Beginning a Family and Adopting a Healthy Lifestyle: Situation Analysis for Malawi

Abstract
Decisions during youth have great long-term impacts on human development, which is key to poverty alleviation and economic development. During adolescence, two of the primary transitions are beginning a family and adopting a healthy lifestyle. Youth face many choices and challenges around these key decisions, such as when to initiate sex, when to marry, when to have children, and whether to engage in risky behaviors- all of which affect their future health and future opportunities. Consequences of these early decisions can have long-lasting effects on adolescents and their communities, potentially increasing public health costs and depleting human capital. This policy brief discusses a situation analysis of adolescent girls in Malawi with respect to these transitions and highlights the challenges they face. Specifically, issues of reproductive health (fertility, maternal health, use of family planning), early marriage, use of family planning, nutrition and risky behaviors are analyzed and presented.

    Teenage pregnancies have potential negative consequences on the next generation. Children born to adolescent mothers are particularly at risk in terms of health, nutrition, cognitive and socio-emotional development. Evidence shows that the early years – especially the first 1,000 days – are crucially important for lifetime health, learning, and productivity. Particularly for the most vulnerable children and families, early childhood development (ECD) is a high return investment. This policy brief presents evidence on the health, nutrition and overall development of children in Malawi with a focus on those born to adolescent mothers. Analysis of issues such as infant and child mortality, malnutrition, incidence of illness, healthcare seeking behaviors, protective practices, and late entry for school, pre-school experience and development are discussed.

    Adolescent Girls in Zambia

    Adolescence is a time of transitions that foster both challenges and opportunities. Indeed, choices made during adolescence not only have immediate consequences but also greatly influence the economic opportunities, health outcomes, and skill sets attained later in life, and yet it is the same period when social norms create pathways largely defined by gender. Poverty and ethnic minority status can further magnify gender discrepancies for youth worldwide, as reductions in household spending on education, health care, and nutrition are often more likely to affect adolescent girls than boys. In Zambia, adolescents make up 24% of the total population, a substantial proportion that is expected to become higher than neighboring countries if current trends continue. The high prevalence of child marriage and teenage pregnancy among Zambian girls greatly contributes to the high fertility and population growth trends, and is also closely interrelated with a range of economic and socio-cultural determinants that perpetuate a vicious cycle for the poorest and most vulnerable girls and have costly consequences for them and for the nation as a whole. In order to initiate the potential for a demographic dividend, Zambia will need to initiate a demographic transition. Reducing child marriage and teenage pregnancy can significantly contribute to the fertility declines needed to accelerate this demographic transition and would lead to better life outcomes for adolescent girls and better opportunities for the next generation. Accordingly, this series of policy briefs focuses on four key areas of interventions (or pillars) as follows: (i) maintaining girls in school; (ii) equipping out-of-school girls with skills; and (iii) beginning a family and supporting girls to adopt healthy lifestyles; and (iv) addressing the child development needs of children born to teenage mothers.

    Taxes, Spending, and Equity: International Patterns and Lessons for Developing Countries

    Taxes and public spending underpin the basic administration of government and finance the human capital and infrastructure investments needed for economic growth. They can also have a significant and immediate impact on poverty and inequality. The question of how public finance can support longer-term growth objectives while promoting equity has become even more important in recent years, given the high fiscal deficits and debt levels most countries emerged with in the aftermath of the COVID-19 pandemic. These included the increasing cost of debt and the need to restart environmentally sustainable growth while helping households address the learning losses and other social scars caused by the pandemic. This paper examines the global evidence on which households pay which taxes and who benefits from what spending, and critically, the net effect on different households across the income distribution. The aim is to identify the patterns and lessons that emerge for designing progressive fiscal policies. A global dataset of 96 countries is assembled, spanning all regions of the world and all national income levels, grounded in the Commitment to Equity (CEQ) approach to fiscal incidence.

