Abstract
After a sustained period of considerable achievement in poverty reduction, developing countries are now navigating an increasingly uncertain time. Developing countries overall are estimated to have achieved, ahead of schedule, the Millennium Development Goal (MDG) of cutting the 1990 rate of extreme poverty in half. The global development context has direct implications for the World Bank Group's clients, and ultimately for the World Bank Group itself. The Bank Group delivered a large-scale response to the global financial crisis of 2008-09. The portfolio of the Multilateral Investment Guarantee Agency (MIGA) became highly concentrated in the financial sector in the Europe and Central Asia region during the crisis, but the agency has made progress in diversifying its portfolio since FY11. The country program, as defined in a country assistance (or partnership) strategy, is an important intersection point for the activities of the three Bank Group institutions. Since the 2008-09 crises, Bank Group support for reforms to expand economic opportunities has been particularly relevant. The increasing concentration of International Finance Corporation (IFC) and MIGA portfolios in the financial sector gives rise to both opportunities and challenges. Crises, ratings for development policy operations remained high.

    The World Bank Group's Response to the Global Economic Crisis : Phase 1

    The global economic crisis that began in 2008 threatened to erase years of progress in developing countries. In response, the World Bank Group increased lending to unprecedented levels. The World Bank posted a large increase in middle income countries (MICs), and a much smaller one in low income countries (LICs). The International Finance Corporation (IFC) focused on trade finance, mainly in LICs. Its new business initially fell in MICs, rebounding only in late fiscal 2010. The Multilateral Investment Guarantee Agency (MIGA) concentrated on guarantees in Eastern Europe. Analytic and advisory work helped inform government and private sector responses to the crisis. This report presents an initial real-time evaluation of the readiness, relevance, quality-at-entry, short-term results, and likely sustainability of the Bank Group response from the start of the crisis through fiscal 2010. This evaluation builds on a 2008 Independent Evaluation Group (IEG) assessment of Bank Group interventions during past crises and draws extensively on 11 country case studies and field visits. Given the short time since the crisis response started, the evaluation is geared more to raising flags than to presenting definitive conclusions.

    Brazil Country Program Evaluation, FY2004-11 : Evaluation of the World Bank Group Program

    This country program evaluation (CPE) evaluates World Bank Group (International Bank for Reconstruction and Development (IBRD), or the Bank, International Finance Corporation (IFC), and Multilateral Investment Guarantee Agency (MIGA) operations in Brazil from FY2004 through FY2011. It seeks to answer two questions: to what extent was the Bank Group program relevant to Brazil's development needs?, and how effective were Bank Group operations in helping to accelerate economic growth and making growth more inclusive and environmentally sustainable? The period reviewed was covered by two country strategies, one for FY2004-07 and the other for FY2008-11. The evaluation comments on aspects of the country partnership strategy (CPS) FY2012-15 with particular reference to its relevance and design. The report aims to extract lessons relevant to future Bank Group operations in Brazil. The study also examines the synergies between lending and knowledge services and the effectiveness of collaboration within the Bank Group and with external development partners. This report has five chapters. Chapter one gives purpose and country context. Chapter two summarizes the Bank Group operations and examines trends and patterns during the evaluation period. Chapters three and four assess the relevance and contributions of these operations to the objectives stated in the country strategies. The concluding chapter draws lessons and recommendations for the Bank Group's future engagement in Brazil.

    IFC Annual Report 2009 : Their/Our Story, Creating Opportunity Where It's Needed Most

    The global economic crisis has opened an uncertain chapter, especially for the 2.5 billion people who live on less than $2 a day. Many of them lack access to electricity, or clean water, or basic health care. For at least a decade, economic growth in developing countries helped expand the availability of basic necessities while steadily reducing the number of people in poverty. But this year, the number of people in extreme poverty is expected to be much higher than was predicted before the crisis. Unemployment is rising. Yet many countries lack the domestic resources needed to speed up development. International Finance Corporation (IFC) has responded swiftly and creatively to improve the lives of the most vulnerable people by working with the private sector to create conditions for sustainable prosperity, wherever the need is greatest. IFC has quickly ramped up its advisory efforts and mobilized its donor partners to help governments, clients, and markets cope with the crisis and recover speedily. Priorities include: helping financial institutions better manage their risks and their nonperforming loans; complementing investment efforts in banking for small and medium enterprises, microfinance, and housing finance with advice to financial institutions; supporting governments' efforts to keep trade flowing with advice on trade logistics; helping governments facing larger deficits widen their tax base; encouraging governments to simplify their bankruptcy systems to allow indebted companies to recover faster; advising boards of directors on risk management and crisis intervention; and helping governments redesign public-private infrastructure projects that face crisis-related difficulties.

    Sovereign Debt Management in Crisis in Europe and Central Asia

    The global financial crisis of 2008-2009 required most sovereign debt managers to adapt to rapidly changing market circumstances, by changing the mix of borrowing instruments and adopting techniques that minimize the impact of severe market dislocations and increased risk aversion. These actions, allied to prudent macroeconomic and debt management policies implemented by government in the years preceding the crises, were critical in helping countries meet their financing needs without undue strain on the financial markets. This toolkit draws on the approaches taken by a range of countries and provides sovereign debt policy makers with a rich set of potential actions to address crisis periods. A practical illustration on the use of some of these actions is conducted by analyzing the measures taken by Romania, Serbia and Turkey as a response to the recent crises. Authors draw lessons from these experiences and examine what other measures included in the toolkit could have been used to boost the crisis response impact in these economies, respecting country-specific contexts.

