    World Bank Group President David Malpass spoke about the need for more transparency in all of the contracts that are between the COVAX manufacturers and the intermediaries, so the World Bank Group and others can find ways to provide additionality. The need now is to have more supply and more shipments going to the people that are most in need. The direction that the world needs to head is toward a greener, more resilient, more inclusive recovery. The World Bank is by far the biggest financier globally of climate-related efforts by countries. It is very important for the people to know what contracts have been entered into by their governments. The World Bank is working with the countries directly on what are called the NDCs, the nationally determined contributions, which is the relationship that countries have with the Paris Agreement. He was pleased with the things that the Biden Administration is saying about the need for real transformation in the greenhouse gas area.

    Remarks to the Spring Meetings 2021 Development Committee

    World Bank Group President David Malpass spoke about how the Development Committee plays an essential and unique role in the international cooperation architecture. He highlighted the actions taken by World Bank to respond quickly to the Coronavirus (COVID-19) pandemic, which includes new COVID-related emergency health programs in 112 countries, vaccination operations that are expected to reach four billion dollars in commitments available in fifty countries by mid-year, and a quick doubling of trade and working capital finance to help fill the banking vacuum that hit private sectors. He urged all to consider how we can restore growth in developing countries and help reverse the growing inequality, in terms of access to vaccinations, unsustainable debt, and adverse climate impacts. He was very pleased with the G20’s endorsement of advancing the IDA replenishment cycle to 2021. He mentioned that the main elements of the World Bank Group’s Climate Change Action Plan were presented last week. He discussed the three topics of Debt, Coronavirus (COVID-19) Vaccines, and Green Resilient and Inclusive Development which are critical to a sustainable recovery. He concluded we can generate a recovery that ensures a broad and lasting rise in prosperity, especially for the poorest and most vulnerable.

    Climate Change Governance

    Climate change governance poses difficult challenges for contemporary political/administrative systems. These systems evolved to handle other sorts of problems and must now be adapted to handle emerging issues of climate change mitigation and adaptation. This paper examines long-term climate governance, particularly in relation to overcoming "institutional inertia" that hampers the development of an effective and timely response. It argues that when the influence of groups that fear adverse consequences of mitigation policies is combined with scientific uncertainty, the complexity of reaching global agreements, and long time frames, the natural tendency is for governments to delay action, to seek to avoid antagonizing influential groups, and to adopt less ambitious climate programs. Conflicts of power and interest are inevitable in relation to climate change policy. To address climate change means altering the way things are being done today - especially in terms of production and consumption practices in key sectors such as energy, agriculture, and transportation. But some of the most powerful groups in society have done well from existing arrangements, and they are cautious about disturbing the status quo. Climate change governance requires governments to take an active role in bringing about shifts in interest perceptions so that stable societal majorities in favor of deploying an active mitigation and adaptation policy regime can be maintained. Measures to help effect such change include: building coalitions for change, buying off opponents, establishing new centers of economic power, creating new institutional actors, adjusting legal rights and responsibilities, and changing ideas and accepted norms and expectations.

    Climate and Disaster Resilience : The Role for Community-Driven Development

    This paper is part of a larger effort to document, assess, and promote scalable models and approaches to empower poor communities to manage a climate and disaster risk agenda in support of their development goals and to identify practical ways of getting climate and disaster risk financing directly to the ground level where impacts are felt. Social funds, social protection systems and safety nets, community-driven development (CDD) projects, livelihoods-support and related operational platforms can serve as useful vehicles for promoting community-level resilience to disaster and climate risk. This paper examines the World Bank's Community-Driven Development (CDD) portfolio to assess experience to date and to explore the potential for building the resilience of vulnerable communities to climate and disaster risk through CDD programs. It aims to be useful to both the Climate Change Adaptation and Disaster Risk Management practitioner as well as the CDD practitioner. The paper assesses the scale of climate and disaster resilience support provided through CDD projects from 2001-11 and characterizes the forms of support provided. For the climate change adaption and disaster risk management (DRM) practitioner, it discusses the characteristics of a CDD approach and how they lend themselves to building local-level climate resilience. For the CDD practitioner, the paper describes the types of activities that support resilience building and explores future directions for CDD to become a more effective vehicle for reducing climate and disaster risk.

    A "Greenprint" for International Cooperation on Climate Change

    International negotiations on climate change have been dogged by mutual recriminations between rich and poor countries, constricted by the zero-sum arithmetic of a shrinking global carbon budget, and overtaken by shifts in economic power between industrialized and developing countries. To overcome these "narrative," "adding-up," and "new world" problems, respectively, this paper proposes a new Greenprint for cooperation. First, the large dynamic emerging economies -- China, India, Brazil, and Indonesia -- must assume the mantle of leadership, offering contributions of their own and prodding the reluctant industrial countries into action. This role reversal would be consistent with the greater stakes for the dynamic emerging economies. Second, the emphasis must be on technology generation. This would allow greater consumption and production possibilities for all countries while respecting the global emissions budget that is dictated by the climate change goal of keeping average temperature rise below 2 degrees centigrade. Third, instead of the old cash-for-cuts approach -- which relies on the industrial countries offering cash (which they do not have) to the dynamic emerging economies for cuts (that they are unwilling to make) -- all major emitters must make contributions. With a view to galvanizing a technology revolution, industrial countries would take early action to raise carbon prices. The dynamic emerging economies would in turn eliminate fossil fuel subsidies, commit to matching carbon price increases in the future, allow limited border taxes against their own exports, and strengthen protection of intellectual property for green technologies. This would directly and indirectly facilitate such a technological revolution.

