Abstract
High aggregate levels of wildlife consumption in Central African cities may be depleting wildlife populations. This study explores the impacts of demand and supply-side interventions on wild meat consumption through two randomized control trials in restaurants in Kinshasa, Democratic Republic of the Congo: a demand-side experiment and a supply-side experiment. In the demand-side experiment, 544 subjects were given a coupon to their restaurant of choice and randomly assigned to view either a treatment video discouraging wild meat consumption or a control video unrelated to wild meat. Treatment group subjects are 31% less likely to order wild meat than control group subjects, though this difference is not statistically significant and may be affected by social desirability bias. In the supply-side experiment, the research question is whether randomly reducing the price of Moambe Chicken, a potential alternative to wild meat, affects restaurants' total wild meat sales. The elasticity estimate indicates that a 1% reduction in the price of Moambe Chicken reduces total wild meat sales by 0.91%. Although this relationship is not statistically significant, it suggests that interventions increasing the availability and affordability of alternatives to wild meat may reduce wild meat consumption. The experiments advance previous wild meat research by utilizing actual consumption data rather than self-reported data, assessing social desirability bias, and pre-registering all statistical specifications to enhance research integrity. This paper provides preliminary evidence that both wild meat demand reduction through social marketing campaigns and supply expansion via affordable alternatives could contribute to effective wildlife conservation in Central Africa.

Publication Geopolitics and the World Trading System(Washington, DC: World Bank, 2024-12-23)Until the beginning of this century, the GATT/WTO system worked. Economic research provided a compelling explanation. It showed that if governments maximize the well-being of their own countries broadly defined, GATT/WTO principles would facilitate mutually beneficial cooperation over their trade policy choices. Now heightened geopolitical rivalry seems to have undermined the WTO. A simple transposition of the previous rationalization suggests that geopolitics and trade cooperation are not compatible. The paper shows that this is only true if rivalry eclipses any consideration of own-country well-being. In all other circumstances, there are gains from trade cooperation even with geopolitics. Furthermore, the WTO’s relevance is in question only if it adheres too rigidly to its existing rules and norms. Through measured adaptation to the geopolitical imperative, the WTO can continue to thrive as a forum for multilateral trade cooperation in the age of geopolitics.Publication Innovative Financial Instruments and Their Role in the Development of Jurisdictional REDD+(Washington, DC: World Bank, 2025-05-08)Achieving global net zero carbon emissions requires stopping deforestation and making full use of tropical forests as carbon sinks. Market instruments for the sale and purchase of emission outcomes coming from Reducing Emissions from Deforestation and Forest Degradation framework programs could play a very significant role in achieving this goal. The development of these markets has been insufficient so far: their scale as of today is much lower than what would be required to generate meaningful resources for the countries that host tropical forests, and the quality of existing instruments is generally insufficient to allow a scaling up in demand. However, efforts to improve the transparency and integrity of these instruments are accelerating, particularly around jurisdictional Reducing Emissions from Deforestation and Forest Degradation framework programs. In parallel with these efforts, innovations in financial instruments suited for the framework’s carbon markets are also taking place, but their scale is limited so far. This paper looks beyond the current state of the framework’s carbon markets to consider a set of innovative financial instruments that would allow completing the infrastructure of emissions trading, enhancing its utility for both issuers and buyers of carbon credits in the framework’s jurisdictional programs. The paper shows how a combination of forest carbon bonds, where countries sell forward (or commit) their emission reduction outcomes, as well as call and put options can be used to de-risk and encourage early investment in jurisdictional Reducing Emissions from Deforestation and Forest Degradation framework programs. To quantify the value of these innovations, the paper evaluates the potential scale of these instruments for the case of Brazil. The estimates suggest that the amounts that could be mobilized would represent a critical contribution to effective forest conservation. The proposed instruments and methods can be used by other tropical nations that are prepared to implement a large-scale jurisdictional program. Although the paper acknowledges that the current state of carbon markets would still not allow their deployment in the short term, the conclusion is that these instruments have significant potential, and their future development could be an important contribution to the establishment of successful markets for the conservation of tropical forests.Publication Disentangling the Key Economic Channels through Which Infrastructure Affects Jobs(Washington, DC: World Bank, 2025-04-03)This paper takes stock of the literature on infrastructure and jobs published since the early 2000s, using a conceptual framework to identify the key