Abstract
Unlike the Kyoto protocol’s clean development mechanism (CDM), Article 6.2 of the Paris Agreement is designed to allow for international cooperation in carbon markets through decentralized governance. Under this article, bilateral or plurilateral cooperation between participating parties can be established through a mutually agreed policy and governance framework and reflected in the agreement between the parties involved. This decentralized architecture requires considerably higher levels of engagement and oversight from participating parties. The context for setting institutions and approval procedures at the domestic level is fundamentally rooted in the country’s national climate strategy and their nationally determined contribution (NDC). A host country will need to establish a detailed Article 6 strategy that guides, but is not limited to, how its participation in Article 6 will help the country achieve its target. This paper forms the starting point, focusing on the institutional requirements to establish the policy and regulatory process that defines and supports the implementation of the potential activity cycle for Article 6.2 activities and transactions; identifies functions required at the national level from the host country’s perspective; and discusses different options to allocate these functions to existing or new institutions. The Article 6.2 activity cycle can build on project cycles under the Kyoto protocol, with an added requirement for the authorization and transfer of mitigation outcomes (MOs). While the entire process can be developed domestically, host countries can also choose to use international crediting programs to register projects and issue units. However, the host country will still be responsible for the Article 6.2 process of authorizing and transferring ITMOs, as well as applying corresponding adjustments. The type of arrangement that a country chooses to adopt affects the type of institutional arrangement and functions of the different bodies involved.

Publication Carbon Markets, Institutions, Policies, and Research(World Bank, Washington, DC, 2008-10)The scale of investment needed to slow greenhouse gas emissions is larger than governments can manage through transfers. Therefore, climate change policies rely heavily on markets and private capital. This is especially true in the case of the Kyoto Protocol with its provisions for trade and investment in joint projects. This paper describes institutions and policies important for new carbon markets and explains their origins. Research efforts that explore conceptual aspects of current policy are surveyed along with empirical studies that make predictions about how carbon markets will work and perform. The authors summarize early investment and price outcomes from newly formed markets and point out areas where markets have preformed as predicted and areas where markets remain incomplete. Overall the scale of carbon-market investment planned exceeds earlier expectations, but the geographic dispersion of investment is uneven and important opportunities for abatement remain untapped in some sectors, indicating a need for additional research on how investment markets work. How best to promote the development and deployment of new technologies is another promising area for study identified in the paper.Publication 10 Years of Experience in Carbon Finance : Insights from Working with the Kyoto Mechanisms(Washington, DC: World Bank, 2010-05-01)Under the Kyoto Protocol to the United Nations Framework Convention on Climate Change (UNFCCC), the industrialized countries adopted quantified emission reductions obligations. Marking the 10th anniversary of the establishment of the World Bank Prototype Carbon Fund (PCF) the world's first global carbon fund, this report seeks to take stock of the World Bank's experience of working with the Kyoto Protocol's project-based mechanisms over the past decade. The Clean Development Mechanism (CDM), as the much larger system in terms of projects, emission reductions and host countries, is the basis for much of the report's discussion. Joint Implementation (JI) is also discussed. Policy-makers and negotiators are working on advancing the policy framework and the regulatory structures to mitigate greenhouse gas (GHGs) at greater scale. Furthering the use of market instruments should incorporate the lessons of the past into future designs, making full use of the experience and learning that has been gained. This will mean building upon the successes of the current CDM and JI regulatory frameworks, addressing weaknesses, and abandoning what is not working. This publication seeks to make a constructive contribution to this debate, in full respect of the ongoing international climate change negotiations, by providing insights and recommendations from a practitioner's experience and perspective.Publication Climate Policy Processes, Local Institutions, and Adaptation Actions : Mechanisms of Translation and Influence(World Bank, Washington, DC, 2009-08)This paper focuses on the experience of the national-level adaptation planning efforts and the lessons that can be derived for more effective adaptation from an examination of local governance of development and natural resources. After examining national level adaptation plans, particularly the NAPAs (National Adaptation Programmes of Action), the paper analyzes the range of institutional instruments