Abstract
The Indigenous Knowledge for Development Program, started in 1998, was the Bank's response to clients, and civil society who called for a more systematic integration of the indigenous knowledge (IK) in the development process. The program developed partnerships, and collaborative links with mostly nongovernmental organizations-operated IK resource centers in Africa, and, its objectives include raising awareness about the potential use of IK in development, disseminating pertinent information, and integrating IK into Bank projects, and capacity building of local institutions. The note reviews the impact on the ground of Bank projects, of research cooperation between NGOs, and/or other institutions on medicinal plants, of sharing environmental management programs, and of information exchange and dissemination. Lessons address the need to recognize IK existing trends, and institutionalize selectively, while seeking partnerships to foster the process with a national, local, and institutional official support. Moreover, lessons stress the need for wider stakeholder involvement, to pursue, and enrich the development process.

    Mainstreaming Climate Adaptation into Development Assistance in Mozambique : Institutional Barriers and Opportunities

    Based on a literature review and expert interviews, this paper analyzes the most important climate impacts on development goals and explores relevant institutions in the context of mainstreaming climate adaptation into development assistance in Mozambique. Climate variability and change can significantly hinder progress toward attaining the Millennium Development Goals and poverty aggravates the country's climate vulnerability. Because Mozambique is one of the major recipients of official development assistance in the world, there is a clear interest in ensuring that the risks of climate impacts are incorporated into the country's development investments. A screening of donor activities at the sub-national level shows that a high share of development assistance is invested in climate-sensitive sectors, partly in areas that are particularly exposed to droughts, floods, and cyclones. The authors find that Mozambique has a supportive legislative environment and donors have a high awareness of climate risks. However, limited individual, organizational, networking, and financial capacity constrain mainstreaming initiatives. Given strong limitations at the national level, bilateral and multilateral donors can play a key role in fostering institutional capacity in Mozambique.

    Engendering Rural Information Systems in Indonesia

    There is still a long road ahead before all Indonesian's can benefit from the full potential of ICT. That road seems even longer to rural women. Despite some improvements in access and the rapid deployment of lower cost wireless technologies, not much has changed in rural areas of Indonesia. Infrastructure in rural areas is limited and existing services are expensive and practically outside of rural women's reach. Women still face enormous barriers and access to communications and information relevant to their realities is very limited. This report provides a gender perspective on the status of ICT in rural areas of Indonesia and presents the main findings of our gender analysis. The discussion is illustrated by case studies (see Appendices on p.42) developed by the core team responsible for the preparation of this report and based on the field research.

    Designing and implementing Agricultural Innovation Funds : Lessons from Competitive Research and Matching Grant Projects

    Many countries are using innovation funds in the agricultural sector to support innovators and their links to public institutions, private entrepreneurs, and other actors, such as groups of rural producers. These funds create platforms for innovative activity by providing incentives for quality and collaboration. This report synthesizes experience with the two main innovation funds that the World Bank has used to fund agricultural innovation, competitive research grants and matching grants, and offers lessons and guidelines for designing and implementing them. Although the report draws extensively on experience with World Bank investments, the lessons are relevant in other contexts. The practical aspects of designing and implementing successful grant schemes are emphasized throughout.

    Indigenous Knowledge for Development Program : Two Years Down the Road

    While most African nations adopted economic policies, with a view to modernize society, and transform the productive sectors, indigenous knowledge - that could have supported this process, or offered alternative perspectives - was often relegated. However, the 1992 Rio Earth Summit, through the notion of sustainable development, catapulted these practices to the forefront of the development discourse. Policymakers are highlighting the critical role of indigenous knowledge in the development process : from the Global Knowledge Conference, Toronto 1997, to the Indigenous Knowledge (IK) for Development Initiative, headed by the World Bank, in collaboration with the United Nations. The note briefly reviews the progress achieved through the IK Development Initiative in disseminating information; facilitating information exchange among developing communities; applying IK in the development process; and, establishing partnerships. Challenges include intensified efforts to mainstream IK into the development process; greater donor involvement, and active participation; facilitating interactive exchanges by establishing communities of practice through various fora; and, forming local alliances to facilitate empowerment.

    Sustainable Management of Agricultural Research and Technology Dissemination (SMARTD) : A Strategic Framework

    Revitalizing agriculture is critical for rural Indonesia's economic prosperity. Historically, Indonesia's dramatic poverty reduction was driven by progress in agriculture and agriculture continues to be a potent driver of growth and poverty alleviation. Agricultural sector growth strongly induces non-agricultural sector growth in rural areas, particularly through demand for locally produced and services. Agricultural sector productivity growth (along with price changes) has remained the most important way out of poverty. To shift agriculture along these dimensions, Indonesia needs to transition from its current and ineffective public stance, growing subsidies and selective output protection, to a more aggressive provision of public goods and services that build support systems for farmers to achieve continuous productivity gains. This will require an enabling agriculture policy environment, significant improvement in the delivery of services, agricultural research and extension in particular, and supporting enabling investments, which will encourage small farmers to move to high value agricultural activities. This will boost employment and raise incomes in rural areas while creating a bigger rural market with greater trade and investment opportunities.

