dc.description.abstractThis Country Economic Memorandum (CEM) contributes to the Government’s diversification agenda by identifying and advocating key policies and reforms to build the foundations for more “diversified development” in Congo that will support long-term economic growth and prospects for a better life for the Congolese people. The report comprises six chapters. The first chapter discusses Congo’s economic developments during the last 15 years and analyzes in detail the factors that prevented the country from diversifying its assets. Since rising labor productivity is required to boost the growth of Congo’s income per capita, the second chapter analyzes labor productivity using firm level data, a first attempt in Congo. Because removing barriers to competition enhances productivity, the third chapter undertakes a diagnostic of competition practices, including the role of state-owned enterprises (SOEs), and provides a detailed analysis of the electricity and telecommunication competition environments. The fourth chapter explores the extent to which digital transformation and access to reliable electricity services can spur productivity and economic growth. As greater trade integration is a driver of structural transformation, the fifth chapter discusses trade patterns and explores the opportunities for Congo to diversify its exports. The sixth chapter looks over two key trade-related topics, logistics and ecotourism, that have the potential to contribute significantly to export and economic diversification in Congo.en
dc.description.abstractCe Mémorandum économique du pays (CEM) contribue au programme de diversification du gouvernement dans la mesure où il définit et préconise des politiques et des réformes clés pour jeter les bases d’un « développement plus diversifié » au Congo en appui à une croissance économique à long terme et aux perspectives d’une vie meilleure pour le peuple congolais. Le rapport comprend six chapitres. Le premier chapitre traite de l’évolution économique du Congo au cours des 15 dernières années et analyse en détail les facteurs qui ont empêché le pays de diversifier ses actifs. Étant donné qu’il est nécessaire d’améliorer la productivité du travail si l’on veut stimuler la croissance du revenu par habitant du Congo, le deuxième chapitre analyse la productivité du travail à l’aide de données au niveau des entreprises. C'est la première tentative d’une analyse de ce genre au Congo. Comme la suppression des obstacles à la concurrence améliore la productivité, le troisième chapitre établit un diagnostic des pratiques en matière de concurrence, y compris le rôle des entreprises publiques (EP), et présente une analyse détaillée du cadre de concurrence dans les secteurs de l’électricité et des télécommunications. Le quatrième chapitre examine l’étendue du rôle de la transformation numérique et l’accès à des services d’électricité fiables dans la stimulation de la productivité et de la croissance économique. Comme une plus grande intégration commerciale est un moteur de transformation structurelle, le cinquième chapitre se penche sur les échanges commerciaux et étudie les opportunités pour la République du Congo de diversifier ses exportations.
