Abstract
The note assesses how the volume, distribution, structure, and objectives of Bank lending for civil service reform have changed in recent years. Bank operations in civil service reform usually refers to interventions that affect the organization, performance, and working conditions of employees paid by government budgets, but excludes reforms that affect police, the armed forces, public health care workers, public school teachers, and employees of state enterprises. Assessments of such reform are relevant in that they can also help countries improve governance, thus fostering good policy making, effective service delivery, and accountable resource use. Findings based on an Operations Evaluation Department's review of such lending, indicates a growing number of standalone civil service reform projects between 1980 and 1997. However, between fiscal 1999 and 2001, only 4 of 62 civil service reform interventions were standalone, being the rest components of major lending operations. The note further reviews the distribution of new lending, and its structure, categorizing civil service reform objectives under three broad headings: correcting fiscal imbalances, adjusting civil servant's pay, and grading structures to improve accountability, and service delivery. Issues for further consideration are raised: what are the optimal combinations - investment lending vs. programmatic adjustment - of such financing, and under what circumstances? and, in identifying the structure of the overall, changing portfolio, what would the impact be?

Publication Institutional Environment and Public Officials' Performance in Guyana(Washington, DC: World Bank, 2001-05)The report presents the findings of a survey of public officials in Guyana, whose views were sought in a wide range of civil service issues - from personnel management, to rewards, and disciplinary actions, and, from budget environment to corruption. Answers were used to test some prior assertions about the public sector in the country, and, it is the respondents' belief that public sector jobs are attractive, though public employees are not fully prepared for their jobs through education, and training, nor is recruitment always based on merit. However, officials find policies consistent, but implement policies even if in disagreement with policy directions. Furthermore, decision-making is characterized by poor communication, and low employee participation. Nonetheless, officials surveyed showed insight about which reforms might enhance organizational performance, and, based on data analysis, quantification of how public officials assess the organizations' institutional environment, and performance was possible. Survey data demonstrated how widely varied the institutional environments of such organizations are, and, provided evidence that performance does depend upon institutional environment. The report prioritizes interventions according to the potential payoffs in different performance areas, suggesting performance monitoring is likely to be associated with significant positive change in performance.Publication Recent Bank Support for Civil Service Reconstruction in Post-Conflict Countries(World Bank, Washington, DC, 2003-10)Civil service reconstruction is important in post-conflict countries because conflict erodes institutions and civil service capacity. And because successful reconstruction-in all sectors -requires domestic capacity to implement projects, a weak civil service undermines overall reconstruction efforts. Moreover, donor assistance is crucial to a country's rebuilding, and coordinating such assistance requires a certain amount of civil service capacity. In addition, the Bank has found that country ownership is essential for successful projects. But country ownership can be jeopardized if international agencies and nongovernmental organizations (NGOs) dominate reconstruction efforts, overwhelming states already weakened by conflict. Civil service reconstruction offers an opportunity to start anew, with little of the resistance to civil service reform often encountered from politicians and civil servants. It allows good practices to be instilled from the outset-without having to undo bad ones.Publication Bangladesh : The Experience and Perceptions of Public Officials(Washington, DC: World Bank, 2001-05)This report summarizes the responses of Bangladeshi Class I (highest level) public sector officials to a survey seeking opinions on a number of civil service issues, from personnel management practices to rewards and disciplinary actions, and from employees' sources of income to the budget environment and procurement processes. Survey results show instances in Bangladesh's civil service where professional conduct is perceived to be sacrificed at the expense of personal and political concerns. Surveyed officials express a concern over patronage appointments in the recruitment of Class III and IV staff and unfavorable postings and transfers at the higher level. Corruption, insufficient budgetary allocation, and unpredictable budgets are identified as key impediments to achieving organizational objectives. The report utilizes the survey data to test prior assertions against the survey data. Data is analyzed to establish that institutions do matter for accountability; to explore an empirical association between elements of institutional environment and accountability; and to generate potential accountability payoffs for certain reform interventions. The analyzes show that reduced interference by politicians from outside and within the organizations, less micro-management by very senior civil servants and merit-based recruitment to Class I jobs will be most effective in reducing the perception of pervasive corruption.Publication Poverty Reduction Support Credits(Washington, DC: World Bank, 2010-09)Benin experienced a long period of political instability and economic challenges after achieving its independence in August 1960. In 1991 a new government initiated far-reaching reforms aimed at the creation of a market-based economy, resulting in significant liberalization of Benin's political and economic system. Growth fluctuated in the range of 4-6 percent until 2000, after which it began to trend downwards, fluctuating largely in response to variation in the exchange rate as well as to movement in the prices of cotton, Benin's main export, and oil, a major import. Benin benefited from support under the Environmental and Social Assessment Framework (ESAF) and Poverty Reduction and Growth (PRGF) facilities, the latter continuously since 1993. According to an independent ex-post review (International Monetary Fund 2004), program implementation during 1993-2003 was broadly successful. Real economic growth averaged 5 percent and fiscal consolidation improved as key initial challenges arising from the Government's low revenue collection