channels through which different types of infrastructure impact jobs. Where relevant, it highlights the different approaches and findings in the cases of energy, digital, and transport infrastructure. Overall, the literature review provides strong evidence of infrastructure’s positive impact on employment, particularly for women. In the case of electricity, this impact arises from freeing time that would otherwise be spent on household tasks. Similarly, digital infrastructure, particularly mobile phone coverage, has demonstrated positive labor market effects, often driven by private sector investments rather than large public expenditures, which are typically required for other large-scale infrastructure projects. The evidence on structural transformation is also positive, with some notable exceptions, such as studies that find no significant impact on structural transformation in rural India in the cases of electricity and roads. Even with better market connections, remote areas may continue to lack economic opportunities, due to the absence of agglomeration economies and complementary inputs such as human capital. Accordingly, reducing transport costs alone may not be sufficient to drive economic transformation in rural areas. The spatial dimension of transformation is particularly relevant for transport, both internationally—by enhancing trade integration—and within countries, where economic development tends to drive firms and jobs toward urban centers, benefitting from economies scale and network effects. Turning to organizational transformation, evidence on skill bias in developing countries is more mixed than in developed countries and may vary considerably by context. Further research, especially on the possible reasons explaining the differences between developed and developing economies, is needed.Publication Economic Consequences of Trade and Global Value Chain Integration(World Bank, Washington, DC, 2025-04-04)This paper introduces a new approach to measuring Global Value Chains (GVC), crucial for informed policy-making. It features a tripartite classification (backward, forward, and two-sided) covering trade and production data. The findings indicate that traditional trade-based GVC metrics significantly underestimate global GVC activity, especially in sectors like services and upstream manufacturing, and overstate risks in early trade liberalization stages. Additionally, conventional backward-forward classifications over-estimate backward linkages. The paper further applies these measures empirically to assess how GVC participation mediates the impact of demand shocks on domestic output, highlighting both the exposure and stabilizing potential of GVC integration. These new measures are comprehensively available on the World Bank’s WITS Platform, providing a key resource for GVC analysis.Publication Labor Market Scarring in a Developing Economy(Washington, DC: World Bank, 2025-05-08)This paper estimates the magnitude of labor market scarring in a developing economy, a setting that has been understudied by the labor scarring literature dominated by advanced economies. The paper assesses the contributions of “stigma” versus “lost human capital,” which cause earnings losses among displaced workers relative to non-displaced workers. The findings indicate that job separations caused by plant closings result in sizable and long-lasting reductions in earnings, with an average decline of 7.5 percent in hourly wages over a nine-year period. The estimate for one year after a plant closing is larger, at a decline of 10.8 percent. In a common sample, after controlling for unobserved, time-invariant individual characteristics, the impact of a plant closing declines from 11.9 to 8.2 percent. These results imply that stigma in the labor market due to imperfect information about workers (captured by unobservable worker characteristics) accounts for 30.8 percent of the average earnings losses, whereas lost employer-specific human capital explains the remaining 69.2 percent. The paper explores the effects of job separations due to plant closings on other labor market outcomes, including hours worked and informality, and provides estimates across genders and levels of education.

Publication Hunting of Wildlife in Tropical Forests : Implications for Biodiversity and Forest Peoples(World Bank, Washington, DC, 2000-09)The study addresses the importance of wildlife to people, and as a resource of nutritional, economic, and socio-cultural values, and examines the complexities of hunting in tropical forests. It also expresses that today, such hunting is rarely sustainable, because of declining forest areas, which decreases wildlife populations; because of changes among human populations in the tropical forests, who have increasingly become more sedentary; because of cultural changes, where social taboos against hunting certain species are breaking down, and systems of traditional hunting territories are disappearing; and, because environmental economic changes, prod the commercialization of wildlife hunting in these areas. The study explores the multifaceted, and complex problem of hunting, suggesting solutions must be area specific, based on detailed knowledge of hunting patterns, ecology, and local socio-cultural conditions. Recommendations include: establishment of national networks to manage protected, and extractive reserves areas, to supply subsistence needs to local hunting communities; establish land uses to support protected/extractive reserves areas in partnership with local communities; enact, comply, and enforce regulations to prevent exploitation by timber companies' workers; and, encourage