Abstract
China is short of clean energy, particularly conventional natural gas. The proven per capital natural gas reserve is only 1/12th of the world average. However, China has large coal bed methane (CBM) resources with development potential which can be recovered from surface boreholes independent of mining and in advance of mining, and also captured as a part of underground coal mining operations. However, in order to meet its targets, the government must improve the administrative framework for CBM resource management, introduce more effective CBM or coal mine methane (CMM) development incentives, raise the technical capacity of the mining sector, expand gas pipeline infrastructure and promote gas markets in coal mining areas. In order to significantly reduce methane emission from coal mines and better exploit the gas recoverable from coal seams, the government should introduce measures to: strengthen the CBM/CMM policy, legal and regulatory framework to improve resource management; improve CMM availability and quality so more can be utilized; enhance incentives to promote expansion of CBM/CMM exploitation and destruction of surplus drained CMM; and Promote development of regional development strategies to take advantage of specific local advantages.

Publication Potential Climate Change Mitigation Opportunities in the Energy Sector in Vietnam(World Bank, Washington, DC, 2009-05)The rapid growth of Vietnam's economy, industry, and consumption has resulted in unprecedented growth in energy demand, and its infrastructure for extracting, generating, and distributing energy is expanding to try to meet those needs. Between 2000 and 2005, total primary energy consumption in Vietnam grew 10.6 percent per year. Growth in fossil-fuel consumption was correspondingly high, with coal use growing at 14.9 percent per year, oil use at 8.2 percent per year, and natural gas use at 37 percent per year. From 2002 to 2030, Vietnam's primary energy demand is expected to grow at a rate of 4.4 percent, increasing from 42 megatons oil equivalent (MTOE) in 2002 to 142 MTOE in 2030. This note will focus on Vietnam's potential Greenhouse gas (GHG) emission reductions and possible interventions associated with resource extraction and power generation for grid electricity. Emissions from power generation in industry and transport are covered under the respective sector notes, and reduction of greenhouse gases through management of end-use demand is covered in the context of industry (as the largest energy user) in the industry sector note.Publication Vietnam Power Sector : Generation Options(Washington, DC, 2009-12-29)This report discusses the energy sector in Vietnam. The central task for the energy sector is to meet demands for electricity in sufficient quantity and of an acceptable quality, in as commercially and financially efficient a way as possible. Several issues arise if this task is to be accomplished in the short and medium term. They are: optimizing power investments; financing the investments that must be made; implementing the reforms in the power industry and restructuring EVN; improving access and service quality; and addressing shortcomings in pricing and tariffs. This study discusses the first of these issues, though inevitably there is some overlap. The study has four specific objectives: (1) to inform decisions about technology choices; (2) to inform decisions on energy and energy sector policy; (3) to inform the energy sector planning process; and (4) to inform the internal discussion within the Bank on how Vietnam's energy sector development can be assisted.Publication Lights out? The Outlook for Energy in Eastern Europe and Central Asia(World Bank, 2010)Before the current economic crisis hit the Europe and Central Asia (ECA) region in 2008, energy security was a major source of concern in Central and Eastern Europe and in many of the economies in the former Soviet Union. Energy importers were experiencing shortages leading to periodic brownouts and blackouts. An energy crisis seemed imminent. This report analyzes the outlook for energy demand and supply in the region. It estimates the investment requirements and highlights the potential environmental concerns associated with meeting future energy needs, including those related to climate change. The report also proposes the actions necessary to create an attractive environment for investment in cleaner energy. Greater regional cooperation for smart energy and climate action is an important part of the World Bank's engagement in Europe and Central Asia.Publication Hashemite Kingdom of Jordan : Carbon Capture and Storage Capacity Building Technical Assistance(Washington, DC, 2012-03)This study was funded by the Carbon Capture and Storage (CCS) capacity building trust fund, and administered by the World Bank. The main objectives of the study were: to build or enhance Jordan s institutional capacity to make informed policy decisions on CCS technology and applications; to assess the potential application of CCS technology in Jordan; and to identify barriers-legal, regulatory, financial and others-to CCS activities in Jordan and recommend ways to address those barriers. During the course of this study, the study team concluded that