Abstract
Kosovo is a small and young state that gained an interim United Nations (UN)-administered status in the wake of the Dayton peace accord only in 1999; it declared independence in 2008. Compared to neighboring countries, it is still lacking in its basic infrastructure and its administrative and technical skills. In addition, with the onset of the War in Yugoslavia in 1992 most investment and normal maintenance came to a standstill. Much of the publicly owned infrastructure fell into disrepair or was vandalized, but private investments led to a construction boom which, however, is leading to many environmental problems. The government is committed to reconstruction and to the development of a peaceful state. It also intends to align with EU policies. Thus, the study has the specific objectives to: (i) assist the government to improve its river basin planning and management by providing (for demonstration purposes) a replicable tool and simulation model for integrated river basin planning and management; and (ii) support the government in its identification of priority measures of structural and non-structural nature to help strengthen the water resources sector performance. The source(s) for the financing of the identified projects will need to be identified further by the Government as the World Bank has not committed to involvement in the sector.

Publication Berg Water Project : Communication Practices for Governance and Sustainability Improvement(World Bank, 2010-06-01)The past decade has witnessed a major global shift in thinking about water, including the role that water infrastructure plays in sustainable development. This rethinking aims to better balance the social, economic, and environmental performance aspects in the development and management of large dams. Additionally, it reinforces efforts to combat poverty by ensuring more equitable access to water and energy services. There is also growing appreciation of how broad-based policy reforms come into play and influence decisions around issues related to dams. Apart from democratization of the development process itself, it is increasingly recognized that infrastructure strategies must complement strategies for water, environment, and energy security; they must also address emerging concerns to reduce vulnerability in water resource systems due to the probability of climate change. Communication comes to the forefront in modern approaches to dam planning and management in several respects. Communication is central to multi-stakeholder dialogue and partnerships at all levels needed to achieve sustainability and governance reform in water resource management and infrastructure provision. At the same time, communication drives the advocacy to mobilize political will and public support for beneficial change and continuous improvement in practices. This case study emphasizes that it is important not only to mobilize all opportunities to reconcile water demand and supply in river basins facing increasing levels of water stress, but also to effectively integrate governance and anticorruption reforms and sustainability improvements into all stages of the planning and project cycle-adding value for all stakeholders, not just for some of them.Publication The Future of Water in African Cities : Why Waste Water? Integrated Urban Water Management, Background Report(World Bank, Washington, DC, 2012-12)The primary objective of this report is to provide a coherent and comprehensive review on integrated urban water management (IUWM) approach to assist public authorities to identify and address the future challenges of urban water supply, sanitation and flood management in African cities. This report presents the existing and future challenges in Africa, the possible options for innovative technologies and approaches for their breakthrough and a way forward to achieve the objectives of IUWM. It highlights technical and institutional constraints of the IUWM in Africa. It presents the global and African best practices and trends in IUWM which are linked to urban development and which have very good lessons learnt that can be shared within and among the cities in Africa. The report consists of four chapters. Chapter two reviews the existing condition, future challenges and opportunities in Urban Water Sector (UWS) in Africa. The review covers the current situation of urban water systems and their management approaches; the major future change pressures (climate change, population growth and urbanization, deterioration of infrastructure systems) and their impacts on UWS; and opportunities for implementing the IUWM approach in Africa. Chapter three introduces the key concepts and conceptual framework of IUWM. The framework has been supplemented by appropriate technologies and innovative approaches of IUWM that will be suitable for cities in Africa. This chapter also presents the global experiences and best practices of IUWM that can be shared within the Africa cities. Chapter four presents case studies to demonstrate how the IUWM framework can be operationalized and to select the appropriate technologies and approaches as discussed in chapter 3 based on the different typologies of the cities and development stages in Africa. The typologies include an emerging town in Uganda (Masindi), a city with partially developed infrastructure in Ghana (Accra) and fully developed city in South Africa (Cape Town). Based on the cases, a few recommendations (road map) for the implementation of IUWM approach for other cities in Africa have been presented in chapter four.Publication The World Bank's Assistance for Water Resources Management in China(World Bank, Washington, DC, 2005-04-27)China has an ancient tradition of hydraulic engineering but in the past half century the intensity of exploitation of water resources has accelerated as a result of population and economic growth. The three major issues for Chinese water management are water shortages, flood control and pollution. The World Commission on Dams noted that since 1949 the number of large dams in China had increased from 22 to 22,000, almost half the global total. China has over 80,000 reservoirs and 240,000 km of dikes. Most rivers and streams are now used for irrigation, power generation, transport, urban water supply or waste disposal, some for all of these purposes. The main constraints to integration of Water Resource Management, or WRM arise from the interaction of fairly objective needs for new institutions, incentives and procedures, on the one hand, and bureaucratic interests and political resistance to demand management on the other. China s water problems are not unique, involving a balancing act between economic growth and resource depletion, protection of the environment, health and other non-economic objectives, mediated by strong governments at both central and federal (provincial levels). This paper focuses on the role that the World Bank operations have played in changing WRM policy and strategy during the 1990s.Publication Toward Integrated Water Resources Management in Armenia(Washington, DC: World Bank, 2015)The proper management of water resources plays a key role in the socioeconomic development of Armenia. On average, Armenia has sufficient water resources. Taking into account all available water resources in the country, Armenia has sufficient resources to supply approximately 3,100 cubic meters per capita per year well above the typically cited Falkenmark water stress indicator of 1,700 cubic meters per capita per year. These water resources are not evenly divided in space and time with significant seasonal and annual variability in river runoff. In order to address temporal variations in river runoff, the country has built 87 dams with a total capacity of 1.4 billion cubic meters. Most of these dams are single purpose, mainly for irrigation. Armenia also has considerable groundwater resources, which play an important role in the overall water balance. About 96 percent of the water used for drinking purposes and about 40 percent of water abstracted in the country comes from groundwater. Irrigation remains the largest consumptive user.Publication Multi-Village Pooling Project in Indonesia : Handbook for Community-Based Water Supply Organizations(Washington, DC, 2011-10)The book discusses basic concepts on key topics to managing a small piped water system ideally for up to 1,000 households. It presents tools that can be adapted by Community-Based Water Organizations (CBOs) for use in their operations, such as forms, checklists and procedural guidelines. Illustrative examples have also been compiled from the experiences of the district local governments, support organizations and CBOs operating in East and West Java, who participated in the Multi-Village Pooling (MVP) Project. This toolkit seeks to compile a set of ready resources for organizations supporting Indonesian CBOs and CBOs themselves, which was not previously available despite many years of rural water investment projects. The book introduces fundamental concepts in an easy to-understand way, so that a number of discussions have been simplified. This will give users a basic understanding enough to seek further resources or references or advice from experts, which is encouraged.

