Abstract
Watson, Crawford, and Farley examine the ways in which science and technology (S&T) support poverty alleviation and economic development and how these themes have been given emphasis or short shrift in various areas of the World Bank's work. Central to their thesis is the now well-established argument that development will increasingly depend on a country's ability to understand, interpret, select, adapt, use, transmit, diffuse, produce, and commercialize scientific and technological knowledge in ways appropriate to its culture, aspirations, and level of development. The authors go beyond this tenet, analyzing the importance of S&T for development within specific sectors. They present policy options for enhancing the effectiveness of S&T systems in developing countries, review previous experience of the World Bank and other donors in supporting S&T, and suggest changes that the World Bank and its partners can adopt to increase the impact of the work currently undertaken in S&T. The authors' main messages are: 1) S&T has always been important for development, but the unprecedented pace of advancement of scientific knowledge is rapidly creating new opportunities for and threats to development. 2) Most developing countries are largely unprepared to deal with the changes that S&T advancement will bring. 3) The World Bank's numerous actions in various domains of S&T could be more effective in producing the needed capacity improvements in client countries. 4) The World Bank could have a greater impact if it paid increased attention to S&T in education, health, rural development, private sector development, and the environment. The strategy emphasizes four S&T policy areas: education and human resources development, the private sector, the public sector, and information communications technologies.

    Global Poverty Revisited Using 2021 PPPs and New Data on Consumption

    Recent improvements in survey methodologies have increased measured consumption in many low- and lower-middle-income countries that now collect a more comprehensive measure of household consumption. Faced with such methodological changes, countries have frequently revised upward their national poverty lines to make them appropriate for the new measures of consumption. This in turn affects the World Bank’s global poverty lines when they are periodically revised. The international poverty line, which is based on the typical poverty line in low-income countries, increases by around 40 percent to $3.00 when the more recent national poverty lines as well as the 2021 purchasing power parities are incorporated. The net impact of the changes in international prices, the poverty line, and new survey data (including new data for India) is an increase in global extreme poverty by some 125 million people in 2022, and a significant shift of poverty away from South Asia and toward Sub-Saharan Africa. The changes at higher poverty lines, which are more relevant to middle-income countries, are mixed.

    The Macroeconomic Implications of Climate Change Impacts and Adaptation Options

    Estimating the macroeconomic implications of climate change impacts and adaptation options is a topic of intense research. This paper presents a framework in the World Bank's macrostructural model to assess climate-related damages. This approach has been used in many Country Climate and Development Reports, a World Bank diagnostic that identifies priorities to ensure continued development in spite of climate change and climate policy objectives. The methodology captures a set of impact channels through which climate change affects the economy by (1) connecting a set of biophysical models to the macroeconomic model and (2) exploring a set of development and climate scenarios. The paper summarizes the results for five countries, highlighting the sources and magnitudes of their vulnerability --- with estimated gross domestic product losses in 2050 exceeding 10 percent of gross domestic product in some countries and scenarios, although only a small set of impact channels is included. The paper also presents estimates of the macroeconomic gains from sector-level adaptation interventions, considering their upfront costs and avoided climate impacts and finding significant net gross domestic product gains from adaptation opportunities identified in the Country Climate and Development Reports. Finally, the paper discusses the limits of current modeling approaches, and their complementarity with empirical approaches based on historical data series. The integrated modeling approach proposed in this paper can inform policymakers as they make proactive decisions on climate change adaptation and resilience.

    Gender Gaps in the Performance of Small Firms: Evidence from Urban Peru

    This paper estimates the gender gap in the performance of firms in Peru using representative data on both formal and informal firms. On average, informal female-led firms have lower sales, labor productivity, and profits compared to their male-led counterparts, with differences more pronounced when controlling for observable determinants of firm performance. However, gender gaps are only significant at the bottom of the performance distribution of informal firms, and these gaps disappear at the top of the distribution of informal firms and for formal firms. Possible explanations for the performance gaps at the bottom of the distribution include the higher likelihood of small, female-led firms being home-based, which is linked to lower profits, and their concentration in less profitable sectors. The paper provides suggestive evidence that household responsibilities play a key role in explaining the gender gap in firm performance among informal firms. Therefore, policies that promote access to care services or foster a more equal distribution of household activities may reduce gender productivity gaps and allow for a more efficient allocation of resources.

