Abstract
The World Bank's study covered all modes of city and inter-city land transport, also designated in this report under the name of 'road transport'. However, the report focuses on the Governments two main concerns: the urban bus and taxi sector, which performs poorly and is a major cause of the growing traffic congestion in Yemeni cities, particularly in Sana'a; and the inter-city freight sector, which does not presently develop in ways that adequately serve the economy. Sana'a is indeed a large and fast growing city where public transport has become critical. Its population was 1.75 million in 2004, while forecasts are for 2.8 million for 2014 and 3.8 million for 2024. Yet, Sana'a's public transport system performs poorly. Similarly, the efficiency of inter-city freight transport is low and it does not promote trade, competition, and low price of basic commodities as it should. In addition, Yemen faces a very high rate of road accidents: in 2006, the number of recorded accidents was about 13,000, resulting in about 2,700 deaths and 18,000 injuries. The current legal framework for the regulation of city and inter-city transport is contained in law 33 of 2003 which created an open market for passenger and freight transport services, replacing the previous monopolies held by syndicates. Tariffs for road freight and passenger services are unregulated.

    Urban Transport and CO2 Emissions : Some Evidence from Chinese Cities

    This working paper provides a bottom-up estimate of energy use and Green-House Gas (GHG) emissions for the transport sector based on data available at the city and municipal levels. For urban transport in China, GHG emissions primarily consist of carbon dioxide (CO2), so these terms are used interchangeably. Energy use and CO2 emissions are also highly correlated based on the predominance of fossil fuels in transport. A database of self-reported indicators was developed and verified for the fourteen participating cities of the China World Bank-Global Environment Facility (GEF) Urban Transport Partnership Program. Other supplemental sources were also used to enrich the dataset for urban transport and energy analysis, namely the most recent China City Statistical Yearbooks. Beijing and Shanghai were also included where data was available from existing studies given their relevance in broad comparison of Chinese cities. Section two discusses the general demographic and economic trends in the sample of cities that may be influencing the sector. Section three points to stylized facts about the most relevant urban transport demand, supply and performance characteristics in recent years and suggests how they may be driving energy consumption and GHG emissions. Section four is the analysis and forecast of energy use and GHG emissions using the urban transport drivers identified. Finally, general conclusions and next steps are suggested in section five, as well as additional details on the data, methodology, definitions, and a map of China with the seventeen selected cities in the annexes.

    Gender and Transport in the Middle East and North Africa Region : Case Studies from the West Bank and Yemen

    Mobility is a major factor of access to economic resources, education, health, and other key elements influencing women's empowerment. In the Middle East and North Africa's countries, like in many other developing economies, women's mobility is constrained not only by the limited, sometimes unaffordable transport supply but also by social and cultural factors that frame women's access to the outside world and exacerbate the supply problem. The objectives of this study are: 1) understanding better how transport infrastructure and services are meeting women's transport needs, and more specifically, how they are facilitating or constraining women's access to resources, markets, training, information, and employment; and 2) identifying priority areas for governments' actions to improve women's mobility and thereby enhance their access to economic opportunities and contribute to their economic empowerment. Three studies of the interaction between gender and transport have been conducted with these in mind: one in rural Yemen, one in urban Yemen, and one in the West Bank. Analyses of the findings of the studies have led to the following recommendations being put forth: i) encourage the use of intermediary means of transport; ii) create awareness about women's mobility needs; and iii) identify and mitigate constraints delaying development projects in rural Yemen.

    TRACE Model in Pilot Cities in Latin America

    This report, supported by the energy sector management assistance program (ESMAP), applies the tool for the rapid assessment of city energy (TRACE) to examine energy use in León, México. This study is one of three requested and conducted in 2013 by the World Bank Latin America and the Caribbean energy unit to begin a dialogue on energy efficiency (EE) potential in Latin America and Caribbean cities. In Puebla and León, TRACE helped the Mexican Secretary of Energy (SENER) develop an urban EE strategy. TRACE is a simple, practical tool for making rapid assessments of municipal energy use. It helps prioritize sectors that have the potential to save significant amounts of energy and identifies appropriate EE measures in six sectors - transport, municipal buildings, wastewater, streetlights, solid waste, and power and heat. Globally, the six are often managed by the cities which have substantial influence over public utility services. The study looked at six areas to determine the three that have the greatest savings potential and where the city has a significant degree of control: streetlights, solid waste, and municipal buildings.

