Abstract
This evaluation assesses the effectiveness of the World Bank Group in helping its member countries improve their investment climates, within the context of the World Bank Group's overall mission of poverty reduction and sustainable development.

Publication The World Bank Group's Response to the Global Economic Crisis : Phase 1(Washington, DC: World Bank, 2011)The global economic crisis that began in 2008 threatened to erase years of progress in developing countries. In response, the World Bank Group increased lending to unprecedented levels. The World Bank posted a large increase in middle income countries (MICs), and a much smaller one in low income countries (LICs). The International Finance Corporation (IFC) focused on trade finance, mainly in LICs. Its new business initially fell in MICs, rebounding only in late fiscal 2010. The Multilateral Investment Guarantee Agency (MIGA) concentrated on guarantees in Eastern Europe. Analytic and advisory work helped inform government and private sector responses to the crisis. This report presents an initial real-time evaluation of the readiness, relevance, quality-at-entry, short-term results, and likely sustainability of the Bank Group response from the start of the crisis through fiscal 2010. This evaluation builds on a 2008 Independent Evaluation Group (IEG) assessment of Bank Group interventions during past crises and draws extensively on 11 country case studies and field visits. Given the short time since the crisis response started, the evaluation is geared more to raising flags than to presenting definitive conclusions.Publication World Bank Group Assistance to Low-Income Fragile and Conflict-Affected States : An Independent Evaluation(World Bank, Washington, DC, 2014-01)Fragile and conflict-affected states (FCS) have become an important focus of World Bank Group assistance in recent years as recognition of the linkages between fragility, conflict, violence, and poverty has grown. Addressing issues of recurring conflict and political violence and helping build legitimate and accountable state institutions are central to the Bank Group's poverty reduction mission. This evaluation assesses the relevance and effectiveness of World Bank Group country strategies and assistance programs to FCS. The operationalization of the World Development Report 2011: Conflict, Security, and Development (2011 WDR) is also assessed, to see how the framework has been reflected in subsequent analytical work, country assistance strategies, and the assistance programs. The evaluation framework was derived from the concepts and priorities articulated in recent WDRs, policy papers, and progress reports issued by Bank Group management, to draw lessons from FCS. The framework is organized around the three major themes emerging from the 2011 WDR: building state capacity, building capacity of citizens, and promoting inclusive growth and jobs. The evaluation focuses on International Development Association (IDA)-only countries, which are deemed to have certain characteristics such as very low average income and no access to private finance, making them eligible for special finance tools and programs. As the benchmark for measuring results, Bank Group performance is evaluated in 33 fragile and conflict-affected states against that of 31 IDA-only countries that have never been on the FCS list. Six new country case studies; analyses of Bank Group portfolios; human resources and budget data; secondary analysis of IEG evaluations; background studies including those on aid flows, gender, private sector development, and jobs; and surveys of Bank Group staffs and stakeholders are also included in the evaluation.Publication Brazil Country Program Evaluation, FY2004-11 : Evaluation of the World Bank Group Program(Washington, DC: World Bank, 2014-10-27)This country program evaluation (CPE) evaluates World Bank Group (International Bank for Reconstruction and Development (IBRD), or the Bank, International Finance Corporation (IFC), and Multilateral Investment Guarantee Agency (MIGA) operations in Brazil from FY2004 through FY2011. It seeks to answer two questions: to what extent was the Bank Group program relevant to Brazil's development needs?, and how effective were Bank Group operations in helping to accelerate economic growth and making growth more inclusive and environmentally sustainable? The period reviewed was covered by two country strategies, one for FY2004-07 and the other for FY2008-11. The evaluation comments on aspects of the country partnership strategy (CPS) FY2012-15 with particular reference to its relevance and design. The report aims to extract lessons relevant to future Bank Group operations in Brazil. The study also examines the synergies between lending and knowledge services and the effectiveness of collaboration within the Bank Group and with external development partners. This report has five chapters. Chapter one gives purpose and country context. Chapter two summarizes the Bank Group operations and examines trends and patterns during the evaluation period. Chapters three and four assess the relevance and contributions of these operations to the objectives stated in the country strategies. The concluding chapter draws lessons and recommendations for the Bank Group's future engagement in Brazil.Publication Results and Performance of the World Bank Group 2012 : Volume I(Washington, DC: World Bank, 2013-03-20)After a sustained period of considerable achievement in poverty reduction, developing countries are now navigating an increasingly uncertain time. Developing countries overall are estimated to have achieved, ahead of schedule, the Millennium Development Goal (MDG) of cutting the 1990 rate of extreme poverty in half. The global development context has direct implications for the World Bank Group's clients, and ultimately for the World Bank Group itself. The Bank Group delivered a large-scale response to the global financial crisis of 2008-09. The portfolio of the Multilateral Investment Guarantee Agency (MIGA) became highly concentrated in the financial sector in the Europe and Central Asia region during the crisis, but the agency has made progress in diversifying its portfolio since FY11. The country program, as defined in a country assistance (or partnership) strategy, is an important intersection point for the activities of the three Bank Group institutions. Since the 2008-09 crises, Bank Group support for reforms to expand economic opportunities has been particularly relevant. The increasing concentration of International Finance Corporation (IFC) and MIGA portfolios in the financial sector gives rise to both opportunities and challenges. Crises, ratings for development policy operations remained high.Publication IEG Annual Report 2010 : Results and Performance of the World Bank Group, Main Report(Washington, DC: World Bank, 2010)Over the past year, the response to the global financial crisis has continued to dominate development and the work of international institutions, including the World Bank Group. Challenges of poverty and fragile states, environment, and climate change remain daunting. But the manner in which these are best addressed is shifting. The World Bank Group, a crucial partner in the solutions to global development, must adapt to these changes for greater development effectiveness. The International Bank for Reconstruction and Development (IBRD), the International Development Association (IDA), the International Finance Corporation (IFC), and the Multilateral Investment Guarantee Agency (MIGA) individually face particular challenges in the increasingly multipolar world. But there are opportunities for coordination across the World Bank Group, whether between public and business activities, among sectors, or across macro and micro concerns. Emphasizing these synergies, part one of this joint report discuss recent activities and results of the World Bank Group; part two focuses on select issues in development effectiveness at each institution. A separate volume of this report contains a detailed review and rating of management response and actions regarding recommendations from the Independent Evaluation Group (IEG) from recent years.