    The Exposure of Workers to Artificial Intelligence in Low- and Middle-Income Countries

    Research on the labor market implications of artificial intelligence has focused principally on high-income countries. This paper analyzes this issue using microdata from a large set of low- and middle-income countries, applying a measure of potential artificial intelligence occupational exposure to a harmonized set of labor force surveys for 25 countries, covering a population of 3.5 billion people. The approach advances work by using harmonized microdata at the level of individual workers, which allows for a multivariate analysis of factors associated with exposure. Additionally, unlike earlier papers, the paper uses highly detailed (4 digit) occupation codes, which provide a more reliable mapping of artificial intelligence exposure to occupation. Results within countries, show that artificial intelligence exposure is higher for women, urban workers, and those with higher education. Exposure decreases by country income level, with high exposure for just 12 percent of workers in low-income countries and 15 percent of workers in lower-middle-income countries. Furthermore, lack of access to electricity limits effective exposure in low-income countries. These results suggest that for developing countries, and in particular low-income countries, the labor market impacts of artificial intelligence will be more limited than in high-income countries. While greater exposure to artificial intelligence indicates larger potential for future changes in certain occupations, it does not equate to job loss, as it could result in augmentation of worker productivity, automation of some tasks, or both.

    Geopolitical Risks and Trade

    This paper studies the impact of geopolitical risks on international trade, using the Geopolitical Risk (GPR) index of Caldara and Iacoviello (2022) and an empirical gravity model. The impact of spikes in geopolitical risk on trade is negative, strong, and heterogeneous across sectors. The findings show that increases in geopolitical risk reduce trade by about 30 to 40 percent. These effects are equivalent to an increase of global tariffs of up to 14 percent. Services trade is most vulnerable to geopolitical risks, followed by agriculture, and the impact on manufacturing trade is moderate. These negative effects are partially mitigated by cultural and geographic proximity, as well as by the presence of trade agreements.

    Global agriculture will face multiple challenges over the coming decades. It must produce more food to feed an increasingly affluent and growing world population that will demand a more diverse diet, contribute to overall development and poverty alleviation in many developing countries, confront increased competition for alternative uses of finite land and water resources, adapt to climate change, and contribute to preserving biodiversity and restoring fragile ecosystems. Climate change will bring higher average temperatures, changes in rainfall patterns, and more frequent extreme events, multiplying the threats to sustainable food security. Addressing these challenges requires co-ordinated responses from the public and private sectors and civil society that will need to be adapted to the specific circumstances of different types of farmers in countries at all levels of development. The recommendations provided are broadly of two types: specific actions that can contribute in some way to improving productivity growth or sustainable resource use (whether building on existing initiatives or suggesting new activities) and more general proposals that may not be actionable as presented but that serve to highlight areas for priority attention. This report also invites G20 countries to engage in a medium, to long-term, analysis-based peer review of policies fostering sustainable productivity growth, which would identify specific constraints and opportunities, beginning with their own food and agriculture sectors. In addition to possible benefits to participating countries, a peer review process could contribute to the identification of best policies and best policy packages to achieve the widely held aim of sustainably improving productivity of the global food and agriculture system. While such an initiative is proposed to and for G20 countries, it could have much wider application to interested countries.

    Global Public Policies and Programs : Implications for Financing and Evaluation

    These are the proceedings from a World Bank workshop on global public policies, and programs, assembled from transcripts, and accompanying papers. The combination of market failure, and limited institutional capacity to influence economic, and social change across national borders, underlies public discontent with aid. This formed the basis for discussions, looking for new approaches to the development assistance business, taking into account the growing integration of the global economy, and arguing that, beyond supporting market-friendly reforms, aid strategies must be designed to overcome social, and structural constraints to sustainable development. The broad range of cases examined include efforts to craft commonly accepted standards for the design, and operation of large dams; they address issues of global financial instability; explore the implications of intellectual property rights protection for developing countries; describe the promotion of international agricultural research; probe the implementation of international public health programs; and, identify the dilemmas associated with the financing, and evaluation of global public policies, and programs. Such programs have become center stage because of irreversible processes associated with globalization, and, similar initiatives will dominate the development scene for years to come.