    The global extreme poverty rate has fallen by half since 1990, but progress within the developing world has been uneven. Extreme poverty remains widespread in most low-income countries while many middle-income countries also continue to have substantial levels with many people there who have escaped extreme poverty remaining poor and vulnerable. Nor has there been robust progress in sharing prosperity: in many developing countries rapid growth has been accompanied by rising inequality, often with a geographic and ethnic dimension as progress in isolated areas has lagged behind. This appendix describes select elements of the evaluation systems in the World Bank, the International Finance Corporation (IFC), and the Multilateral Investment Guarantee Agency (MIGA) that are the basis for this report. They illustrate commonalities as well as differences in evaluation practices across the institutions. The World Bank, IFC, and MIGA differ in the instruments and approaches they use to achieve development results. Each institution has an evaluation system tailored to its needs. In each organization, the evaluation system comprises different components, self-evaluation, independent evaluation, and validation of self-evaluation.

    The economy continues to contract, albeit at a somewhat slower pace. Public finances improved in 2021, but only because spending collapsed faster than revenue generation. Testament to the continued atrophy of Lebanon’s economy, the Lebanese Pound continues to depreciate sharply. The sharp deterioration in the currency continues to drive surging inflation, in triple digits since July 2020, impacting the poor and vulnerable the most. An unprecedented institutional vacuum will likely further delay any agreement on crisis resolution and much needed reforms; this includes prior actions as part of the April 2022 International Monetary Fund (IMF) staff-level agreement (SLA). Divergent views among key stakeholders on how to distribute the financial losses remains the main bottleneck for reaching an agreement on a comprehensive reform agenda. Lebanon needs to urgently adopt a domestic, equitable, and comprehensive solution that is predicated on: (i) addressing upfront the balance sheet impairments, (ii) restoring liquidity, and (iii) adhering to sound global practices of bail-in solutions based on a hierarchy of creditors (starting with banks’ shareholders) that protects small depositors.

    Argentina Country Climate and Development Report

    The Argentina Country Climate and Development Report (CCDR) explores opportunities and identifies trade-offs for aligning Argentina’s growth and poverty reduction policies with its commitments on, and its ability to withstand, climate change. It assesses how the country can: reduce its vulnerability to climate shocks through targeted public and private investments and adequation of social protection. The report also shows how Argentina can seize the benefits of a global decarbonization path to sustain a more robust economic growth through further development of Argentina’s potential for renewable energy, energy efficiency actions, the lithium value chain, as well as climate-smart agriculture (and land use) options. Given Argentina’s context, this CCDR focuses on win-win policies and investments, which have large co-benefits or can contribute to raising the country’s growth while helping to adapt the economy, also considering how human capital actions can accompany a just transition.

    This year’s Word Development Report (WDR), the twenty-eighth, looks at the role of equity in the development process. It defines equity in terms of two basic principles. The first is equal opportunities: that a person’s chances in life should be determined by his or her talents and efforts, rather than by pre-determined circumstances such as race, gender, social or family background. The second principle is the avoidance of extreme deprivation in outcomes, particularly in health, education and consumption levels. This principle thus includes the objective of poverty reduction. The report’s main message is that, in the long run, the pursuit of equity and the pursuit of economic prosperity are complementary. In addition to detailed chapters exploring these and related issues, the Report contains selected data from the World Development Indicators 2005‹an appendix of economic and social data for over 200 countries. This Report offers practical insights for policymakers, executives, scholars, and all those with an interest in economic development.

    Classroom Assessment to Support Foundational Literacy

    This document focuses primarily on how classroom assessment activities can measure students’ literacy skills as they progress along a learning trajectory towards reading fluently and with comprehension by the end of primary school grades. The document addresses considerations regarding the design and implementation of early grade reading classroom assessment, provides examples of assessment activities from a variety of countries and contexts, and discusses the importance of incorporating classroom assessment practices into teacher training and professional development opportunities for teachers. The structure of the document is as follows. The first section presents definitions and addresses basic questions on classroom assessment. Section 2 covers the intersection between assessment and early grade reading by discussing how learning assessment can measure early grade reading skills following the reading learning trajectory. Section 3 compares some of the most common early grade literacy assessment tools with respect to the early grade reading skills and developmental phases. Section 4 of the document addresses teacher training considerations in developing, scoring, and using early grade reading assessment. Additional issues in assessing reading skills in the classroom and using assessment results to improve teaching and learning are reviewed in section 5. Throughout the document, country cases are presented to demonstrate how assessment activities can be implemented in the classroom in different contexts.

    Morocco Economic Update, Winter 2025

    Despite the drought causing a modest deceleration of overall GDP growth to 3.2 percent, the Moroccan economy has exhibited some encouraging trends in 2024. Non-agricultural growth has accelerated to an estimated 3.8 percent, driven by a revitalized industrial sector and a rebound in gross capital formation. Inflation has dropped below 1 percent, allowing Bank al-Maghrib to begin easing its monetary policy. While rural labor markets remain depressed, the economy has added close to 162,000 jobs in urban areas. Morocco’s external position remains strong overall, with a moderate current account deficit largely financed by growing foreign direct investment inflows, underpinned by solid investor confidence indicators. Despite significant spending pressures, the debt-to-GDP ratio is slowly declining.
