Abstract
The report is organized as follows. It starts with an analysis of the brain drain and its impact on human capacity building. This provides a context for larger issues pertaining to the loss of skilled professionals of which academic staff loss is a sub-category. The discussion helps to demonstrate the similarities in the forces driving these phenomena, and hence the applicability of the recommendations to other organizations, both public and private. This is followed by a discussion of the global problem of academic staff retention and its African manifestations, as we explore the extent of the problem in and its impact on, the continent. The next section reviews the literature on employee retention in order to provide a framework for analyzing the issue of retention in the case study institutions. The report then provides an explanation of the research methodology, findings and discussion, and concludes with some recommendations, examples of good practice, and closing remarks.

    Are Skills Constraining Growth in Bosnia and Herzegovina?

    The shortage of skills sought by key export-oriented and import competing industries in Bosnia and Herzegovina (henceforth, 'BH') is substantial and if left unaddressed, threatens to constrain future economic growth of the country. Prior to the onset of the global economic crisis, BH enjoyed strong rates of economic growth based to a significant degree on the growth of exports. On average, exports grew at an impressive 34 percent per year between 1995 and 2008. Our analysis however confirms that the growth of exporting, as well as import-competing industries is increasingly becoming constrained by the shortage of skills in the labor force. In this report we seek to identify these shortages and their likely causes and recommend reforms and policies which can prevent the plummeting of economic growth due to lack of adequate skills. Firm-level evidence confirms that the shortage of qualified workers is becoming a serious obstacle to growth of BH exporting companies. This report investigates what types of skills firms are looking for and are not finding in the marketplace. The policy recommendation section of this study seeks to provide ideas and direction for the BH government to address these labor market challenges.

    Retaining Teaching Capacity in African Universities : Problems and Prospects

    A project was carried out to obtain information on academic staffing in seven African universities, and to analyze the factors influencing academic staff to leave universities in Africa. The report provides detailed analysis and comment on the data, and makes suggestions and recommendations for improvement and policy interventions. The essential factors for improved staff capacity are identified as economic growth and revival, greater autonomy for universities, and the development of diversified sources of funding so as to remove the total dependence of universities on governments for funding. A wide range of staffing policy options are suggested, with the only viable way forward possibly being a "trade-off" between high, competitive salaries, or maintaining existing conditions which provide good leave and travel benefits (in practice as well as theory), a relaxed working environment, and a general lack of accountability. Strong leadership is essential, and reinforced and restructured university personnel offices and programs are crucial. The research environment is vital for viable academic staff recruitment and retention, particularly at the more senior levels, and a number of policy options for the achievement of an improved research environment are proposed. Other areas requiring attention for successful staff retention, in addition to salaries, are a means to obtain housing and vehicles, and an urgent improvement in university facilities.

    Latin American Universities and the Third Mission : Trends, Challenges and Policy Options

    Universities in Latin America are increasingly considered instruments of social and economic development and face rising expectations in regard to supplying relevant skills, undertaking applied research, and engaging in commercial activity. The paper discusses trends and challenges within Latin American universities, as well as policy options available for strengthening their contributions to social and economic development. The so-called third mission of universities is often equated with knowledge transfer narrowly defined as licensing and commercialization of research. The paper adopts a broader approach and explores how the new role of universities affects all aspects of academic practice in Latin America, including advanced education and research. It concludes that policymakers and university managers in Latin America face an important challenge of defining a legal framework, sound management procedures, and notably, incentive systems that stimulate outreach and entrepreneurship among students and staff while recognizing and preserving the distinct roles of universities.

    Skilled Labor Flows : Lessons from the European Union

    This study evaluates European Union (EU) experience of the mobility of skilled labor migrants after the 2004 and 2007 EU enlargements and from the European Neighborhood Policy (ENP) countries. The study concludes that migration generally improves the allocated efficiency of labor markets and there is little if any evidence of statistically significant or economically relevant negative aggregate effects of migration on receiving labor markets. While outflow of young and skilled workers may pose risks to sending countries' economic prospects and public finance, circular migration, brain gain, and remittances attenuate such risks, and have the potential to become powerful engines of convergence. Obstructive legislation and ill-designed migration policies impede migration and deprive sending and receiving of such potential benefits.

