A Strategic Approach to Climate Change in the Philippines: An Assessment of Low-Carbon Interventions in the Transport and Power Sectors

Abstract
Globally, the Philippines is a minor emitter of greenhouse gases (GHGs), but cost-effective mitigation present opportunities that should be captured, noting that the country is one of the signatory member states to the 1992 United Nations Framework Convention on Climate Change (UNFCCC) and its Kyoto Protocol. The country accounts for less than 0.3 percent of global GHG emissions in 2004.4 However, emissions are on the rise from both energy-use and land-use changes. Even if the absolute scale will remain small, there are increasing number of development projects under preparation, which offers opportunities for cost-effective mitigation and adaptation measures. The Philippine Government's response to the climate change challenge has been active institutionally noting the recent restructuring of the Presidential task force on climate change. However, a clear strategy and action plan are still lacking. The international donor community, including development partners such as the Asian Development Bank (ADB), the United Nations International Strategy for Disaster Reduction (ISDR), the Millennium Challenge Corporation (MCC), and the United Nations Development Program (UNDP), is actively engaged in addressing climate change in the Philippines. There are several initiatives on capacity building for GHG accounting, monitoring and reporting, for preparation of a second National Communication to the UNFCCC, governance, renewable energy, urban air quality management, and forest management. There are likewise several World Bank supported climate change-related activities, with nine active operations. These encompass primarily energy sector operations.

    A Policy Framework for Green Transportation in Georgia : Achieving Reforms and Building Infrastructure for Sustainability

    The Government of Georgia is considering options for reducing fossil fuel imports in favor of introducing large scale use of domestic energy sources for public and private transportation. However, this must be considered within the overall context of green transportation-which will generate benefits well beyond the substitution of fossil fuels with domestic energy sources. The concept of green transportation has emerged in response to growing concerns about climate change; typically this refers to a transportation system characterized by low carbon emissions, i.e., Green House Gasses (GHG). In the context of Georgia, two other important development issues in green transportation in addition to GHG emissions are fossil fuel consumption and air pollution. For the purpose of this study, therefore, green transportation in Georgia refers to reducing the intensity of fossil fuel use and increasing reliance on indigenous energy sources (mainly hydropower), as well as minimizing adverse impacts on the global and local environment through reduced emissions of GHG and local pollutants. Greening transportation will create 'co-benefits': reducing fossil fuel use will help improve the balance of trade and energy security; and employing measures to avoid unnecessary trips and using fewer vehicles for the same number of trips (i.e., public transportation) would reduce traffic congestion on the road network, particularly in urban areas. By greening transportation, Georgia could reduce the total import bill for petroleum products, thereby improving the balance of trade and energy security.

    Controlling Greenhouse Gas Emissions Generated by the Transport Sector in ECA : Policy Options

    Greenhouse gas emissions (GHG) generated from transport are among the fastest growing in Europe and in the Europe and Central Asia (ECA) region, posing a challenge in creating a low-carbon future, as economic development has been paralleled with a modal share increasingly dominated by roads.1 This modal shift, as in the European Union (EU), has been driven by a number of factors, including growing affluence, suburbanization, and falling land use densities in urban areas, which have translated into more widespread vehicle ownership, increasing trip numbers and lengths, while reducing the financial viability of public transport and non-motorized transport. This paper begins by reviewing recent trends in transport and GHG emission trends in the ECA region, using trends in the EU-15 and EU-27 as comparators.8 Subsequently, it will provide an overview of climate friendly transport policies for the road, rail, and air transport modes, before presenting some land transport success stories and then turning to a discussion on how to use revenues generated from pricing policy instruments. The objective is to provide a menu of policy options to improve the functioning of the transport sector in ECA, while addressing the externalities generated by the sector.

