Abstract
Nepal’s footwear industry is small but growing, and has been identified as a priority export sector by the government.Nepal’s footwear industry is a relatively small export industry, accounting for just 1.5 percent of the country’s total exports in 2017. Similar to other light manufacturing sectors, Nepal’s wage advantage in footwear is offset by its low firm-level productivity. Most firms have poor bookkeeping and a lack of accounting. Production facilities are ill-suited for manufacturing and distribution, and conditions in many factories are poor, sometimes dangerous. Nepali footwear manufacturers need to start by improving basic organizational and management skills. There is a dearth of industry-ready education and skills, and an unavailability of trained manpower that impedes investment from both domestic and foreign companies in these sectors. It is pertinent to focus on basic requirements such as education and skills development to increase the pool of skilled manpower in the country across sectors. Developing capabilities in Nepal’s small and medium-sized footwear manufacturers requires investment in improving managerial skills, upgrading quality standards, and modernizing production facilities to become safer and more efficient. The government of Nepal can help the domestic footwear industry by providing a vibrant trade policy to allow for deeper integration into regional value chains, opening up opportunities for foreign direct investment (FDI), and substantially improving the investment climate.

Publication Fostering Technology Absorption in Southern African Enterprises(World Bank, 2011-09-16)This book seeks to understand how firms in southern Africa absorb technology and how policy makers can hurry the process along. It identifies channels of technology transfer and absorption through trade and foreign direct investment (FDI) and constraints to greater technology absorption, and it discusses policy options open to the government and the private sector in light of relevant international experience. The book is based on case studies of sectors and enterprises selected in four countries: Lesotho, Mauritius, Namibia, and South Africa. The relationship between technology absorption and catch-up growth is particularly relevant to southern Africa because those countries are facing tremendous competitiveness challenges and must rely on greater technology absorption to raise productivity and strengthen competitiveness to gain ground in the global market. An increased market share can then generate faster growth and create more jobs. Therefore, catch-up growth sustained by technological progress and productivity growth is the fundamental solution to unemployment and poverty alleviation. Southern African firms use multiple channels for technology absorption. For example, South African auto component firms entered technology agreements with global players to meet the demanding product standards required for export. Even after the global crisis in 2009, those who licensed technologies still spent 2.23 percent of their sales revenue on royalties. In Namibia, the meat-processing industry has made continuous efforts to upgrade technology, including the recent investment in radio frequency identification technology to trace cattle. In fish processing, companies use state-of-the-art production technologies, including electronic software to record and monitor production processes, intelligent portioning equipment, and sophisticated freezer systems. In the breweries sector, state-of-the-art technology is used at every stage of production and in the marketing and distribution processes.Publication Performance of Manufacturing Firms in Africa : An Empirical Analysis(Washington, DC: World Bank, 2012-08-07)This book sheds light on the characteristics of formal and informal manufacturing firms in Africa by comparing these firms with firms in other regions. Drawing on two data sources, the authors find that there is a very low share of manufacturing in GDP in Africa and in African exports. Most African manufacturing firms are informal. These firms are also smaller than firms in other regions and few export. Labor productivity is low in Africa relative to other regions, but this may be because of the more challenging environment - with the lack of physical infrastructure, the heavy burden of business regulation, and other issues. However, after accounting for these differences, the authors find that firms in Sub-Saharan Africa appear more, not less, productive than firms elsewhere. This analysis suggests that improving the business environment might allow firms to enhance their performance. However, given the pervasive distortions in the business environment and the limited resources at the disposal of most African countries, Africa cannot and should not wait until the business environment becomes healthier before growing a more viable manufacturing sector. The book shows that binding constraints vary by country, by sector, and by firm size. Therefore, countries should identify the constraints in the most promising sectors and adopt policies designed specifically to remove these constraints. The evidence