Abstract
Female labor force participation rate in Turkey is quite low by European Union (EU) and Organization for Economic Co-operation and Development (OECD) standards: it was 24.9 percent in 2006, compared to 66.1 percent in EU-27 and 60.8 percent in OECD countries. Moreover, it has declined from 34.3 percent in 1988 to 24.9 percent in 2006. The purpose of this report is to shed light on factors that determine women's participation in the labor market and the reasons behind the observed trends over the 1988-2006 periods. An important reason for the fall in female participation rate is urbanization. Turkey has witnessed high levels migration from rural to urban areas since 1988. The share of urban population rose from 51.1 percent in 1988 to 63.3 percent in 2006. Despite the declining trend, the female labor force participation rate in rural areas is still higher than that in urban areas, which has been more stable over time. In fact, the gender gap in participation rate in urban areas is much wider. Significant improvements have taken in place in women's schooling in recent decades in Turkey. The final interesting finding that requires further investigation is the low and stagnant participation rates of low skilled women - those with less than high school education. Over the 2000-2006 periods, the participation rate of low skilled women varied between 10.9 and 11.8 percent. These are considerably lower rates compared to that of low skilled men which, over the same time period, varied between 67.1 and 68.8 percent.

Publication West Bank and Gaza Checkpoints and Barriers : Searching for Livelihoods(World Bank, 2010-01-01)This report assesses the impact of the movement and access regime in the period 2000-07 on the economy and the working lives of Palestinians, exploring the gender dimension of restrictions on labor force participation, and how new tensions in the arena of work resulting from movement and access restrictions have affected relations between women and men. The findings of this study are based on an analysis of data covering the years 2000 to 2007 and examine the long-term impacts of restrictions on movement and access. As controls on movement became more entrenched following the second intifada, a massive economic decline ensued, leading to a drop in male employment and real wages resulting from job losses in Israel, and a corresponding rise in unemployment. This same period also witnessed a sharp rise in both covert and overt forms of violence. Israeli military incursions, detentions, manned checkpoints, home demolitions, the separation barrier, and the Palestinians' own response spun a web of violence in public and private that touched the everyday lives of all Palestinians. The violence resulting from the occupation has led to loss of life, land, property, and free movement of people, and has fragmented social space, a key source of material and moral support especially for women. With neither Israeli nor Palestinian legal systems able to provide defense or protection, these momentous changes in people's everyday lives created a sense of collapse of the public, social, and moral order against this backdrop, the effects on Palestinian society have been extensive and far reaching, on relations between men and women, on intergenerational relations between the young and the old, on ties of kinship, and on social networks. This study, through qualitative sources, provides insights to a chain of events that have and are moderating social behavior and gender relations associated with work. The study also captures what the deteriorating situation has meant for Palestinian females and males of all ages in terms of their economic engagement, their ability to seek alternate livelihoods, their coping strategies, their social and human investments, and their future aspirations.Publication Female Labor Force Participation in Turkey : Trends, Determinants and Policy Framework(Washington, DC, 2009-11-23)Turkey has been collaborating with the World Bank in developing macroeconomic policies and implementing various reforms such as social security, investment climate, competitiveness, labor market, and public sector management. One of the salient features of the labor market in Turkey is the distinctly lower labor force participation (LFP) rates of women. As of January 2009, female LFP in Turkey was 23.5 percent. Urbanization and the move out of subsistence agriculture have had a profound effect on employment patterns for women, especially among those who have not attained university education. Family farming and subsistence agriculture have become less and less important as other more attractive opportunities expand in the service and manufacturing sectors. In the ninth development plan the Turkish Government has set goals to increase the number of women who are actively employed. The national action plan for gender equality emphasizes that using women's talents and skills in the labor market not only provides families with more economic independence, but also increases women's self-confidence and social respectability. Higher female employment is instrumental in building capacity for economic growth and poverty reduction. Higher levels of female employment allow government investments in education to be used more efficiently as women use their acquired talents. Policies that can help improve women's opportunities for more and better jobs in Turkey include: (a) creating job opportunities for first time job seekers; and (b) promoting early