The Enabling Environment for Social Accountability in Mongolia

Abstract
The purpose of this study on the enabling environment for social accountability in Mongolia is: 1) to analyze conditions that influence the ability of citizens and their organizations to promote accountability of public institutions in Mongolia; 2) to identify priority areas for policy, legal, regulatory, and institutional reforms to improve these conditions; and 3) to identify areas in which the capacity building of civil society organizations and the Government of Mongolia may be promoted to enhance social accountability for improved governance, social and economic development, and poverty reduction. The study applies a civic engagement analytical framework to assess the enabling environment: the factors and conditions that would allow Civil Society Organizations (CSOs) to promote public accountability. This framework, represented by the acronym ARVIN, recognizes five enabling elements of civic engagement, namely, the ability of citizens to: Associate to further their purposes; mobilize appropriate Resources; exercise their Voice; gain access to Information that is relevant, timely, and accessible; and Negotiate with government through established mechanisms and rules of engagement. The study concludes that while impressive strides have been made since the transition from socialism, particularly in comparison with other governments in the region, Mongolia continues to face significant institutional, legal, and sociopolitical obstacles to effective social accountability. Since middle- and lower-level public officials are often more resistant to civic engagement, Government of Mongolia and political leaders must lead reform not only of the legal structure and governmental institutions but also of Mongolia's political culture to promote an enabling environment for social accountability.

    Yemen Civil Society Organizations in Transition : A Mapping and Capacity Assessment of Development-Oriented Civil Society Organizations in Five Governorates

    Civil society in Yemen is vibrant and diverse but highly fragmented. It includes independent registered and organized civic groups, less organized local self-help organizations, and charity oriented groups. The first period, from 1950 to 1963, saw a growth in associational activity in the modern enclave of late colonial Aden and within the protectorates of the northern imamate amidst heavy immigration and modernization. A second stage of development took place in the late 1970s and 1980s with very little central control but exceptional affluence thanks to remittances from citizens employed in the Gulf. As the political transition in Yemen continues, there is renewed interest in engaging local Civil Society Organizations (CSOs) in the process of service delivery, decentralization, institution building and in encouraging inclusion and greater citizen participation. The Government has requested that the World Bank update its earlier work on CSOs in Yemen to map and to assess the capacities of present-day, development-oriented CSOs in five governorates. Nearly all of the CSOs that participated in this study were formally registered, non-governmental organizations that were generally independent of tribal or religious affiliation. There is an important opening in Yemen at present to encourage greater social accountability among CSOs and through CSO-Government partnerships. Social accountability includes a growing emphasis on beneficiary engagement in monitoring and assessing government performance as well as service providers, particularly in providing feedback on, and voicing demand for, improved service delivery. Based on this study's findings, it is recommended that the Government reform CSOs-related procedures, including registration, re-licensing, and decentralize avenues for CSO-ministry collaboration on service delivery and standards development to the governorate-level branches of the respective Ministries. Finally, it is recommended that training be made available for Yemeni journalists that cover the work of the country's civic sector or development issues in general.

    Initiatives Supporting Demand for Good Governance Across World Bank Group Sectors and Regions

    This preliminary stocktaking report on the demand for good governance is an effort of the Demand For Good Governance (DFGG) peer learning network to bring together and highlight the wealth of existing knowledge and practices currently available to support DFGG across the World Bank. This report puts forth a framework with key principles for organizing the complex universe of DFGG efforts across sectors and regions. The paper also identifies entry-points areas of development assistance and illustrates a few good practice examples supporting and strengthening DFFG for the World Bank as it builds its understanding of the areas where the institution can scale-up these activities. This report identifies a wide-range of activities supporting DFGG, however, it is worthwhile to note some challenges in collecting information on these activities. The report provides a more detailed review of the overall findings of DFGG work across the Bank. This paper constitute the following sections: an overview of the key DFGG elements in the organizing framework; entry-points for strengthening demand for good governance with case study examples; summary of key findings of the stocktaking; and finally, some challenges that the World Bank needs to address to mainstream DFGG operationally. The annexes constitutes of the following parts: annex one is a compiled list of notable demand for good governance activities supported by the World Bank identified in the stocktaking exercise and by World Bank Vice President Units; annex two provides a brief description of projects to show how the projects and or elements within the projects support DFGG efforts; annex three provides an overview of broad categories of tools and mechanisms supporting DFGG elements in activities; annex four provides a list of World Bank staff contacted and interviewed in the stocktaking exercise; and annex five provides a list of references reviewed.

