Transport and Logistics in Djibouti : Contribution to Job Creation and Economic Diversification

dc.description.abstract | The objective of this policy note is: (i) assessing the current situation of the transport and logistics sector in Djibouti, in particular regarding employment; (ii) examining the potential of the sector for creating jobs and generating new activities; and (iii) analyzing the constraints and making recommendations to alleviate. The note is divided into three chapters: (1) a diagnosis of transport and logistics; (2) opportunities and strategic priorities for the future; and (3) a suggested action plan. This policy note deals with transport and logistics and provides key input to the Djibouti New Growth Model study. The note relies on the findings of the World Bank mission that visited Djibouti in January 2012 to collect data and interview various representatives of the public and private sectors, as well as on a literature review. The note concludes that transport and logistics have a relatively limited potential for reducing unemployment since port activities are capital-intensive; the trucking industry serving the corridor to Ethiopia is totally dominated by Ethiopians; and the ongoing improvement of the supply chain s efficiency tends to cut jobs for a given volume of trade. | en |
dc.description.abstract | Malgré une accélération de la croissance pendant ces dix dernières années, Djibouti enregistre l’un des taux de chômage les plus élevés au monde : plus de la moitié de sa population est sans emploi et davantage encore chez les jeunes. Bien conscient de l’urgence de cette situation, le gouvernement de Djibouti a sollicité l’assistance de la Banque mondiale pour revoir le modèle de croissance du pays et forger une nouvelle vision de son avenir. La Banque a donc lancé une vaste étude pour examiner en particulier le développement potentiel des quelques secteurs économiques pour lesquels Djibouti possède un avantage comparatif. La présente note se concentre sur le transport et la logistique, et en particulier, les politiques prioritaires nécessaires au déblocage de la croissance future du transport et de la logistique. La note conclut que le transport et la logistique ne possèdent qu’un potentiel relativement limité pour la réduction du chômage. En effet, les activités portuaires sont caractérisées par une forte intensité capitalistique, l’industrie du camionnage desservant le corridor vers l’Ethiopie est totalement dominée par les Ethiopiens et les améliorations en cours dans l’efficacité de la chaîne logistique ont pour effet de réduire les besoins de main d’oeuvre pour un volume commercial donné. Le futur économique de Djibouti dans ce secteur consiste à desservir efficacement les corridors commerciaux vers la Corne de l’Afrique et à maintenir son rôle de première porte d’entrée vers l’Ethiopie. Cela demandera : (i) une stratégie cohérente basée sur la rationalisation de l’investissement et sur des études de faisabilité ; (ii) un changement d’attitude en faveur d’une gouvernance plus ouverte ; (iii) la mise en place de mécanismes institutionnels pour rassembler les acteurs privés et publics de Djibouti et de ses voisins enclavés ; (iv) la facilitation du transit et des procédures commerciales ; et (v) le développement de formations pour l’acquisition de compétences spécialisées. | fr |
