Abstract
The objective of this report is to support evidence-based decision-making to improve TVET performance by filling knowledge gaps on TVET institutions under the purview of the Ministry of Labor and Vocational Training (MLVT). The study’s preliminary findings informed the design of the World Bank-financed Skills for Better Jobs (SBJ) project by i) mapping the landscape of training provision; ii) identifying the current conditions, practices, and performance of training institutions; and iii) identifying the most common constraints that training institutions face. The study’s findings are expected to continue to guide SBJ implementation and guide further interventions, reforms, and analyses. The report uses survey instruments that were developed as part of the World Bank’s Systems Assessment for Better Education Results, Training Assessment Project (SABER-TAP). The SABER-TAP instruments apply a mixed-methods approach with quantitative and qualitative components. The standard instruments were adapted to suit Cambodia’s context, after which the quantitative data were collected in January-February 2023 in 45 TVET institutions that are accredited by the MLVT. A follow-up phone survey was also implemented in a sub-sample (24) of these institutions to deepen the analysis of specific topics in the SABER-TAP surveys. Qualitative data were then collected in May and June 2023, consisting of key informant interviews (KII) with employers and TVET staff. The report is organized as follows. Section 2 provides a brief overview of the TVET sector in Cambodia. Section 3 details the SABER-TAP methodology. Section 4 summarizes the participating institutions’ key characteristics in terms of program offer, student characteristics, teachers, funding, and performance. Section 5 summarizes the institutions’ performance on the nine institutional goals(IGs) that are identified as being key to strong TVET performance. Lastly, Section 6 provides policy recommendations.

Publication Institutional Assessment of Sindh Technical Education and Vocational Training Authority(Washington, DC, 2010-10)Providing quality training that leads young people to jobs is critical for the economic and social development of the Province of Sindh, Pakistan. This working paper assesses the strengths and weaknesses of the Sindh Technical Education and Vocational Training Authority (STEVTA) as a provincial apex body in Technical Education and Vocational Training (TVET). The recent establishment of STEVTA was a major step to reduce fragmentation of training policies and programs. The paper assesses the Authority's legal foundation, governance, management, organization, human resources, financial resources and management, and networking with external organizations. The institutional assessment finds that Government of Sindh and STEVTA need to: (i) strengthen its governance by establishing a clearer reporting structure for the management of the authority's director, and by increasing the involvement of the private sector in the board, (ii) enhance its institutional capacity through hiring of teachers in its institutions based upon increased funding and a sustainable HR rationalization plan for the system that is coordinated with planned physical investments in institutions, and (iii) build strong operational capacity by establishing rules of business and management information systems, and drafting a strategic plan. Lastly, to fully achieve its mandate, continued and consistent governmental support is essential to give STEVTA stability and funding to fulfill its mandate: employment through skills.Publication Strategic Reform Road-map for the Technical and Vocational Education and Training Sector in West Bengal(Washington, DC, 2013-06)This report focuses on one of the key pillars of economic growth - namely, human development, and in particular, on skills development in West Bengal. It examines the current status of skills development, and potential ways forward for making the production of skills in the state more aligned to its economic growth needs. More specifically, the report investigates the characteristics of the technical and vocational education and training system that produces skills, how these skills match up in quantity and quality with what is in demand from employers in the organized and informal sectors, governance and quality assurance systems, emerging partnerships between the government and private providers of skills, and the availability of financial resources for skills development. Based on the findings from primary surveys, secondary data analysis, in-depth consultations with stakeholders, and declared policy priorities, the report provides a strategic framework and a time-based implementation road-map for reforming and reorienting technical and vocational education and training in West Bengal. This task was undertaken at the specific request of the new Government of West Bengal (GOWB) who took office in 2011. The GOWB wanted to know how to improve the quality of vocational and technical education and training in the state, and provide greater access to skill development to more young people. The request was formally transformed into a Non-Lending Technical Assistance (TA) with the Education Unit of the World Bank's New Delhi office. This report is one key output of the TA which covered a range of activities including bringing on board national and international