Abstract
This paper reviews recent literature on the impacts of various components of power sector reform on the performance of electric utilities in developing countries. Recent literature is heavily focused on statistical testing of the significance of the links between four components of sector reform (unbundling, private sector participation, regulation, and competition) and various performance indicators (relating to utility performance, user outcomes, and broader economic development). Some studies exhibit methodological shortcomings in failing to account for interactions between reforms or degrees of reform; however, others appear to be robust. The strongest result is that the introduction of private sector participation is linked to a significant improvement in labor productivity and distribution losses. Moreover, unbundling reforms in isolation is found to have hardly any significant impact on utility performance. The introduction of an independent regulator or competition is not generally significant across studies. A notable feature of all of the studies is very limited testing of the effects of policy introduction on performance indicators, such as bill collection and the duration and frequency of outages. Poor performance on these indicators of state-owned power companies is well documented and bill collection has been identified as a major hidden cost of unreformed power sectors. The materiality of the impact of private sector participation, on the various performance indictors found to be significant, is calculated for studies that provide sufficient information to do so. The size of the impact of private sector participation on utility performance is substantial in a couple of studies, although much more modest in others.

Publication Intergenerational Income Mobility around the World(Washington, DC: World Bank, 2025-07-09)This paper introduces a new global database with estimates of intergenerational income mobility for 87 countries, covering 84 percent of the world’s population. This marks a notable expansion of the cross-country evidence base on income mobility, particularly among low- and middle-income countries. The estimates indicate that the negative association between income mobility and inequality (known as the Great Gatsby Curve) continues to hold across this wider range of countries. The database also reveals a positive association between income mobility and national income per capita, suggesting that countries achieve higher levels of intergenerational mobility as they grow richer.Publication The Impact of Trade Promotion Organizations on Exports(Washington, DC: World Bank, 2025-08-13)This paper examines the impact of trade promotion organizations on exports during the COVID-19 pandemic using a World Bank survey. The results suggest that increased trade promotion organization budgets significantly boosted exports during downturns but had no effect during the recovery phase. Interestingly, e-commerce programs adopted by trade promotion organizations negatively affected exports during downturns as they diverted resources away from productive support, especially for sectors not intensive in online trade. These findings suggest that countercyclical trade promotion organizations budgets may enhance trade resilience during similar global shocks.Publication The Future of Poverty(Washington, DC: World Bank, 2025-07-15)Climate change is increasingly acknowledged as a critical issue with far-reaching socioeconomic implications that extend well beyond environmental concerns. Among the most pressing challenges is its impact on global poverty. This paper projects the potential impacts of unmitigated climate change on global poverty rates between 2023 and 2050. Building on a study that provided a detailed analysis of how temperature changes affect economic productivity, this paper integrates those findings with binned data from 217 countries, sourced from the World Bank’s Poverty and Inequality Platform. By simulating poverty rates and the number of poor under two climate change scenarios, the paper uncovers some alarming trends. One of the primary findings is that the number of people living in extreme poverty worldwide could be nearly doubled due to climate change. In all scenarios, Sub-Saharan Africa is projected to bear the brunt, contributing the largest number of poor people, with estimates ranging between 40.5 million and 73.5 million by 2050. Another significant finding is the disproportionate impact of inequality on poverty. Even small increases in inequality can lead to substantial rises in poverty levels. For instance, if every country’s Gini coefficient increases by just 1 percent between 2022 and 2050, an additional 8.8 million people could be pushed below the international poverty line by 2050. In a more extreme scenario, where every country’s Gini coefficient increases by 10 percent between 2022 and 2050, the number of people falling into poverty could rise by an additional 148.8 million relative to the baseline scenario. These findings underscore the urgent need for comprehensive climate policies that not only mitigate environmental impacts but also address socioeconomic vulnerabilities.Publication The Macroeconomic Implications of Climate Change Impacts and Adaptation Options(Washington, DC: World Bank, 2025-05-29)Estimating the macroeconomic implications of climate change impacts and adaptation options is a topic of intense research. This paper presents a framework in the World Bank's macrostructural model to assess climate-related damages. This approach has been used in many Country