Investing in Human Capital in Botswana: A Framework for a Coordinated Multi-Sectoral Approach

Abstract
Botswana has sprinted to become an upper-middle income (UMIC) economy largely thanks to strong institutions and mineral resource revenue. Living conditions have steadily improved since independence as the wealth from diamond discoveries has helped lay the foundations for growth and development together with investments in infrastructure and human development and the building of strong government institutions. Social public service delivery has expanded to provide large parts of the vast country with clean water, electricity, and sanitation; and basic education and health outcomes have steadily improved thereby strengthening the wellbeing of most Botswana. But this extractives-driven growth model is reaching its limits to further sustain poverty reduction and inclusive growth. The average economic growth has been declining since 2010 and has further decelerated and turned more volatile since 2016. Poverty and inequality rates also remain inordinately high for a country of its income level. Botswana’s projected extreme poverty rate for 2019 (13.5 percent) is more than four times higher than comparators of similar Gross Domestic Product (GDP) levels and is further expected to stagnate. Inequality is amongst the highest in the world. With decelerating growth, an undiversified economy, low human capital outcomes, and higher-than-expected poverty, Botswana’s high-income country (HIC) goal appears distant. The government has demonstrated a strong commitment to human capital development with high levels of investments in education, health and social protection Botswana spends significant government resources as a share of GDP on health (4.8 percent), education (7.1 percent) and social protection (2.6 percent) compared to many of its UMIC neighbors in the region that also have high levels of poverty, and inequality and high burdens of disease. Human Development is also centrally placed in the most recent National Development Plan (number 11, 2017-2023).

    South Africa's economic growth and development agenda and to present a harmonized approach for investing in priority areas for human capital formation. The policy note first presents an in-depth diagnostic of the status of human capital in the country, applying a life cycle approach. The life cycle approach places a strong emphasis on investing in human capital development holistically, involving all relevant sectors, and as a continuum, following the trajectory of an individual's life. Focus is given to three critical stages of an individual's life, (i) early childhood; (ii) school age; and (iii) youth to adulthood. Based on the findings of the analysis, the policy note identifies the priority challenges and proposes a framework for action. The findings of this policy note aim to serve as a basis for a much-needed dialogue across key relevant government entities, including sector departments such as the Department of Health, the Department of Basic Education, the Department of Higher Education and Training, Department of Social Development, and others, such as National Treasury, Department of Planning, Monitoring and Evaluation, the Office of the Presidency as well as provincial government departments, on how best to invest in human capital, both in the short and medium-to-long term. The note could also be used to inform a range of stakeholders, including civil society, development partners, and the private sector of the human capital development challenges in South Africa and how certain gaps could be addressed through better coordination of interventions. Lastly, the note aims to motivate further research on key areas where there are information and knowledge gaps on human capital in South Africa.

    Economic Freedom, Human Rights, and the Returns to Human Capital : An Evaluation of the Schultz Hypothesis

    According to T.W. Schultz, the returns to human capital are highest in economic environments experiencing unexpected price, productivity, and technology shocks that create "disequilibria." In such environments, the ability of firms and individuals to adapt their resource allocations to shocks becomes most valuable. In the case of negative shocks, government policies that mitigate the impact of the shock will also limit the returns to the skills of managing risk or adapting resources to changing market forces. In the case of positive shocks, government policies may restrict access to credit, labor, or financial markets in ways that limit reallocation of resources toward newly emerging profitable sectors. This paper tests the hypothesis that the returns to skills are highest in countries that allow individuals to respond to shocks. Using estimated returns to schooling and work experience from 122 household surveys in 86 developing countries, this paper demonstrates a strong positive correlation between the returns to human capital and economic freedom, an effect that is observed throughout the wage distribution. Economic freedom benefits those workers who have attained the most schooling as well as those who have accumulated the most work experience.

