Abstract
Civil service reform in Indonesia is needed to sustain the important institutional reform results achieved over the last ten years in various sectors and policy areas and to further consolidate Indonesia as a progressing middle income country. This report summarizes a mission to Indonesia on February 2-13, 2009. The purpose of the mission was to i) map, describe and assess current approach and status of ongoing civil service reform initiatives in selected central government institutions; ii) make recommendations related to scope, focus and approach of continued reforms; and iii) propose to the Government of Indonesia (GOI) a World Bank program of assistance in support of the government's reform agenda. The report is intended to provide a basis for a decision within the Bank on whether and how to continue and scale up an engagement on civil service reform in Indonesia. Aligned with the three objectives, the mission report first provides an introduction to the political economy of civil service reform in Indonesia and an overview and profile of ongoing reform initiatives. It then analyses key civil service challenges, using the dimension in the draft framework for Actionable Governance Indicators as a point of departure. Finally, a possible program for donor support is presented in light of the analysis of key challenges and the political economy of reform.

Publication Mauritania : Anti-Corruption Study(Washington, DC, 2008-09)This report provides analytic support to the National Anti-corruption Strategy (NACS) formulation, offers lessons from international experience on governance and anti-corruption (GAC) policy, and generally supports the Government and its development partners to better understand the phenomenon of corruption in Mauritania. The report is structured as follows: Chapter 2 focuses on the definition and measurement of corruption and the Mauritanian political economy. Chapter 3 focuses on corruption in public procurement. Chapter 4 concentrates on corruption in the courts of law. Chapter 5 deals with the extractive industries. Chapter 6 focuses on corruption from the perspective of the private sector, based on the results of the recent Investment Climate Assessment (ICA). On the basis of the analysis conducted in this report, the single most important message concerns the need for maintaining momentum and pressing ahead with the finalization of ongoing anti-corruption strategic thinking and legislation, and the implementation of already approved GAC laws and measures. Looking forward, the emphasis should shift from passing laws and rules to concrete implementation of procedures on a broader agenda of greater political accountability. Priority areas include: (1) independence of the media, (2) monitoring procedures (such as a governance diagnostic survey) and (3) the establishment of an effective mechanism through which the voice of citizens and users of public services can be heard.Publication From Patronage to a Professional State : Bolivia Institutional and Governance Review, Volume 2. Annexes(Washington, DC, 2000-08-25)The study, an institutional, and governance review of Bolivia, describes the transformation of the country's political economy as of the 1980s, the aim for consistent macroeconomic stability, and, the consolidation of the democratic political regime. However, despite a number of bold reforms to develop market-oriented systems, and in contrast with government efforts, the quality of public services remained low. Namely, because public sector reforms were not implemented, and because of symptomatic institutional weaknesses; for although assistance was provided to modernize the civil service, and improve public administration, the lack of government commitment to a changing program focus, precluded noticeable results. The current reform agenda has identified the need for state modernization, governance and accountability, and judicial reform, addressed within the National Integrity Plan, to combat corruption, and other symptoms of public sector dysfunction. The study presents a blunt vision of Bolivian public administration, through the absence of a functioning bureaucracy, reviewing the legal framework and organizational structure, with an emphasis on the "informality" of public administration, - a challenge for institutional development. But the deeper causes of poor public sector performance, lie on the patrimonial dynamics of party politics. Recommendations include parallel advances between public, and market sector reforms, reliable external controls, and strengthened capacity of the public sector.Publication Dominican Republic : Country Fiduciary Assessment, Volume 1, Fiduciary Assessment Report(Washington, DC, 2005-04)The Dominican Republic has made significant strides in deepening democracy during the past decade including the implementation of an important electoral reform. This fiduciary assessment was prepared by the Bank and the Inter-American Development Bank (IDB) as a tool for their coordinated policy dialogue on governance with the country, and as a key input for their respective assistance strategies. Consequently, the report also provides important contributions to both institutions' analytical work on public sector management, and State modernization which will be the basis for developing these strategies jointly with the government. The report was prepared as a composite document summarizing the main procurement, and financial management issues identified by the two banks in the Dominican Republic, within the broader public sector management context. Several short-term actions recommended in Volume II Country Financial Accountability Assessment (CFAA) and Volume III Country Procurement Assessment Report (CPAR Update) address the problems linked to the Government's weak capacity to manage the fiduciary function. Volume I presents key public sector issues relevant for the financial management system, including systemic strengths and weaknesses, the