in this book overwhelmingly dispels the false notion of Africa's inability to compete globally in manufacturing goods.Publication Bhutan Investment Climate Assessment Report : Vitalizing the Private Sector, Creating Jobs, Volume 2(Washington, DC, 2010-09)The objective of the Bhutan Investment Climate Assessment (ICA) is to evaluate the investment climate in Bhutan in all its operational dimensions and promote policies to strengthen the private sector. This ICA consists of two volumes. Volume 1 summarizes the main results. Volume 2 presents a more detailed analysis of each of the three main themes of the report: labor productivity and skills, access to finance, and business government relations, and is supplemented by a chapter on the gender dimensions of the investment climate. Volume 2 also includes the supporting econometric analysis of the enterprise survey data. The purpose of Volume 2 is to provide additional detail on the underlying data and analysis which supports the main results summarized in Volume 1. In Volume 2, Chapter 1 sets the Bhutanese context and background, explains what's new in the second Bhutan Investment Climate Assessment, and presents the overall findings of the 2010 report. Chapter 2 reviews the characteristics of the investment climate in Bhutan, including the macroeconomic perspective. Chapter 3 discusses labor productivity and skills and the importance of focusing on high value added niche industries. Chapter 4 reviews access to finance as a primary constraint to firms in Bhutan and discusses an apparent access to finance paradox. Chapter 5 reviews the business government enabling environment in Bhutan and the importance of licensing reform. Chapter 6 discusses the gender dimension of the investment climate in Bhutan.Publication Mozambique - Investment Climate Assessment - 2009 : Sustaining and Broadening Growth(World Bank, 2009-10-01)Mozambique's recent history is a rare example of a successful post-conflict recovery and economic takeoff. Emerging from decades of economic stagnation and decline, a consequence first of a failed socialist economic experience and then of a vicious civil war that only ended in 1992, the country has achieved a commendable degree of political stability. This has been accompanied by prudent and stable economic policy continuity, as well as coordinated and ever more efficient use of substantial international aid. These factors have contributed to sustained economic growth that averaged 7.8 percent between 1992 and 2006. Furthermore, this growth has been 'pro-poor': increasing output has been accompanied by real and significant decreases in poverty levels, with the poverty headcount index declining from 69 percent in 1997 to 54 percent in 2003. Based on the enterprise survey results for Mozambique, this report assesses the main obstacles to achieving an investment climate that supports private sector growth and provides policy options for improving the business environment and increasing competitiveness with the goal of achieving sustained and broad-based growth. The focus is on microeconomic constraints and reforms where, according to a recent World Bank report, most of the challenges for sustainable growth are concentrated. Therefore, the analysis presented in this report should be of interest to policy makers, academics, non-governmental organizations and representatives of the private sector involved in the policy dialogue in the country. Improvements to the business environment and increased access to finance are the most critical aspects to firm growth in Mozambique identified in this report. Despite recent progress, the business environment for the Mozambican enterprise sector is still in many ways problematic. Based on econometric evidence as well as on business perceptions and quantitative data, this study indicates that while all aspects of the investment climate are important, reform priorities should focus on increasing access to finance and improving the business environment.Publication Peru - Microeconomic Constraints to Growth: The Evidence from the Manufacturing Sector(Washington, DC, 2004-06-15)This study looks at the investment climate in Peru using a unique database of manufacturing firms. Through detailed analysis, it establishes four key areas that pose constraints to investment and growth in Peru and proposes solutions. The four main areas are: 1) an uncertain legal and regulatory framework, 2) low level of market integration and high logistics costs; 3) low levels of investment and activity in innovation and technology absorption and, 4) difficulties in accessing finance. The main findings and the full set of policy recommendations center on reducing uncertainty by more clearly articulating the Government legislative agenda; continuing and intensifying efforts to improve court processes; facilitating the registration and operational regulation of firms by further reducing red tape; reducing corruption awarding public goods and services contracts through a revision of public procurement at the central, regional and municipal levels; increasing the focus on quality and exports; and reforming moveable asset registries.