    Articulations of Local Governance in Timor-Leste

    In pursuing a decentralization policy that sets out to devolve elements of state authority to municipalities, the Government of Timor-Leste faces a key challenge: how to combine different types of governance systems that have legitimacy at local and state levels. In order to inform this process, this policy note looks at how communities and local government currently work together to plan and implement local development initiatives. It attempts to answer the question, 'what steps might the government of Timor-Leste take to amplify the voice of citizens in development planning, and the responsiveness of the state to those voices?' This note informs current discussions on community-planning processes, dispute-resolution and complaints mechanisms within local development programs, and other important aspects of the decentralization agenda through a perspective informed by in-depth, local-level policy analysis.

    Good-Practice Note : Governance and Anti-Corruption Innovations in the Malawi Social Action Fund Project

    The World Bank supported three phases Malawi Social Action Fund (MASAF) project was first approved in 1996. Malawi, with a population of 13 million, is a low income country with one of the lowest per capita incomes in Sub-Saharan Africa. Malawi continues to face a variety of social, economic, political and administrative challenges including high inflation, low salaries/pensions of public officials, chronic resource shortages, dearth of public goods and services, unethical individual behavior, and kinship and nepotism. As a result of these factors, corruption remains a major problem in Malawi. In response to these challenges, Malawi has introduced a number of initiatives aimed at promoting good governance and fighting endemic corruption. In May 2004, President Bingu Wa Mutharika, immediately after taking office adopted a zero tolerance stance on corruption. This was subsequently formalized into a declaration on zero tolerance on corruption in February 2007. MASAF projects' commendable work in identifying governance and accountability risks and integrating mitigation measures into proposed project activities.

    Participation, Decentralization and Human Rights

    This report examines the theoretical and practical synergies between three intervention models that are currently being employed to improve local governance in developing countries: 1) democratic decentralization or devolution; 2) community participatory approaches, and; 3) rights-based approaches. The aim is to identify the possibilities and challenges of an 'integrative approach' to local governance that combines the strengths of each of the three intervention models. It is assumed that an integrative approach can help enhance efforts to improve the downward accountability of local governments, enhance equity in the distribution of services and in various citizens' access to influence, and increase citizen participation in local governance processes. This is supported by a number of empirical cases from Africa, Latin America, Asia and Bosnia-Herzegovina, which are presented in the report. Each case also highlights a number of context-specific challenges to using an integrative approach, such as available financial resources, national policy environments and local conflicts. The report fills this gap by both identifying theoretical synergies and by drawing on the few empirical cases that exist.

    Moving Out of Poverty : Volume 1. Cross-Disciplinary Perspectives on Mobility

    This volume brings together multidisciplinary perspectives on poor people's mobility, a dynamic approach that hopefully will add to the reader's understanding of how and why people move into and out of poverty. The chapters draw on the latest longitudinal micro data to present a moving picture of poverty that is rather different from what one can see in single snapshots, the staple of traditional poverty analysis. The book is also important because the contributors' distinct disciplinary perspectives demonstrate clearly why it is critical to draw on diverse information to improve the reader's understanding about how to reduce poverty. The economic findings reinforce what has been known for some time: fast economic growth underpins poverty reduction, but the speed of declines in poverty is greatly affected by social and political factors. The economic panels also show that the people mired in chronic poverty around the world are actually fewer in number than the people moving in and out of poverty. Static studies do not capture this dynamic quality of poverty and vulnerability. Of particular interest are the chapters clarifying interactions between the local social, political, and economic factors that underlie persistent poverty, vulnerability, and inequality. They point to the need to draw from different disciplines as we turn to the task of reaching the bottom poor trapped in poverty and those churning in and out of poverty.