    Classroom Assessment to Support Foundational Literacy

    This document focuses primarily on how classroom assessment activities can measure students’ literacy skills as they progress along a learning trajectory towards reading fluently and with comprehension by the end of primary school grades. The document addresses considerations regarding the design and implementation of early grade reading classroom assessment, provides examples of assessment activities from a variety of countries and contexts, and discusses the importance of incorporating classroom assessment practices into teacher training and professional development opportunities for teachers. The structure of the document is as follows. The first section presents definitions and addresses basic questions on classroom assessment. Section 2 covers the intersection between assessment and early grade reading by discussing how learning assessment can measure early grade reading skills following the reading learning trajectory. Section 3 compares some of the most common early grade literacy assessment tools with respect to the early grade reading skills and developmental phases. Section 4 of the document addresses teacher training considerations in developing, scoring, and using early grade reading assessment. Additional issues in assessing reading skills in the classroom and using assessment results to improve teaching and learning are reviewed in section 5. Throughout the document, country cases are presented to demonstrate how assessment activities can be implemented in the classroom in different contexts.

    The 2011 World development report looks across disciplines and experiences drawn from around the world to offer some ideas and practical recommendations on how to move beyond conflict and fragility and secure development. The key messages are important for all countries-low, middle, and high income-as well as for regional and global institutions: first, institutional legitimacy is the key to stability. When state institutions do not adequately protect citizens, guard against corruption, or provide access to justice; when markets do not provide job opportunities; or when communities have lost social cohesion-the likelihood of violent conflict increases. Second, investing in citizen security, justice, and jobs is essential to reducing violence. But there are major structural gaps in our collective capabilities to support these areas. Third, confronting this challenge effectively means that institutions need to change. International agencies and partners from other countries must adapt procedures so they can respond with agility and speed, a longer-term perspective, and greater staying power. Fourth, need to adopt a layered approach. Some problems can be addressed at the country level, but others need to be addressed at a regional level, such as developing markets that integrate insecure areas and pooling resources for building capacity Fifth, in adopting these approaches, need to be aware that the global landscape is changing. Regional institutions and middle income countries are playing a larger role. This means should pay more attention to south-south and south-north exchanges, and to the recent transition experiences of middle income countries.

    Business Ready 2024

    Business Ready (B-READY) is a new World Bank Group corporate flagship report that evaluates the business and investment climate worldwide. It replaces and improves upon the Doing Business project. B-READY provides a comprehensive data set and description of the factors that strengthen the private sector, not only by advancing the interests of individual firms but also by elevating the interests of workers, consumers, potential new enterprises, and the natural environment. This 2024 report introduces a new analytical framework that benchmarks economies based on three pillars: Regulatory Framework, Public Services, and Operational Efficiency. The analysis centers on 10 topics essential for private sector development that correspond to various stages of the life cycle of a firm. The report also offers insights into three cross-cutting themes that are relevant for modern economies: digital adoption, environmental sustainability, and gender. B-READY draws on a robust data collection process that includes specially tailored expert questionnaires and firm-level surveys. The 2024 report, which covers 50 economies, serves as the first in a series that will expand in geographical coverage and refine its methodology over time, supporting reform advocacy, policy guidance, and further analysis and research.

    World Development Report 2006

    This year’s Word Development Report (WDR), the twenty-eighth, looks at the role of equity in the development process. It defines equity in terms of two basic principles. The first is equal opportunities: that a person’s chances in life should be determined by his or her talents and efforts, rather than by pre-determined circumstances such as race, gender, social or family background. The second principle is the avoidance of extreme deprivation in outcomes, particularly in health, education and consumption levels. This principle thus includes the objective of poverty reduction. The report’s main message is that, in the long run, the pursuit of equity and the pursuit of economic prosperity are complementary. In addition to detailed chapters exploring these and related issues, the Report contains selected data from the World Development Indicators 2005‹an appendix of economic and social data for over 200 countries. This Report offers practical insights for policymakers, executives, scholars, and all those with an interest in economic development.

    Doing Business 2014 : Understanding Regulations for Small and Medium-Size Enterprises

    Eleventh in a series of annual reports comparing business regulation in 185 economies, Doing Business 2014 measures regulations affecting 11 areas of everyday business activity: Starting a business, Dealing with construction permits, Getting electricity, Registering property, Getting credit, Protecting investors, Paying taxes, Trading across borders, Enforcing contracts, Closing a business, Employing workers. The report updates all indicators as of June 1, 2013, ranks economies on their overall “ease of doing business”, and analyzes reforms to business regulation – identifying which economies are strengthening their business environment the most. The Doing Business reports illustrate how reforms in business regulations are being used to analyze economic outcomes for domestic entrepreneurs and for the wider economy. Doing Business is a flagship product by the World Bank and IFC that garners worldwide attention on regulatory barriers to entrepreneurship. More than 60 economies use the Doing Business indicators to shape reform agendas and monitor improvements on the ground. In addition, the Doing Business data has generated over 870 articles in peer-reviewed academic journals since its inception.