    Reducing Poverty and Investing in People : The New Role of Safety Nets in Africa

    For two decades, Africa’s strong economic growth has paved the way for poverty reduction. Nevertheless, high chronic poverty levels persist, and the gap between income groups in terms of human capital and access to basic services is growing. Also, poor households are vulnerable to frequent shocks. By providing regular, reliable support to poor households and helping them invest in productive activities, targeted interventions such as safety nets help reduce persistent poverty, reverse the trend of increasing inequality, and build household resilience. Until recently, safety nets were implemented only on an ad hoc basis in Africa. However, in the wake of the global economic crisis, policy makers are increasingly viewing safety nets as core instruments for reducing poverty and managing risk. Also a momentum toward rationalizing public spending to provide more adequate and targeted support to the poorest is emerging in response to growing evidence that safety nets can successfully reduce poverty and vulnerability and promote inclusive growth. This book assesses the status and analyzes the objectives, features, systems, performance, and financing of safety nets in 22 African countries. It then identifies how governments and donors can strengthen safety net systems and protect and promote poor and vulnerable people. Overall, the book finds that safety nets are on the rise in Africa and are beginning to evolve from fragmented stand-alone programs into integrated systems. Social protection programming has started to change from largely emergency food aid programs to regular, predictable safety nets including targeted cash transfers and cash-for-work programs. Some countries, including Ghana, Kenya, Rwanda, and Tanzania, are working toward consolidating their programs into a national system. Impact evaluations of safety nets in Africa are also increasingly being undertaken and, with recent research into the productive aspects of cash transfer programs, have yielded encouraging evidence that safety nets reduce poverty and vulnerability. The timely analysis of safety nets in Africa provides a solid foundation for evidence-based policy dialogue and programming. As a result of the growing body of evidence that safety nets contribute to inclusive growth, African decision makers are now putting safety nets high on their development agendas.

    Bolivarian Republic of Venezuela : Investing in Human Capital for Growth, Prosperity, and Poverty Reduction

    This report draws on limited, available data to analyze selected economic, and social issues, which include better understanding of poverty, and inequality in relation to real income, and, improving the allocation of social expenditures, while increasing the effectiveness of social programs. The deterioration of social, and human capital should be prevented, by simultaneously promoting its accumulation. The report reviews the dismal economic performance of the country over the last decade, where the inability of policymakers to cope with the oil cycles, and prices decline prevails. Moreover, the country's dependence on the oil sector has deepened, while the share of agriculture, and manufacturing decreased, aggravated by the lack of export diversification, and the negative impact of the overvalued domestic currency on external competitiveness. Not surprisingly, labor productivity also decreased, reflecting a low real economic growth, which results in higher unemployment, poverty and inequality increases. The needed acceleration of human, and social capital development focuses on education, health, and the decline of crime and violence, suggesting continued implementation of primary education reforms, through the development of new curriculum, improved quality of basic education, and educational financing. Health recommendations include efficient resource allocation, prioritization of high-impact programs, and expanded private participation, and institutional development.

    Are Returns to Investment Lower for the Poor? Human and Physical Capital Interactions in Rural Vietnam

    If the marginal gains from investment in physical capital depend positively on knowledge, but a household cannot hire skilled labor to compensate for low skills, then even if it has access to credit, the household will achieve lower returns than an educated household. If, as is common, the income-poor are less educated because of failures in the credit market, and because they live in areas where there is less access to schooling, then the poor will also have lower returns on investments. The author tests this argument for the case of irrigation infrastructure in Vietnam. She asks how a household's education level, and demographic characteristics influence the gains to household income from irrigating previously unirrigated land. The next marginal benefit of irrigation increases strongly with the education of a household. The results suggest that unless disparities in education are addressed, market-oriented reforms will generate inequitable agricultural growth in Vietnam.

    Entrepreneurship Education and Training Programs around the World : Dimensions for Success

    Entrepreneurship has attracted global interest for its potential to catalyze economic and social development. Research suggesting that certain entrepreneurial mindsets and skills can be learned has given rise to the field of entrepreneurship education and training (EET). Despite the growth of EET, global knowledge about these programs and their impact remains thin. In response, this study surveys the available literature and program evaluations to propose a Conceptual Framework for understanding the EET program landscape. The study finds that EET today consists of a heterogeneous mix of programs that can be broken into two groups: entrepreneurship education and entrepreneurship training. These programs target a range of participants: secondary and post-secondary education students, as well as potential and practicing entrepreneurs. The outcomes measured by program evaluations are equally diverse but generally fall under the domains of entrepreneurial mindsets and capabilities, entrepreneurial status, and entrepreneurial performance. The dimensions of EET programs vary according the particular target group. Programs targeting secondary education students focus on the development of foundational skills linked to entrepreneurship, while post-secondary education programs emphasize skills related to strategic business planning. Programs targeting potential entrepreneurs generally are embedded within broader support programs and tend to target vulnerable populations for whom employment alternatives may be limited. While programs serving practicing entrepreneurs focus on strengthening entrepreneurs’ knowledge, skills and business practices, which while unlikely to transform an enterprise in the near term, may accrue benefits to entrepreneurs over time. The study also offers implications for policy and program implementation, emphasizing the importance of clarity about target groups and desired outcomes when making program choices, and sound understanding of extent to which publicly-supported programs offer a broader public good, and compare favorably to policy alternatives for supporting the targeted individuals as well as the overall economic and social objectives.