    Agricultural Education, Science and Modern Technology's Role in Solving the Problems of Global Food Resources in the 21st Century

    The growth of agriculture output over the past 200 years has been phenomenal. When Malthus wrote in 1798, he perceived limits on agricultural production as serious and imminent. Since then world population has increased by six-fold and global agricultural production has more than kept pace. Falling real grain prices for most of the 20th Century are cited as evidence. The sources of the increase in food production, however, have been quite different and have come in distinct waves. For most of the 19th century, increased output came from expanded land area in production. Science-based agriculture is really a post-Mendel phenomenon. In the 20th century, new technology came in different forms. First, mechanical technology, particularly the tractor, made possible cultivating more acres and freed enormous areas used for producing fuel for draft animals, for food production. Improvements in breeding and agronomy in the middle part of the century opened the possibility of substantially increasing yields per unit of land through the use of chemical fertilizers and pesticides. As we look to the 21st century, this conference is asking a critical question about the role of knowledge, science and technology in meeting future global food needs.

    Comprehensive Assessment of the Agriculture Sector in Liberia : Volume 1, Synthesis Report

    The overall objective of the Comprehensive Assessment of the Agricultural Sector (CAAS) is to provide an evidence base to enable appropriate strategic policy responses by the Government of Liberia (GoL) and its development partners in order to maximize the contribution of the agriculture sector to the Government's overarching policy objectives. Given the strong relationship between growth in agricultural productivity and poverty reduction, future efforts in Liberia need to focus on productivity enhancing measures with a pro-poor focus that increase incomes. Growth based on extensification using traditional technologies is generally not profitable and has damaging implications for the environment. Given the low level of assets possessed by most Liberians, future efforts need to address the question of access to assets (i.e. land, knowledge and inputs) in addition to providing opportunities and an enabling environment. Liberia needs to make concerted efforts to preserve and consolidate its emerging stability by focusing on interventions to ensure food security and poverty alleviation at the community and household levels. Improving access to food and generating sustainable, remunerative activities and employment are crucial to this process. This report is designed to assist in indicating and specifying the potential role of specified agricultural commodity value chains in achieving the priority objectives of the government by focusing on small holders, traditional farming, and food security and forms an input for the preparation of a strategic orientation framework to achieve sustainable food security, nutrition and agricultural development. This report reviews gender issues in Liberia's agriculture and rural sector with a special focus on rural women and how to improve their participation and contribution to rural development. The report reviews women's roles in agriculture and the rural economy; their access to key inputs and services which are essential to carry out their socio-economic role in rural areas; as well as gender-related social trends and problems that may have an impact on productivity and poverty reduction in rural areas. The assessment also reviews the institutional and policy framework for agriculture and rural development and identifies opportunities to improve the rural sector's capacity to address gender issues and support female farmers and rural entrepreneurs. The findings and recommendations will inform the reform of the sector, currently underway, and thereby support the GoL poverty reduction effort and the implementation of the Interim Poverty Reduction Strategy Paper (IPRSP).

    Egypt - Linking Funding to Outputs : Expenditures of the Ministry of Agriculture and Land Reclamation

    This review of the on-budget expenditure of the Ministry of Agriculture and Land Reclamation (MALR) in Egypt describes the broad outline of the MARL's expenditures and identifies key themes and issues. The report examines how the context of the agricultural sector has changed, and the adjustment challenge that such change poses for the MALR. It explains how the MALR is thinking about the future, describes the structures of the MALR, and presents expenditure trends for the MALR down to the sector or authority level. Also, the document identifies some key issues to be addressed and zooms in on the research institutions of the MALR, the Agricultural Research Centre and the Desert Research Centre.

    This year’s Word Development Report (WDR), the twenty-eighth, looks at the role of equity in the development process. It defines equity in terms of two basic principles. The first is equal opportunities: that a person’s chances in life should be determined by his or her talents and efforts, rather than by pre-determined circumstances such as race, gender, social or family background. The second principle is the avoidance of extreme deprivation in outcomes, particularly in health, education and consumption levels. This principle thus includes the objective of poverty reduction. The report’s main message is that, in the long run, the pursuit of equity and the pursuit of economic prosperity are complementary. In addition to detailed chapters exploring these and related issues, the Report contains selected data from the World Development Indicators 2005‹an appendix of economic and social data for over 200 countries. This Report offers practical insights for policymakers, executives, scholars, and all those with an interest in economic development.