and relationships visible in contemporary decentralization reforms. The analysis derives four important lessons for adaptation planning, with special attention to the articulation between local and national level adaptation processes. The paper underlines: a) the diversity of local institutions; b) adaptation strategies, and identifies factors that promote; c) greater accountability; and d) greater equity in national/local relationships.Publication Beyond the Sum of Its Parts(Washington, DC, 2010)The world development report 2010 estimates that an additional $200 billion per year of climate-related financing is needed in developing countries between now and 2030 to keep global average temperature rise within 2 degrees Celsius. Developing countries face increased financing challenges over coming decades as they seek to pursue economic development along a lower emission trajectory. The goal of this paper is twofold: i) to provide greater information and clarity on these three mitigation-related climate financing instruments available for the World Bank Group (WBG) and their application in the context of specific projects and national policy frameworks; and ii) to draw lessons for the broader development community on how resources from different climate financing instruments can be combined for expanded impact, increased leverage, and enhanced efficiency. This paper represents an initial contribution to this field and will be followed by papers focusing on guarantees for low-carbon growth support for the private sector and the challenges of financing climate resilience and adaptation.Publication Economic Implications of Reducing Carbon Emissions from Energy Use and Industrial Processes in Brazil(World Bank, Washington, DC, 2012-07)The overall impacts on the Brazilian economy of reducing CO2 emissions from energy use and industrial processes can be assessed using a recursive dynamic general equilibrium model and a hypothetical carbon tax. The study projects that in 2040 under a business-as-usual scenario, CO2 emissions from energy use and industrial processes would be almost three times as high as in 2010 and would account for more than half of total national CO2 emissions. Current policy aims to reduce deforestation by 70 percent by 2017 and emissions intensity of the overall economy by 36-39 percent by 2020. If policy is implemented as planned and continued to 2040, CO2 emissions from energy use and industrial processes would not have to be cut until 2035 as reductions of emissions through controlling deforestation would be enough to meet emission targets. The study also finds evidence that supports the double dividend hypothesis: using revenue from a hypothetical carbon tax to finance a cut in labor income tax significantly lowers the gross domestic product impacts of the carbon tax. Using carbon tax revenue to subsidize wind power can effectively increase the output of wind power in the country, although the impact of the tax on gross domestic product would be somewhat increased.

It replaces and improves upon the Doing Business project. B-READY provides a comprehensive data set and description of the factors that strengthen the private sector, not only by advancing the interests of individual firms but also by elevating the interests of workers, consumers, potential new enterprises, and the natural environment. This 2024 report introduces a new analytical framework that benchmarks economies based on three pillars: Regulatory Framework, Public Services, and Operational Efficiency. The analysis centers on 10 topics essential for private sector development that correspond to various stages of the life cycle of a firm. The report also offers insights into three cross-cutting themes that are relevant for modern economies: digital adoption, environmental sustainability, and gender. B-READY draws on a robust data collection process that includes specially tailored expert questionnaires and firm-level surveys. The 2024 report, which covers 50 economies, serves as the first in a series that will expand in geographical coverage and refine its methodology over time, supporting reform advocacy, policy guidance, and further analysis and research.Publication Global Economic Prospects, January 2025(Washington, DC: World Bank, 2025-01-16)Global growth is expected to hold steady at 2.7 percent in 2025-26. To present a more complete picture of the global environment that enables women’s socioeconomic participation, this year Women, Business and the Law introduces two new indicators—Safety and Childcare—and presents findings on the implementation gap between laws (de jure) and how they function in practice (de facto). This study presents three indexes: (1) legal frameworks, (2) supportive frameworks (policies, institutions, services, data, budget, and access to justice), and (3) expert opinions on women’s rights in practice in the areas measured. The study’s 10 indicators—Safety, Mobility, Workplace, Pay, Marriage, Parenthood, Childcare, Entrepreneurship, Assets, and Pension—are structured around the different stages of a woman’s working life. Findings from this new research can inform policy discussions to ensure women’s full and equal participation in the economy. The indicators build evidence of the critical relationship between legal gender equality and women’s employment and entrepreneurship. Data in Women, Business and the Law 2024 are current as of October 1, 2023.
