dc.description.abstractThis report 'Turning the right corner - ensuring development through a low carbon transport sector' emphasizes that developing countries need to transition to a low carbon transport sector now to avoid locking themselves into an unsustainable and costly future. Furthermore, it argues that this transition can be affordable if countries combine policies to reduce greenhouse gas emissions with broader sector reforms aimed at reducing local air pollution, road safety risks, and congestion. This report looks at relationships between mobility, low carbon transport and development, drawing attention to the inertia in transport infrastructure. It complements the analysis by reviewing how climate change is likely to affect operations and infrastructure, cost-effective measures for minimizing negative effects, and policies and decision frameworks. It further highlights current and projected research findings and examples from developing countries. And it concludes that new technology is not enough, and that urgent action is needed before economies become locked into high-carbon growth. It discusses how to reconcile development with the need to curb emissions, looking at three sets of instruments and their limitations: new technologies and alternative fuels, supply-side measures, and demand-side policies. This report also looks at both available funding, such as carbon financing and international assistance, and at ways to generate new resources, considering that accounting for negative externalities dramatically alters the economics of transport investment.en
dc.description.abstractA diferencia de lo que ha ocurrido en otros sectores, el reconocimiento de las consecuencias del cambio climático en el transporte ha sido lento. Las políticas dirigidas a orientar la demanda hacia modalidades y tecnologías con bajas emisiones deben formar parte de los programas y proyectos de inversión. Dichas políticas pueden reducir la demanda de transporte en el largo plazo al modificar la geografía económica de las ciudades y los países. Pero para que esto ocurra, se requiere una estrecha coordinación de las políticas de transporte, medio ambiente y salud. En este informe se pone de manifiesto que las políticas relativas al cambio climático en el contexto del transporte se han visto afectadas por la desconexión entre la formulación e implementación de las políticas de infraestructura y en materia ambiental. Se han centrado en aumentar la capacidad de la infraestructura para adoptar modalidades con bajas emisiones y en establecer la normativa. Sin embargo, mientras menor es la coordinación horizontal entre las políticas sobre oferta y sobre demanda, mayor es la incertidumbre acerca de cómo se pueden reducir realmente las emisiones. Las amplias reformas sectoriales propuestas en este informe hacen necesaria una coordinación horizontal no solo entre los diferentes aspectos de la formulación de políticas de transporte, sino también entre departamentos tan diferentes como los de finanzas, regulación del uso de la tierra, seguridad y salud.es

Ils relient les zones rurales aux débouchés commerciaux et aux intrants, et les pays aux marchés d’exportation et aux technologies étrangères. La notion d’accessibilité renvoie non seulement aux prix à la consommation, mais aussi à tous les coûts encourus par la société : les pertes de temps occasionnées par les embouteillages, les conséquences parfois dramatiques des accidents de la route, les coûts sanitaires de la pollution locale et les dommages infligés aux populations par les phénomènes climatiques graves. Le présent rapport communique les principaux messages suivants : 1) Les politiques climatiques ne doivent pas compromettre la contribution des transports au développement. 2) Si la tendance se maintient, les émissions de gaz à effet de serre imputables aux transports augmenteront de façon spectaculaire. 3) Les innovations dans le domaine des technologies des moteurs n’entraîneront pas des réductions importantes des émissions. 4) La réduction des émissions exige une nouvelle composition des infrastructures et des services de transport tenant compte des différents modes de transport. La réduction de la vulnérabilité des transports aux changements climatiques commence par l’amélioration de l’entretien et de la gestion. 5) Les changements climatiques augmentent le déficit de financement dans le secteur des transports. 6) Les financements actuellement générés par le marché du carbone sont insuffisants pour faire face aux besoins des transports. 7) Les avantages pour les transports des vastes réformes sectorielles contribueraient à réduire le coût des politiques climatiques. 8) L’intégration de mesures relatives à l’offre et la demande exige un changement et une coordination au niveau institutionnel.fr
