Abstract
We examine the question of workforce skills for small and medium enterprises (SMEs) in Tanzania and find a mixed picture full of potential. On the one hand, education access has expanded at all levels and a more educated cohort is now entering the labor market - signaling the availability of a more skilled workforce for SMEs. On the other hand, acute shortages of secondary and postsecondary graduates persist. Disturbingly, the quality and relevance of primary education has come into question. It is unclear whether increased access to primary education is actually translating into acquisition of crucial basic skills in the country. In light of this, it is unsurprising that education attainment no longer appears to be a reliable proxy for relevant skills, as perceived by employers. Further, SMEs seem to have very little meaningful connection with education institutions for recruitment of workers. A related but equally concerning problem relates to the culture of recruitment among SMEs in Tanzania. It is one of passive hiring, wherein firms rely on networks and referrals to identify employees instead of actively seeking them through open advertising and links with education providers. In this backdrop there is room for cautious optimism. SMEs seem increasingly to realize and emphasize the importance of workforce skills, even though, in relative terms, they are likely to be significantly more pre-occupied with infrastructure constraints. Interestingly, a large share of firms that have recently failed consider inadequate workforce skills to be a contributing factor of above average importance to firm failure.

    Intelligence, Personality, and Creativity : Unleashing the Power of Intelligence and Personality Traits to Build a Creative and Innovative Economy

    Cognitive ability, as measured by IQ and background factors such as socioeconomic status and demographics have historically been seen as the principal determinants of a student s academic success. However, a growing body of research from psychology, education, behavioral economics and neuroscience is showing that personality traits also predict academic and work performance. This change in paradigm suggests that education systems face a more complex challenge than traditionally recognized: to work not only with the different types of intelligence possessed by students but also with their different personality traits in order to produce academic success measured by cognitive and non-cognitive skills. This paper reviews the research findings from the different literatures (psychology, education, behavioral economics, and neuroscience) that relate to these questions. Several good reviews summarize the findings on aspects of these questions, but rarely address all of the questions above. In particular, those reviews do not shed light on how education can improve both cognitive and non-cognitive skills and how such skills promote creativity and labor market outcomes. The scientific literatures on human intelligence and personality are large, but our focus is on the subset of research findings that relate intelligence and personality to academic performance. Likewise, the literature on creativity, innovation, and productivity is extensive, but our focus will be on the research findings that relate academic performance to creativity and, ultimately, to productivity in the workplace.

    Disseminating and Using Student Assessment Information in Jordan

    Student assessment has been increasingly recognized as playing a key role in monitoring and improving student learning and achievement levels. This case study discusses the important steps that Jordan has taken to strengthen its student assessment system and ensure that the information gathered from classroom assessments, examinations, and large-scale assessment activities supports student learning. Countries seeking to strengthen the utilization and dissemination of student assessment data can extract the following lessons from Jordan's experience: they should (i) set clear objectives for their assessment system, based on a well-defined vision of what is being assessed and why; (ii) entrust an external entity with managing system-level assessments in order to ensure impartial evaluation of the strengths and weaknesses of the education system; and (iii) introduce change gradually, coupled with adequate training on new assessment strategies and methods.

    Education, Training and Labor Market Outcomes for Youth in Indonesia

    This report is part of the Analytical and Advisory Activities (AAA) program focusing on the engagement area of 'skills development, competitiveness, and knowledge economy' and is based on several background papers and technical notes written on the characteristics of youth employment and the role of education and skills in the school-to-work transition in Indonesia. The slow transition of graduates is explored in detail in section two, which pays special attention to differences by education levels. It highlights the difficulties of senior secondary school graduates in accessing good quality jobs and the high unemployment rate that they face upon graduation. Given these worrisome signs of young senior secondary school graduates (considered the lower tier of 'skilled' workers) and expected increases in the transition to senior secondary education (which are already rising rapidly), section three focuses on the senior secondary school level. Seeking to shed some light on the question of whether senior secondary education is providing the right skills for its students, the section explores the employment profile of vocational (SMK) vs. general (SMA) graduates and, drawing on a recent survey of employers, argues against a drastic increase in the proportion of vocational students, highlighting instead the need to adjust the skill base of senior secondary school graduates. Based on the findings, section four explores ways to meet the demand for skills through changes in senior secondary school, strengthening of the non-formal training system and providing targeted entrepreneurship programs. Finally, section five provides some overall recommendations going forward.

    Skills, Not Just Diplomas : Managing Education for Results in Eastern Europe and Central Asia

    The countries of Europe and Central Asia (ECA) are currently emerging from the deepest recession suffered by any developing region. Post-crisis conditions are very different from those of preceding years. Financial resources are more limited and more expensive, and export growth is restrained by potentially slower growth in destination countries. Restoring and sustaining growth in this context require reforms that boost competitiveness and increase labor productivity. Such reforms are all the more important given the shrinking of the working-age population in many countries of the region. This book uses a range of different data sources to argue that the skills problem in the ECA region relates more to the quality and relevance of the education provided in ECA countries than to problems of access. A central argument of the book is that ministries of education are constrained in a number of ways from effectively managing their education and training sectors. The three most important and interrelated impediments to improving quality and relevance are the lack of systematic data on key skills-related performance issues (i.e., how much students are learning and whether they are finding jobs after they graduate), the legacy of central planning, and inefficient use of resources. Lack of data on student learning and employment outcomes makes it difficult for education ministries to address the legacy of central planning, which emphasizes centralized management based on inputs. Ministries of education in the region continue to micromanage the sector using detailed norms and regulations. This input-oriented style of management leads to the inefficient use of resources and results in a rigid education sector not the type of flexible sector needed by ECA to create modern, skilled workforces. This book highlights how these constraints manifest themselves and then presents ways of overcoming them, relying on the experience of ECA countries that have successfully addressed them, together with international experience. Recommendations are presented in separate chapters for pre-university, tertiary, and adult education.