participatory approaches among non-governmental organizations, academic institutions, and the international community at large.Publication Conservation of Medicinal Plants in Central America and the Caribbean(World Bank, Washington, DC, 2006-06)The issues of medical plant conservation have been the focus of many formal and informal discussions at national and international forums, seminars, workshops, conferences and congresses in the last 10 years. Caribbean and Central American countries are adopting common policies on medicinal plant conservation and establishing collaborative projects and appropriate agreements for research programs in order to achieve a new status for the protection of medicinal plant diversity. This paper for the most part reports on the the TRAMIL Program (Scientific Research on Medicinal Plants in the Caribbean Basin) coordinated since 1982. TRAMIL has focused on conserving traditional community knowledge of folk remedies, and providing scientific validation of safety and efficacy needed to encourage national health policies that include traditional medicine in primary health care programs.Publication Zambia Wildlife Sector Policy : Situation Analysis and Recommendations for a Future Policy(World Bank, Washington, DC, 2012-05)Zambia is endowed with an abundance of natural resources that include, water, forests and wildlife. The country's wildlife resources are managed through government-supported National Parks and Game Management Areas (GMAs) and private sector game ranches. The main objective of this wildlife sector policy review is to consolidate the findings collected from an extensive bibliography published during the life of the current policy, and the analysis of key sector practitioners. The second objective is to analyze these findings with a view to formulating broad recommendations to inform the design of the new vision and new policy of the sector. This document aims to identify policy issues that would provide a basis for the creation of an enabling environment for the development of the wildlife sector as a growth sector according to the Sixth National Development Plan (SNDP) and the vision 2030. It contains five provisional priority recommendations that offer practical solutions and six strategic options which constitute policy objectives. In conclusion, an improvement of the policy framework could have a large impact on how people and wildlife relate and coexist in Zambia. This policy review confirmed that, while important policy measures are necessary, particularly for shared growth, the adoption of a forward looking wildlife policy and act will not be sufficient if it is not accompanied by unequivocal willingness on the part of Government to reorganize and strengthen Zambia Wildlife Authority's (ZAWA's) capacity and provide financing commensurate to its need.Publication Uganda Dairy Supply Chain Risk Assessment(Washington, DC, 2011-02)Cattle are one of the main instruments for economic (e.g., milk, meat, and cattle sale) and social (e.g., marriage, death, dispute settlement, and gift giving) exchange in Uganda. They serve as the main source of livelihood for a large majority of rural Ugandans, especially in the cattle corridor. Recent statistics demonstrate that the livestock sector contributes 13.1 percent of the agricultural gross domestic product (GDP) and 5 percent of the national GDP. Since 1991, the output of the livestock sector has grown on an average of 2.2 percent per annum, with most of the growth coming from the dairy sector. Dairy is an important and growing sector of Uganda's economy, and it is increasingly proving to be a lucrative livelihood option for a large number of households engaged in milk production and trade. Frequent realization of risks, however, impacts the performance of the supply chain. Effective management of these risks will require increased efforts to mitigate the identified risks and strengthen coping mechanisms. However, rather than a stand-alone risk management strategy, these efforts should be an integral component of a broader dairy development policy and strategy.Publication Changing the Face of the Waters : The Promise and Challenge of Sustainable Aquaculture(Washington, DC: World Bank, 2007)This study provides strategic orientations and recommendations for Bank client countries and suggests approaches for the Bank's role in a rapidly changing industry with high economic potential. It identifies priorities and options for policy adjustments, catalytic investments, and entry points for the Bank and other investors to foster environmentally friendly, wealth-creating, and sustainable aquaculture. The objectives of the study are to inform and provide guidance on sustainable aquaculture to decision makers in the international development community and in client countries of international finance institutions. The study focuses on several critical issues and challenges: 1) Harnessing the contribution of aquaculture to economic development, including poverty alleviation and wealth creation, to employment and to food security and trade, particularly for least developed countries (LDCs); 2) Building environmentally sustainable aquaculture, including the role of aquaculture in the broader suite of environmental management measures; 3) Creating the enabling conditions for sustainable aquaculture, including the governance, policy, and regulatory frameworks, and identifying the roles of the public and private sectors; and 4) Developing and transferring human and institutional capacity in governance, technologies, and business models with special reference to the application of lessons from Asia to Sub-Saharan Africa and Latin America.