    Classroom Assessment to Support Foundational Literacy

    This document focuses primarily on how classroom assessment activities can measure students’ literacy skills as they progress along a learning trajectory towards reading fluently and with comprehension by the end of primary school grades. The document addresses considerations regarding the design and implementation of early grade reading classroom assessment, provides examples of assessment activities from a variety of countries and contexts, and discusses the importance of incorporating classroom assessment practices into teacher training and professional development opportunities for teachers. The structure of the document is as follows. The first section presents definitions and addresses basic questions on classroom assessment. Section 2 covers the intersection between assessment and early grade reading by discussing how learning assessment can measure early grade reading skills following the reading learning trajectory. Section 3 compares some of the most common early grade literacy assessment tools with respect to the early grade reading skills and developmental phases. Section 4 of the document addresses teacher training considerations in developing, scoring, and using early grade reading assessment. Additional issues in assessing reading skills in the classroom and using assessment results to improve teaching and learning are reviewed in section 5. Throughout the document, country cases are presented to demonstrate how assessment activities can be implemented in the classroom in different contexts.

    After several years of strong economic performance, Zambia now confronts several important challenges that must be managed carefully to ensure sustained and inclusive growth in the future. On the one hand, the economy grew by an estimated 5.5–6.0 percent in 2014, somewhat above the average for African economies. Monthly copper production increased by an average of 8 percent during the second half of 2014, reversing the sharp slide in early 2014. Inflation fell to 7.2 percent in March and April, helped both by falling world oil prices and by the Bank of Zambia’s monetary tightening. In the first half of 2015, the authorities adjusted several key economic policies to respond to serious problems: revising rules on VAT refunds in February, announcing a new mining fiscal regime in April, and raising fuel prices in May so that the government could recover import costs. On the other hand, the kwacha has come under renewed pressure. It lost 17 percent of its value against the U.S. dollar from December 2014 through the end of March 2015. Since then it has recovered somewhat, but foreign exchange markets remain volatile. Interest rates have been rising since September 2014, due in part to increased government borrowing and in part to steps taken by the Bank of Zambia to tighten credit. Over the medium term, growth should hold steady in 2015 and then accelerate to around 6–7 percent per year in 2016–2018. Although inflation is expected to rise towards the end of 2015, it should resume falling in 2016. Low commodity prices, a more stable exchange rate, and adequate local harvests would help contain inflationary pressures and boost real disposable incomes. The resulting pick-up in private consumption, coupled with increasing copper exports, should help strengthen growth prospects.

    Urbanization and Growth : Commission on Growth and Development

    Structural change is a key driver of rapid growth: countries diversify into new industries, firms learn new things, people move to new locations. Anything that slows this structural change is also likely to slow growth. Because urbanization is one of the most important enabling parallel processes in rapid growth, making it work well is critical. Urbanization's contribution to growth comes from two sources: the difference between rural and urban productivity levels and more rapid productivity change in cities. In the early decades of development, when the majority of the population is still rural, the jump from rural to urban employment makes a big contribution to growth. As cities grow larger, the second effect faster gains in urban productivity - begins to dominate, as it operates on a larger base. Mortgages can improve households' ability to buy decent housing. But finance relaxes demand constraints only. Unless it is accompanied by measures to increase supply, better finance may result in overshooting prices. This volatility can jeopardize macroeconomic stability. In a typical pattern, strong income growth leads to a rapid increase in housing demand. An injection of liquidity from some source, often overseas, may help over stimulate the market, leading to over optimism and a dangerous concentration of wealth in real estate.

    Business Ready (B-READY) is a new World Bank Group corporate flagship report that evaluates the business and investment climate worldwide. It replaces and improves upon the Doing Business project. B-READY provides a comprehensive data set and description of the factors that strengthen the private sector, not only by advancing the interests of individual firms but also by elevating the interests of workers, consumers, potential new enterprises, and the natural environment. This 2024 report introduces a new analytical framework that benchmarks economies based on three pillars: Regulatory Framework, Public Services, and Operational Efficiency. The analysis centers on 10 topics essential for private sector development that correspond to various stages of the life cycle of a firm. The report also offers insights into three cross-cutting themes that are relevant for modern economies: digital adoption, environmental sustainability, and gender. B-READY draws on a robust data collection process that includes specially tailored expert questionnaires and firm-level surveys. The 2024 report, which covers 50 economies, serves as the first in a series that will expand in geographical coverage and refine its methodology over time, supporting reform advocacy, policy guidance, and further analysis and research.