In layman's terms, it provides explanations and answers to questions such as: Why do children have to read fast before they can understand what they read? What signs in a classroom show whether students are getting a quality education? How must information be presented in class so that students can retain it and use it? What training techniques are most likely to help staff put their learning into use? This book is intended for use by policymakers, donor agency staff, teacher trainers, supervisors, and inspectors, as well as university professors and students.

    Business Ready (B-READY) is a new World Bank Group corporate flagship report that evaluates the business and investment climate worldwide. It replaces and improves upon the Doing Business project. B-READY provides a comprehensive data set and description of the factors that strengthen the private sector, not only by advancing the interests of individual firms but also by elevating the interests of workers, consumers, potential new enterprises, and the natural environment. This 2024 report introduces a new analytical framework that benchmarks economies based on three pillars: Regulatory Framework, Public Services, and Operational Efficiency. The analysis centers on 10 topics essential for private sector development that correspond to various stages of the life cycle of a firm. The report also offers insights into three cross-cutting themes that are relevant for modern economies: digital adoption, environmental sustainability, and gender. B-READY draws on a robust data collection process that includes specially tailored expert questionnaires and firm-level surveys. The 2024 report, which covers 50 economies, serves as the first in a series that will expand in geographical coverage and refine its methodology over time, supporting reform advocacy, policy guidance, and further analysis and research.

    Classroom Assessment to Support Foundational Literacy

    This document focuses primarily on how classroom assessment activities can measure students’ literacy skills as they progress along a learning trajectory towards reading fluently and with comprehension by the end of primary school grades. The document addresses considerations regarding the design and implementation of early grade reading classroom assessment, provides examples of assessment activities from a variety of countries and contexts, and discusses the importance of incorporating classroom assessment practices into teacher training and professional development opportunities for teachers. The structure of the document is as follows. The first section presents definitions and addresses basic questions on classroom assessment. Section 2 covers the intersection between assessment and early grade reading by discussing how learning assessment can measure early grade reading skills following the reading learning trajectory. Section 3 compares some of the most common early grade literacy assessment tools with respect to the early grade reading skills and developmental phases. Section 4 of the document addresses teacher training considerations in developing, scoring, and using early grade reading assessment. Additional issues in assessing reading skills in the classroom and using assessment results to improve teaching and learning are reviewed in section 5. Throughout the document, country cases are presented to demonstrate how assessment activities can be implemented in the classroom in different contexts.

    This year’s Word Development Report (WDR), the twenty-eighth, looks at the role of equity in the development process. It defines equity in terms of two basic principles. The first is equal opportunities: that a person’s chances in life should be determined by his or her talents and efforts, rather than by pre-determined circumstances such as race, gender, social or family background. The second principle is the avoidance of extreme deprivation in outcomes, particularly in health, education and consumption levels. This principle thus includes the objective of poverty reduction. The report’s main message is that, in the long run, the pursuit of equity and the pursuit of economic prosperity are complementary. In addition to detailed chapters exploring these and related issues, the Report contains selected data from the World Development Indicators 2005‹an appendix of economic and social data for over 200 countries. This Report offers practical insights for policymakers, executives, scholars, and all those with an interest in economic development.

    Morocco Economic Update, Winter 2025

    Despite the drought causing a modest deceleration of overall GDP growth to 3.2 percent, the Moroccan economy has exhibited some encouraging trends in 2024. Non-agricultural growth has accelerated to an estimated 3.8 percent, driven by a revitalized industrial sector and a rebound in gross capital formation. Inflation has dropped below 1 percent, allowing Bank al-Maghrib to begin easing its monetary policy. While rural labor markets remain depressed, the economy has added close to 162,000 jobs in urban areas. Morocco’s external position remains strong overall, with a moderate current account deficit largely financed by growing foreign direct investment inflows, underpinned by solid investor confidence indicators. Despite significant spending pressures, the debt-to-GDP ratio is slowly declining.

    The Journey Ahead

    The Journey Ahead: Supporting Successful Migration in Europe and Central Asia provides an in-depth analysis of international migration in Europe and Central Asia (ECA) and the implications for policy making. By identifying challenges and opportunities associated with migration in the region, it aims to inform a more nuanced, evidencebased debate on the costs and benefits of cross-border mobility. Using data-driven insights and new analysis, the report shows that migration has been an engine of prosperity and has helped address some of ECA’s demographic and socioeconomic disparities. Yet, migration’s full economic potential remains untapped. The report identifies multiple barriers keeping migration from achieving its full potential. Crucially, it argues that policies in both origin and destination countries can help maximize the development impacts of migration and effectively manage the economic, social, and political costs. Drawing from a wide range of literature, country experiences, and novel analysis, The Journey Ahead presents actionable policy options to enhance the benefits of migration for destination and origin countries and migrants themselves. Some measures can be taken unilaterally by countries, whereas others require close bilateral or regional coordination. The recommendations are tailored to different types of migration— forced displacement as well as high-skilled and low-skilled economic migration—and from the perspectives of both sending and receiving countries. This report serves as a comprehensive resource for governments, development partners, and other stakeholders throughout Europe and Central Asia, where the richness and diversity of migration experiences provide valuable insights for policy makers in other regions of the world.