    Poverty, Prosperity, and Planet Report 2024

    The Poverty, Prosperity, and Planet Report 2024 is the latest edition of the series formerly known as Poverty and Shared Prosperity. The report emphasizes that reducing poverty and increasing shared prosperity must be achieved in ways that do not come at unacceptably high costs to the environment. The current “polycrisis”—where the multiple crises of slow economic growth, increased fragility, climate risks, and heightened uncertainty have come together at the same time—makes national development strategies and international cooperation difficult. Offering the first post-Coronavirus (COVID)-19 pandemic assessment of global progress on this interlinked agenda, the report finds that global poverty reduction has resumed but at a pace slower than before the COVID-19 crisis. Nearly 700 million people worldwide live in extreme poverty with less than US$2.15 per person per day. Progress has essentially plateaued amid lower economic growth and the impacts of COVID-19 and other crises. Today, extreme poverty is concentrated mostly in Sub-Saharan Africa and fragile settings. At a higher standard more typical of upper-middle-income countries—US$6.85 per person per day—almost one-half of the world is living in poverty. The report also provides evidence that the number of countries that have high levels of income inequality has declined considerably during the past two decades, but the pace of improvements in shared prosperity has slowed, and that inequality remains high in Latin America and the Caribbean and Sub-Saharan Africa. Worldwide, people’s incomes today would need to increase fivefold on average to reach a minimum prosperity threshold of US$25 per person per day. Where there has been progress in poverty reduction and shared prosperity, there is evidence of an increasing ability of countries to manage natural hazards, but climate risks are significantly higher in the poorest settings. Nearly one in five people globally is at risk of experiencing welfare losses due to an extreme weather event from which they will struggle to recover. The interconnected issues of climate change and poverty call for a united and inclusive effort from the global community. Development cooperation stakeholders—from governments, nongovernmental organizations, and the private sector to communities and citizens acting locally in every corner of the globe—hold pivotal roles in promoting fair and sustainable transitions. By emphasizing strategies that yield multiple benefits and diligently monitoring and addressing trade-offs, we can strive toward a future that is prosperous, equitable, and resilient.

    This document presents the highlights of speaker presentations, breakout groups, ensuing discussions, conclusions, and next steps as presented at the International Grid- Connected Renewable Energy (RE) Policy Forum. The conferences purpose was to facilitate increased use of grid-connected RE in the developing world. In the course of the three-day meetings, speakers and participants addressed the challenge of scaling up the use of RE for grid power supply. The interactive forum was designed to focus on four core topics: 1) incorporation of RE in power sector frameworks; 2) economic valuation of RE; 3) RE policy instruments; and 4) private sector investment in RE. The forum also presented issues and offered solutions, lessons learned, best practices, and country-specific case studies

    Global Economic Prospects, January 2025

    Global growth is expected to hold steady at 2.7 percent in 2025-26. However, the global economy appears to be settling at a low growth rate that will be insufficient to foster sustained economic development—with the possibility of further headwinds from heightened policy uncertainty and adverse trade policy shifts, geopolitical tensions, persistent inflation, and climate-related natural disasters. Against this backdrop, emerging market and developing economies are set to enter the second quarter of the twenty-first century with per capita incomes on a trajectory that implies substantially slower catch-up toward advanced-economy living standards than they previously experienced. Without course corrections, most low-income countries are unlikely to graduate to middle-income status by the middle of the century. Policy action at both global and national levels is needed to foster a more favorable external environment, enhance macroeconomic stability, reduce structural constraints, address the effects of climate change, and thus accelerate long-term growth and development.

    Empowerment in Practice : From Analysis to Implementation

    This book represents an effort to present an easily accessible framework to readers, especially those for whom empowerment remains a puzzling development concern, conceptually and in application. The book is divided into two parts. Part 1 explains how the empowerment framework can be used for understanding, measuring, monitoring, and operationalizing empowerment policy and practice. Part 2 presents summaries of each of the five country studies, using them to discuss how the empowerment framework can be applied in very different country and sector contexts and what lessons can be learned from these test cases. While this book can offer only a limited empirical basis for the positive association between empowerment and development outcomes, it does add to the body of work supporting the existence of such a relationship. Perhaps more importantly, it also provides a framework for future research to test the association and to prioritize practical interventions seeking to empower individuals and groups.