    A City-Wide Approach to Carbon Finance

    Urbanization and climate change will define much of the 21st century. Urbanization leads to improvement in standards of living, and through the increased density and service delivery efficiency of cities, higher growth can be achieved with lower greenhouse gas emissions. Cities and urban agglomerations house more than 50 percent of the global population and contribute more than 70 percent of Global greenhouse (GHG) emissions. As the share of urban population grows, sustainable urban development emerges as an essential component in addressing climate change. Mitigation often comes at a significant cost. Carbon finance has an important role to play in reducing these costs. Carbon finance is accessible through regulated mechanisms, such as the Clean Development Mechanism (CDM) and Joint Implementation (JI) under the Kyoto Protocol, and through voluntary markets, using the voluntary carbon standard and climate exchanges. City authorities, however, have not been able to fully access market mechanisms for carbon credits.

    Potential Climate Change Mitigation Opportunities in the Transport Sector in Vietnam

    Vietnam's transport sector plays an important role in its socioeconomic development. Passenger transport helps meets daily needs and contributes significantly to tourist service development while freight transport helps meet the country's demand for delivery of raw materials and of semi-finished products to production facilities and for transport of finished products to consumers. With the overall growth in transport in the country, each of the main forms of transport (road, railway, aviation, inland waterways and maritime) are currently increasing the total fuel use for transport and as a result overall greenhouse gas emissions. In addition to the mix of transport modes used, the major factors affecting the impact of this growth on current and future greenhouse gases from each mode of transport are the quality and quantity of the vehicles and supporting infrastructure and the type of fuels used and their efficiency. The following sections evaluate the infrastructure and fuel use of each of the modes of transport (sections 1.1-1.5), the current and projected greenhouse gas emissions from the sector and the reasons for this (section 2), and typologies of interventions that can reduce the emissions from the sector (section 3).

    TRACE Model in Pilot Cities in Latin America

    This report, supported by the energy sector management assistance program (ESMAP), applies the tool for the rapid assessment of city energy (TRACE) to examine energy use in León, México. This study is one of three requested and conducted in 2013 by the World Bank Latin America and the Caribbean energy unit to begin a dialogue on energy efficiency (EE) potential in Latin America and Caribbean cities. In Puebla and León, TRACE helped the Mexican Secretary of Energy (SENER) develop an urban EE strategy. TRACE is a simple, practical tool for making rapid assessments of municipal energy use. It helps prioritize sectors that have the potential to save significant amounts of energy and identifies appropriate EE measures in six sectors - transport, municipal buildings, wastewater, streetlights, solid waste, and power and heat. Globally, the six are often managed by the cities which have substantial influence over public utility services. The study looked at six areas to determine the three that have the greatest savings potential and where the city has a significant degree of control: streetlights, solid waste, and municipal buildings.

    Digital Africa

    All African countries need better and more jobs for their growing populations. "Digital Africa: Technological Transformation for Jobs" shows that broader use of productivity-enhancing, digital technologies by enterprises and households is imperative to generate such jobs, including for lower-skilled people. At the same time, it can support not only countries’ short-term objective of postpandemic economic recovery but also their vision of economic transformation with more inclusive growth. These outcomes are not automatic, however. Mobile internet availability has increased throughout the continent in recent years, but Africa’s uptake gap is the highest in the world. Areas with at least 3G mobile internet service now cover 84 percent of Africa’s population, but only 22 percent uses such services. And the average African business lags in the use of smartphones and computers as well as more sophisticated digital technologies that catalyze further productivity gains. Two issues explain the usage gap: affordability of these new technologies and willingness to use them. For the 40 percent of Africans below the extreme poverty line, mobile data plans alone would cost one-third of their incomes—in addition to the price of access devices, apps, and electricity. Data plans for small- and medium-size businesses are also more expensive than in other regions. Moreover, shortcomings in the quality of internet services—and in the supply of attractive, skills-appropriate apps that promote entrepreneurship and raise earnings—dampen people’s willingness to use them. For those countries already using these technologies, the development payoffs are significant. New empirical studies for this report add to the rapidly growing evidence that mobile internet availability directly raises enterprise productivity, increases jobs, and reduces poverty throughout Africa. To realize these and other benefits more widely, Africa’s countries must implement complementary and mutually reinforcing policies to strengthen both consumers’ ability to pay and willingness to use digital technologies. These interventions must prioritize productive use to generate large numbers of inclusive jobs in a region poised to benefit from a massive, youthful workforce—one projected to become the world’s largest by the end of this century.

