Abstract
In the aftermath of the Wenchuan earthquake, measures to restore education will be a critical part of the recovery efforts in Sichuan province. The education system can play an important role in both: (i) minimizing the impact of the disaster on children; and (ii) improving disaster preparedness. To help restore normalcy for children and provide them with physical and psychological assistance after such a traumatic experience, restarting schools as quickly as possible is an immediate priority. To help strengthen disaster preparedness and management, a number of measures can be undertaken, such as rebuilding better school infrastructure and integrating school safety programs into the education curriculum. This note will review international experience in using the education sector to pursue the dual objectives of promoting short-term recovery and ensuring better disaster preparedness over the medium term. In particular, the note draws upon examples from the countries of India, Iran, and Japan, which have all experienced devastating earthquakes in recent years that have resulted in loss of life and extensive damage to school infrastructure in the affected areas. In all three countries, swift actions were taken in the education sector to assist students and rebuild schools, offering useful examples that China may wish to consider in shaping its own earthquake recovery efforts going forward.

Publication Helping South Asia Cope with Natural Disasters : The Role of Social Protection(Washington, DC, 2007-09)Addressing the social protection needs of households during emergencies is a major development issue. Without social protection measures, such as cash transfers for basic needs or workfare programs, many households faced with large economic and natural shocks might deplete their human and physical capital, reducing their ability to participate in economic development. Social protection measures (cash transfers, in particular) are therefore assuming a growing role in the World Bank to help the poor cope with the aftermath of a disaster. In South Asia, all three recent major emergency-related operations in South Asia (Sri Lanka, Maldives, and Pakistan) included cash transfers components. This discussion paper, an input to the South Asia region's social protection and hazard risk management strategies, describes the cash transfer instruments supported by the Bank in South Asia, evaluates their design and implementation, and suggests improvements to increase their effectiveness. Based on available evidence, the paper finds that cash transfers appear to have performed well in providing relief to affected households, suggesting that they should remain an integral part of Bank-financed support for natural disasters. The paper also suggests that the Bank can ensure timely and high-quality support through a best-practice design toolkit, a right-on-time technical assistance facility, and by integrating social protection in emergency preparedness by building the capacity of national social assistance (cash transfers) agencies to respond to natural disasters. Although the focus is on cash transfers, the note also discusses other types of social protection mechanisms used in emergencies in South Asia and worldwide, e.g., workfare or social care for the vulnerable, and which might also appropriate for including in Bank emergency operations. The note covers South Asia, but lessons from this region may also be relevant for governments of other developing countries and donors. Finally, while the focus of the paper is on social protection instruments for natural disasters, several of these instruments have also proved useful in post-conflict situations and in economic crises.Publication Disaster and Emergency Preparedness : Guidance for Schools(World Bank, Washington, DC, 2010)Communities around the world are faced with natural hazards-extreme environmental events such as floods, cyclones, earthquakes, fires, and tsunamis. For some communities, these natural hazards turn into disasters, resulting in tremendous losses and injuries for students, school staff and families. However, by taking preventative measures before hazard impact, and learning preparedness and response, a culture of safety can be fostered. Communities can reduce and even eliminate such losses. This handbook is aimed at administrators, teachers, support staff, and other individuals involved in emergency and disaster preparedness at schools. It seeks to: 1) guide administrators and staff in assessing risks and planning and carrying out physical protection measures; 2) develop skills and provisions for disaster and emergency preparedness, response, and rapid recovery; and 3) support schools in developing disaster and emergency plans specific to their local needs and reflecting good practices internationally and nationally.Publication Advancing Disaster Risk Financing and Insurance in ASEAN Member States : Framework and Options for Implementation, Volume 2. Technical Appendices(Washington, DC, 2012-04)This report is part of a project being jointly conducted by the World Bank, the Global Facility for Disaster Reduction and Recovery (GFDRR), the Association of Southeast Asian Nations (ASEAN) Secretariat, and United Nations International Strategy for Disaster Reduction (UNISDR). It aims to provide capacity building on disaster risk financing and insurance (DRFI) in ASEAN Member States. DRFI is a relatively new topic and, therefore, training and capacity building of local stakeholders is essential. Governments must understand the benefits and the limitations of disaster risk financing and insurance as part of their comprehensive Disaster Risk Management (DRM) strategies. This report presents main findings and recommendations on DRFI in the ASEAN region. Following the World Bank disaster risk financing and insurance framework, it consists of five chapters, including this introduction. Chapter two presents a preliminary economic and fiscal risk assessment of natural disasters in ASEAN Member States. Chapter three provides an overview of the fiscal management of natural disasters currently implemented by ASEAN Member States. Chapter four reviews the state of the private catastrophe insurance markets, including property catastrophe risk insurance, agricultural insurance, and disaster micro-insurance. Chapter five identifies five main recommendations for strengthening the long-term financial and fiscal resilience of ASEAN Member States against natural disasters, as part of their broader disaster risk management and climate change adaptation agendas.Publication Social Protection for Disaster Risk Management(World Bank, Washington, DC, 2015-07-07)Social protection can help build people’s social and economic resilience against disasters in Myanmar. Regular cash transfers, including public works programs, can help smooth consumption,build and maintain assets, and develop human capital to better cope with natural hazards. Disaster risk management (DRM) systems can be linked to social protection programs to trigger a safetynet response in times of emergencies. Community-driven development (CDD) programs could provide a useful platform for social protection programming to respond to disasters and build long termresilience in Myanmar.Publication Data Against Natural Disasters : Establishing Effective Systems for Relief, Recovery, and Reconstruction(Washington, DC : World Bank, 2008)Data against natural disasters makes a valuable contribution to our understanding of the conditions and actions necessary for establishing effective disaster management information systems. The volume's introductory chapters outline the data needs that arise at different stages in disaster response and explore the humanitarian community's efforts to discover more effective mechanisms. These overviews are preceded by an introduction that summarizes some of the key lessons one may derive from the six country (Guatemala, Haiti, Indonesia, Mozambique, Pakistan, and Sri Lanka) case studies that constitute the rest of the volume. These six case studies examine country-level efforts to establish information management systems to coordinate disaster response. Not all of the attempts proved successful, but they included important technical and institutional innovations that are worthy of study. Collectively, they yield important lessons both for forward-thinking countries seeking ex ante disaster preparedness and for humanitarian responders hoping to implement good systems quickly after calamities have struck.