expertise on various TVET issues, consultations with a variety of public and private sector stakeholders in the state, a series of learning and dissemination workshops, and partnerships with organizations who are engaged in this sector.Publication Technical Vocational Education and Training in Xinjiang(Washington, DC, 2013-01)This report documents progress, analyzes strengths and weaknesses of the Xinjiang Technical and Vocational Education and Training (TVET) system, and proposes recommendations that can be used to enrich policy dialogue and open opportunities for future cooperation between Xinjiang and the World Bank. The World Bank team discussed and agreed with the foreign capital project management office of the Xinjiang education department, the main counterpart for this study, on the selection criteria for the Principal Investigator (PI) responsible for data collection and the desk review of available documentation and interviews with key informants, including officials from related departments and representatives of training institutes and enterprises. This report is composed of three sections. The first section provides a brief overview and analysis of the Xinjiang setting, including economic trends, status of the workforce and TVET system. This is followed by a summary of the Systems Approach for Better Education Results (SABER)-Workforce Development (WfD) results including three dimensions, nine policy goals and 27 policy actions. Lastly, a brief policy analysis along with recommendations reflect upon the results of the SABER-WfD study by addressing key challenges and weaknesses of the Xinjiang TVET system in the context of Xinjiang's medium to long-term education and talent development plans. In medium to long-term, the quality of Xinjiang TVET system needs to be improved through enhanced governance, quality assurance and monitoring and evaluation, and through improved connections with quality basic education. The goal is to set up a flexible and diversified modern TVET system for a skilled workforce and to achieve the objectives of the Xinjiang medium and long-term education and talent development plans. Efforts also should be made to enable some TVET schools and programs to become recognized among the top level in China.Publication Investing in Technical and Vocational Education and Training(World Bank, Washington, DC, 2015-04)Technical education and training has been dramatically expanding in Brazil recently. However, there remains no evidence on the cost effectiveness of this alternative track to a more general education. This paper quantifies the wage returns of completing technical and vocational education and training compared with the returns of completing the general education track, for individuals with similar observable characteristics. Exploring data from the Brazilian National Household Sample Survey, the paper profiles the students taking up this track and quantifies the impact of different types of technical and vocational education and training courses on individuals’ hourly wages. After controlling for selection on observables with propensity score matching, the analysis shows positive and statistically significant wage premiums for students completing technical school at the upper secondary level (on average 9.7 percent ) and for those completing short-term training courses (2.2 percent on average). The paper also documents significant heterogeneity of impacts depending on the courses and the profile of students. For realistic unitary costs of providing technical and vocational education and training, the evidence suggests technical education is a cost-effective modality. The courses offered by the publically financed and privately managed “Sistema S,” together with courses in the manufacturing area have the highest positive impacts.Publication Overcoming the Challenges Women Face in Technical and Vocational Training in Côte d’Ivoire(Washington, DC: World Bank, 2025-04-10)This study delves into the multifaceted challenges faced by Côte d’Ivoire students in technical and vocational education and training (TVET) through qualitative data collection and analysis. It covers four essential stages: enrollment, attendance, completion, and entry into the labor market. During enrollment, financial constraints, family influence, and the perception of TVET's limited value affect student decisions, compounded by bureaucratic complexities. Women, in particular, face cultural biases restricting their access to technical fields. Attendance is hindered by limited geographical distribution, inadequate boarding facilities, and security concerns, with young women experiencing additional hardships such as harassment and balancing schooling with domestic responsibilities. These factors contribute to emotional distress, impeding academic achievement and personal well-being. Completion is negatively influenced by ongoing financial burdens, early pregnancy, and motherhood, exacerbating challenges for young women. Finally, the transition to the labor market is hampered by limited job opportunities, gender discrimination, and insufficient institutional support for job placement, with internships and practical work experiences being crucial yet often inadequate. The study underscores the need for multi-faceted efforts to address challenges across the engagement cycle, with a particular focus on the specific needs of women and girls.