    Bosnia and Herzegovina - The Road to Europe : Annex 4. Urban Transport - A Need for Safe, Clean, and Affordable Transport

    This report highlights deficiencies and indicates priorities for a prospective national transport strategy and action plan for further consideration by key stakeholders. The overall objective should be the development of a transport system, and an institutional framework, that facilitates rather than constrains, economic development in Bosnia and Herzegovina. A strong transport system contributes to economic growth by reducing the economic distance to markets by expanding opportunities for trade, by improving the competitiveness of national locations for production and distribution, and by facilitating mobility for a country s citizens; while minimizing the social and environmental costs of the transport sector. The report concludes by recommending actions that aim to improve the institutional framework, improve the sustainability of the transport sector, facilitate broad based economic growth, and mitigate the social and environmental detriments associated with transport. Specific policy recommendations are presented to accomplish these conclusions.

    A Methodology for Rapid Assessment of Rural Transport Services

    Rural transport services are often inadequate. Passenger and goods transport needs improving to stimulate rural economies and reduce poverty. Understanding existing rural transport systems and constraining factors is a precondition for appropriate policy action. The Sub-Saharan Africa Transport Policy Program (SSATP) commissioned a study to develop and test a methodology for the rapid assessment of rural transport systems. The guidelines specified passenger and freight transport for distances of 5-200 km, encompassing much rural transport, but excluding within-village transport, long-distance national transport and international corridors. Rural transport systems operate on hub and spoke systems at several levels. Key rural hubs are provincial/regional towns, market/district towns and villages. The various spokes and hubs have characteristic combinations of transport, including trucks, buses, minibuses, pickups and intermediate means of transport (IMTs). The smallest spokes are footpaths while national spokes form transport corridors. The methodology surveys transport types, operators, users and regulators at sampled hubs and spokes, stratified by hub hierarchy and remoteness. This provides a rapid overview of rural transport systems, highlighting key constraints, stakeholder views and proposals for improvements. This document contains practical advice relating to local observations, interview techniques, survey opportunities and traffic counts. Illustrative data forms and check lists of possible topics are provided, for modification according to local needs.

    Democratic Republic of the Congo Country Economic Memorandum (CEM) - Pathways to Economic Diversification and Regional Trade Integration

    Economic Diversification in the DRC is hindered by a business environment and key regulatory and fiscal constraints that are not conducive to private sector-led growth. Policies aimed to address the main bottlenecks hindering sustainable and inclusive growth include: i) improving business regulation; ii) promoting access to digital, electricity, and financing; iii) addressing inefficient taxation and fiscal policy challenges; iv) encouraging fiscal decentralization; and v) attracting value chain development. The two case studies discussed in complementary reports are intended to better illustrate the opportunities and challenges described in the Country Economic Memorandum and considered important for economic diversification and job creation through structural transformation and stronger trade and regional integration. The focus is on two key potential growth-driving sectors (mining and agribusiness) that offer substantial opportunities for expansion in the context of global energy transition, food insecurity, and further regional integration. While opportunities and constraints specific to the EV battery-related mining and cassava value chain are presented (and include a climate dimension), most of the challenges and recommendations could also apply to several other products or sectors of the economy (e.g., maize or any manufactured or processed product). The purpose of the illustrative case studies is to highlight how the business environment in general is not attractive to private investment, SME expansion, or product competitiveness.