childhood development programs (ECD), such as preschool education and public or subsidized childcare programs.Publication Low Female Labor Force Participation in Sri Lanka : Contributory Factors, Challenges and Policy Implications(Washington, DC, 2013-01)Even though Sri Lanka is a fore-runner in many human development dimensions and aspects of gender equality amongst the South Asian countries, it is similar to other South Asian countries when it comes to women's participation in economic activities. Female labor force participation has not changed much in recent decades and remained stagnant at a rate around 30 to 35 percent of working age women. This rate is much lower than one would expect given the educational attainment of the female population in Sri Lanka. In order to encourage increased women s participation in economic activities, the first condition is to understand what is keeping them out of the scene. This paper analyzes the underlying reasons behind low participation rates of women in economic activities. It also investigates the employment outcomes, occupational choice, rates of returns, and skills set of economically active women in comparison with men to identify and understand the gaps. The findings have been used to suggest potential policies and programs that can help remove some of those barriers and encourage and enable women to become more economically active in the labor market.Publication Good Jobs in Turkey(World Bank, Washington, DC, 2013-11)This joint study, by the World Bank and the Turkish Ministry of Development, explores the status and effects of good jobs in Turkey s current economy. After a brief account of economic events, it examines the relationship between growth and employment in Turkey, with a particular regard to the participation of different social groups in the labor market, such as women and youth. It then analyzes where jobs are being created and which activities are the most productive for the Turkish economy, and assesses if jobs have moved to more productive activities in recent years. Finally, the report proceeds to measure the impact of different types of jobs on the welfare of an entire household and on the household s relative position in the overall income distribution.Publication Growth, Employment, Skills and Female Labor Force(World Bank, Ankara, 2010-03)This report is organized as follows. After this introduction, the second section explains the main data sources used in the study. The third section discusses the relationship between sectoral output growth and employment generation, and presents basic estimates on growth elasticities. The fourth and fifth section presents detailed descriptive analyses on the pattern of employment growth. The sixth section summarizes the findings of an econometric analysis on labor market participation decisions, with a special emphasis on female labor, and the determinants of wages. The author estimate the multi-nominal logical model for labor market participation decisions of men and women living in urban regions for each year since 2000, and estimate the wage equation for 2006 by taking into account the labor market participation decision (the sample selection effect). The last section presents the main findings of the study.

Publication South Asia Development Update, April 2024: Jobs for Resilience(Washington, DC: World Bank, 2024-04-02)South Asia is expected to continue to be the fastest-growing emerging market and developing economy (EMDE) region over the next two years. This is largely thanks to robust growth in India, but growth is also expected to pick up in most other South Asian economies. However, growth in the near-term is more reliant on the public sector than elsewhere, whereas private investment, in particular, continues to be weak. Efforts to rein in elevated debt, borrowing costs, and fiscal deficits may eventually weigh on growth and limit governments' ability to respond to increasingly frequent climate shocks. Yet, the provision of public goods is among the most effective strategies for climate adaptation. This is especially the case for households and farms, which tend to rely on shifting their efforts to non-agricultural jobs. These strategies are less effective forms of climate adaptation, in part because opportunities to move out of agriculture are limited by the region’s below-average employment ratios in the non-agricultural sector and for women. Because employment growth is falling short of working-age population growth, the region fails to fully capitalize on its demographic dividend. Vibrant, competitive firms are key to unlocking the demographic dividend, robust private investment, and workers’ ability to move out of agriculture. A range of policies could spur firm growth, including improved business climates and institutions, the removal of financial sector restrictions, and greater openness to trade and capital flows.Publication Media and Messages for Nutrition and Health(World Bank, Washington, DC, 2020-06)The Lao People’s Democratic Republic (Lao PDR) has experienced rapid and significant economic growth over the past decade. However, poor nutritional outcomes remain a concern. Rates of childhood undernutrition are particularly high in remote, rural, and upland areas. Media have the potential to play an important role in shaping health and nutrition–related behaviors and practices as well as in promoting sociocultural and economic development that might contribute to improved nutritional outcomes. This report presents