Abstract
Evidence from several countries reveals that nations that have open economies tend to enjoy higher income than those with closed economies (Lind and Ramondo 2018). Openness to hosting multinationalfirms can lead to firms in receiving countries acquiring new technology and skills (Harrison and Rodriguez-Clare 2010), and to productivity-enhancing spillovers, particularly through vertical commercial relationships between foreign and domestic suppliers. Learning by exporting offers positive knowledge externalities, and it comprises myriad ways in which exports can stimulate growth in productivity, including development of exporter capabilities, such as marketing new products; upgrading product quality; and acquiring expertise in managing customer relationships by dealing with foreign buyers. The value from knowledge spillovers and the promise of job creation are often seen as positive externalities and are usually brought in to justify policy interventions in the form of tax incentives, grants, and other concessions (access to land sites at minimal or low cost). It is often thought that spillovers from foreign firms are driven by transfers of technology and by learning about markets by exporting. Learning from foreign buyers is supposed to be channeled directly to the exporters or passed through to local suppliers and competitors in domestic markets. There is some evidence that in Serbia, the international competitiveness of domestic exporters has been diminishing, and government programs to support links with markets receive meager financial allocations. Recent successes in exports of manufactures have revealed the great potential of Serbia, but these have been driven by only a few firms, many of them foreign-owned. This has lowered expectations of inclusive and widespread growth. There is also a growing sense that government efforts to promote exports and attract export-oriented investment in Serbia have instead been directed to attracting foreign direct investment (FDI) at the expense of export promotion, which has not been particularly effective. A looming question has become whether the current policy mix for promoting competitive Serbian exports needs realignment.

Publication Trade and the Competitiveness Agenda(World Bank, Washington, DC, 2010-06)The global economic crisis has forced a major rethinking of the respective roles of governments and markets in the processes of trade and growth. Indeed, industrial policy seems to be back in fashion or, at least, talking about it is. But a renewed 'activism' by government in the trade and growth agenda need not mean a return to old-style policies of import substitution and 'picking winners.' Instead, it may mean a stronger focus on competitiveness by unlocking the constraints to private sector-led growth. This note discusses the renewed role of government in trade and growth policy from the competitiveness angle and it suggests some priorities for the new competitiveness agenda.Publication Annual World Bank Conference on Development Economics 2003 : The New Reform Agenda(Washington, DC: World Bank and Oxford University Press, 2003)The Annual World Bank Conference on Development Economics seeks to expand the flow of ideas among development policy researchers, academics, and practitioners from around the world. Taylor also addressed the conference.Publication Sierra Leone Growth Pole Diagnostic : The Growth Poles Program(Washington, DC, 2013-08)This First Phase Report on Sierra Leone growth poles is the result of a 9 months consultative process led by the Office of the President which specifically requested that the output of this diagnostic be in an engaging format. The fundamental concept of growth poles is that they exploit agglomeration economies and spillover effects to spread resulting prosperity from the core of the pole to the periphery. At the basis of this theory is the assumption that economic development is not uniform over a region. Rather, it concentrates around a geographic feature or economic hub. In particular, it frequently concentrates around a key industry, around which linked industries develop. A growth pole can be used to nurture direct and indirect linkages from the flagship industry to supporting sectors, which vastly expands the employment generation potential of new investments in said flagship industry. The expansion of this key industry implies the expansion of output, employment, related investments, as well as new technologies and new industrial sectors.Publication Mozambique Country Economic Memorandum : Growth Prospects and Reform Agenda(Washington, DC, 2001-02-07)This Country Economic Memorandum reviews the significant changes Mozambique underwent in the last five years, specifying that to continue its rapid growth, and reduce its high levels of poverty, the country will need to adopt a new set of reforms. Such reforms, focused on increasing the profitability of agriculture, and promoting labor-intensive manufacturing activities, hold the best hope to move poverty into prosperity. Three factors - increased political stability, deep economic reforms, and foreign assistance - contributed to the positive developments. But the country still faces absolute poverty, particularly in rural areas, where infrastructure, and communications are lacking, aggravated by high illiteracy, and low life expectancy rates. Strengthening the macroeconomic environment will require a reform agenda, reducing the fiscal deficit by increasing tax revenues, while improving public spending. Moreover, the country's external position continues to be vulnerable, thus the external balance needs to be strengthened. Therefore, infrastructure recovery, namely roads, would facilitate rural trade, as will alternative mechanisms not based on trade restrictions, to address food security concerns, and promote improvements in productivity. Strategic actions to prod private sector development, and increase flexibility in the labor market should be decisive, to enhance as well education, and health.Publication Cambodia - A Better Investment Climate to Sustain Growth : Second Investment Climate Assessment(World Bank, 2009-04-01)The objectives of this Investment Climate Assessment (ICA) are to: (i) provide an up-to-date, fact-based analysis of the business environment for policy-makers in the Royal Government of Cambodia (RGC), the private sector, civil society, and development partners; and (ii) outline priorities for improving the business environment and suggest policy options. The body of this report is comprised of three chapters. Chapter one gives a picture of the private sector in Cambodia in early 2008, including its structure, main features, and overall performance across key sectors and nationwide. The sectors featured are: garments, food packaging, telecoms, and finance. Chapter two reviews the business environment, starting with existing firms' perceptions of the business environment, and then goes into more depth on each dimension. The chapter concludes by discussing which of these challenges are truly binding constraints on growth. Chapter three, after taking stock of on-going reform efforts, concludes with some key directions for reform and a few concrete policy options for the short and medium term.

