Abstract
The ability of governments to raise tax revenues to finance public services and promote economic development varies due to a wide variety of economic, institutional, and political factors. Many of these variables are difficult or impossible to observe, especially in data-poor environments. Nonetheless, it is helpful to assess a country’s tax performance against a common standard to reveal scope for improvement against nationally defined goals, past performance, or the performance of peer countries. Tax productivity indicators measure how well a tax system generates revenue relative to the size of the tax base and a standard tax rate. VAT C-efficiency is calculated for Value Added Tax (VAT), and is a relatively well-established technique.1 CIT productivity and PIT productivity are calculated for Corporate Income Tax (CIT) and Personal Income Tax (PIT), respectively. y. This note uses “tax productivity” to refer collectively to all of the indicators. It uses the term “VAT C-efficiency” to refer to the indicator calculated for VAT, since that specific term is well established in the literature, especially at the IMF (it is referred to as the “VAT revenue ratio” by the OECD). Finally, this note uses “CIT productivity” and “PIT productivity” to refer to these less-well established indicators to avoid additional confusions that might arise from using the term “efficiency”. The calculation of tax productivity is just a first step in analyzing the performance of the tax system. It is recommended that the results are coupled with additional data or contextual knowledge about the country’s tax policy and tax administration. This can help explain fiscal outcomes or inform more detailed policy recommendations. VAT C-efficiency, CIT productivity, and PIT productivity indicators are calculated by the Fiscal Policy unit using the methodology and data described below. Users can find the results in the PFR Resource center, as a bulk download or charted in the PFR Data Visualization Tool. The next section of this note details the methods used to calculate tax productivity indicators. Following that is a brief section on data sources. Next, the calculated estimates are presented along with brief guidance on their interpretation. The final section shows how tax productivity metrics were applied in select PFRs.

    The Role of Natural Resources in Fundamental Tax Reform in the Russian Federation

    The Russian Federation has one of the richest natural resource endowments in the world. Despite their importance in the Russian economy, natural resources do not contribute as much as they could to public revenues. Large resource rents (excess payments, or above-normal profits generated by natural resources in scarce supply) are dissipated through subsidies and wastage, or appropriated by private interests. Failure to tax this rent means that taxes must be levied elsewhere (on capital and labor) to sustain revenues, thereby depressing investment and employment, or that potential revenues are foregone. Failure to reinvest rent means that Russia perpetuates the tradition of exporting low value-added raw materials and excessive capital outflows, and retards its transition to sustainable economic development. The author provides estimates of the average and total current rent on crude oil, natural gas, and round wood in Russia. The sum of appropriated rent on oil and gas was estimated at US$9 billion in 1999 (in excess of $15 billion in 2000), or about 18 percent of consolidated tax revenues. The appropriated rent on round wood was estimated at US$191-1,032 million. A more appropriate natural resource taxation system would enhance the fiscal role of natural resources as well as create better incentives for resource conservation and environmental protection. Two conditions further reinforce the appeal of such a reform. First, the state still owns most of the natural resources, which theoretically facilitates change in resource pricing and taxation. Second, the cost of adjusting the tax system is relatively low at this time since Russian tax policy is undergoing thorough reform. Increasing rent taxation should be relatively straightforward since the system already exists. What mainly needs to be done is to differentiate the fees to reflect objective rent-generating conditions by withdrawing the rent and imposing higher taxes on profitable resource deposits. A seemingly desirable instrument-true differentiation of rental payments-does not exist in Russia despite legislative provisions that it should. Several natural resource taxes are specific taxes (set per volume), regardless of the market price or production cost. Such taxes favor profitable deposits and penalize marginal ones. The author's study should be given serious consideration in the renewed debate on tax reform and in the context of Russia's structural reform program. It is in line with the proposals of the new governmental economic strategy, particularly with boosting the share of natural resources in generating revenue and reducing income tax rates. The extra advantage to rent taxation and revenue recycling is that it would allow the government to lower the tax burden without leading to a budget deficit.

    Does E-Government Improve Government Capacity?

    Using a cross-country data set on e-government systems, this paper analyzes whether e-filing of taxes and e-procurement adoption improves the capacity of governments to raise and spend resources through the lowering of tax compliance costs, improvement of public procurement competitiveness, and reduction of corruption. The paper finds that information and communications technology can help improve government capacity, but the impact of e-government varies by type of government activity and is stronger in more developed countries. Implementation of e-filing systems reduces tax compliance costs as measured by the number of tax payments, time required to prepare and pay taxes, likelihood and frequency of firms being visited by a tax official, perception of tax administration as an obstacle, and incidence of bribery. The effects of e-procurement are weaker, with the number of firms securing or attempting to secure a government contract increasing with e-procurement implementation only in countries with higher levels of development and better quality institutions. The paper finds no systematic relationship between e-procurement and bureaucratic corruption.