Publication Kyrgyz Republic Country Climate and Development Report(Washington, DC: World Bank, 2025-11-03)This Country Climate and Development Report (CCDR) on the Kyrgyz Republic aims to support the country’s development goals amid a changing climate. The CCDR considers two policy scenarios up to 2050: the business-as-usual (BAU) and high-growth scenarios. As it quantifies the likely impacts of climate change on the Kyrgyz economy between now and 2050, the report highlights key government actions to best prepare for and adapt to climate impacts (referred to as “with adaptation” measures), with a particular focus on the time horizon up to 2030. The CCDR also outlines a path to net zero emissions by 2050 (referred to as “with mitigation” measures, “decarbonization,” or, simply, “net zero 2050”), highlighting associated development co-benefits.Publication Comoros Country Climate and Development Report(Washington, DC: World Bank, 2025-06-18)The Union of the Comoros (The Comoros) has significant vulnerability to climate change-related risks but has considerable opportunities to strengthen preparedness and resilience against these challenges. According to the Notre Dame Global Adaptation Index, the Comoros is the 29th-most vulnerable country to climate change and the 163rd most ready to adapt (out of 191). The Comoros archipelago is exposed to many natural hazards that adversely affect the country’s natural capital, people, and physical infrastructure. In 2014, the economic cost of climate-related disasters was estimated at 5.7 million dollars annually, equivalent to 9.2 percent of Gross Domestic Product (GDP). Between 2018 and 2023, as many as 11 tropical depressions or cyclones impacted the country, with Cyclone Kenneth causing the greatest damage, equivalent to 14 percent of GDP, resulting in total economic growth falling from 3.6 percent in 2018 to 1.9 percent in 2019. More than 345,000 people (40 percent of the population) were affected by the cyclone, with 185,000 people experiencing severe impacts and 12,000 people displaced. However, there is an opportunity for the country to grow more robust and shock-responsive, and to establish pre-positioned funding mechanisms to enhance future crisis response efforts. For the Comoros, adaptation and climate-resilient development are the key climate change focus areas, with the country projected to face 836 million dollars 2050 in additional costs due to climate-related impacts. Current plans to adapt to the impacts of climate change in the Comoros include efforts to improve water management, strengthen coastal protection, and develop climate-smart agriculture practices. Given the country’s reliance on its natural resource base for economic growth and mobility, protection of these resources from climate change will be essential for promoting resilient growth and development. In addition to growing the adaptive capacity of the country’s natural resource sectors, strategic economic diversification will be important to help minimize future climate impacts, and development activities will need to be undertaken in such a way as to attract low-carbon co-benefits. The Union of the Comoros is committed to addressing climate change through its Nationally Determined Contribution (NDC) and national priorities. The country’s NDC (which was revised in 2021 for a ten-year horizon) sets ambitious targets, with a goal of reducing greenhouse gas emissions by 23 percent by 2030. The country also plans to significantly increase the share of renewable energy in its energy portfolio, reaching 33 MW by 2030. This will not only promote low-carbon development but also reduce the country’s dependency on imported oil and coal, which currently make up 95 percent of the energy mix. Using a whole-of-economy approach, the Gabon Country Climate Development Report (CCDR) estimates that climate change impacts could result in GDP losses of 3.5 to 5.3 percent per year through 2050 compared to a business-as-usual baseline trajectory.Publication Jobs in a Changing Climate: Insights from World Bank Group Country Climate and Development Reports Covering 93 Economies(Washington, DC: World Bank, 2025-11-05)The World Bank Group’s Country Climate and Development Reports (CCDRs) provide a crosscutting look at how countries’ development prospects, and the job opportunities they offer to their people, can be threatened by climate impacts and supported by climate policies. Climate change and policies affect jobs through impacts on productivity, energy and material efficiency, and physical, human, and natural capital. They can also transform employment opportunities, especially through complementary measures that help workers and firms adapt to and benefit from new technologies and production practices. Prepared by the World Bank, the International Finance Corporation (IFC), and the Multilateral Investment Guarantee Agency (MIGA), CCDRs integrate country perspectives, climate science and economic modeling, private sector information, and policy analysis to assess how countries can successfully grow and develop their economies and create jobs despite increasing climate risks and while achieving their climate objectives and commitments. Each CCDR starts from the country’s development priorities, opportunities, and challenges, and is developed in close consultation with governments, businesses, and civil society, ensuring the recommendations reflect national priorities. By combining evidence on adaptation, resilience, and emissions pathways, CCDRs highlight where climate action can reinforce development and job creation, and where targeted policies are needed to manage risks and smooth labor market transitions. Taken together, these elements can help create local jobs, ensure economic transitions are just and inclusive, and equip workers and firms to navigate the disruptions and opportunities of a changing climate and changing technologies.