    All African countries need better and more jobs for their growing populations. "Digital Africa: Technological Transformation for Jobs" shows that broader use of productivity-enhancing, digital technologies by enterprises and households is imperative to generate such jobs, including for lower-skilled people. At the same time, it can support not only countries’ short-term objective of postpandemic economic recovery but also their vision of economic transformation with more inclusive growth. These outcomes are not automatic, however. Mobile internet availability has increased throughout the continent in recent years, but Africa’s uptake gap is the highest in the world. Areas with at least 3G mobile internet service now cover 84 percent of Africa’s population, but only 22 percent uses such services. And the average African business lags in the use of smartphones and computers as well as more sophisticated digital technologies that catalyze further productivity gains. Two issues explain the usage gap: affordability of these new technologies and willingness to use them. For the 40 percent of Africans below the extreme poverty line, mobile data plans alone would cost one-third of their incomes—in addition to the price of access devices, apps, and electricity. Data plans for small- and medium-size businesses are also more expensive than in other regions. Moreover, shortcomings in the quality of internet services—and in the supply of attractive, skills-appropriate apps that promote entrepreneurship and raise earnings—dampen people’s willingness to use them. For those countries already using these technologies, the development payoffs are significant. New empirical studies for this report add to the rapidly growing evidence that mobile internet availability directly raises enterprise productivity, increases jobs, and reduces poverty throughout Africa. To realize these and other benefits more widely, Africa’s countries must implement complementary and mutually reinforcing policies to strengthen both consumers’ ability to pay and willingness to use digital technologies. These interventions must prioritize productive use to generate large numbers of inclusive jobs in a region poised to benefit from a massive, youthful workforce—one projected to become the world’s largest by the end of this century.

    Islamic Finance and the Development of Malaysia’s Halal Economy

    The halal economy (HE) plays an important role in Malaysia’s economic growth, contributing 7.5 percent to the Gross Domestic Product (GDP) as of 2020. Under the Twelfth Malaysia Plan, 2021-2025 (12MP), one of the key strategies to boost Malaysia’s economic growth is enhancing the competitiveness of the halal industry to capture a more significant share of the global halal market. The term halal refers to anything that is permissible or lawful under Islamic Law that dictates the way of life of a Muslim (a follower of the Islamic faith). Hence, the scope of the HE is broad and can be defined as an industry that is involved in the provision of halal products and services, including food, clothing and fashion, cosmetics and personal care, travel, and financial services. Consequently, Islamic finance is both parts of the broader HE (Hassan et al., 2021) and can facilitate the development of the HE. This report requested by Bank Negara Malaysia (BNM) explores the role of Islamic finance in supporting the development of Malaysia’s HE with the objective of informing policy discourse on enhancing existing strategies to increase access to Islamic finance solutions to underserved HE enterprises. The report comprises the following chapters, (1) the current state of the HE; (2) the financing ecosystem of Malaysia’s HE, (3) enhancing role of Islamic finance for the HE in Malaysia; and concludes in Chapter 4 with a set of recommendations for stakeholders in Malaysia. While the recommendations focus on Malaysia, they may also be relevant for other developing economies where the HE and Islamic finance are prominen

    Customer-driven Rail Intermodal Logistics

    Rail intermodal logistics, the movement of containerized cargo from origin to destination where a portion of the journey takes place on rail, have gained significance in North America over the past 10 to 15 years based on cost and operational efficiency. In China, however, the story has thus far been different. Considering the length-of-haul and commodity characteristics of China s manufacturing sector, the country has a persistently low incidence of rail intermodal participation in domestic and international supply chains. We find that the binding constraints behind the low incidence of rail intermodal services in China are most likely to be found on the supply side, not the demand side of the equation. Specifically, the regulatory and institutional environment, which regulate freight tariffs and provides little or no flexibility for China Railway Corporation (CRC) to tailor services to customer needs, is at the root of this challenge. This note outlines the success of railways in North America in (a) tailoring rail intermodal service offerings based on customer needs and willingness to pay; and (b) collaborating with other logistics service providers so as to concentrate on their core (rail transportation) competency, while leaving other segments of the end-to-end intermodal supply chain to those most efficient in those segments. The current policy and economic environment facing CRC seems favorable to pursuing reforms towards adopting similar practices.

    Direct and Indirect Impacts of Transport Mobility on Access to Jobs: Evidence from South Africa

    Access to jobs is essential for economic growth. In Africa, unemployment rates are notably high. This paper reexamines the relationship between transport mobility and labor market outcomes, with a particular focus on the direct and indirect effects of transport connectivity. As predicted by theory, wages are influenced by the level of commuting deterrence. Generally, higher earnings are associated with longer commute times and/or higher commuting costs. Local accessibility is also important, especially for individuals with time constraints. Both direct and indirect impacts are found to be significant in South Africa, where job accessibility has been challenging since the end of apartheid. For the direct impact, the wage elasticity associated with commuting costs is significant. Returns on commute are particularly high for women. Local accessibility to socioeconomic facilities, such as shops and health services, is also found to have a significant impact, consistent with the concept of mobility of care. To enhance employment, therefore, it is crucial to connect people not only to job locations but also to various socioeconomic points of interest, such as markets and hospitals, in an integrated manner. This integration will enable individuals to spend more time working and commuting longer distances.