    After a policy-engineered slowdown in 2012, which saw GDP growth decline to 4.8 percent, the lowest since 2008, Bhutan's economy is expected to rebound to 6.5 percent this year, supported by hydropower construction and higher electricity and food production, following favorable rains. The tight fiscal stance introduced in 2012 has been maintained to bring spending in line with lower non-hydro revenues and a slowdown in foreign grant disbursements, but the revenue situation is expected to improve with the commissioning of cement and electricity projects. Bhutan's external debt, at 85 percent of GDP, remains high, but is likely to fall sharply as assured hydropower revenues begin to flow from projects for which the external loans were taken. However, its narrow exports base and the large rupee-reserves mismatch make the country vulnerable to shortfalls in external earnings and pose a moderate risk. Bhutan's success in reducing absolute poverty is noteworthy, with the poverty rate falling from 23 percent in 2007 to 12-13 percent in 2012, improving the lot of the poorest segments of the population rather than merely that of those clustered around the poverty line. A rapid growth of commercial agriculture, expanding rural infrastructure, and beneficial effects from the construction of massive hydropower projects has established a sound platform for further poverty reduction. However, continued out-migration to urban areas and vulnerability of infra-marginal groups, the relative absence of formal social protection institutions, youth unemployment, and the persistence of malnutrition, anemia and stunting point to the need for continued effort at tackling non-income poverty. The macroeconomic projections for 2014 set GDP growth at 7.3 percent, stemming from new projects, increased tourism receipts, easier credit conditions and the effects of the Economic Stimulus Plan.

    Bhutan - Hydropower Export Boom : Its Macroeconomic Impacts and Policy Implications

    Bhutan has shown remarkable economic performance over the last two decades. Growth during the second half of the 1990s was particularly strong, with annual Gross Domestic Product (GDP) growth averaging 6.5 percent. A large part of this performance has been supported by generous inflows of foreign aid and buoyant electricity exports to India, which have spurred growth both directly by expanding export earnings and indirectly by stimulating investment in the construction and transport industries. Growth prospects for Bhutan look bright, supported by enormous hydropower generation potential. In particular, the scheduled commissioning of the Tala hydropower project in 2005/06 is expected to give a major boost to growth by tripling the country's power generation capacity. While the expansion in power exports has brought significant benefits to Bhutan, there has been concern that it may not be an 'unmitigated blessing.' Despite large net inflows of foreign capital, Bhutan's macroeconomic indicators suggest that inflation has so far been modest and under control. The results of the empirical analysis of the Bhutanese economy indeed confirm that the power exports to India as well as financial assistance have caused real appreciation of the ngultrum against the rupee over time, through increased private spending and short-term monetary disequilibrium. Despite the real appreciation, however, the study finds little evidence to suggest contraction or stagnation of the non-power tradable sector. While the performance of the tradable sector may have been stronger in the absence of the real appreciation, thus far there is no sign of the Dutch disease, or the Dutch condition, in the Bhutanese economy. This paper examines empirically the macroeconomic impacts of Bhutan's increased power exports to India. It is the first serious attempt to address the presence of the Dutch disease in the Bhutanese economy. Previous attempts had been hampered by lack of sufficiently long time series data. Four sets of key questions are addressed in this study: (i) what are the features of the power export boom in Bhutan? Is it a temporary or permanent phenomenon? How large are power exports? (ii) Have power exports appreciated the real value of the ngultrum? If so, would further increase in power exports put further upward pressure on the ngultrum? (iii) What have the impacts on the tradable sector been? Are there Dutch-disease symptoms? (iv) Are these impacts sizable enough to require policy interventions? If so, what kind of policy options is then available to the Government?

