Abstract
Reliable evidence on the quality of current WSS service conditions is scarce and consumer experience and views and voices are not systematically collected and used for policy development. International experience suggests that poor drinking water and sanitation services can cause households to incur high costs for dealing with this situation. However, in Uzbekistan and other Central Asian countries, there is a lack of data on service quality and on such coping costs. Together with limited feedback from consumers to those that design WSS policies and programs this makes it difficult to design effective reform measures and assess their ex-ante impact on households, in particular for those at the bottom of the income distribution. This study assesses consumer experiences with current WSS services across a range of selected sites in Uzbekistan and determines consumer readiness for reform. First of all, the study analyses how surveyed consumers currently meet their drinking water and sanitation needs and what proportion of their household budget is spent on meeting their WSS needs. Second it assesses the interaction between consumers and service providers. Third it examines stakeholder views and positions on service modernization needs and assesses consumer willingness to pay for quality networked WSS services. Comparisons are made across consumers in a selection of cities, small towns and rural areas, between consumers that are connected to a networked service and those that are not, and between households in the bottom 40 percent and top 60 percent of the income distribution (as estimated through a wealth index).

Publication East Asia and the Pacific Region Urban Sanitation Review : A Call for Action(Washington, DC, 2013-11)This study summarizes the main challenges to scaling up access to sustainable sanitation services in the urban areas of three countries in the East Asia and Pacific region-Indonesia, Philippines and Vietnam-and proposes the main steps these countries need to take to redress the status quo. The report is divided into four chapters. The first chapter provides an overview of the current level and quality of access to urban sanitation in the region. The second chapter examines the causes leading to the current state of urban sanitation, using four thematic areas: people, technology, institutions and finance. The third chapter identifies those factors that need to be in place to trigger a different way of doing business in the sector and that may ultimately lead to transformational changes. The final chapter proposes recommendations on how countries can upgrade and scale up urban sanitation services.Publication Africa's Water and Sanitation Infrastructure : Access, Affordability, and Alternatives(World Bank, 2011-03-09)The Africa Infrastructure Country Diagnostic (AICD) has produced continent-wide analysis of many aspects of Africa's infrastructure challenge. The main findings were synthesized in a flagship report titled Africa's Infrastructure: a time for transformation, published in November 2009. Meant for policy makers, that report necessarily focused on the high-level conclusions. It attracted widespread media coverage feeding directly into discussions at the 2009 African Union Commission Heads of State Summit on Infrastructure. Although the flagship report served a valuable role in highlighting the main findings of the project, it could not do full justice to the richness of the data collected and technical analysis undertaken. There was clearly a need to make this more detailed material available to a wider audience of infrastructure practitioners. Hence the idea of producing four technical monographs, such as this one, to provide detailed results on each of the major infrastructure sectors, information and communication technologies (ICT), power, transport, and water, as companions to the flagship report. These technical volumes are intended as reference books on each of the infrastructure sectors. They cover all aspects of the AICD project relevant to each sector, including sector performance, gaps in financing and efficiency, and estimates of the need for additional spending on investment, operations, and maintenance. Each volume also comes with a detailed data appendix, providing easy access to all the relevant infrastructure indicators at the country level, which is a resource in and of itself.Publication Do Pro-Poor Policies Increase Water Coverage? An Analysis of Service Delivery in Kampala's Informal Settlements(Washington, DC, 2014)Uganda is one of the poorest countries in Africa with a gross national income (GNI) per capita in 2010 of United States (U.S.) $500 compared with the Sub-Saharan regional average of $1,170. Uganda's population growth of over 3 percent per year, one of the highest in the world, puts a considerable