and high wage bill were addressed. But overall progress in structural reform was mixed. Initial efforts to liberalize the economy and reduce government intervention were successful, and there was progress in introducing far-reaching reforms in the cotton sector. A new poverty reduction growth facility was approved in August 2005.Publication A Guide to the World Bank(Washington, DC, 2003)This book is intended for the wide range of people around the world who need basic information about the work of the Bank Group. Publication Ukraine Country Environmental Analysis(World Bank, Washington, DC, 2016-01)The objective of the Country Environmental Analysis (CEA) is to assess the adequacy and performance of the policy, legal, and institutional framework for environmental management in Ukraine, in light of the decentralization process of environmental governance and wider reform objectives, and to provide recommendations to government to address the key gaps identified. Ukraine is the second largest country in Europe and has a population of 43 million, the majority of whom live in urban areas. It is a lower middle income country, with the services, industry and agriculture sectors being main contributors to the country’s Gross Domestic Product (GDP). Ukraine faces a number of environmental challenges, as identified in its National Environmental Strategy 2020 (NES). Key among these are: air pollution; quality of water resources and land degradation; solid waste management; biodiversity loss; human health issues associated with environmental risk factors; in addition to climate change. The scope of Ukrainian environmental legislation is quite broad and comprehensive (more than 300 legal acts) and covers most areas of environmental protection and natural resources management. However, the environmental legislation faces a number of weaknesses:The environmental legislation is largely declaratory in nature and does not have all the essential enforcement mechanisms for the implementation of legal acts and international agreements; Many of the acts are not coordinated with each other; and Legislation undergoes limited analysis of its impact—for example, no in-depth analysis such as Regulatory Impact Analysis is conducted for proposed pieces of legislation.Publication Western Balkans Regular Economic Report, No. 17, Spring 2020(World Bank, Washington, DC, 2020-04-29)In Spring 2020, Western Balkan countries - like most others in the world—have been forced to impose tight restrictions on economic life to contain the COVID-19 (Coronavirus) pandemic. In the first half of 2020, the world has seen explosive growth of infections with the deadly novel virus. As country after country has been forced to shut down large areas of social and economic life to slow contagion, the Western Balkans have not been spared. The first cases were recognized as early as the first week of March. As of April 27, 2020, the Johns Hopkins corona virus data center now reports that over 11,000 cases have been confirmed in the six countries in the region. In response, all six have enforced lockdowns and strict social distancing measures. International airports in all countries were closed for passenger traffic. The initial lockdowns have been extended. The capitals of Kosovo and Albania are under quarantine, as are other cities in the region. Key economic sectors, such as restaurants and nonessential retail, have been shut down. Travel and social gatherings have been restricted or banned, and schools and universities have been closed. This brief was produced by the Poverty Global Practice in the LAC Region of the World Bank.Publication Thailand Monthly Economic Monitor, October 2025(Washington, DC: World Bank, 2025-10-22)Fiscal conditions remained stable, with a modest widening of the deficit to 3.1 percent of GDP. New stimulus measures are expected to support short-term demand without breaching the public debt ceiling. Inflation stayed negative, reflecting lower energy and food prices amid subdued domestic demand. The central bank kept the policy rate unchanged, citing limited policy space. Thailand’s growth momentum has slowed further as manufacturing activity and services weakened as projected. Tourism remained subdued, largely due to fewer Chinese visitors. Goods exports also slowed as earlier front-loaded orders faded, particularly in agriculture and industrial goods. The Thai baht depreciated in early October as the US dollar appreciated and the current account turned negative.Publication Digital Africa(Washington, DC: World Bank, 2023-03-13)All African countries need better and more jobs for their growing populations. "Digital Africa: Technological Transformation for Jobs" shows that broader use of productivity-enhancing, digital technologies by enterprises and households is imperative to generate such jobs, including for lower-skilled people. At the same time, it can support not only countries’ short-term objective of postpandemic economic recovery but also their vision of economic transformation with more inclusive growth. These outcomes are not automatic, however. Mobile internet availability has increased throughout the continent in recent years, but Africa’s uptake gap is the highest in the world. Areas with at least 3G mobile internet service now cover 84 percent of Africa’s population, but only 22 percent uses such services. And the average African business lags in the use of smartphones and computers as well as more sophisticated digital technologies that catalyze further productivity gains. Two issues explain the usage gap: affordability of these new technologies and willingness to use them. For the 40 percent of Africans below the extreme poverty line, mobile data plans alone would cost one-third of their incomes—in addition to the price of access devices, apps, and electricity. Data plans for small- and medium-size businesses are also more expensive than in other regions. Moreover, shortcomings in the quality of internet services—and in the supply of attractive, skills-appropriate apps that promote entrepreneurship and raise earnings—dampen people’s willingness to use them. For those countries already using these technologies, the development payoffs are significant. New empirical studies for this report add to the rapidly growing evidence that mobile internet availability directly raises enterprise productivity, increases jobs, and reduces poverty throughout Africa. To realize these and other benefits more widely, Africa’s countries must implement complementary and mutually reinforcing policies to strengthen both consumers’ ability to pay and willingness to use digital technologies. These interventions must prioritize productive use to generate large numbers of inclusive jobs in a region poised to benefit from a massive, youthful workforce—one projected to become the world’s largest by the end of this century.