    Europe and Central Asia Economic Update, Fall 2024: Better Education for Stronger Growth

    Economic growth in Europe and Central Asia (ECA) is likely to moderate from 3.5 percent in 2023 to 3.3 percent this year. This is significantly weaker than the 4.1 percent average growth in 2000-19. Growth this year is driven by expansionary fiscal policies and strong private consumption. External demand is less favorable because of weak economic expansion in major trading partners, like the European Union. Growth is likely to slow further in 2025, mostly because of the easing of expansion in the Russian Federation and Turkiye. This Europe and Central Asia Economic Update calls for a major overhaul of education systems across the region, particularly higher education, to unleash the talent needed to reinvigorate growth and boost convergence with high-income countries. Universities in the region suffer from poor management, outdated curricula, and inadequate funding and infrastructure. A mismatch between graduates' skills and the skills employers are seeking leads to wasted potential and contributes to the region's brain drain. Reversing the decline in the quality of education will require prioritizing improvements in teacher training, updated curricula, and investment in educational infrastructure. In higher education, reforms are needed to consolidate university systems, integrate them with research centers, and provide reskilling opportunities for adult workers.

    East Asia and the Pacific, seen in the context of the world economy, stands out as a paragon of development. Despite the recent ravages of the pandemic and the persistent tensions of geopolitics, the region is growing at stably high rates and the benefits are widely shared. But compared to its own past and potential, the region’s economic performance is less impressive. Growth is still below pre-pandemic rates, except in Indonesia, and output has not yet recovered to pre-pandemic levels in several countries, especially in the Pacific. This Economic Update highlights three key developments: shifting regional growth dynamics as China’s growth slows, changing trade patterns due to global tensions, and the impact of technologies such as robots, artificial intelligence, and digital platforms on jobs. The report calls for productivity-enhancing structural reforms to strengthen domestic growth drivers through; deeper international trade agreements to foster more open and stable trade regimes; deeper technical, digital, and soft skills while addressing impediments to labor mobility, factor price distortions and expanding social protection for workers in the digital informal economy to boost productivity and employment.

    Europe and Central Asia Economic Update, Spring 2025: Accelerating Growth through Entrepreneurship, Technology Adoption, and Innovation

    Business dynamism and economic growth in Europe and Central Asia have weakened since the late 2000s, with productivity growth driven largely by resource reallocation between firms and sectors rather than innovation. To move up the value chain, countries need to facilitate technology adoption, stronger domestic competition, and firm-level innovation to build a more dynamic private sector. Governments should move beyond broad support for small- and medium-sized enterprises and focus on enabling the most productive firms to expand and compete globally. Strengthening competition policies, reducing the presence of state-owned enterprises, and ensuring fair market access are crucial. Limited availability of long-term financing and risk capital hinders firm growth and innovation. Economic disruptions are a shock in the short term, but they provide an opportunity for implementing enterprise and structural reforms, all of which are essential for creating better-paying jobs and helping countries in the region to achieve high-income status.

    South Asia Development Update, October 2024: Women, Jobs, and Growth

    South Asia’s growth is on track to exceed earlier expectations, in a broad-based upturn. The region is expected to remain the fastest-growing among emerging market and developing economies (EMDEs). Several risks could upend this generally promising outlook, including extreme weather events, social unrest, and policy missteps, such as reform delays. But South Asian countries also have considerable untapped potential that could help them further boost productivity growth and employment and adapt to climate change. In particular, with about two-thirds of the region’s working-age women out of the labor force, raising female employment rates to those of men could increase per capita income by as much as one-half. Measures to accelerate job creation, remove obstacles to women working, and equalize gender rights would be more effective if combined with a shift toward social norms that looked more favorably on working women. Also, most South Asian countries rank among the EMDEs least open to global trade and investment. Greater openness could boost women’s employment, spur the growth of firms, and allow the region to take better advantage of the reshaping of global supply chains and trade. Reducing the cost of conducting business could help the region better harness large-scale remittance inflows.

    South Asia Development Update, October 2025: Jobs, AI, and Trade

    Growth in South Asia is on track to exceed earlier expectations and reach 6.6 percent in 2025, but is expected to slow to 5.8 percent in 2026. While this short-term outlook is subject to downside risks, over the longer term, artificial intelligence (AI) could promote growth by boosting productivity especially among those 15 percent of South Asian workers who are in jobs where AI strongly complements human labor. Such a growth dividend could be amplified by trade reforms. Carefully sequenced tariff cuts, especially in conjunction with broader free trade agreements, would encourage private investment and job creation in trade-related activities, which disproportionately employ South Asia’s younger and higher-skilled workers and have accounted for most of South Asia’s employment growth over the past decade. This could particularly benefit manufacturing, where elevated tariffs on production inputs currently diminish competitiveness. South Asia’s governments can support the adjustment of labor markets to new technologies and trade opportunities by proactively removing obstacles to workers’ reallocation to new firms, occupations, and locations. Simultaneously, they could protect vulnerable workers during this period of change by streamlining and strengthening safety nets.
