Abstract
The Water and Sanitation Program (WSP), administered by the World Bank, helps countries find sustainable solutions to ensure efficient delivery of the quality water supply and sanitation services the population demands. The WSP is carrying out a systematic analysis in several countries to identify the role of small-scale providers (SSP) of water and sanitation services to poor populations not served by public and private entities. The study also examines how these operators fit in and respond to sector policies and the organization of the sector in each country. The objective of this study is to identify the reasons for the existence of small-scale providers of water SSP in Peru and to evaluate the experience of these operators, with an emphasis on their coverage, service quality, costs and sustainability. The evaluation also includes proposals to improve service to the market traditionally served by SSP. The study was divided into three phases: (a) a sector assessment to determine why sector policies and financial and institutional resources have not produced service provision to the entire population, particularly to the segments served by SSP; (b) surveys in 14 communities with SSP and an analysis of responses to questions pertaining to legal, technical, market and financial aspects, as well as consumers' perceptions; and (c) sector policy recommendations with respect to SSP, and suggestions for priority projects to support better service delivery.

    Do Pro-Poor Policies Increase Water Coverage? An Analysis of Service Delivery in Kampala's Informal Settlements

    Uganda is one of the poorest countries in Africa with a gross national income (GNI) per capita in 2010 of United States (U.S.) $500 compared with the Sub-Saharan regional average of $1,170. Uganda's population growth of over 3 percent per year, one of the highest in the world, puts a considerable strain on public sector service delivery, not just for water and sanitation but also in other areas such as health, education, and transport. The aim of this study is to assess the impact of the pro-poor policies introduced by the National Water and Sewerage Corporation (NWSC) between 2004 and 2010, by analyzing the effectiveness, efficiency, and equity of these policies and strategies implemented by the Government of Uganda (GoU) and NWSC to increase coverage of urban water supply services in poor settlements. The study focuses exclusively on the area of Kampala city, the capital of Uganda, as this constitutes the largest service area of the NWSC - with approximately 60 percent of its connections and 64 percent of its revenues. The assessment of the impact of the pro-poor policies on the poor in Kampala is based on an analysis of the effectiveness, the efficiency, and the equity of these policies since 2004. The report is divided into the following six chapters: chapter one gives the introduction of the report and presents the objectives and methods used. Chapter two presents an overview of the water sector in Kampala, including the legal, institutional, and regulatory framework, a definition of poverty in Kampala and what this means for poor households. Chapter three describes the urban water sector policy and the strategy developed by the NWSC to expand services and improve financial performance. Chapter four analyzes in detail the impact of NWSC policies and water supply delivery mechanisms on services to poor households in Kampala. Chapter five contains the conclusions of the study. Chapter six contains recommendations for further analysis which can be undertaken by the NWSC, GoU, and or the World Bank.

    Social Impact Analysis of Water Supply and Sanitation Services in Central Asia

    Reliable evidence on the quality of current WSS service conditions is scarce and consumer experience and views and voices are not systematically collected and used for policy development. International experience suggests that poor drinking water and sanitation services can cause households to incur high costs for dealing with this situation. However, in Uzbekistan and other Central Asian countries, there is a lack of data on service quality and on such coping costs. Together with limited feedback from consumers to those that design WSS policies and programs this makes it difficult to design effective reform measures and assess their ex-ante impact on households, in particular for those at the bottom of the income distribution. This study assesses consumer experiences with current WSS services across a range of selected sites in Uzbekistan and determines consumer readiness for reform. First of all, the study analyses how surveyed consumers currently meet their drinking water and sanitation needs and what proportion of their household budget is spent on meeting their WSS needs. Second it assesses the interaction between consumers and service providers. Third it examines stakeholder views and positions on service modernization needs and assesses consumer willingness to pay for quality networked WSS services. Comparisons are made across consumers in a selection of cities, small towns and rural areas, between consumers that are connected to a networked service and those that are not, and between households in the bottom 40 percent and top 60 percent of the income distribution (as estimated through a wealth index).

    Global Expeiences on Expanding Water and Sanitation Services to the Urban Poor : Accompanying Volume

    In 2006-07, the Water and Sanitation Program (WSP) initiated research to identify barriers to service delivery for the urban poor. The findings of the research have been presented in the Guidance Notes on Improving Water Supply and Sanitation Services to the Urban Poor in India. The Urban Global Practice Team of WSP decided to expand the ambit of this research to a global context as the learnings were relevant to experiences across Africa, Latin America, and East Asia and the Pacific. The Guidance Notes are based on an in-depth research of various initiatives from across the world (including South Asian, African, Latin American, and East Asian and the Pacific countries) and consultations with urban poor communities. The present volume is a documentation of this research and supports the Guidance Notes on Services for the Urban Poor. Section 1 of this report consists of 19 case studies. Section 2 describes consultations with urban poor communities. The main aim of the consultations was to record the issues they confronted related to water supply and sanitation.

    Sierra Leone : Public Expenditure Review for Water and Sanitation 2002 to 2009

    This review focuses on how public expenditure translates into the delivery of water supply and sanitation services in rural and urban areas in Sierra Leone. It describes the legal and institutional framework for the allocation of resources assesses access to Water Supply and Sanitation (WSS) services and past sector performance, and analyzes public expenditure in the sector, including the factors affecting the efficiency of use of resources, and makes recommendations. Water supply includes the supply, distribution, and usage of water for drinking, food preparation, and hygiene. Sanitation is defined as the sanitary disposal of liquid waste and the promotion of hygienic practices. The review covers the period from 2002 to 2009, a period of reconstructing after a decade of upheavals. Since 2002, democracy and a stable environment for development have been re-established in the country, especially since the 2007 presidential elections. Sierra Leone remains one of the poorest countries in the world.