Publication Europe and Central Asia Economic Update, Spring 2025: Accelerating Growth through Entrepreneurship, Technology Adoption, and Innovation(Washington, DC: World Bank, 2025-04-23)Business dynamism and economic growth in Europe and Central Asia have weakened since the late 2000s, with productivity growth driven largely by resource reallocation between firms and sectors rather than innovation. To move up the value chain, countries need to facilitate technology adoption, stronger domestic competition, and firm-level innovation to build a more dynamic private sector. Governments should move beyond broad support for small- and medium-sized enterprises and focus on enabling the most productive firms to expand and compete globally. Strengthening competition policies, reducing the presence of state-owned enterprises, and ensuring fair market access are crucial. Limited availability of long-term financing and risk capital hinders firm growth and innovation. Economic disruptions are a shock in the short term, but they provide an opportunity for implementing enterprise and structural reforms, all of which are essential for creating better-paying jobs and helping countries in the region to achieve high-income status.Publication Global Economic Prospects, June 2024(Washington, DC: World Bank, 2024-06-11)After several years of negative shocks, global growth is expected to hold steady in 2024 and then edge up in the next couple of years, in part aided by cautious monetary policy easing as inflation gradually declines. However, economic prospects are envisaged to remain tepid, especially in the most vulnerable countries. Risks to the outlook, while more balanced, are still tilted to the downside, including the possibility of escalating geopolitical tensions, further trade fragmentation, and higher-for-longer interest rates. Natural disasters related to climate change could also hinder activity. Subdued growth prospects across many emerging market and developing economies and continued risks underscore the need for decisive policy action at the global and national levels. Each edition includes analytical pieces on topical policy challenges faced by these economies.Publication Morocco Economic Update, Winter 2025(Washington, DC: World Bank, 2025-04-03)Despite the drought causing a modest deceleration of overall GDP growth to 3.2 percent, the Moroccan economy has exhibited some encouraging trends in 2024. Non-agricultural growth has accelerated to an estimated 3.8 percent, driven by a revitalized industrial sector and a rebound in gross capital formation. Inflation has dropped below 1 percent, allowing Bank al-Maghrib to begin easing its monetary policy. While rural labor markets remain depressed, the economy has added close to 162,000 jobs in urban areas. Morocco’s external position remains strong overall, with a moderate current account deficit largely financed by growing foreign direct investment inflows, underpinned by solid investor confidence indicators. Despite significant spending pressures, the debt-to-GDP ratio is slowly declining.Publication Classroom Assessment to Support Foundational Literacy(Washington, DC: World Bank, 2025-03-21)This document focuses primarily on how classroom assessment activities can measure students’ literacy skills as they progress along a learning trajectory towards reading fluently and with comprehension by the end of primary school grades. The document addresses considerations regarding the design and implementation of early grade reading classroom assessment, provides examples of assessment activities from a variety of countries and contexts, and discusses the importance of incorporating classroom assessment practices into teacher training and professional development opportunities for teachers. The structure of the document is as follows. The first section presents definitions and addresses basic questions on classroom assessment. Section 2 covers the intersection between assessment and early grade reading by discussing how learning assessment can measure early grade reading skills following the reading learning trajectory. Section 3 compares some of the most common early grade literacy assessment tools with respect to the early grade reading skills and developmental phases. Section 4 of the document addresses teacher training considerations in developing, scoring, and using early grade reading assessment. Additional issues in assessing reading skills in the classroom and using assessment results to improve teaching and learning are reviewed in section 5. Throughout the document, country cases are presented to demonstrate how assessment activities can be implemented in the classroom in different contexts.Publication Argentina Country Climate and Development Report(World Bank, Washington, DC, 2022-11)The Argentina Country Climate and Development Report (CCDR) explores opportunities and identifies trade-offs for aligning Argentina’s growth and poverty reduction policies with its commitments on, and its ability to withstand, climate change. It assesses how the country can: reduce its vulnerability to climate shocks through targeted public and private investments and adequation of social protection. The report also shows how Argentina can seize the benefits of a global decarbonization path to sustain a more robust economic growth through further development of Argentina’s potential for renewable energy, energy efficiency actions, the lithium value chain, as well as climate-smart agriculture (and land use) options. Given Argentina’s context, this CCDR focuses on win-win policies and investments, which have large co-benefits or can contribute to raising the country’s growth while helping to adapt the economy, also considering how human capital actions can accompany a just transition.