political economy surrounding the State modernization effort, and the obstacles to, and incentives for public financial management reform. It provides a wider context which is useful to assess fiduciary reforms that can be realistically implemented and expected to achieve sustainable results. Volume I also fosters the integration of the main recommendations for broad systemic improvements relevant to the public financial management system. These include reducing discretion within the executive power, improving access to, and quality of information, working more effectively with civil society by tapping into the leading Civil Society Organizations' technical ability and capacity to form strong coalitions, and building upon ongoing reform efforts including, in particular, the Integrated Financial Management Project (SIGEF) supported by the IDB. These broad aspects are recommended as priority areas for reform because their successful implementation would contribute to lowering the systemic risks, and establishing an enabling environment for regulatory, and enforcement bodies to function effectively. Unless such conditions exist, the specific legal, and institutional reforms required to strengthen the procurement and financial management systems, even if implemented, are not likely to have significant impact on the overall quality of public sector management.Publication The Political Economy of Social Accountability in Nepal(World Bank, Washington, DC, 2011)The World Bank has introduced a new Program for Accountability in Nepal (PRAN) to enhance the capacities of civil society and government actors to utilize social accountability approaches and tools. This political economy study seeks to inform the PRAN by identifying the strengths and opportunities as well as risks and obstacles for social accountability initiatives in Nepal. It includes recommendations for managing and addressing these issues. The study is based on primary and secondary research conducted from September 2010 to February 2011. The research methodology utilized for this study was three-fold. First, a literature review was undertaken including in-country laws, policies and regulations, as well as a range of studies and articles on issues of relevance to social accountability in Nepal. A bibliography of these materials is attached as annex one. Second, semi-structured interviews were conducted with key civil society leaders, non-governmental organization (NGO) staff, journalists, academics, government officials, and citizens. A list of people interviewed and guiding questions are attached as annex two. Third, the research team made field visits to the eastern and western regions of the country to observe social accountability initiatives and interview local stakeholders. In total 75 people were interviewed, including 12 civil society leaders. Focus group discussions with citizens were also conducted in Ilam, Dhankuta, Itahari, and Palpa. The first section of the paper provides a brief historical overview of political development in Nepal, and highlights how these historical legacies influence current day citizen-state relations and accountability relationships. Section two analyzes the legislative and institutional framework for social accountability in Nepal. The third section of the paper analyzes a range of contextual factors influencing social accountability in Nepal. Section four identifies citizen information, citizen voice, and collective action as three key elements of social accountability in Nepal, and discusses current strengths and weaknesses with regard to each of them. Section five of the paper looks at each one of the PRAN's three focal areas - public financial management, municipal governance, and community-based monitoring and evaluation of public services. Finally, section six outlines conclusions and recommendations for promoting social accountability in Nepal.Publication Moldova(World Bank, Washington, DC, 2011-12)Moldova has suffered over the last two decades from rising poverty, territorial secession, armed conflict, and the spillover effects of a regional financial crisis, with declining population size and life expectancy, and an economy approximately one-half of what it was in 1990. The return of the Moldovan Communist Party (PCRM), which won two major elections after 2001, contributed to increasing centralization of governmental authority along with a reform agenda that emphasized greater state control over the economy, fiscal support to state enterprises and collective farms, land consolidation, economic protectionism, and the tolerance of monopolies in industry and energy. At the same time, the government has increased social expenditures, and taken major steps to improve public financial management. Bank engagement was moderately effective at the country and project levels, and substantially effective at the sector level. There was progress in several aspects of public financial management (PFM). Regulatory streamlining has reduced costs to business, although resistance to civil service reform has left much work to be done. The Bank has also helped achieve progress on Governance and Anticorruption (GAC) issues in primary education, roads, and private sector development. Education progress is highly uneven across regions, for example, overweight trucks continue to tear up roads, and private investment is not enough to make a dent in high unemployment. A graduated approach to country systems and road sector technical audits help address GAC issues at the project level. The overall impact of GAC strategy implementation was moderate. The GAC committees set up at the regional and sectoral Bank department levels are particularly useful mechanisms for disseminating practices from the GAC Council. Staff has been proactive in using Country Governance and Anticorruption (CGAC) resources. However, three applications for window one funding were not approved, reducing the ability of this small program to seize opportunities.