Climate and Development Reports, a World Bank diagnostic that identifies priorities to ensure continued development in spite of climate change and climate policy objectives. The methodology captures a set of impact channels through which climate change affects the economy by (1) connecting a set of biophysical models to the macroeconomic model and (2) exploring a set of development and climate scenarios. The paper summarizes the results for five countries, highlighting the sources and magnitudes of their vulnerability --- with estimated gross domestic product losses in 2050 exceeding 10 percent of gross domestic product in some countries and scenarios, although only a small set of impact channels is included. The paper also presents estimates of the macroeconomic gains from sector-level adaptation interventions, considering their upfront costs and avoided climate impacts and finding significant net gross domestic product gains from adaptation opportunities identified in the Country Climate and Development Reports. Finally, the paper discusses the limits of current modeling approaches, and their complementarity with empirical approaches based on historical data series. The integrated modeling approach proposed in this paper can inform policymakers as they make proactive decisions on climate change adaptation and resilience.Publication Climate Vulnerability and Job Accessibility(Washington, DC: World Bank, 2025-08-11)Many developing cities are facing rapid population growth and extreme climate events. This paper examines the link between job accessibility and climate vulnerability, using data from Antananarivo, Madagascar, which frequently experiences flooding. As in other countries, the analysis finds that men’s commutes are longer than women’s, who tend to walk to work or use public transport. Even after controlling for observables and the potential endogeneity bias associated with commute time, the findings show that climate vulnerability negatively impacts wages, as people avoid commuting long to work due to anticipated potential climate risks. Building climate resilience into urban transport is therefore essential. As predicted by theory, the evidence also shows that the value of commuting is positive, and walking is disadvantageous. Motorized commuting yields higher returns, which could lead to overuse of private cars and taxis, posing decarbonization challenges.

Publication Taking Stock of Economic Regulation of Power Utilities in the Developing World(World Bank, Washington, DC, 2018-05)The model of power sector reform that emerged during the 1990s placed considerable emphasis on the creation of an independent regulatory agency, with a strong orientation toward technically-driven tariff-setting procedures. Despite widespread uptake of regulation, implementation has proved to be challenging in the developing world. Regulators were seldom as independent as originally envisaged, with widespread divergence between the formal regulatory framework and the day-to-day practice of regulation. In practice, many developing countries operate with “advisory regulators” whose main role is to provide technical support to the ultimate political decision makers. Nevertheless, there is some evidence that regulation has had a positive performance impact, particularly where utilities are privatized and in middle-income settings. But the impact is more questionable in cases where regulation is primarily directed toward state-owned enterprises, which lack the commercial incentives to respond to regulatory instruments. On the choice of regulatory regimes, the ongoing debate between price cap and rate of return regulation suggests that the latter may be better suited to developing country environments where the priority is to provide predictable returns to support large capital investment programs. Furthermore, the advent of technological disruption in the power sector demands an adaptation of the way in which regulatory instruments are designed and applied. Regulators will need to pay closer attention to providing the right incentives for utilities to innovate and become more energy efficient, and for consumers to take economically grounded decisions on distributed generation. Finally, the literature leaves many important questions unanswered, such as how regulatory design affects regulatory effectiveness and the impact of tariff regulation on cost recovery.Publication Learning from Power Sector Reform(World Bank, Washington, DC, 2021-07-31)At the time of independence, in 1991, Ukraine had a monolithic state-run power sector. Its main concern was to transform the sector into a more efficient and competitive system that can be consistent with eventual European Union membership. A series of steps were taken in this direction - some unbundling of the sector; limited privatization; establishing a regulator; and creating a wholesale power market. Unfortunately, these reform steps did not achieve the reform objectives, and, at the time, there was no political consensus on the path forward. The changing regional political landscape, especially driven by the Crimea crisis, raised a fresh impetus for the reforms as the sector faced new concerns. Security of supply concerns, particularly over gas from Russia and limited access to high quality coal mines, were suddenly centerstage for a country where the inherited system had excess supply even at peak demand. Sector reforms were undertaken to align more closely with the second and third European Union energy packages. This case study follows Ukraine power sector’s reform process and presents