    Road Projects Cost Benefit Analysis

    Six projects from six countries were selected as the cases for detailed analysis in this study. They are from Argentina, Botswana, India, Kenya, Lao PDR and Paraguay, representing a wide range of geographical distribution. Also, the extent of the effect of economic downturn which these countries experienced ranges a wide variety. In an economic downturn, uncertainties increase with many inputs of road projects Cost Benefit Analysis (CBA), including fuel prices, levels of demand, investment costs and maintenance availability. Also, important parameters of project evaluation such as discount rate and value of time need to be more carefully scrutinized. Therefore, it is very important for the developing countries to have good understanding about the effects of the variability of these inputs/parameters on project viability and the ranking of road investments. It is a role of the developing agencies to conduct a systematic analysis of these effects and disseminate the findings and knowledge obtained. The objective of the study is to obtain insights regarding the effects of varying inputs and parameters on the viability of road projects through case studies using Highway Development and Management Model (HDM-4), thereby to facilitate the formulation and implementation of road projects that increase the welfare of the society under the environment of increased uncertainty in an economic downturn. The results of the study will be summarized in a transport note as a discrete knowledge product and disseminated among various stakeholders including developing agencies staff, government officials and donor communities. To assess the effects of increased uncertainty with inputs of cost benefit analysis on the economic viability of road projects, this study first investigated the range of variability of the inputs for the six selected projects/countries. It was found that the variability ranges differ by country reflecting the degree of decrease in transport demand and relative change in factor prices due to economic downturn.

    All African countries need better and more jobs for their growing populations. "Digital Africa: Technological Transformation for Jobs" shows that broader use of productivity-enhancing, digital technologies by enterprises and households is imperative to generate such jobs, including for lower-skilled people. At the same time, it can support not only countries’ short-term objective of postpandemic economic recovery but also their vision of economic transformation with more inclusive growth. These outcomes are not automatic, however. Mobile internet availability has increased throughout the continent in recent years, but Africa’s uptake gap is the highest in the world. Areas with at least 3G mobile internet service now cover 84 percent of Africa’s population, but only 22 percent uses such services. And the average African business lags in the use of smartphones and computers as well as more sophisticated digital technologies that catalyze further productivity gains. Two issues explain the usage gap: affordability of these new technologies and willingness to use them. For the 40 percent of Africans below the extreme poverty line, mobile data plans alone would cost one-third of their incomes—in addition to the price of access devices, apps, and electricity. Data plans for small- and medium-size businesses are also more expensive than in other regions. Moreover, shortcomings in the quality of internet services—and in the supply of attractive, skills-appropriate apps that promote entrepreneurship and raise earnings—dampen people’s willingness to use them. For those countries already using these technologies, the development payoffs are significant. New empirical studies for this report add to the rapidly growing evidence that mobile internet availability directly raises enterprise productivity, increases jobs, and reduces poverty throughout Africa. To realize these and other benefits more widely, Africa’s countries must implement complementary and mutually reinforcing policies to strengthen both consumers’ ability to pay and willingness to use digital technologies. These interventions must prioritize productive use to generate large numbers of inclusive jobs in a region poised to benefit from a massive, youthful workforce—one projected to become the world’s largest by the end of this century.

    Supporting Social Accountability in the Middle East and North Africa : Lessons from Transitions

    Social accountability is increasingly recognized as a way to make governance reforms and development efforts more effective in responding to the needs of citizens. Supporting initiatives that strengthen social accountability at the regional and national levels is consistent with the priority the Bank places on social and economic inclusion, citizen participation, and the quality of governance. The longer paper provides a brief overview of some experiences in the Middle East and North Africa (MNA) Region and international experiences from Indonesia, Turkey and the Philippines supporting social accountability during political and economic transitions. The full paper was prepared for a conference around the 2011 Annual Meetings in Washington, DC and included high-level policy makers from Egypt, Tunisia, Turkey, Indonesia and the Philippines. A panel of civil society organizations from the MNA Region exchanged perspectives about social accountability in the region, emerging opportunities and remaining challenges in making government more effective through an informed and engaged citizenry.

    Taxes, Spending, and Equity: International Patterns and Lessons for Developing Countries

    Taxes and public spending underpin the basic administration of government and finance the human capital and infrastructure investments needed for economic growth. They can also have a significant and immediate impact on poverty and inequality. The question of how public finance can support longer-term growth objectives while promoting equity has become even more important in recent years, given the high fiscal deficits and debt levels most countries emerged with in the aftermath of the COVID-19 pandemic. These included the increasing cost of debt and the need to restart environmentally sustainable growth while helping households address the learning losses and other social scars caused by the pandemic. This paper examines the global evidence on which households pay which taxes and who benefits from what spending, and critically, the net effect on different households across the income distribution. The aim is to identify the patterns and lessons that emerge for designing progressive fiscal policies. A global dataset of 96 countries is assembled, spanning all regions of the world and all national income levels, grounded in the Commitment to Equity (CEQ) approach to fiscal incidence.