Publication The Journey Ahead(Washington, DC: World Bank, 2024-10-31)The Journey Ahead: Supporting Successful Migration in Europe and Central Asia provides an in-depth analysis of international migration in Europe and Central Asia (ECA) and the implications for policy making. By identifying challenges and opportunities associated with migration in the region, it aims to inform a more nuanced, evidencebased debate on the costs and benefits of cross-border mobility. Using data-driven insights and new analysis, the report shows that migration has been an engine of prosperity and has helped address some of ECA’s demographic and socioeconomic disparities. Yet, migration’s full economic potential remains untapped. The report identifies multiple barriers keeping migration from achieving its full potential. Crucially, it argues that policies in both origin and destination countries can help maximize the development impacts of migration and effectively manage the economic, social, and political costs. Drawing from a wide range of literature, country experiences, and novel analysis, The Journey Ahead presents actionable policy options to enhance the benefits of migration for destination and origin countries and migrants themselves. Some measures can be taken unilaterally by countries, whereas others require close bilateral or regional coordination. The recommendations are tailored to different types of migration— forced displacement as well as high-skilled and low-skilled economic migration—and from the perspectives of both sending and receiving countries. This report serves as a comprehensive resource for governments, development partners, and other stakeholders throughout Europe and Central Asia, where the richness and diversity of migration experiences provide valuable insights for policy makers in other regions of the world.Publication Classroom Assessment to Support Foundational Literacy(Washington, DC: World Bank, 2025-03-21)This document focuses primarily on how classroom assessment activities can measure students’ literacy skills as they progress along a learning trajectory towards reading fluently and with comprehension by the end of primary school grades. The document addresses considerations regarding the design and implementation of early grade reading classroom assessment, provides examples of assessment activities from a variety of countries and contexts, and discusses the importance of incorporating classroom assessment practices into teacher training and professional development opportunities for teachers. The structure of the document is as follows. The first section presents definitions and addresses basic questions on classroom assessment. Section 2 covers the intersection between assessment and early grade reading by discussing how learning assessment can measure early grade reading skills following the reading learning trajectory. Section 3 compares some of the most common early grade literacy assessment tools with respect to the early grade reading skills and developmental phases. Section 4 of the document addresses teacher training considerations in developing, scoring, and using early grade reading assessment. Additional issues in assessing reading skills in the classroom and using assessment results to improve teaching and learning are reviewed in section 5. Throughout the document, country cases are presented to demonstrate how assessment activities can be implemented in the classroom in different contexts.Publication Argentina Country Climate and Development Report(World Bank, Washington, DC, 2022-11)The Argentina Country Climate and Development Report (CCDR) explores opportunities and identifies trade-offs for aligning Argentina’s growth and poverty reduction policies with its commitments on, and its ability to withstand, climate change. It assesses how the country can: reduce its vulnerability to climate shocks through targeted public and private investments and adequation of social protection. The report also shows how Argentina can seize the benefits of a global decarbonization path to sustain a more robust economic growth through further development of Argentina’s potential for renewable energy, energy efficiency actions, the lithium value chain, as well as climate-smart agriculture (and land use) options. Given Argentina’s context, this CCDR focuses on win-win policies and investments, which have large co-benefits or can contribute to raising the country’s growth while helping to adapt the economy, also considering how human capital actions can accompany a just transition.Publication Lebanon Economic Monitor, Fall 2022(Washington, DC, 2022-11)The economy continues to contract, albeit at a somewhat slower pace. Public finances improved in 2021, but only because spending collapsed faster than revenue generation. Testament to the continued atrophy of Lebanon’s economy, the Lebanese Pound continues to depreciate sharply. The sharp deterioration in the currency continues to drive surging inflation, in triple digits since July 2020, impacting the poor and vulnerable the most. An unprecedented institutional vacuum will likely further delay any agreement on crisis resolution and much needed reforms; this includes prior actions as part of the April 2022 International Monetary Fund (IMF) staff-level agreement (SLA). Divergent views among key stakeholders on how to distribute the financial losses remains the main bottleneck for reaching an agreement on a comprehensive reform agenda. Lebanon needs to urgently adopt a domestic, equitable, and comprehensive solution that is predicated on: (i) addressing upfront the balance sheet impairments, (ii) restoring liquidity, and (iii) adhering to sound global practices of bail-in solutions based on a hierarchy of creditors (starting with banks’ shareholders) that protects small depositors.Publication World Development Report 2006(Washington, DC, 2005)This year’s Word Development Report (WDR), the twenty-eighth, looks at the role of equity in the development process. It defines equity in terms of two basic principles. The first is equal opportunities: that a person’s chances in life should be determined by his or her talents and efforts, rather than by pre-determined circumstances such as race, gender, social or family background. The second principle is the avoidance of extreme deprivation in outcomes, particularly in health, education and consumption levels. This principle thus includes the objective of poverty reduction. The report’s main message is that, in the long run, the pursuit of equity and the pursuit of economic prosperity are complementary. In addition to detailed chapters exploring these and related issues, the Report contains selected data from the World Development Indicators 2005‹an appendix of economic and social data for over 200 countries. This Report offers practical insights for policymakers, executives, scholars, and all those with an interest in economic development.