Policy action to complement traditional pedagogical methods with interactive technology in classrooms can help countries translate their gains in access to education into greater achievements in learning and skills.Publication Digital Africa(Washington, DC: World Bank, 2023-03-13)All African countries need better and more jobs for their growing populations. "Digital Africa: Technological Transformation for Jobs" shows that broader use of productivity-enhancing, digital technologies by enterprises and households is imperative to generate such jobs, including for lower-skilled people. At the same time, it can support not only countries’ short-term objective of postpandemic economic recovery but also their vision of economic transformation with more inclusive growth. These outcomes are not automatic, however. Mobile internet availability has increased throughout the continent in recent years, but Africa’s uptake gap is the highest in the world. Areas with at least 3G mobile internet service now cover 84 percent of Africa’s population, but only 22 percent uses such services. And the average African business lags in the use of smartphones and computers as well as more sophisticated digital technologies that catalyze further productivity gains. Two issues explain the usage gap: affordability of these new technologies and willingness to use them. For the 40 percent of Africans below the extreme poverty line, mobile data plans alone would cost one-third of their incomes—in addition to the price of access devices, apps, and electricity. Data plans for small- and medium-size businesses are also more expensive than in other regions. Moreover, shortcomings in the quality of internet services—and in the supply of attractive, skills-appropriate apps that promote entrepreneurship and raise earnings—dampen people’s willingness to use them. For those countries already using these technologies, the development payoffs are significant. New empirical studies for this report add to the rapidly growing evidence that mobile internet availability directly raises enterprise productivity, increases jobs, and reduces poverty throughout Africa. To realize these and other benefits more widely, Africa’s countries must implement complementary and mutually reinforcing policies to strengthen both consumers’ ability to pay and willingness to use digital technologies. These interventions must prioritize productive use to generate large numbers of inclusive jobs in a region poised to benefit from a massive, youthful workforce—one projected to become the world’s largest by the end of this century.Publication Do Information Technologies Improve Teenagers’ Sexual Education? Evidence from a Randomized Evaluation in Colombia(Published by Oxford University Press on behalf of the World Bank, 2020-06)This study reports results from a randomized evaluation of a mandatory six-month Internet-based sexual education course implemented across public junior high schools in 21 Colombian cities. Six months after finishing the course, the study finds a 0.4 standard deviation improvement in knowledge, a 0.2 standard deviation improvement in attitudes, and a 55 percent increase in the likelihood of redeeming vouchers for condoms as a result of taking the course. The data provide no evidence of spillovers to control classrooms within treatment schools. However, the analysis provides compelling evidence that treatment effects are enhanced when a larger share of a student's friends also takes the course. The low cost of the online course along with the effectiveness the study documents suggests this technology is a viable alternative for improving sexual education in middle-income countries.Publication EdTech in Developing Countries(Published by Oxford University Press on behalf of the World Bank, 2021-08-02)The emergence of educational technology (“EdTech”) in developing countries has been received as a promising avenue to address some of the most challenging policy questions within educational systems. In this paper, I review and synthesize all existing studies with credible causal identification frameworks of EdTech interventions in developing countries. While other studies review the evidence for EdTech interventions in developed countries, there is currently no equivalent study for developing contexts, in spite of the rising number of studies being produced. I classify studies into four thematic categories based on the type of EdTech intervention analyzed: Access to technology; technology-enabled behavioral interventions; improvements to instruction; and self-led learning. I find that EdTech interventions centered around self-led learning and improvements to instruction are the most effective forms of EdTech at raising learning outcomes. Similarly, technology-enabled behavioral interventions are less promising for generating large effects but highly cost-effective given their typically low marginal costs. Although expanding access to technology alone is not sufficient to improve learning, it is a necessary first step for some other types of interventions. More broadly, the overall success of interventions rests on the thoughtful customization of the EdTech solution to the policy constraints at hand. Finally, EdTech interventions across all thematic areas can and should act as complements by leveraging their respective comparative advantages to address deficiencies within educational systems in developing countries.