Publication Classroom Assessment to Support Foundational Literacy(Washington, DC: World Bank, 2025-03-21)This document focuses primarily on how classroom assessment activities can measure students’ literacy skills as they progress along a learning trajectory towards reading fluently and with comprehension by the end of primary school grades. The document addresses considerations regarding the design and implementation of early grade reading classroom assessment, provides examples of assessment activities from a variety of countries and contexts, and discusses the importance of incorporating classroom assessment practices into teacher training and professional development opportunities for teachers. The structure of the document is as follows. The first section presents definitions and addresses basic questions on classroom assessment. Section 2 covers the intersection between assessment and early grade reading by discussing how learning assessment can measure early grade reading skills following the reading learning trajectory. Section 3 compares some of the most common early grade literacy assessment tools with respect to the early grade reading skills and developmental phases. Section 4 of the document addresses teacher training considerations in developing, scoring, and using early grade reading assessment. Additional issues in assessing reading skills in the classroom and using assessment results to improve teaching and learning are reviewed in section 5. Throughout the document, country cases are presented to demonstrate how assessment activities can be implemented in the classroom in different contexts.Publication Lebanon Economic Monitor, Fall 2022(Washington, DC, 2022-11)The economy continues to contract, albeit at a somewhat slower pace. Public finances improved in 2021, but only because spending collapsed faster than revenue generation. Testament to the continued atrophy of Lebanon’s economy, the Lebanese Pound continues to depreciate sharply. The sharp deterioration in the currency continues to drive surging inflation, in triple digits since July 2020, impacting the poor and vulnerable the most. An unprecedented institutional vacuum will likely further delay any agreement on crisis resolution and much needed reforms; this includes prior actions as part of the April 2022 International Monetary Fund (IMF) staff-level agreement (SLA). Divergent views among key stakeholders on how to distribute the financial losses remains the main bottleneck for reaching an agreement on a comprehensive reform agenda. Lebanon needs to urgently adopt a domestic, equitable, and comprehensive solution that is predicated on: (i) addressing upfront the balance sheet impairments, (ii) restoring liquidity, and (iii) adhering to sound global practices of bail-in solutions based on a hierarchy of creditors (starting with banks’ shareholders) that protects small depositors.Publication Digital Africa(Washington, DC: World Bank, 2023-03-13)All African countries need better and more jobs for their growing populations. "Digital Africa: Technological Transformation for Jobs" shows that broader use of productivity-enhancing, digital technologies by enterprises and households is imperative to generate such jobs, including for lower-skilled people. At the same time, it can support not only countries’ short-term objective of postpandemic economic recovery but also their vision of economic transformation with more inclusive growth. These outcomes are not automatic, however. Mobile internet availability has increased throughout the continent in recent years, but Africa’s uptake gap is the highest in the world. Areas with at least 3G mobile internet service now cover 84 percent of Africa’s population, but only 22 percent uses such services. And the average African business lags in the use of smartphones and computers as well as more sophisticated digital technologies that catalyze further productivity gains. Two issues explain the usage gap: affordability of these new technologies and willingness to use them. For the 40 percent of Africans below the extreme poverty line, mobile data plans alone would cost one-third of their incomes—in addition to the price of access devices, apps, and electricity. Data plans for small- and medium-size businesses are also more expensive than in other regions. Moreover, shortcomings in the quality of internet services—and in the supply of attractive, skills-appropriate apps that promote entrepreneurship and raise earnings—dampen people’s willingness to use them. For those countries already using these technologies, the development payoffs are significant. New empirical studies for this report add to the rapidly growing evidence that mobile internet availability directly raises enterprise productivity, increases jobs, and reduces poverty throughout Africa. To realize these and other benefits more widely, Africa’s countries must implement complementary and mutually reinforcing policies to strengthen both consumers’ ability to pay and willingness to use digital technologies. These interventions must prioritize productive use to generate large numbers of inclusive jobs in a region poised to benefit from a massive, youthful workforce—one projected to become the world’s largest by the end of this century.Publication Argentina Country Climate and Development Report(World Bank, Washington, DC, 2022-11)The Argentina Country Climate and Development Report (CCDR) explores opportunities and identifies trade-offs for aligning Argentina’s growth and poverty reduction policies with its commitments on, and its ability to withstand, climate change. It assesses how the country can: reduce its vulnerability to climate shocks through targeted public and private investments and adequation of social protection. The report also shows how Argentina can seize the benefits of a global decarbonization path to sustain a more robust economic growth through further development of Argentina’s potential for renewable energy, energy efficiency actions, the lithium value chain, as well as climate-smart agriculture (and land use) options. Given Argentina’s context, this CCDR focuses on win-win policies and investments, which have large co-benefits or can contribute to raising the country’s growth while helping to adapt the economy, also considering how human capital actions can accompany a just transition.Publication World Development Report 2006(Washington, DC, 2005)This year’s Word Development Report (WDR), the twenty-eighth, looks at the role of equity in the development process. It defines equity in terms of two basic principles. The first is equal opportunities: that a person’s chances in life should be determined by his or her talents and efforts, rather than by pre-determined circumstances such as race, gender, social or family background. The second principle is the avoidance of extreme deprivation in outcomes, particularly in health, education and consumption levels. This principle thus includes the objective of poverty reduction. The report’s main message is that, in the long run, the pursuit of equity and the pursuit of economic prosperity are complementary. In addition to detailed chapters exploring these and related issues, the Report contains selected data from the World Development Indicators 2005‹an appendix of economic and social data for over 200 countries. This Report offers practical insights for policymakers, executives, scholars, and all those with an interest in economic development.