    Classroom Assessment to Support Foundational Literacy

    This document focuses primarily on how classroom assessment activities can measure students’ literacy skills as they progress along a learning trajectory towards reading fluently and with comprehension by the end of primary school grades. The document addresses considerations regarding the design and implementation of early grade reading classroom assessment, provides examples of assessment activities from a variety of countries and contexts, and discusses the importance of incorporating classroom assessment practices into teacher training and professional development opportunities for teachers. The structure of the document is as follows. The first section presents definitions and addresses basic questions on classroom assessment. Section 2 covers the intersection between assessment and early grade reading by discussing how learning assessment can measure early grade reading skills following the reading learning trajectory. Section 3 compares some of the most common early grade literacy assessment tools with respect to the early grade reading skills and developmental phases. Section 4 of the document addresses teacher training considerations in developing, scoring, and using early grade reading assessment. Additional issues in assessing reading skills in the classroom and using assessment results to improve teaching and learning are reviewed in section 5. Throughout the document, country cases are presented to demonstrate how assessment activities can be implemented in the classroom in different contexts.

    Morocco Economic Update, Winter 2025

    Despite the drought causing a modest deceleration of overall GDP growth to 3.2 percent, the Moroccan economy has exhibited some encouraging trends in 2024. Non-agricultural growth has accelerated to an estimated 3.8 percent, driven by a revitalized industrial sector and a rebound in gross capital formation. Inflation has dropped below 1 percent, allowing Bank al-Maghrib to begin easing its monetary policy. While rural labor markets remain depressed, the economy has added close to 162,000 jobs in urban areas. Morocco’s external position remains strong overall, with a moderate current account deficit largely financed by growing foreign direct investment inflows, underpinned by solid investor confidence indicators. Despite significant spending pressures, the debt-to-GDP ratio is slowly declining.

    World Development Report 1994, the seventeenth in this annual series, examines the link between infrastructure and development and explores ways in which developing countries can improve both the provision and the quality of infrastructure services. In recent decades, developing countries have made substantial investments in infrastructure, achieving dramatic gains for households and producers by expanding their access to services such as safe water, sanitation, electric power, telecommunications, and transport. Even more infrastructure investment and expansion are needed in order to extend the reach of services - especially to people living in rural areas and to the poor. But as this report shows, the quantity of investment cannot be the exclusive focus of policy. Improving the quality of infrastructure service also is vital. Both quantity and quality improvements are essential to modernize and diversify production, help countries compete internationally, and accommodate rapid urbanization. The report identifies the basic cause of poor past performance as inadequate institutional incentives for improving the provision of infrastructure. To promote more efficient and responsive service delivery, incentives need to be changed through commercial management, competition, and user involvement. Several trends are helping to improve the performance of infrastructure. First, innovation in technology and in the regulatory management of markets makes more diversity possible in the supply of services. Second, an evaluation of the role of government is leading to a shift from direct government provision of services to increasing private sector provision and recent experience in many countries with public-private partnerships is highlighting new ways to increase efficiency and expand services. Third, increased concern about social and environmental sustainability has heightened public interest in infrastructure design and performance. This report includes the World Development Indicators, which offer selected social and economic statistics for 132 countries.

    Argentina Country Climate and Development Report

    The Argentina Country Climate and Development Report (CCDR) explores opportunities and identifies trade-offs for aligning Argentina’s growth and poverty reduction policies with its commitments on, and its ability to withstand, climate change. It assesses how the country can: reduce its vulnerability to climate shocks through targeted public and private investments and adequation of social protection. The report also shows how Argentina can seize the benefits of a global decarbonization path to sustain a more robust economic growth through further development of Argentina’s potential for renewable energy, energy efficiency actions, the lithium value chain, as well as climate-smart agriculture (and land use) options. Given Argentina’s context, this CCDR focuses on win-win policies and investments, which have large co-benefits or can contribute to raising the country’s growth while helping to adapt the economy, also considering how human capital actions can accompany a just transition.
