Abstract
It is difficult to know if programs have succeeded or failed if the expected results are not clearly articulated. An explicit definition of results, precisely what is to be achieved through the project or program and by when, keeps measurable objectives in sight, helps monitor progress toward those objectives, and assists with adjustment and management of program implementation. Results-based management is a key tool for development effectiveness. Recent years have witnessed a trend in explicitly specifying the results (outcomes and impacts) of both broader country strategies and more specific programs and projects. Internationally agreed principles have underpinned this push for results, most notably with the adoption of the United Nations Millennium Declaration (2000), which established the Millennium Development Goals with targets and indicators to provide the basis for measuring progress and the effectiveness of aid. This publication also provides various examples or excerpts of results frameworks used at various levels (for example, country, project, and organization) and offers references for further support to practitioners in designing and using results frameworks for development effectiveness.

Publication Designing a Multi-Stakeholder Results Framework : A Toolkit to Guide Participatory Diagnostics and Planning for Stronger Results and Effectiveness(World Bank, Washington, DC, 2013-11)This toolkit provides guidance to strengthen the results and effectiveness of multi-stakeholder development planning, including practical tools and processes. The toolkit guides collaborative steps, such as setting goals, diagnosing institutional problems and monitoring outcomes, all to produce a multi-stakeholder, outcome-based results framework to prepare a development strategy or plan and to implement with a strong result focus. It also includes guidance to use the results framework to highlight potentially high-impact areas for strengthening multi-stakeholder activities and to integrate monitoring and budget planning to a common set of outcomes. The toolkit gives special attention to the fragile context for development practitioners working in this area. The toolkit modules provide customizable resources to create a multi-stakeholder, outcome-based results framework. The modules can be used together as a complete resource or separately, focusing on modules that are of immediate interest. Although WBI originally developed the modules to support strategy design at the national level, they can also guide multi-stakeholder planning for results in other settings or key sectors where actors have diverse perspectives, with appropriate adjustments.Publication The Quality of Results Frameworks in Development Policy Operations(World Bank, Washington, DC, 2015-06-24)The objective of this review is to synthesize existing evaluative evidence and generate new evidence on the quality of the Results Frameworks (RFs) of development policy operations (DPOs). The study is organized around a number of evaluative questions on various aspects of DPO design, implementation, reporting, and evaluation. Its focus is on the quality of RF, taking objectives and coverage for granted. The study does not cover the scope and coverage of reform programs underpinning DPOs, including the relevance of objectives, or the choice of policy areas and the links between DPOs and country assistance strategies. It generally does not look at program achievements and outcomes, except in cases when it is required for assessing the quality of prior actions (PAs). The structure of the review is: chapter one presents the methodology; chapter two has the findings with respect to the presentation and clarity of RFs; chapter three discusses evidence of the quality of PAs and their contribution to the robustness of RFs; chapter four discusses findings with respect to the use of programmatic approach in DPOs relevant for RFs; chapter five discusses strengths and weaknesses in the ME framework of DPOs; chapter six discusses reporting of DPO results at completion and implications for IEG validation and evaluation of DPOs.Publication Results and Performance of the World Bank Group 2012 : Volume II. The World Bank Institute (WBI) is a global connector of knowledge, learning, and innovation for poverty reduction. To best leverage knowledge for development effectiveness, WBI has worked to foster a results culture among its staff and establish a results infrastructure. WBI's Capacity and Results practice (WBICR) had conducted an exploratory study to examine the range of practices and systems in place at knowledge organizations to plan for and manage results. This report spotlights interesting approaches and methods used by these organizations to further the dialogue on how to plan for and strengthen the outcomes of knowledge activities going forward.Publication Initiatives Supporting Demand for Good Governance Across World Bank Group Sectors and Regions(World Bank, Washington, DC, 2008-08)This preliminary stocktaking report on the demand for good governance is an effort of the Demand For Good Governance (DFGG) peer learning network to bring together and highlight the wealth of existing knowledge and practices currently available to support DFGG across the World Bank. This report puts forth a framework with key principles for organizing the complex universe of DFGG efforts across sectors and regions. The paper also identifies entry-points areas of development assistance and illustrates a few good practice examples supporting and strengthening DFFG for the World Bank as it builds its understanding of the areas where the institution can scale-up these activities. This report identifies a wide-range of activities supporting DFGG, however, it is worthwhile to note some challenges in collecting information on these activities. The report provides a more detailed review of the overall findings of DFGG work across the Bank. This paper constitute the following sections: an overview of the key DFGG elements in the organizing framework; entry-points for strengthening demand for good governance with case study examples; summary of key findings of the stocktaking; and finally, some challenges that the World Bank needs to address to mainstream DFGG operationally. The annexes constitutes of the following parts: annex one is a compiled list of notable demand for good governance activities supported by the World Bank identified in the stocktaking exercise and by World Bank Vice President Units; annex two provides a brief description of projects to show how the projects and or elements within the projects support DFGG efforts; annex three provides an overview of broad categories of tools and mechanisms supporting DFGG elements in activities; annex four provides a list of World Bank staff contacted and interviewed in the stocktaking exercise; and annex five provides a list of references reviewed.