    This year’s Word Development Report (WDR), the twenty-eighth, looks at the role of equity in the development process. It defines equity in terms of two basic principles. The first is equal opportunities: that a person’s chances in life should be determined by his or her talents and efforts, rather than by pre-determined circumstances such as race, gender, social or family background. The second principle is the avoidance of extreme deprivation in outcomes, particularly in health, education and consumption levels. This principle thus includes the objective of poverty reduction. The report’s main message is that, in the long run, the pursuit of equity and the pursuit of economic prosperity are complementary. In addition to detailed chapters exploring these and related issues, the Report contains selected data from the World Development Indicators 2005‹an appendix of economic and social data for over 200 countries. This Report offers practical insights for policymakers, executives, scholars, and all those with an interest in economic development.

    Argentina Country Climate and Development Report

    The Argentina Country Climate and Development Report (CCDR) explores opportunities and identifies trade-offs for aligning Argentina’s growth and poverty reduction policies with its commitments on, and its ability to withstand, climate change. It assesses how the country can: reduce its vulnerability to climate shocks through targeted public and private investments and adequation of social protection. The report also shows how Argentina can seize the benefits of a global decarbonization path to sustain a more robust economic growth through further development of Argentina’s potential for renewable energy, energy efficiency actions, the lithium value chain, as well as climate-smart agriculture (and land use) options. Given Argentina’s context, this CCDR focuses on win-win policies and investments, which have large co-benefits or can contribute to raising the country’s growth while helping to adapt the economy, also considering how human capital actions can accompany a just transition.

    Morocco Economic Update, Winter 2025

    Despite the drought causing a modest deceleration of overall GDP growth to 3.2 percent, the Moroccan economy has exhibited some encouraging trends in 2024. Non-agricultural growth has accelerated to an estimated 3.8 percent, driven by a revitalized industrial sector and a rebound in gross capital formation. Inflation has dropped below 1 percent, allowing Bank al-Maghrib to begin easing its monetary policy. While rural labor markets remain depressed, the economy has added close to 162,000 jobs in urban areas. Morocco’s external position remains strong overall, with a moderate current account deficit largely financed by growing foreign direct investment inflows, underpinned by solid investor confidence indicators. Despite significant spending pressures, the debt-to-GDP ratio is slowly declining.

    Classroom Assessment to Support Foundational Literacy

    This document focuses primarily on how classroom assessment activities can measure students’ literacy skills as they progress along a learning trajectory towards reading fluently and with comprehension by the end of primary school grades. The document addresses considerations regarding the design and implementation of early grade reading classroom assessment, provides examples of assessment activities from a variety of countries and contexts, and discusses the importance of incorporating classroom assessment practices into teacher training and professional development opportunities for teachers. The structure of the document is as follows. The first section presents definitions and addresses basic questions on classroom assessment. Section 2 covers the intersection between assessment and early grade reading by discussing how learning assessment can measure early grade reading skills following the reading learning trajectory. Section 3 compares some of the most common early grade literacy assessment tools with respect to the early grade reading skills and developmental phases. Section 4 of the document addresses teacher training considerations in developing, scoring, and using early grade reading assessment. Additional issues in assessing reading skills in the classroom and using assessment results to improve teaching and learning are reviewed in section 5. Throughout the document, country cases are presented to demonstrate how assessment activities can be implemented in the classroom in different contexts.