Jordan may benefit from following the evolution of carbon capture and storage technology via publicly available information. Similar CCS studies are being carried out in Egypt, Morocco and Tunisia, and Jordan could benefit from a regional knowledge exchange event when those studies are concluded. However, given Jordan s other national priorities, tight government fiscal situation and limited CO2 emissions, the CCS team that authored this report believes that it is not in the interest of Jordan to pursue capital investment related to CCS in the short-term. This study, therefore, hopes to represent one step toward raising the awareness of CCS technology among Jordanian policy makers, professionals and academics. The CCS Capacity building trust fund is prepared to provide limited financial support to a team of Jordanian researchers for an exploratory study on the potential for CCS within Jordan. Such a study should further increase awareness of CCS in Jordan and create a body of knowledge within the country that could support next steps on CCS consideration by policymakers, or actual project implementation.Publication Analysis of the Scope of Energy Subsidies and Suggestions for the G-20 Initiative(World Bank, Washington, DC, 2010-06-16)When the G-20 leaders met on 24-25 September 2009 in Pittsburgh, USA, they agreed in their Communiqué that, building on the efforts of many countries to, reduce fossil fuel subsidies while preventing adverse impact on the poorest?, they were committed to, rationalize and phase out over the medium term inefficient fossil fuel subsidies that encourage wasteful consumption. This draft report has been developed jointly by the International Energy Agency (IEA), Organization of the Petroleum Exporting Countries (OPEC), Organization for Economic Cooperation and Development (OECD) and World Bank in response to this request. It draws on the relevant expertise and work of the four tasked organizations, but also on input and comments from other organizations and experts. The report includes: a) discussion of the scope of energy subsidies; b) estimates of energy subsidies, and identification of the gaps in the existing data and issues around the measurement of energy subsidies; c) modeling-based analysis of the implications of phasing-out energy subsidies on the economy, including socio-economic and trade impacts, the environment, and the energy sector; and d) suggestions for the implementation of phase-out of inefficient subsidies leading to wasteful consumption, drawing on country case studies, including discussion of how to address social impacts.

Publication Increasing Women’s Representation in Business Leadership(Washington, DC: World Bank, 2023-06-09)Better gender balance in business leadership is inextricably linked with achieving the Sustainable Development Goals (SDGs). By definition, attainment of SDG 5, gender equality, is impossible without women’s equal representation at the top. Women leaders are levers of change for all SDGs, as they prioritize social protections, health, education, climate, and inclusivity. Having more women in leadership is positively correlated with higher environmental, social, and governance (ESG) standards, leading to improved business performance and inclusive economic growth. Yet, enormous gender gaps in corporate leadership persist. Globally, women hold only 19.7 percent of board seats, and 6.7 percent of board chair, 5 percent of CEO, and 15.7 percent of CFO positions. Unconscious and cultural biases, lack of opportunities, and other workforce barriers can limit women’s professional aspirations and narrow leadership paths. While direct cause-and-effect links cannot always be demonstrated, World Bank Group interventions that address the root causes of gender gaps in business leadership offer strong potential for progress. This note examines World Bank Group experience and provides several strategies that other programs can consider to accelerate the pace at which women ascend to senior leadership positions.Publication What Does MFN Trade Mean for India and Pakistan? Can MFN be a Panacea?(World Bank, Washington, DC, 2013-06)India and Pakistan, the two largest economies in South Asia, share a common border, culture and history. Despite the benefits of proximity, the two neighbors have barely traded with each other. In 2011, trade with Pakistan accounted for less than half a percent of India's total trade, whereas Pakistan's trade with India was 5.4 percent of its total trade. However, the recent thaw in India-Pakistan trade relations could signal a change. Pakistan has agreed to grant most favored nation status to India. India has already granted most favored nation status to Pakistan. What will be the gains from trade for the two countries? Will they be inclusive? Is most favored nation status a panacea? Should the granting of most favored nation status be accompanied by improvements in trade facilitation, infrastructure, connectivity, and logistics to reap the true benefits of trade and to promote shared prosperity? This paper attempts to answer these questions. It examines alternative scenarios on the gains from trade and it finds that what makes most favored nation status work is the trade facilitation that surrounds