political uncertainties and war over the decades. The current global financial crisis compounds the levels of uncertainty and anxiety facing households with regards to their future security. The need for earned income and employment is therefore higher than ever and an increasing number of women are entering the labor market as a means of generating additional income for themselves and their families. Women in Lebanon enjoy high social indicators both in education and health. The female to male ratios in secondary and tertiary enrollment are 110 and 116 percent respectively. However, women's participation in the economy whether in the labor market or private sector investment is relatively low, especially when compared to their female counterparts in other similar middle income countries. Female labor force participation in Lebanon is 37 percent compared to 84 percent for men and according to the Lebanese national survey of household living condition (2004), which includes information on 20,000 individuals across Lebanon, female employers account for only one percent of total economically active females compared to almost seven percent of males who are categorized as employers. There are some clear indications that women business owners contribute positively to private sector employment in addition to investment. However, there remain limited availability of in depth information about women entrepreneurs and the dimensions that male and female entrepreneurs play on private sector employment, particularly for women. Chapter one covers the characteristics of female and male entrepreneurs. Chapter two focuses on the workers and their characteristics in terms of age, experience, education, skills, and marital status. Chapter three quantifies the level of the gender gap and identifies its sources in view of the different demographic characteristics of the worker. Publication Argentina Country Climate and Development Report(World Bank, Washington, DC, 2022-11)The Argentina Country Climate and Development Report (CCDR) explores opportunities and identifies trade-offs for aligning Argentina’s growth and poverty reduction policies with its commitments on, and its ability to withstand, climate change. It assesses how the country can: reduce its vulnerability to climate shocks through targeted public and private investments and adequation of social protection. The report also shows how Argentina can seize the benefits of a global decarbonization path to sustain a more robust economic growth through further development of Argentina’s potential for renewable energy, energy efficiency actions, the lithium value chain, as well as climate-smart agriculture (and land use) options. Given Argentina’s context, this CCDR focuses on win-win policies and investments, which have large co-benefits or can contribute to raising the country’s growth while helping to adapt the economy, also considering how human capital actions can accompany a just transition.Publication Lebanon Economic Monitor, Fall 2022(Washington, DC, 2022-11)The economy continues to contract, albeit at a somewhat slower pace. Public finances improved in 2021, but only because spending collapsed faster than revenue generation. Testament to the continued atrophy of Lebanon’s economy, the Lebanese Pound continues to depreciate sharply. The sharp deterioration in the currency continues to drive surging inflation, in triple digits since July 2020, impacting the poor and vulnerable the most. An unprecedented institutional vacuum will likely further delay any agreement on crisis resolution and much needed reforms; this includes prior actions as part of the April 2022 International Monetary Fund (IMF) staff-level agreement (SLA). Divergent views among key stakeholders on how to distribute the financial losses remains the main bottleneck for reaching an agreement on a comprehensive reform agenda. Lebanon needs to urgently adopt a domestic, equitable, and comprehensive solution that is predicated on: (i) addressing upfront the balance sheet impairments, (ii) restoring liquidity, and (iii) adhering to sound global practices of bail-in solutions based on a hierarchy of creditors (starting with banks’ shareholders) that protects small depositors.Publication The Journey Ahead(Washington, DC: World Bank, 2024-10-31)The Journey Ahead: Supporting Successful Migration in Europe and Central Asia provides an in-depth analysis of international migration in Europe and Central Asia (ECA) and the implications for policy making. By identifying challenges and opportunities associated with migration in the region, it aims to inform a more nuanced, evidencebased debate on the costs and benefits of cross-border mobility. Using data-driven insights and new analysis, the report shows that migration has been an engine of prosperity and has helped address some of ECA’s demographic and socioeconomic disparities. Yet, migration’s full economic potential remains untapped. The report identifies multiple barriers keeping migration from achieving its full potential. The document addresses considerations regarding the design and implementation of early grade reading classroom assessment, provides examples of assessment activities from a variety of countries and contexts, and discusses the importance of incorporating classroom assessment practices into teacher training and professional development opportunities for teachers. The structure of the document is as follows. The first section presents definitions and addresses basic questions on classroom assessment. Section 2 covers the intersection between assessment and early grade reading by discussing how learning assessment can measure early grade reading skills following the reading learning trajectory. Section 3 compares some of the most common early grade literacy assessment tools with respect to the early grade reading skills and developmental phases. Section 4 of the document addresses teacher training considerations in developing, scoring, and using early grade reading assessment. Additional issues in assessing reading skills in the classroom and using assessment results to improve teaching and learning are reviewed in section 5. Throughout the document, country cases are presented to demonstrate how assessment activities can be implemented in the classroom in different contexts.