Publication Supporting Youth at Risk(World Bank, Washington, DC, 2008)The World Bank has produced this policy Toolkit in response to a growing demand from our government clients and partners for advice on how to create and implement effective policies for at-risk youth. The author has highlighted 22 policies (six core policies, nine promising policies, and seven general policies) that have been effective in addressing the following five key risk areas for young people around the world: (i) youth unemployment, underemployment, and lack of formal sector employment; (ii) early school leaving; (iii) risky sexual behavior leading to early childbearing and HIV/AIDS; (iv) crime and violence; and (v) substance abuse. The objective of this Toolkit is to serve as a practical guide for policy makers in middle-income countries as well as professionals working within the area of youth development on how to develop and implement an effective policy portfolio to foster healthy and positive youth development.Publication World Development Report 1984(New York: Oxford University Press, 1984)Long-term needs and sustained effort are underlying themes in this year's report. As with most of its predecessors, it is divided into two parts. The first looks at economic performance, past and prospective. The second part is this year devoted to population - the causes and consequences of rapid population growth, its link to development, why it has slowed down in some developing countries. The two parts mirror each other: economic policy and performance in the next decade will matter for population growth in the developing countries for several decades beyond. Population policy and change in the rest of this century will set the terms for the whole of development strategy in the next. In both cases, policy changes will not yield immediate benefits, but delay will reduce the room for maneuver that policy makers will have in years to come.Publication World Development Report 2011(World Bank, 2011)The 2011 World development report looks across disciplines and experiences drawn from around the world to offer some ideas and practical recommendations on how to move beyond conflict and fragility and secure development. The key messages are important for all countries-low, middle, and high income-as well as for regional and global institutions: first, institutional legitimacy is the key to stability. When state institutions do not adequately protect citizens, guard against corruption, or provide access to justice; when markets do not provide job opportunities; or when communities have lost social cohesion-the likelihood of violent conflict increases. Second, investing in citizen security, justice, and jobs is essential to reducing violence. But there are major structural gaps in our collective capabilities to support these areas. Third, confronting this challenge effectively means that institutions need to change. International agencies and partners from other countries must adapt procedures so they can respond with agility and speed, a longer-term perspective, and greater staying power. Fourth, need to adopt a layered approach. Some problems can be addressed at the country level, but others need to be addressed at a regional level, such as developing markets that integrate insecure areas and pooling resources for building capacity Fifth, in adopting these approaches, need to be aware that the global landscape is changing. Regional institutions and middle income countries are playing a larger role. This means should pay more attention to south-south and south-north exchanges, and to the recent transition experiences of middle income countries.Publication Europe and Central Asia Economic Update, Fall 2024: Better Education for Stronger Growth(Washington, DC: World Bank, 2024-10-17)Economic growth in Europe and Central Asia (ECA) is likely to moderate from 3.5 percent in 2023 to 3.3 percent this year. This is significantly weaker than the 4.1 percent average growth in 2000-19. Growth this year is driven by expansionary fiscal policies and strong private consumption. External demand is less favorable because of weak economic expansion in major trading partners, like the European Union. Growth is likely to slow further in 2025, mostly because of the easing of expansion in the Russian Federation and Turkiye. This Europe and Central Asia Economic Update calls for a major overhaul of education systems across the region, particularly higher education, to unleash the talent needed to reinvigorate growth and boost convergence with high-income countries. Universities in the region suffer from poor management, outdated curricula, and inadequate funding and infrastructure. A mismatch between graduates' skills and the skills employers are seeking leads to wasted potential and contributes to the region's brain drain. Reversing the decline in the quality of education will require prioritizing improvements in teacher training, updated curricula, and investment in educational infrastructure. In higher education, reforms are needed to consolidate university systems, integrate them with research centers, and provide reskilling opportunities for adult workers.Publication World Development Report 1987(New York: Oxford University Press, 1987)This report, consisting of two parts, is the tenth in the annual series assessing development issues. Part I reviews recent trends in the world economy and their implications for the future prospects of developing countries. It stresses that better economic performance is possible in both industrial and developing countries, provided the commitment to economic policy reforms is maintained and reinforced. In regard to the external debt issues, the report argues for strengthened cooperation among industrial countries in the sphere of macroeconomic policy to promote smooth adjustment to the imbalances caused by external payments (in developing countries). Part II reviews and evaluates the varied experience with government policies in support of industrialization. Emphasis is placed on policies which affect both the efficiency and sustainability of industrial transformation, especially in the sphere of foreign trade. The report finds that developing countries which followed policies that promoted the integration of their industrial sector into the international economy through trade have fared better than those which insulated themselves from international competition.