it. The results of the general equilibrium simulation indicate Pakistan's most favored nation status to India would generate larger benefits if it were supported by improved connectivity and trade facilitation measures. In other words, gains from trade would be small in the absence of improved connectivity and trade facilitation. The idea of trade facilitation is simple: implement measures to reduce the cost of trading across borders by improving infrastructure, institutions, services, policies, procedures, and market-oriented regulatory systems. The returns can be huge, even with modest resources and limited capacity. The dividends of trade facilitation can be shared by all.Publication Vietnam(World Bank, Hanoi, 2020-05-01)Following from Vietnam’s ratification of the Comprehensive and Progressive Agreement for Trans-Pacific Partnership (CPTPP) in late 2018 and its effectiveness from January 2019, and the European Parliament’s recent approval of the European Union-Vietnam Free Trade Agreement (EVFTA) and its subsequent planned ratification by the National Assembly in May 2020, Vietnam has further demonstrated its determination to be a modern, competitive, open economy. As the COVID-19 (Coronavirus) crisis has clearly shown, diversified markets and supply chains will be key in the future global context to managing the risk of disruptions in trade and in supply chains due to changing trade relationships, climate change, natural disasters, and disease outbreaks. In those regards, Vietnam is in a stronger position than most countries in the region. The benefits of globalization are increasingly being debated and questioned. However, in the case of Vietnam, the benefits have been clear in terms of high and consistent economic growth and a large reduction in poverty levels. As Vietnam moves to ratify and implement a new generation of free trade agreements (FTAs), such as the CPTPP and EVFTA, it is important to clearly demonstrate, in a transparent manner, the economic gains and distributional impacts (such as sectoral and poverty) from joining these FTAs. In the meantime, it is crucial to highlight the legal gaps that must be addressed to ensure that national laws and regulations are in compliance with Vietnam’s obligations under these FTAs. Readiness to implement this new generation of FTAs at both the national and subnational level is important to ensure that the country maximizes the full economic benefits in terms of trade and investment. This report explores the issues of globalization and the integration of Vietnam into the global economy, particularly through implementation of the EVFTA.Publication Firm-Level Technology Adoption in Vietnam(World Bank, Washington, DC, 2021-03)This paper describes the results of a new firm survey to measure technology use and adoption implemented prior to the COVID-19 pandemic in Vietnam. It analyzes the use and adoption of technology among Vietnamese firms and identifies some of the key barriers to adoption and diffusion. The analysis offers new and important stylized facts on firm-level use of technologies. First, although access to the internet is almost universal in Vietnam, firms had low digital readiness to face the COVID-19 pandemic; and the share of establishments with their own website, social media, and cloud computing is still small. Second, the use of Industry 4.0 technologies is incipient. Third, the technology gap with the use of frontier technologies in some general business functions, such as quality control, production planning, sales, and sourcing and procurement, is large. Fourth, the manufacturing sector faces the largest technological gap, larger than services and agricultural firms. The analysis of the main barriers and drivers to technology adoption and use shows the importance of good management quality for technology adoption, and that there is a technology premium associated with exporting activities. Finally, the analysis also shows that firms are largely unaware of the available public policy support for technology upgrading.Publication Economy Profile of United States(World Bank, Washington, DC, 2017-11-01)Doing Business 2018 is the 15th in a series of annual reports investigating the regulations that enhance business activity and those that constrain it. This economy profile presents the Doing Business indicators for United States. Doing Business presents quantitative indicators on business regulation and the protection of property rights that can be compared across 190 economies; for 2018 United States ranks 6. Doing Business measures aspects of regulation affecting 11 areas of the life of a business. Ten of these areas are included in this year’s ranking on the ease of doing business: starting a business, dealing with construction permits, getting electricity, registering property, getting credit, protecting minority investors, paying taxes, trading across borders, enforcing contracts and resolving insolvency. Doing Business also measures features of labor market regulation, which is not included in this year’s ranking. Data in Doing Business 2018 are current as of June 1, 2017. The indicators are used to analyze economic outcomes and identify what reforms of business regulation have worked, where and why.
