Abstract
The authors describe and analyze an unconventional approach to river basin management in a developing country undergoing rapid economic, political, and institutional change. The founding of the Brantas River Basin Management Corporation (Perum Jasa Tirta I - PJT 1), a national state-owned company for river basin management, initiated an emphasis on river basin management to operate and maintain existing infrastructure, plan and implement the allocation of water, and address problems that affect basin-level water resources. The Brantas River basin is located within the province of East Java in Indonesia. It has an area of approximately 11,800 square kilometers and makes up 25 percent of East Java's land area. The basin's population, which amounts to nearly 15 million, has increased by 53.4 percent over the past 30 years and represents 42.4 percent of East Java's population with a density of 1,249 per square kilometer. A shift has taken place in Indonesia since the mid-1990s from emphasizing infrastructure development to strengthening institutional aspects (hydrology, flood fighting, flood warning, flood management, and so on). The institutional arrangement for water resources management in the Brantas basin through a state-owned corporation is an interesting model. PJT I has achieved results in implementing a reasonably good system of water allocation and management and a reliable flood forecasting system, as well as maintaining major infrastructure in fairly good condition. Managing water quality, catchment conditions, and the river environment, however, are the responsibility of many entities, and there is need for greater coordination and authority to address these issues.

Publication Geopolitics and the World Trading System(Washington, DC: World Bank, 2024-12-23)Until the beginning of this century, the GATT/WTO system worked. Economic research provided a compelling explanation. It showed that if governments maximize the well-being of their own countries broadly defined, GATT/WTO principles would facilitate mutually beneficial cooperation over their trade policy choices. Now heightened geopolitical rivalry seems to have undermined the WTO. A simple transposition of the previous rationalization suggests that geopolitics and trade cooperation are not compatible. The paper shows that this is only true if rivalry eclipses any consideration of own-country well-being. In all other circumstances, there are gains from trade cooperation even with geopolitics. Furthermore, the WTO’s relevance is in question only if it adheres too rigidly to its existing rules and norms. Through measured adaptation to the geopolitical imperative, the WTO can continue to thrive as a forum for multilateral trade cooperation in the age of geopolitics.Publication The Macroeconomic Implications of Climate Change Impacts and Adaptation Options(Washington, DC: World Bank, 2025-05-29)Estimating the macroeconomic implications of climate change impacts and adaptation options is a topic of intense research. This paper presents a framework in the World Bank's macrostructural model to assess climate-related damages. This approach has been used in many Country Climate and Development Reports, a World Bank diagnostic that identifies priorities to ensure continued development in spite of climate change and climate policy objectives. The methodology captures a set of impact channels through which climate change affects the economy by (1) connecting a set of biophysical models to the macroeconomic model and (2) exploring a set of development and climate scenarios. The paper summarizes the results for five countries, highlighting the sources and magnitudes of their vulnerability --- with estimated gross domestic product losses in 2050 exceeding 10 percent of gross domestic product in some countries and scenarios, although only a small set of impact channels is included. The paper also presents estimates of the macroeconomic gains from sector-level adaptation interventions, considering their upfront costs and avoided climate impacts and finding significant net gross domestic product gains from adaptation opportunities identified in the Country Climate and Development Reports. Finally, the paper discusses the limits of current modeling approaches, and their complementarity with empirical approaches based on historical data series. The integrated modeling approach proposed in this paper can inform policymakers as they make proactive decisions on climate change adaptation and resilience.Publication Global Poverty Revisited Using 2021 PPPs and New Data on Consumption(Washington, DC: World Bank, 2025-06-05)Recent improvements in survey methodologies have increased measured consumption in many low- and lower-middle-income countries that now collect a more comprehensive measure of household consumption. Faced with such methodological changes, countries have frequently revised upward their national poverty lines to make them appropriate for the new measures of consumption. This in turn affects the World Bank’s global poverty lines when they are periodically revised. The international poverty line, which is based on the typical poverty line in low-income countries, increases by around 40 percent to $3.00 when the more recent national poverty lines as well