Publication Poverty and Equity Assessment for El Salvador 2024(Washington, DC: World Bank, 2024-12-12)This report proposes an agenda for building on gains to re-accelerate poverty reduction among Salvadorans. The last World Bank Poverty Assessment for El Salvador, from 2015, proposed two key policy recommendations: (a) effective pro-poor spending and (b) reduction of crime and violence through better access to jobs and education. Nine years later, the authorities have managed to achieve a substantial reduction in crime and violence and have indicated an intent to build on such progress to establish a path toward an El Salvador where shared prosperity is achievable. In this report, we propose a three pillar structure to address poverty and inequality reduction: jobs, services, and social protection, with a cross-cutting set of primary conditions that articulates this structure.Publication The Markets and Competition Policy Assessment Toolkit(Washington, DC: World Bank, 2025-01-09)The markets and competition policy assessment toolkit (MCPAT) is a guide for understanding how policy can positively shape markets and address market failures that ultimately affect micro- and macroeconomic development issues. The MCPAT aims to support policymakers, competition authorities, and development finance institutions in realizing the advantages of competitive and well-functioning markets by setting the right conditions for firms to improve their economic performance and for markets to allocate resources efficiently. Competitive and well-functioning markets do not just benefit consumers, - they benefit entire economies as they promote productivity, innovation, efficiency, and consumer choice. The goal is not simply to increase the number of firms in a market or to restrict market power but to create an environment where competition can thrive, firms can innovate, and markets can function optimally. The structure of this toolkit follows the steps to conduct an MCPAT analysis in a specific sector or market. Part I provides an overview of key concepts that set the basis for conducting the MCPAT analysis and covers the first step of the MCPAT. Part II focuses on diagnosing market issues. Part III is about how to fix markets.Publication At Your Service?: The Promise of Services-led Growth in Uzbekistan(Washington, DC: World Bank, 2025-01-07)In Uzbekistan, the services sector accounts for more than half of all jobs and has been central to the process of structural transformation over the past three decades. In the past decade, the growth of Uzbekistan’s services exports has lagged behind its manufactures' exports while FDI greenfield announcements to both sectors have been even. The growth of the services sector in the past five years was driven by social services, mostly reflecting increased public spending. This report groups the services sector into four categories based on their skill intensity, the extent of their linkages with other sectors, and their tradability in international markets: low-skilled consumer services, low-skilled enabling services , global innovator services. Of these groups, social services accounted for three-fourths of employment growth in the services sector between 2017–2022. These services also experienced relatively high rates of labor productivity growth, which was largely driven by higher public spending on wages and salaries.Publication Global Economic Prospects, January 2025(Washington, DC: World Bank, 2025-01-16)Global growth is expected to hold steady at 2.7 percent in 2025-26. However, the global economy appears to be settling at a low growth rate that will be insufficient to foster sustained economic development—with the possibility of further headwinds from heightened policy uncertainty and adverse trade policy shifts, geopolitical tensions, persistent inflation, and climate-related natural disasters. Against this backdrop, emerging market and developing economies are set to enter the second quarter of the twenty-first century with per capita incomes on a trajectory that implies substantially slower catch-up toward advanced-economy living standards than they previously experienced. Policy action at both global and national levels is needed to foster a more favorable external environment, enhance macroeconomic stability, reduce structural constraints, address the effects of climate change, and thus accelerate long-term growth and development.Publication São Tomé and Príncipe - Unpacking Migration Dynamics(Washington, DC: World Bank, 2025-01-16)São Tomé and Príncipe (STP), a lower-middle-income small island nation, is undergoing a significant wave of emigration, primarily driven by limited job opportunities and economic prospects, particularly among younger generations. This paper explores migration's drivers, dynamics, and impacts on the country’s economy and social fabric, drawing on a combination of primary and secondary data sources. These include local emigration records, the national social registry, the latest household budget survey, global estimates of migrant stocks and remittance flows, and focus group discussions with migrant families. The findings reveal that at least 18 percent of STP’s population now resides abroad, with numbers growing rapidly. Migration is increasingly dominated by young individuals moving to Portugal, attracted by shared linguistic and cultural ties and facilitated by a recent Community of Portuguese Language Countries mobility agreement. However, migration currently delivers limited economic benefits to STP, as remittances are low, irregular, and constrained by high transfer costs, inadequate financial infrastructure, and migrants’ precarious employment abroad. Socially, migration may also disrupt family structures, particularly affecting children who face challenges in care and emotional wellbeing. Policy recommendations include enhancing migrants’ employability, exploring bilateral migration partnerships, strengthening migration management systems, improving remittance services, and supporting families who remain in the country through social assistance.