strain on public sector service delivery, not just for water and sanitation but also in other areas such as health, education, and transport. The aim of this study is to assess the impact of the pro-poor policies introduced by the National Water and Sewerage Corporation (NWSC) between 2004 and 2010, by analyzing the effectiveness, efficiency, and equity of these policies and strategies implemented by the Government of Uganda (GoU) and NWSC to increase coverage of urban water supply services in poor settlements. The study focuses exclusively on the area of Kampala city, the capital of Uganda, as this constitutes the largest service area of the NWSC - with approximately 60 percent of its connections and 64 percent of its revenues. The assessment of the impact of the pro-poor policies on the poor in Kampala is based on an analysis of the effectiveness, the efficiency, and the equity of these policies since 2004. The report is divided into the following six chapters: chapter one gives the introduction of the report and presents the objectives and methods used. Chapter two presents an overview of the water sector in Kampala, including the legal, institutional, and regulatory framework, a definition of poverty in Kampala and what this means for poor households. Chapter three describes the urban water sector policy and the strategy developed by the NWSC to expand services and improve financial performance. Chapter four analyzes in detail the impact of NWSC policies and water supply delivery mechanisms on services to poor households in Kampala. Chapter five contains the conclusions of the study. Chapter six contains recommendations for further analysis which can be undertaken by the NWSC, GoU, and or the World Bank.Publication Evaluation of Small-Scale Providers of Water Supply and Sanitation Services in Peru(Washington, DC, 2007-06)The Water and Sanitation Program (WSP), administered by the World Bank, helps countries find sustainable solutions to ensure efficient delivery of the quality water supply and sanitation services the population demands. The WSP is carrying out a systematic analysis in several countries to identify the role of small-scale providers (SSP) of water and sanitation services to poor populations not served by public and private entities. The study also examines how these operators fit in and respond to sector policies and the organization of the sector in each country. The objective of this study is to identify the reasons for the existence of small-scale providers of water SSP in Peru and to evaluate the experience of these operators, with an emphasis on their coverage, service quality, costs and sustainability. The evaluation also includes proposals to improve service to the market traditionally served by SSP. The study was divided into three phases: (a) a sector assessment to determine why sector policies and financial and institutional resources have not produced service provision to the entire population, particularly to the segments served by SSP; (b) surveys in 14 communities with SSP and an analysis of responses to questions pertaining to legal, technical, market and financial aspects, as well as consumers' perceptions; and (c) sector policy recommendations with respect to SSP, and suggestions for priority projects to support better service delivery.Publication Better Water and Sanitation for the Urban Poor : Good Practice from Sub-Saharan Africa(Kenya: European Communities and Water Utility Partnership, 2003-07)The document is structured in three parts covering the key thematic areas of water supply service delivery, sanitation service delivery, and overall policy. Each part describes a series of different actions that can be taken to improve service delivery to low-income communities, outlines key lessons and challenges and identifies the principles of good practice. This project is aimed at developing a better understanding of the conditions necessary for water and sanitation services to reach low-income communities. It sought to build on the knowledge and experience of the various actors currently involved in delivering or supporting these services. One of the main observations of the authors is that there is never just one solution to any particular problem. Within each country context, the key to a successful strategy lies in the capacity of practitioners working in the water and sanitation sector to innovate and to adapt solutions to address local constraints and opportunities. This document aims to: (i) describe the challenges facing service delivery to low-income urban communities; (ii) outline key principles that guide water and sanitation sector practitioners in the delivery of services to the urban poor; and (iii) provide tangible examples from a range of sub-saharan African countries to illustrate these principles and challenges.