    Zambia - Public Expenditure Review : Resource Allocations and Financial Flows in the Water Sector in Zambia

    Zambia initiated a series of reforms in the early 1990s aimed at increasing sustainable water supply and sanitation services. This was coupled with improving water resources management and enhancing contributions to economic growth and development. The reforms are embedded within seven sector principles that were articulated in the 1994 National Water Policy (NWP). The aim of the NWP was 'to promote sustainable water resources development with a view to facilitate an equitable provision of adequate quantity and quality of water for all competing groups of users at acceptable costs and ensuring security of supply under varying conditions.' The objective of this paper is to review the resource allocations and financial flows in the water sector. It is the first in a series of five policy papers that includes the following: resource allocations and financial flows in water sector; comparative analysis of opportunity costs of water supply in low cost and Peri-Urban areas; equity and efficiency of rural water supply support in Zambia; economic analysis of the impact of small dams on rural poverty in Zambia; and priority policy measures to improve public expenditures in water sector.

    Too often, services fail poor people in access, in quality, and in affordability. But the fact that there are striking examples where basic services such as water, sanitation, health, education, and electricity do work for poor people means that governments and citizens can do a better job of providing them. Learning from success and understanding the sources of failure, this year’s World Development Report, argues that services can be improved by putting poor people at the center of service provision. How? By enabling the poor to monitor and discipline service providers, by amplifying their voice in policymaking, and by strengthening the incentives for providers to serve the poor. Freedom from illness and freedom from illiteracy are two of the most important ways poor people can escape from poverty. To achieve these goals, economic growth and financial resources are of course necessary, but they are not enough. The World Development Report provides a practical framework for making the services that contribute to human development work for poor people. With this framework, citizens, governments, and donors can take action and accelerate progress toward the common objective of poverty reduction, as specified in the Millennium Development Goals.

    Poverty Reduction in Indonesia : Constructing a New Strategy

    The objective of the report is to point at the need for a new poverty strategy, and the areas of action it should cover, where each area should be specifically discussed, addressing the lives of Indonesia's poor, and the tradeoffs policymakers will need to consider, based on the belief that this poverty strategy should emerge from a broad dialogue among stakeholders. First, in broadening poverty, the report looks at the facts of the late 1990s crisis, which revealed the precariousness of Indonesia's gains in reducing expenditure-based poverty. Thus to extend those gains, the poverty strategy needs to be defined, and then redeveloped by acknowledging the multidimensional reality of poverty, and, it is this notion which will lead to making the strategic choices. Second, within the country's political transition to a democratic, decentralized mode of governance, a poverty strategy needs to be consistent with an empowered populace, and democratic policymaking mechanisms. In creating a policy environment for raising the incomes of the poor, the report identifies the resumption of rapid sustainable growth, with rising real wages, employment opportunities, and, limited inflation, including the economic empowerment of the poor, enhanced by poverty-focused public expenditures. Inevitably, the provision of core public services is an area which should address the people's will in local governance policies, focusing on education and health, while providing appropriate infrastructure, and developing safety nets.

    Boom, Bust and Up Again? Evolution, Drivers and Impact of Commodity Prices: Implications for Indonesia

    Indonesia is one of the largest commodity exporters in the world, and given its mineral potential and expected commodity price trends, it could and should expand its leading position. Commodities accounted for one fourth of Indonesia's Gross Domestic Product (GDP) and more than one fifth of total government revenue in 2007. The potential for further commodity growth is considerable. Indonesia is the largest producer of palm oil in the world (export earnings totaled almost US$9 billion in 2007 and employment 3.8 million full-time jobs) and the sector has good growth prospects. It is also one of the countries with the largest mining potential in view of its second-largest copper reserves and third-largest coal and nickel reserves in the world. This report consists of seven chapters. The first six chapters present an examination and an analysis of the factors driving increased commodity prices, price forecasts, economic impact of commodity price increases, effective price stabilization policies, and insights from Indonesia's past growth experience. The final chapter draws on the findings of the previous chapters and suggests a development strategy for Indonesia in the context of high commodity prices. This section summarizes the contents of the chapters and their main findings.

    Places do well when they promote transformations along the dimensions of economic geography: higher densities as cities grow; shorter distances as workers and businesses migrate closer to density; and fewer divisions as nations lower their economic borders and enter world markets to take advantage of scale and trade in specialized products. World Development Report 2009 concludes that the transformations along these three dimensions density, distance, and division are essential for development and should be encouraged. The conclusion is controversial. Slum-dwellers now number a billion, but the rush to cities continues. A billion people live in lagging areas of developing nations, remote from globalizations many benefits. And poverty and high mortality persist among the world’s bottom billion, trapped without access to global markets, even as others grow more prosperous and live ever longer lives. Concern for these three intersecting billions often comes with the prescription that growth must be spatially balanced. This report has a different message: economic growth will be unbalanced. To try to spread it out is to discourage it to fight prosperity, not poverty. But development can still be inclusive, even for people who start their lives distant from dense economic activity. For growth to be rapid and shared, governments must promote economic integration, the pivotal concept, as this report argues, in the policy debates on urbanization, territorial development, and regional integration. Instead, all three debates overemphasize place-based interventions. Reshaping Economic Geography reframes these debates to include all the instruments of integration spatially blind institutions, spatially connective infrastructure, and spatially targeted interventions. By calibrating the blend of these instruments, today’s developers can reshape their economic geography. If they do this well, their growth will still be unbalanced, but their development will be inclusive.