the results of a media audit (MA) that was conducted to inform the development and production of mass media advocacy and communication strategies and materials with a focus on maternal and child health and nutrition that would reach the most people from the poorest communities in northern Lao PDR. Making more people aware of useful information, essential services and products and influencing them to use these effectively is the ultimate goal of mass media campaigns, and the MA measures the potential effectiveness of media efforts to reach this goal. The effectiveness of communication channels to deliver health and nutrition messages to target beneficiaries to ensure maximum reach and uptake can be viewed in terms of preferences, satisfaction, and trust. Overall, the four most accessed media channels for receiving information among communities in the study areas were village announcements, mobile phones, television, and out-of-home (OOH) media. Of the accessed media channels, the top three most preferred channels were village announcements (40 percent), television (26 percent), and mobile phones (19 percent). In terms of trust, village announcements were the most trusted source of information (64 percent), followed by mobile phones (14 percent) and television (11 percent). Hence of all the media channels, village announcements are the most preferred, have the most satisfied users, and are the most trusted source of information in study communities from four provinces in Lao PDR with some of the highest burden of childhood undernutrition.Publication Remarks at the United Nations Biodiversity Conference(World Bank, Washington, DC, 2021-10-12)World Bank Group President David Malpass discussed biodiversity and climate change being closely interlinked, with terrestrial and marine ecosystems serving as critically important carbon sinks. At the same time climate change acts as a direct driver of biodiversity and ecosystem services loss. The World Bank has financed biodiversity conservation around the world, including over 116 million hectares of Marine and Coastal Protected Areas, 10 million hectares of Terrestrial Protected Areas, and over 300 protected habitats, biological buffer zones and reserves. The COVID pandemic, biodiversity loss, climate change are all reminders of how connected we are. The recovery from this pandemic is an opportunity to put in place more effective policies, institutions, and resources to address biodiversity loss.Publication The Journey Ahead(Washington, DC: World Bank, 2024-10-31)The Journey Ahead: Supporting Successful Migration in Europe and Central Asia provides an in-depth analysis of international migration in Europe and Central Asia (ECA) and the implications for policy making. By identifying challenges and opportunities associated with migration in the region, it aims to inform a more nuanced, evidencebased debate on the costs and benefits of cross-border mobility. Using data-driven insights and new analysis, the report shows that migration has been an engine of prosperity and has helped address some of ECA’s demographic and socioeconomic disparities. Yet, migration’s full economic potential remains untapped. The report identifies multiple barriers keeping migration from achieving its full potential. Crucially, it argues that policies in both origin and destination countries can help maximize the development impacts of migration and effectively manage the economic, social, and political costs. Drawing from a wide range of literature, country experiences, and novel analysis, The Journey Ahead presents actionable policy options to enhance the benefits of migration for destination and origin countries and migrants themselves. Some measures can be taken unilaterally by countries, whereas others require close bilateral or regional coordination. The recommendations are tailored to different types of migration— forced displacement as well as high-skilled and low-skilled economic migration—and from the perspectives of both sending and receiving countries. This report serves as a comprehensive resource for governments, development partners, and other stakeholders throughout Europe and Central Asia, where the richness and diversity of migration experiences provide valuable insights for policy makers in other regions of the world.Publication Economic Recovery(World Bank, Washington, DC, 2021-04-06)World Bank Group President David Malpass spoke about the world facing major challenges, including COVID, climate change, rising poverty and inequality and growing fragility and violence in many countries. He highlighted vaccines, working closely with Gavi, WHO, and UNICEF, the World Bank has conducted over one hundred capacity assessments, many even more before vaccines were available. The World Bank Group worked to achieve a debt service suspension initiative and increased transparency in debt contracts at developing countries. The World Bank Group is finalizing a new climate change action plan, which includes a big step up in financing, building on their record climate financing over the past two years. He noted big challenges to bring all together to achieve GRID: green, resilient, and inclusive development. Janet Yellen, U.S. Secretary of the Treasury, mentioned focusing on vulnerable people during the pandemic. Kristalina Georgieva, Managing Director of the International Monetary Fund, focused on giving everyone a fair shot during a sustainable recovery. All three commented on the importance of tackling climate change.