Publication Argentina Country Climate and Development Report(World Bank, Washington, DC, 2022-11)The Argentina Country Climate and Development Report (CCDR) explores opportunities and identifies trade-offs for aligning Argentina’s growth and poverty reduction policies with its commitments on, and its ability to withstand, climate change. It assesses how the country can: reduce its vulnerability to climate shocks through targeted public and private investments and adequation of social protection. The report also shows how Argentina can seize the benefits of a global decarbonization path to sustain a more robust economic growth through further development of Argentina’s potential for renewable energy, energy efficiency actions, the lithium value chain, as well as climate-smart agriculture (and land use) options. Given Argentina’s context, this CCDR focuses on win-win policies and investments, which have large co-benefits or can contribute to raising the country’s growth while helping to adapt the economy, also considering how human capital actions can accompany a just transition.Publication World Development Report 2006(Washington, DC, 2005)This year’s Word Development Report (WDR), the twenty-eighth, looks at the role of equity in the development process. It defines equity in terms of two basic principles. The first is equal opportunities: that a person’s chances in life should be determined by his or her talents and efforts, rather than by pre-determined circumstances such as race, gender, social or family background. The second principle is the avoidance of extreme deprivation in outcomes, particularly in health, education and consumption levels. This principle thus includes the objective of poverty reduction. The report’s main message is that, in the long run, the pursuit of equity and the pursuit of economic prosperity are complementary. In addition to detailed chapters exploring these and related issues, the Report contains selected data from the World Development Indicators 2005‹an appendix of economic and social data for over 200 countries. This Report offers practical insights for policymakers, executives, scholars, and all those with an interest in economic development.Publication Morocco Economic Update, Winter 2025(Washington, DC: World Bank, 2025-04-03)Despite the drought causing a modest deceleration of overall GDP growth to 3.2 percent, the Moroccan economy has exhibited some encouraging trends in 2024. Non-agricultural growth has accelerated to an estimated 3.8 percent, driven by a revitalized industrial sector and a rebound in gross capital formation. Inflation has dropped below 1 percent, allowing Bank al-Maghrib to begin easing its monetary policy. While rural labor markets remain depressed, the economy has added close to 162,000 jobs in urban areas. Morocco’s external position remains strong overall, with a moderate current account deficit largely financed by growing foreign direct investment inflows, underpinned by solid investor confidence indicators. Despite significant spending pressures, the debt-to-GDP ratio is slowly declining.Publication Digital Africa(Washington, DC: World Bank, 2023-03-13)All African countries need better and more jobs for their growing populations. "Digital Africa: Technological Transformation for Jobs" shows that broader use of productivity-enhancing, digital technologies by enterprises and households is imperative to generate such jobs, including for lower-skilled people. At the same time, it can support not only countries’ short-term objective of postpandemic economic recovery but also their vision of economic transformation with more inclusive growth. These outcomes are not automatic, however. Mobile internet availability has increased throughout the continent in recent years, but Africa’s uptake gap is the highest in the world. Areas with at least 3G mobile internet service now cover 84 percent of Africa’s population, but only 22 percent uses such services. And the average African business lags in the use of smartphones and computers as well as more sophisticated digital technologies that catalyze further productivity gains. Two issues explain the usage gap: affordability of these new technologies and willingness to use them. For the 40 percent of Africans below the extreme poverty line, mobile data plans alone would cost one-third of their incomes—in addition to the price of access devices, apps, and electricity. Data plans for small- and medium-size businesses are also more expensive than in other regions. Moreover, shortcomings in the quality of internet services—and in the supply of attractive, skills-appropriate apps that promote entrepreneurship and raise earnings—dampen people’s willingness to use them. For those countries already using these technologies, the development payoffs are significant. New empirical studies for this report add to the rapidly growing evidence that mobile internet availability directly raises enterprise productivity, increases jobs, and reduces poverty throughout Africa. To realize these and other benefits more widely, Africa’s countries must implement complementary and mutually reinforcing policies to strengthen both consumers’ ability to pay and willingness to use digital technologies. These interventions must prioritize productive use to generate large numbers of inclusive jobs in a region poised to benefit from a massive, youthful workforce—one projected to become the world’s largest by the end of this century.Publication Classroom Assessment to Support Foundational Literacy(Washington, DC: World Bank, 2025-03-21)This document focuses primarily on how classroom assessment activities can measure students’ literacy skills as they progress along a learning trajectory towards reading fluently and with comprehension by the end of primary school grades. The document addresses considerations regarding the design and implementation of early grade reading classroom assessment, provides examples of assessment activities from a variety of countries and contexts, and discusses the importance of incorporating classroom assessment practices into teacher training and professional development opportunities for teachers. The structure of the document is as follows. The first section presents definitions and addresses basic questions on classroom assessment. Section 2 covers the intersection between assessment and early grade reading by discussing how learning assessment can measure early grade reading skills following the reading learning trajectory. Section 3 compares some of the most common early grade literacy assessment tools with respect to the early grade reading skills and developmental phases. Section 4 of the document addresses teacher training considerations in developing, scoring, and using early grade reading assessment. Additional issues in assessing reading skills in the classroom and using assessment results to improve teaching and learning are reviewed in section 5. Throughout the document, country cases are presented to demonstrate how assessment activities can be implemented in the classroom in different contexts.