Publication Inflation Expectations(World Bank, Washington, DC, 2019-03)This paper presents a comprehensive examination of the determination and evolution of inflation expectations, with a focus on emerging market and developing economies (EMDEs). The results suggest that long-term inflation expectations in EMDEs are not as well anchored as those in advanced economies, despite notable improvements over the past two decades. Indeed, in EMDEs, long-term inflation expectations are more sensitive to both domestic and global inflation shocks. However, EMDEs tend to be more successful in anchoring inflation expectations in the presence of an inflation targeting regime, high central bank transparency, strong trade integration, and a low level of public debt.Publication Global Economic Prospects, January 2024(Washington, DC: World Bank, 2024-01-09)Note: Chart 1.2.B has been updated on January 18, 2024. Global growth is expected to slow further this year, reflecting the lagged and ongoing effects of tight monetary policy to rein in inflation, restrictive credit conditions, and anemic global trade and investment. Downside risks include an escalation of the recent conflict in the Middle East, financial stress, persistent inflation, weaker-than-expected activity in China, trade fragmentation, and climate-related disasters. Against this backdrop, policy makers face enormous challenges. In emerging market and developing economies (EMDEs), commodity exporters face the enduring challenges posed by fiscal policy procyclicality and volatility, which highlight the need for robust fiscal frameworks. Across EMDEs, previous episodes of investment growth acceleration underscore the critical importance of macroeconomic and structural policies and an enabling institutional environment in bolstering investment and long-term growth. At the global level, cooperation needs to be strengthened to provide debt relief, facilitate trade integration, tackle climate change, and alleviate food insecurity.Publication Digital Africa(Washington, DC: World Bank, 2023-03-13)All African countries need better and more jobs for their growing populations. "Digital Africa: Technological Transformation for Jobs" shows that broader use of productivity-enhancing, digital technologies by enterprises and households is imperative to generate such jobs, including for lower-skilled people. At the same time, it can support not only countries’ short-term objective of postpandemic economic recovery but also their vision of economic transformation with more inclusive growth. These outcomes are not automatic, however. Mobile internet availability has increased throughout the continent in recent years, but Africa’s uptake gap is the highest in the world. Areas with at least 3G mobile internet service now cover 84 percent of Africa’s population, but only 22 percent uses such services. And the average African business lags in the use of smartphones and computers as well as more sophisticated digital technologies that catalyze further productivity gains. Two issues explain the usage gap: affordability of these new technologies and willingness to use them. For the 40 percent of Africans below the extreme poverty line, mobile data plans alone would cost one-third of their incomes—in addition to the price of access devices, apps, and electricity. Data plans for small- and medium-size businesses are also more expensive than in other regions. Moreover, shortcomings in the quality of internet services—and in the supply of attractive, skills-appropriate apps that promote entrepreneurship and raise earnings—dampen people’s willingness to use them. For those countries already using these technologies, the development payoffs are significant. New empirical studies for this report add to the rapidly growing evidence that mobile internet availability directly raises enterprise productivity, increases jobs, and reduces poverty throughout Africa. To realize these and other benefits more widely, Africa’s countries must implement complementary and mutually reinforcing policies to strengthen both consumers’ ability to pay and willingness to use digital technologies. These interventions must prioritize productive use to generate large numbers of inclusive jobs in a region poised to benefit from a massive, youthful workforce—one projected to become the world’s largest by the end of this century.Publication Privatization and Restructuring in Central and Eastern Europe(World Bank, Washington, DC, 1997-07)One of the most important policy questions in the transition economies is what governments can do to speed the restructuring of firms and thus hasten the transition to a mature market economy. The authors report on a study that provides some answers. Privatization encourages restructuring if it is rapid and comprehensive and leads to concentrated ownership. Privatization also promotes restructuring because privatized firms are more likely than state-owned enterprises to exercise wage restraint--and wage restraint is vital to free up the necessary internal finance. But policies that increase bank lending to firms, such as debt forgiveness and recapitalization, may do more harm than good. The safest course is to recapitalize banks only as part of privatization and to encourage negotiations for financial restructuring only after the banks are privatized.Publication GovTech Maturity Index, 2022 Update(Washington, DC, 2022-12)The 2021 GovTech Maturity Index (GTMI) report and underlying dataset provide opportunities to replicate the study, identify gaps in digital transformation by comparing the differences among economies and groups of economies, and track changes over time in a transparent way. The dataset will be updated every two years to reflect developments in the GovTech domain. This 2022 GTMI update report and the accompanying dataset and new data dashboard present the progress within the last two years, highlight some of the good practices, and identify existing gaps for possible improvements in countries at the technology frontier. As with the 2020 edition, economies are grouped, not ranked, to illustrate the state of GovTech focus areas globally. This overview report presents a summary of the approach, how the 2022 GTMI dataset update is different, improvements in the GTMI dataset contents and visualization tools and GTMI group calculations, and initial findings and key messages.