Publication World Development Report 2017(Washington, DC: World Bank, 2017-01-30)Why are carefully designed, sensible policies too often not adopted or implemented? When they are, why do they often fail to generate development outcomes such as security, growth, and equity? And why do some bad policies endure? This book addresses these fundamental questions, which are at the heart of development. Policy making and policy implementation do not occur in a vacuum. Rather, they take place in complex political and social settings, in which individuals and groups with unequal power interact within changing rules as they pursue conflicting interests. The process of these interactions is what this Report calls governance, and the space in which these interactions take place, the policy arena. The capacity of actors to commit and their willingness to cooperate and coordinate to achieve socially desirable goals are what matter for effectiveness. However, who bargains, who is excluded, and what barriers block entry to the policy arena determine the selection and implementation of policies and, consequently, their impact on development outcomes. Exclusion, capture, and clientelism are manifestations of power asymmetries that lead to failures to achieve security, growth, and equity. The distribution of power in society is partly determined by history. Yet, there is room for positive change. This Report reveals that governance can mitigate, even overcome, power asymmetries to bring about more effective policy interventions that achieve sustainable improvements in security, growth, and equity. This happens by shifting the incentives of those with power, reshaping their preferences in favor of good outcomes, and taking into account the interests of previously excluded participants. These changes can come about through bargains among elites and greater citizen engagement, as well as by international actors supporting rules that strengthen coalitions for reform.Publication Rural-Urban Migration in Developing Countries(World Bank, Washington, DC, 2021-05)This paper reviews the recent literature on rural-urban migration in developing countries, focusing on three key questions: What motivates or forces people to migrate? What costs do migrants face? What are the impacts of migration on migrants and the economy? The literature paints a complex picture whereby rural-urban migration is driven by many factors and the returns to migration as well as the costs are very high. The evidence supports the notion that migration barriers hinder labor market adjustment and are likely to be welfare reducing. The review concludes by identifying gaps in current research and data needs.Publication Africa's Future, Africa's Challenge : Early Childhood Care and Development in Sub-Saharan Africa(Washington, DC : World Bank, 2008)This book seeks to achieve a balance, describing challenges that are being faced as well as developments that are underway. It seeks a balance in terms of the voices heard, including not just voices of the North commenting on the South, but voices from the South, and in concert with the North. It seeks to provide the voices of specialists and generalists, of those from international and local organizations, from academia and the field. It seeks a diversity of views and values. Such diversity and complexity are the reality of Sub-Saharan Africa (SSA) today. The major focus of this book is on SSA from the Sahel south. Approximately 130 million children between birth and age 6 live in SSA. Every year 27 million children are born, and every year 4.7 million children under age 5 die. Rates of birth and of child deaths are consistently higher in SSA than in any other part of the world; the under-5 mortality rate of 163 per 1,000 is twice that of the rest of the developing world and 30 times that of industrialized countries (UNICEF 2006). Of the children who are born, 65 percent will experience poverty, 14 million will be orphans affected by HIV/AIDS directly and within their families and one-third will experience exclusion because of their gender or ethnicity.Publication Ten Steps to a Results-Based Monitoring and Evaluation System : A Handbook for Development Practitioners(Washington, DC: World Bank, 2004)An effective state is essential to achieving socio-economic and sustainable development. As with most of its predecessors, it is divided into two parts. The first looks at economic performance, past and prospective. The second part is this year devoted to population - the causes and consequences of rapid population growth, its link to development, why it has slowed down in some developing countries. The two parts mirror each other: economic policy and performance in the next decade will matter for population growth in the developing countries for several decades beyond. Population policy and change in the rest of this century will set the terms for the whole of development strategy in the next. In both cases, policy changes will not yield immediate benefits, but delay will reduce the room for maneuver that policy makers will have in years to come.