as the 2021 purchasing power parities are incorporated. The net impact of the changes in international prices, the poverty line, and new survey data (including new data for India) is an increase in global extreme poverty by some 125 million people in 2022, and a significant shift of poverty away from South Asia and toward Sub-Saharan Africa. The changes at higher poverty lines, which are more relevant to middle-income countries, are mixed.Publication From Patriarchy to Policy(Washington, DC: World Bank, 2025-05-29)Legal institutions play an important role in shaping gender equality in economic domains, from inheritance to labor markets. But where do gender equal laws come from? Using cross-country data on social norms and legal equality, this paper investigates the socio-cultural roots of gender inequity in the legal system and its implications for female labor force participation. To identify the impact of social norms, the analysis uses an empirical strategy that exploits pre-modern differences in ancestral patriarchal culture as an instrument for present-day gender norms. The findings show that ancestral patriarchal culture is a strong predictor of contemporary norms, and conservative social norms are associated with more gender inequality in the de jure legal framework, the de facto implementation of laws, and the labor market. The paper presents evidence for a political selection mechanism linking norms to laws: countries with more conservative norms elect political leaders who are more hostile to gender equality, who then pass less progressive legislation. The results highlight the cultural roots and political drivers of legalized gender inequality.Publication Global Socio-economic Resilience to Natural Disasters(Washington, DC: World Bank, 2025-05-22)Most disaster risk assessments use damages to physical assets as their central metric, often neglecting distributional impacts and the coping and recovery capacity of affected people. To address this shortcoming, the concepts of well-being losses and socio-economic resilience—the ability to experience asset losses without a decline in well-being—have been proposed. This paper uses microsimulations to produce a global estimate of well-being losses from, and socio-economic resilience to, natural disasters, covering 132 countries. On average, each $1 in disaster-related asset losses results in well-being losses equivalent to a $2 uniform national drop in consumption, with significant variation within and across countries. The poorest income quintile within each country incurs only 9% of national asset losses but accounts for 33% of well-being losses. Compared to high-income countries, low-income countries experience 67% greater well-being losses per dollar of asset losses and require 56% more time to recover. Socio-economic resilience is uncorrelated with exposure or vulnerability to natural hazards. However, a 10 percent increase in GDP per capita is associated with a 0.9 percentage point gain in resilience, but this benefit arises indirectly—such as through higher rate of formal employment, better financial inclusion, and broader social protection coverage—rather than from higher income itself. This paper assess ten policy options and finds that socio-economic and financial interventions (such as insurance and social protection) can effectively complement asset-focused measures (e.g., construction standards) and that interventions targeting low-income populations usually have higher returns in terms of avoided well-being losses per dollar invested.

Publication Institutional and Policy Analysis of River Basin Management : The Tárcoles River Basin, Costa Rica(World Bank, Washington, DC, 2005-05)This paper describes and analyzes the effort to institute river basin management in the Tárcoles basin of Costa Rica. Located in west-central Costa Rica, the Tárcoles basin represents 4.2 percent of the nation's total land area, but is home to half the nation's population and the metropolitan area of San José, the nation's capital and largest city. Water management issues include severe water pollution resulting from sewage, industrial waste discharges, agricultural runoff, and deforestation. In the early 1990s a locally-initiated effort established a river basin commission for the Río Grande de Tárcoles (CRGT), which was supported by the central government's environment ministry. Since the late 1990s, however, the DRGT has struggled through changes of leadership, inconsistent support from the central government, and waning participation from basin stakeholders. Despite several programs to arrest deforestation and encourage better industrial and agricultural practices, the basin's water problems continue largely unabated. The area covered by the Alto Tiete basin is almost coterminous with the Metropolitan Region of Sao Paulo. With a drainage area of 5,985 square kilometers (2.4 percent of the state's territory), the basin encompasses 35 of the 39 municipalities and 99.5 percent of the population of Greater Sao Paulo. Population growth and urban sprawl in Greater Sao Paulo have been rapid and uncontrolled in recent decades. In 2000, 17.8 million people lived in the basin and by 2010 the population is estimated to reach 20 million. This massive human occupation was