lessons learned that can be useful for other developing countries.Publication Learning from Power Sector Reform(World Bank, Washington, DC, 2019-05)Pakistan's power sector underwent a substantial, if protracted, reform process. Beginning with an independent power producer program in 1994, the full unbundling of the national vertically integrated power and water utility, the Water and Power Development Authority, and the establishment of a regulatory entity, the National Electric Power Regulatory Authority, followed in 1997, paving the way for the eventual privatization of one major distribution utility, Karachi Electric, in 2005. Plans to privatize the remaining distribution utilities were shelved following the controversy surrounding the Karachi Electric transaction. A single buyer model has been in operation since the sector restructuring, with the Central Power Purchasing Agency fully separated from transmission and dispatch (the National Transmission and Dispatch Company) in June 2015. Despite these major steps, Pakistan has continued to suffer from inadequate capacity and other constraints, leading to large and frequent blackouts. At the heart of the impasse is the so-called "circular debt" crisis, whereby distribution utilities struggling to collect revenues and meet regulatory targets for transmission and distribution losses default on their payments to generators, and the sector is periodically bailed out by the government once losses accumulate to intolerable levels, at high cost to the exchequer. This dynamic has undermined incentives for utilities to improve their efficiency, while discouraging generators from investing in new capacity to address supply shortages. In the meantime, little has been done to accelerate access to electricity to the significant share of unserved population in rural areas.Publication Learning from Power Sector Reform(World Bank, Washington, DC, 2019-05)The Philippines power sector underwent a substantial and largely complete reform process. Following a severe shortage of supply in the late 1980s and the Asian Financial crisis of 1997, which made the dollar-denominated debt of the National Power Corporation extremely burdensome, the Electric Power Industry Reform Act was passed in 2001. This was intended to improve the quality of service and reduce power tariffs via the introduction of private participation and competition at the wholesale and retail levels. Although the implementation of the full reform program took longer than originally expected, the unwavering support given to the reform agenda by successive presidents of the country ensured that the planned steps had all been completed by 2013. At that time, retail competition and open access for consumers in Luzon and Visayas of more than one megawatt were introduced. The reform process was not impeded by complications that would have arisen if consumer subsidies had been endemic, but retail prices are even higher than might have been expected in the absence of subsidies, due to domestic taxation and the presence of some inefficiencies that have not yet been eliminated by the onset of competition.Publication Taking Stock of the Political Economy of Power Sector Reforms in Developing Countries(World Bank, Washington, DC, 2018-07)The power sector reform experiences of developing countries vary greatly. To help explain this from a political economy perspective, this paper reviews several dozen statistical analyses, multi-country case studies, and development practice publications. The frame of reference is the model of market-oriented reforms that became a global norm in the 1990s. Findings are organized in terms of the history, theory, motives, processes and outcomes of reforms. Market orientation emerged around the 1980s as part of a shift in economic theory and policy away from state control, and was expected to improve efficiency and investments. Reform advocates never took political economy issues into full consideration. Yet, policy makers have had sociopolitical as well as technical motives for reform, such as crisis response. International norms and competition for foreign investment and trade pulled governments to model reforms, while development partners pushed them as a condition of aid. Reform implementation has been characterized by strong tensions among different public and private interests. Concretely, 1990s model reforms were based on a logic of depoliticizing pricing and investment decisions; often placing policy makers in a conflict of interest situation. Thus, the political costs and risks of reform have often exceeded the benefits perceived by local decision makers, especially as reforms did not generally result in immediate benefits for citizens. In practice, incremental, inclusive processes may be better than quick and stealthy reforms that sidestep stakeholders' concerns. While there was limited evidence of efficacy at the time the reforms were implemented, ex post the outcomes of reforms are ambiguous, as improvements in some areas have been offset by negative results elsewhere. For increasing access to electricity and clean energy, 1990s model reforms may help, but they are neither necessary nor sufficient, nor did they focus on these objectives. In conclusion, the success or failure of policy prescriptions such as 1990s model reforms are contingent on dynamic, context-specific institutions as well as factors beyond the sector. More work is needed on integrated, flexible approaches to think and work politically in the sector, and to account for new technology and diverse sector development objectives.