    Lao PDR - Labor Standards and Productivity in the Garments Export Sector : A Survey of Managers and Workers

    This report describes labor practices in the Lao garments export sector as seen by both management and labor. The main objective of this report is to present the differing perspectives on working conditions between managers and workers, and to explore ways in which the Lao garment sector could break out of this unsustainable situation. More specifically, insights on management practices, working conditions and worker motivation, as well as industry technology and workflow practices, are drawn from the survey and recommendations made on what firms, industry, government and development partners can do to boost productivity in the sector. This study seeks to investigate further possible factors contributing to low-productivity including management practices, working conditions and worker motivation, as well as industry technology and workflow practices. In order for the garment sector to progress, this study points to possibilities to increase worker wellbeing, reduce turnover and improve productivity through mutually reinforcing actions. Possible interventions include: a transition support program and improved labor market information systems to support labor force entry; better worker representation and dispute resolution mechanisms; and, a factories improvement program that would include monitoring/certification systems to provide incentives for firms to improve conditions as a means of accessing elusive premium buyers.

    An effective state is essential to achieving socio-economic and sustainable development.     Women, Business and the Law 2023

    “Women, Business and the Law 2023” is the ninth in a series of annual studies measuring the laws and regulations that affect women’s economic opportunity in 190 economies. The project presents eight indicators structured around women’s interactions with the law as they move through their lives and careers: Mobility, Workplace, Pay, Marriage, Parenthood, Entrepreneurship, Assets, and Pension. The 2023 edition identifies barriers to women’s economic participation and encourages reform of discriminatory laws. This year, the study also includes research, a literature review, and analysis of 53 years of reforms for women’s rights. Examining the economic decisions that women make throughout their working lives as well as tracking regulatory changes from 1970 to today, the study makes an important contribution to research and policy discussions about the state of women’s economic opportunities. By presenting powerful examples of change and highlighting the gaps still remaining, “Women, Business and the Law 2023” is a vital tool in ensuring economic empowerment for all. Data in “Women, Business and the Law 2023” are current as of October 1, 2022.

    Supporting Youth at Risk

    The World Bank has produced this policy Toolkit in response to a growing demand from our government clients and partners for advice on how to create and implement effective policies for at-risk youth. The author has highlighted 22 policies (six core policies, nine promising policies, and seven general policies) that have been effective in addressing the following five key risk areas for young people around the world: (i) youth unemployment, underemployment, and lack of formal sector employment; (ii) early school leaving; (iii) risky sexual behavior leading to early childbearing and HIV/AIDS; (iv) crime and violence; and (v) substance abuse. The objective of this Toolkit is to serve as a practical guide for policy makers in middle-income countries as well as professionals working within the area of youth development on how to develop and implement an effective policy portfolio to foster healthy and positive youth development.

    Empowerment in Practice : From Analysis to Implementation

    This book represents an effort to present an easily accessible framework to readers, especially those for whom empowerment remains a puzzling development concern, conceptually and in application. The book is divided into two parts. Part 1 explains how the empowerment framework can be used for understanding, measuring, monitoring, and operationalizing empowerment policy and practice. Part 2 presents summaries of each of the five country studies, using them to discuss how the empowerment framework can be applied in very different country and sector contexts and what lessons can be learned from these test cases. While this book can offer only a limited empirical basis for the positive association between empowerment and development outcomes, it does add to the body of work supporting the existence of such a relationship. Perhaps more importantly, it also provides a framework for future research to test the association and to prioritize practical interventions seeking to empower individuals and groups.

    Too often, services fail poor people in access, in quality, and in affordability. But the fact that there are striking examples where basic services such as water, sanitation, health, education, and electricity do work for poor people means that governments and citizens can do a better job of providing them. Learning from success and understanding the sources of failure, this year’s World Development Report, argues that services can be improved by putting poor people at the center of service provision. How? By enabling the poor to monitor and discipline service providers, by amplifying their voice in policymaking, and by strengthening the incentives for providers to serve the poor. Freedom from illness and freedom from illiteracy are two of the most important ways poor people can escape from poverty. To achieve these goals, economic growth and financial resources are of course necessary, but they are not enough. The World Development Report provides a practical framework for making the services that contribute to human development work for poor people. With this framework, citizens, governments, and donors can take action and accelerate progress toward the common objective of poverty reduction, as specified in the Millennium Development Goals.