accompanied by the large-scale construction of water infrastructure, including dams, pumping stations, canals, tunnels, and inter-basin transfers to and from neighboring basins. Today, the Alto-Tiete basin is served by a complex hydraulic and hydrological system. Despite this extensive water infrastructure, the water availability of the region is still very low (201Publication Comparison of Institutional Arrangements for River Basin Management in Eight Basins(World Bank, Washington, DC, 2005-06)This study represents an effort toward understanding conditions that affect successful or unsuccessful efforts to devolve water resource management to the river basin level and secure active stakeholder involvement. A theoretical framework is used to identify potentially important variables related to the likelihood of success. Using a comparative case-study approach, the study examined river basins where organizations have been developed at the basin scale and where organizations perform management functions such as planning, allocation, and pricing of water supplies, flood prevention and response, and water quality monitoring and improvement. This paper compares the alternative approaches to basin governance and management adopted in the following river basins: the Alto-Tiete and Jaguaribe River Basins, Brazil; the Brantas River Basin, East Java, Indonesia; the Fraser River Basin, British Columbia, Canada; the Guadalquivir Basin, Spain; the Murray-Darling River Basin, Australia; the Tarcoles River Basin, Costa Rica; and the Warta River Basin, Poland. The analysis focuses on how management has been organized and pursued in each case in light of its specific geographical, historical, and organizational contexts and the evolution of institutional arrangements. The cases are also compared and assessed for their observed degrees of success in achieving improved stakeholder participation and integrated water resources management.

Publication Honduras Country Climate and Development Report(World Bank, 2023-05-16)Honduras is highly vulnerable to extreme natural hazards, which are expected to increase because of climate change. These will have significant consequences for all of Honduran society, affecting important economic sectors and threatening food and water security and human health. The impacts of climate change are expected to disproportionately affect the poorest and most vulnerable, such as indigenous peoples and afro‑descendants (IPADs) and women. These impacts will likely compound existing challenges such as migration, internal displacement, and land conflicts and insecurity. Even though Honduras’s contribution to global emissions is significantly low, the country has opportunities to pursue low‑carbon development that will create co‑benefits and foster synergies with climate change adaptation, particularly in the agriculture, water, forestry, energy, and transport sector. This CCDR recommends focusing on a parallel approach of a) cross‑sectoral recommendations in the short term that allow for the creation of an enabling environment for sectoral recommendations in the long term and long term, while b) accelerating policy reforms and investments through a phased approach for priority sectors. This phased approach to sectoral action would help the country gradually enhance ambition while also harnessing the enhanced institutional capacities and increased enabling environment.Publication Impact of Climate Change in Health in Colombia and Recommendations for Mitigation and Adaptation(Washington, DC: World Bank, 2023-10-18)Climate change has been called the most important threat to human health in the 21st century. It is estimated that if thetemperature rises and its impact on the other climatic variablescontinues unchanged, it will kill more than 83 million people (1 percent of the world’s population) in the next 80 years (Wattset al. 2020)—13 times the toll of the COVID-19 pandemic (WorldHealth Organization 2023). Historically, only pandemics or worldwars have posed such threats to human health. As a result,the issue has aroused unprecedented attention. In 2021, the World Health Organization (WHO) declared climate changethe greatest health threat facing humanity (WHO 2021). Now, more than 195 governments have included climate change mitigation and adaptation as pillars in their multi-year plans, and government health sectors have been developing plans tomeasure and respond to the impact of climate change on health. However, recognition of the links between climate change and health remains nascent, so these efforts have not yet been accompanied by strategic and actionable approaches to measure the impacts and ground the responses. It draws from secondary research and applies experience to provide a pathway to the successful integration of gender into the design and implementation of land projects, programs and activities to ensure women’s rights to housing, land and property are recognized and protected. The Toolkit provides users with a blueprint for building strategies and good practices to overcome the legal, social, and structural barriers preventing women from exercising their land rights. It aims to ensure significant and meaningful participation of women in land projects in all spaces, rural, peri-urban, and urban.