    Global growth is projected to slow significantly in the second half of this year, with weakness continuing in 2024. Inflation pressures persist, and tight monetary policy is expected to weigh substantially on activity. The possibility of more widespread bank turmoil and tighter monetary policy could result in even weaker global growth. Rising borrowing costs in advanced economies could lead to financial dislocations in the more vulnerable emerging market and developing economies (EMDEs). In low-income countries, in particular, fiscal positions are increasingly precarious. Comprehensive policy action is needed at the global and national levels to foster macroeconomic and financial stability. Among many EMDEs, and especially in low-income countries, bolstering fiscal sustainability will require generating higher revenues, making spending more efficient, and improving debt management practices. Continued international cooperation is also necessary to tackle climate change, support populations affected by crises and hunger, and provide debt relief where needed. In the longer term, reversing a projected decline in EMDE potential growth will require reforms to bolster physical and human capital and labor-supply growth.

    Good Practice Note on Dam Safety

    The objective of this good practice note (GPN) on dam safety is to provide additional guidance to World Bank staff on the application of relevant requirements under the environmental and social framework (ESF). This GPN provides guidance on using a risk management approach to the application of the dam safety requirements. The guidance contained in this note is designed to enhance the quality of practice without creating new requirements for the application of the ESF. The GPN provides guidance on compliance requirements, a risk management approach to dam safety, risk analysis tools, quality of information and capacity, application to World Bank operations, and procedural aspects. The GPN pertains to: (a) construction of new dams or dams under construction (DUC) under investment project financing (IPF); (b) rehabilitation of existing dams under IPF; and (c) existing dams or DUC that are not financed under IPF, on which the project relies or may rely.

    Digital Africa

    All African countries need better and more jobs for their growing populations. "Digital Africa: Technological Transformation for Jobs" shows that broader use of productivity-enhancing, digital technologies by enterprises and households is imperative to generate such jobs, including for lower-skilled people. At the same time, it can support not only countries’ short-term objective of postpandemic economic recovery but also their vision of economic transformation with more inclusive growth. These outcomes are not automatic, however. Mobile internet availability has increased throughout the continent in recent years, but Africa’s uptake gap is the highest in the world. Areas with at least 3G mobile internet service now cover 84 percent of Africa’s population, but only 22 percent uses such services. And the average African business lags in the use of smartphones and computers as well as more sophisticated digital technologies that catalyze further productivity gains. Two issues explain the usage gap: affordability of these new technologies and willingness to use them. For the 40 percent of Africans below the extreme poverty line, mobile data plans alone would cost one-third of their incomes—in addition to the price of access devices, apps, and electricity. Data plans for small- and medium-size businesses are also more expensive than in other regions. Moreover, shortcomings in the quality of internet services—and in the supply of attractive, skills-appropriate apps that promote entrepreneurship and raise earnings—dampen people’s willingness to use them. For those countries already using these technologies, the development payoffs are significant. New empirical studies for this report add to the rapidly growing evidence that mobile internet availability directly raises enterprise productivity, increases jobs, and reduces poverty throughout Africa. To realize these and other benefits more widely, Africa’s countries must implement complementary and mutually reinforcing policies to strengthen both consumers’ ability to pay and willingness to use digital technologies. These interventions must prioritize productive use to generate large numbers of inclusive jobs in a region poised to benefit from a massive, youthful workforce—one projected to become the world’s largest by the end of this century.

    MIGA Annual Report 2021

    In FY21, MIGA issued 5.2 billion US Dollars in new guarantees across 40 projects. These projects are expected to provide 784,000 people with new or improved electricity service, create over 14,000 jobs, generate over 362 million US Dollars in taxes for the host countries, and enable about 1.3 billion US Dollars in loans to businesses—critical as countries around the world work to keep their economies afloat. Of the 40 projects supported during FY21, 85 percent addressed at least one of the strategic priority areas, namely, IDA-eligible countries (lower-income), fragile and conflict affected situations (FCS), and climate finance. As of June 2021, MIGA has also issued 5.6 billion US Dollars of guarantees through our COVID-19 Response Program and anticipate an expansion to 10–12 billion US Dollars over the coming years, a testament to the countercyclical role that MIGA can play in mobilizing private investment in the face of the pandemic. A member of the World Bank Group, MIGA is committed to strong development impact and promoting projects that are economically, environmentally, and socially sustainable. MIGA helps investors mitigate the risks of restrictions on currency conversion and transfer, breach of contract by governments, expropriation, and war and civil disturbance, as well as offering credit enhancement on sovereign obligations.

    Europe and Central Asia Economic Update, Fall 2024: Better Education for Stronger Growth

    Economic growth in Europe and Central Asia (ECA) is likely to moderate from 3.5 percent in 2023 to 3.3 percent this year. This is significantly weaker than the 4.1 percent average growth in 2000-19. Growth this year is driven by expansionary fiscal policies and strong private consumption. External demand is less favorable because of weak economic expansion in major trading partners, like the European Union. Growth is likely to slow further in 2025, mostly because of the easing of expansion in the Russian Federation and Turkiye. This Europe and Central Asia Economic Update calls for a major overhaul of education systems across the region, particularly higher education, to unleash the talent needed to reinvigorate growth and boost convergence with high-income countries. Universities in the region suffer from poor management, outdated curricula, and inadequate funding and infrastructure. A mismatch between graduates' skills and the skills employers are seeking leads to wasted potential and contributes to the region's brain drain. Reversing the decline in the quality of education will require prioritizing improvements in teacher training, updated curricula, and investment in educational infrastructure. In higher education, reforms are needed to consolidate university systems, integrate them with research centers, and provide reskilling opportunities for adult workers.