It replaces and improves upon the Doing Business project. B-READY provides a comprehensive data set and description of the factors that strengthen the private sector, not only by advancing the interests of individual firms but also by elevating the interests of workers, consumers, potential new enterprises, and the natural environment. This 2024 report introduces a new analytical framework that benchmarks economies based on three pillars: Regulatory Framework, Public Services, and Operational Efficiency. The analysis centers on 10 topics essential for private sector development that correspond to various stages of the life cycle of a firm. The report also offers insights into three cross-cutting themes that are relevant for modern economies: digital adoption, environmental sustainability, and gender. B-READY draws on a robust data collection process that includes specially tailored expert questionnaires and firm-level surveys. The document addresses considerations regarding the design and implementation of early grade reading classroom assessment, provides examples of assessment activities from a variety of countries and contexts, and discusses the importance of incorporating classroom assessment practices into teacher training and professional development opportunities for teachers. The structure of the document is as follows. The first section presents definitions and addresses basic questions on classroom assessment. Section 2 covers the intersection between assessment and early grade reading by discussing how learning assessment can measure early grade reading skills following the reading learning trajectory. Section 3 compares some of the most common early grade literacy assessment tools with respect to the early grade reading skills and developmental phases. Section 4 of the document addresses teacher training considerations in developing, scoring, and using early grade reading assessment. Additional issues in assessing reading skills in the classroom and using assessment results to improve teaching and learning are reviewed in section 5. Throughout the document, country cases are presented to demonstrate how assessment activities can be implemented in the classroom in different contexts.Publication Digital Progress and Trends Report 2023(Washington, DC: World Bank, 2024-03-05)Digitalization is the transformational opportunity of our time. The digital sector has become a powerhouse of innovation, economic growth, and job creation. Value added in the IT services sector grew at 8 percent annually during 2000–22, nearly twice as fast as the global economy. Employment growth in IT services reached 7 percent annually, six times higher than total employment growth. The diffusion and adoption of digital technologies are just as critical as their invention. Digital uptake has accelerated since the COVID-19 pandemic, with 1.5 billion new internet users added from 2018 to 2022. The share of firms investing in digital solutions around the world has more than doubled from 2020 to 2022. Low-income countries, vulnerable populations, and small firms, however, have been falling behind, while transformative digital innovations such as artificial intelligence (AI) have been accelerating in higher-income countries. Although more than 90 percent of the population in high-income countries was online in 2022, only one in four people in low-income countries used the internet, and the speed of their connection was typically only a small fraction of that in wealthier countries. As businesses in technologically advanced countries integrate generative AI into their products and services, less than half of the businesses in many low- and middle-income countries have an internet connection. The growing digital divide is exacerbating the poverty and productivity gaps between richer and poorer economies. The Digital Progress and Trends Report series will track global digitalization progress and highlight policy trends, debates, and implications for low- and middle-income countries. The series adds to the global efforts to study the progress and trends of digitalization in two main ways: · By compiling, curating, and analyzing data from diverse sources to present a comprehensive picture of digitalization in low- and middle-income countries, including in-depth analyses on understudied topics. · By developing insights on policy opportunities, challenges, and debates and reflecting the perspectives of various stakeholders and the World Bank’s operational experiences. This report, the first in the series, aims to inform evidence-based policy making and motivate action among internal and external audiences and stakeholders.
