Abstract
Air pollution is a significant problem in cities and urban centers in the Republic of North Macedonia. This report is one in a series of three reports on air quality management (AQM) in Bosnia and Herzegovina, Kosovo, and North Macedonia. It examines the nature and magnitude of ambient air pollution (AAP) in North Macedonia. It provides estimates of the health burden, and economic cost associated with the health impacts, of AAP, that is, particulate matter with a diameter of 2.5 micrometers or less (PM2.5) in North Macedonia. It also analyzes the roles of various sources of PM2.5 emissions on ambient air quality in North Macedonia at the national level. The institutional and policy framework for AQM in the country is examined, including contributions of other development institutions in supporting North Macedonia’s efforts to address air pollution. Furthermore, the report presents experiences of selected countries that have applied different policy, investment, and technical interventions for air pollution, prevention, reduction, and abatement. Finally, it provides recommendations for reducing air pollution in North Macedonia. People in North Macedonia and living in the Balkans and Eastern Europe are typically breathing more toxic particulate air pollution than their neighbors in Western Europe. This is due to fewer air pollution reduction policies and more solid fuel heating and cooking (meaning many more residential wood and coal stoves) in Eastern European and Balkan countries compared to the rest of Europe. Western Europe has mostly moved away from coal-fired power plants (or at least has pledged to reduce coal consumption to meet climate goals), but in the Balkans and in Eastern Europe they are still widely in use. In fact, the Balkan region is home to many coal and lignite-fired units and to 7 of the 10 most polluting coal-fired power stations in Europe.

Publication Clean Air and Healthy Lungs : Enhancing the World Bank's Approach to Air Quality Management(World Bank, Washington, DC, 2015-02)This report specifically deals with air pollution, which was reported, by the World Health Organization (WHO), as the single largest environmental health risk globally in 2012 (WHO, 2014a). Air pollution from outdoor and household sources jointly account for more than 7 million deaths (3.7 million from ambient air pollution and 4.3 million from household air pollution). The following sections of this chapter present the objectives of, and key aspects of the institutional context for, this report followed by an examination of some of the major drivers of deteriorating ambient air quality in developing countries; air pollution sources and impacts; and the status of air quality management in developing countries. Chapter two presents the results of a desk-based portfolio review of World Bank projects that are relevant to reduction of air pollution. This is followed, in chapter three, by an examination of case studies of World Bank projects whose objectives include addressing ambient air pollution, highlighting good practices and lessons for future work of the Bank in supporting clients. Chapter four presents possible approaches for enhancing future Bank support in helping clients to improve air quality and reduce the associated adverse health outcomes. Chapter five presents overall conclusions and recommendations.Publication China : Air Pollution and Acid Rain Control - The Case of Shijiazhuang and the Changsha Triangle Area(Washington, DC, 2003-10)This study, and the associated technical assistance project, has three main objectives. The first is to help localities in China address several questions related to the planning, and implementation of SO2 emissions, and acid rain control: What are the environmental consequences, specifically for localities of different pollution control strategies, in terms of the impacts on human health, agricultural productivity, and other sectors and activities? What are the relative costs of different sulfur emission reduction plans? Will the proposed strategies enable localities to meet the environmental targets set by the central government? The second objective is to assist with capacity building, and training in China. to enable cities and regions to carry out environmental, and economic analyses of sulfur emission impacts, and control programs. The third objective is to provide a forum for discussion with the central government, primarily the State Environmental Protection Administration (SEPA), on the results of the case studies, and the implications for national policy with respect to sulfur control. This study analyzes China's national sulfur pollution control program, looking at local implementation plans, and actions for reducing sulfur emissions in two municipalities- Shijiazhuang and Changsha. The city of Shijiazhuang in Hebei Province was chosen for a case study on ambient SO2 pollution control, representing a northern Chinese city, while the tri-city region of Changsha, Zhuzhou, and Xiangtan in Hunan Province, was chosen to represent a southern area experiencing serious levels of acid rain. The clear divide between northern and southern cities and regions, indicate that emission control efforts in the north will benefit from access to significant quantities of low sulfur coal, the lack of which in the south, will significantly increase the cost of sulfur emission control. Other findings suggest that gaining a better scientific understanding of the impacts of sulfur emissions, and improving estimates of the relative benefits of different control options, are two important pieces of information for leveraging local implementation efforts. While promoting policies with multiple benefits, is an effective way of cutting sulfur pollution without reliance on regulatory policies, or institutions.Publication Integrated Air Pollution Management in China : Developing Particulate Matter Control(Washington, DC, 2012-06)This study is a joint effort of the Ministry of Environmental Protection (MEP), Chinese experts, and the World Bank to inform the policy-making process in line with the government of China s medium- and long-term objectives. Specifically the study aims to assist MEP, provincial governments, and municipalities by: (1) Proposing a national PM10 compliance plan to help non-compliant cities attain grade II - preferably by 2015 or in certain cases by 2020 at the latest - and already compliant cities to further reduce PM concentrations. The plan would include (a) policies and regulations and associated physical interventions/measures; (b) geographical scope; (c) sequencing of interventions; and (d) feasible environmental investments likely to have high benefit/cost ratios. Publication Digital Opportunities in African Businesses(Washington, DC: World Bank, 2024-05-16)Adoption of digital technologies is widely acknowledged to boost productivity and employment, stimulate investment, and promote growth and development. Africa has already benefited from a rapid diffusion of information and communications technology, characterized by the widespread adoption of mobile phones. However, access to and use of digital technology among firms is uneven in the region, varying not just among countries but also within them. Consequently, African businesses may not be reaping the full potential benefits offered by ongoing improvements in digital infrastructure. Using rich datasets, “Digital Opportunities in African Businesses” offers a new understanding of the region’s incomplete digitalization—namely, shortfalls in the adoption and effective use of digital technology by firms to perform productive tasks. The research presented here also highlights the challenges in addressing incomplete digitalization, finding that the cost of machinery, equipment, and software, as well as the cost of connectivity to the internet, is significantly more expensive in Africa than elsewhere. “Digital Opportunities in African Businesses” outlines ways in which the private sector, with support from policy makers, international institutions, and regulators, can help bring down these costs, stimulating more widespread digitalization of the region’s firms, thereby boosting productivity and, by extension, economic development.
