dc.description.abstract | Risk and the quest for opportunity feature heavily in economic life in the 21st century. Sustained growth in many developing countries has pulled billions out of poverty and into the middle class; but this economic upturn has yet to reach billions more, who face unemployment, disability, or illness, and struggle to protect themselves and their families against shocks. The poor are particularly vulnerable, being typically more exposed to risk and less able to access opportunities. In a world filled with risk and potential, social protection and labor systems are being built, refined or reformed in almost every country to help people and family's find jobs, improve their productivity, cope with shocks, and invest in the health, education, and well-being of their children. The World Bank supports social protection and labor in client countries as a central part of its mission to reduce poverty through sustainable, inclusive growth. The World Bank's new social protection and labor strategy (2012-22) lays out ways to deepen World Bank involvement, capacity, knowledge, and impact in social protection and labor. Three overarching goals, a clear strategic direction, and engagement principles guide this new strategy: 1) the overarching goals of the strategy are to help improve resilience, equity, and opportunity for people in both low- and middle-income countries; 2) the strategic direction is to help developing countries move from fragmented approaches to more harmonized systems for social protection and labor; and 3) the engagement principles for working with clients are to be country-tailored and evidence based in operations and knowledge work, and collaborative across a range of sectors and actors this new strategy addresses gaps in the current practice by helping make social protection and labor more responsive, more productive, and more inclusive of excluded regions and groups notably low-income countries and the very poor, the disabled, those in the informal sector and, in many cases, women. The strategy is not a 'one size fits all' approach. Instead, it calls for improving evidence, building capacity, and sharing knowledge across countries to facilitate informed, country-specific, fiscally sustainable social protection and labor programs and systems. The World Bank will support this agenda not only through lending, but critically by improving evidence, building capacity, and supporting knowledge sharing and collaboration across countries. This social protection and labor strategy builds on the achievements as well as the lessons from practice over the last decade and more. dc.description.abstract | El Banco Mundial ha formulado una nueva estrategia para la protección social y el trabajo con el objeto de ayudar a los países a concretar esas promesas para todos sus ciudadanos. La estrategia se asienta en una plataforma que ayuda a superar cuatro lagunas elementales que existen actualmente en la esfera de protección social y empleo: la integración entre programas y funciones; el acceso a instrumentos de protección social y empleo; la promoción para asegurar el acceso a los empleos y las oportunidades, y los conocimientos mundiales sobre enfoque. Este enfoque sistémico ayuda a los países a abordar la fragmentación y duplicación de los programas y a crear financiamiento, un entorno de gestión y soluciones adaptadas a sus propias circunstancias. La presente publicación contiene una síntesis de los objetivos, la orientación y los compromisos de la estrategia. dc.description.abstract | La présente publication donne un aperçu des objectifs, des orientations et des engagements de la stratégie de la Banque mondiale pour le travail et protection sociale. La mise en œuvre de politiques efficaces en matière de travail et de protection sociale est en effet plus que jamais au centre des préoccupations. En cette époque de mondialisation marquée par un ralentissement économique persistant, rares sont les pays qui n’ont pas à faire face aux répercussions de chocs économiques imprévus et du manque d’emplois de qualité sur leur population. Les dix prochaines années présentent de nombreux risques, mais sont aussi porteuses d’espoirs pour ceux qui parviennent à gérer ces risques et à exploiter les opportunités. Afin d’aider les pays à concrétiser ces espoirs au profit de l’ensemble de leurs citoyens, la Banque mondiale a formulé une nouvelle stratégie en matière de travail et de protection sociale reposant sur une plate-forme dont l’objectif est de combler les lacunes des politiques d’emploi et de protection sociale dans quatre grands domaines : l’intégration entre différents programmes et fonctions ; l’accès aux instruments relatifs au travail et à la protection sociale ; les activités de promotion visant à faciliter l’accès aux emplois et aux opportunités ; et les connaissances acquises au plan mondial sur les méthodes qui ont fait la preuve de leur efficacité dans ce secteur. La stratégie tient notamment compte de l’importance de la mise en place de filets de protection sociale efficaces, capables de réduire la pauvreté et les inégalités, de faciliter l’accès des enfants pauvres aux services de santé et d’éducation, et de promouvoir l’autonomisation des femmes, ainsi que de l’importance de programmes d’assurance sociale durables à même d’amortir les répercussions des crises sur les ménages. | fr |
