Urban Transport for Development : Towards an Operationally-Oriented Strategy

Abstract
This paper arose from the perception that a gap existed between the practice of project design and the formal Bank strategies for transport and urban sectors as stated in the cited reports. Formal strategies tend to be too general to be linked meaningfully to project designs. The paper in hand attempts to close this gap by putting forward a different, operationally-oriented concept of urban transport strategy and derives one such strategy from a review of recent Bank-funded projects. The term "operationally-oriented" means that the strategy is expressed in terms of objectives, policies, institutions and investments, mimicking the structure common to all individual projects. Projects on which the paper is based date from the last 15 years. They exhibit a wide diversity of features, reflecting inherited local conditions, the nature and rhythms of socio-economic changes underway, and the vintage of client-Bank relations. Yet, a strong central tendency is also evident, amounting to a coherent and robust approach. The core strategy, as this approach is called in the paper, aims to protect and nurture public transport services and non-motorized transport modes, with underlying meta-objectives of equity and environmental sustainability.

    Bosnia and Herzegovina - The Road to Europe : Annex 4. Urban Transport - A Need for Safe, Clean, and Affordable Transport

    This report highlights deficiencies and indicates priorities for a prospective national transport strategy and action plan for further consideration by key stakeholders. The overall objective should be the development of a transport system, and an institutional framework, that facilitates rather than constrains, economic development in Bosnia and Herzegovina. A strong transport system contributes to economic growth by reducing the economic distance to markets by expanding opportunities for trade, by improving the competitiveness of national locations for production and distribution, and by facilitating mobility for a country s citizens; while minimizing the social and environmental costs of the transport sector. The report concludes by recommending actions that aim to improve the institutional framework, improve the sustainability of the transport sector, facilitate broad based economic growth, and mitigate the social and environmental detriments associated with transport. Specific policy recommendations are presented to accomplish these conclusions.

    Greater Cairo : A Proposed Urban Transport Strategy

    The objective of the urban transport strategy note (UTSN) is to provide an assessment of the urban transport system in Greater Cairo (GC), identify what now appear to be the most pressing urban transport problems, and framework for urgent policy actions and investment priorities that would be the basis of a formal transport strategy to be adopted and implemented by the authorities of the metropolitan area of Cairo. This note is essentially based on a thorough review of the 2002 Urban Transportation Master Plan for GC and a rapid analysis of the current conditions and performance of the urban transport system. This note includes nine chapters. The first chapter provides a quick overview of the current situation of the UT in GC. In chapter two, present the main guiding principles and key components of the proposed strategy to prepare the ground for the following chapters. Chapter three to nine elaborate on the issues and policy recommendations for each of the components of the strategy: organization and operation of public transport systems (chapter three), investment policy in urban transport (chapter four), traffic management policy (chapter five), introducing travel demand management (chapter six), strengthening traffic enforcement (chapter seven), building urban transport institutions (chapter eight), affordability of urban transport services and financing policy (chapter nine). Finally a last chapter (ten) presents a priority action program including selected coherent mix of policy actions and cost effective investments to be implemented in the short and medium terms to initiate a process of long term improvements of the UT conditions and operations in Cairo metropolitan.

    A Framework for Urban Transport Projects : Operational Guidance for World Bank Staff

    This paper starts with a brief perspective on urban transport in developing countries, followed by a detailed presentation of an overall framework for making projects in this sector. Additional details on cities and projects used as case studies are given in the accompanying tables. The challenge for the Bank is to assist client cities in providing transport infrastructure and services that respond to demographic, spatial and economic growth in ways that balance the many different competing interests. Reflecting the importance that poverty and environmental factors are given in its development lending, the key strategic goal of the Bank is to protect and nurture public transport services and non-motorized transport modes, with underlying meta-objectives of equity and sustainability. In the policy dimension, the following approach features: (i) the equitable allocation of existing/new street space to protect and nurture public transport, and non-motorized modes; (ii) a for-the market rather than in the market, on the street competitive model for public transport, with services operated by the private sector under strong public regulation, and oversight; (iii) a financially viable public transport system, with affordable fares commensurate with costs, and any necessary subsidies targeted to those in need; (iii) appropriate user charges for urban roads (parking and traffic); and (iv) feedback from transport demand to resource mobilization from within the sector. The investment dimension of the approach is increasingly oriented towards the provision and rehabilitation of public transport systems operating on exclusive rights of way, both roadway and rail-based, because of their potential for efficient, high-quality services as well as for being a vehicle for progress on several policy fronts. The final chapter illustrates a variety of ways in which this framework is reflected in the design of actual Bank-funded urban transport projects.

    International Experience in Bus Rapid Transit Implementation : Synthesis of Lessons Learned from Lagos, Johannesburg, Jakarta, Delhi, and Ahmedabad

    It is in this context that this study has been undertaken to document BRT case studies in terms of the political setting, institutions/governance, public involvement and communications, service/operations/management and planning and their relationship to investment performance. The study has been undertaken in recognition of the fact that successful implementation and operation of BRT systems often reflects non-physical actors like leadership, communications, organizational structure, service planning and operating practices rather than the design of transitways, stations, terminals and vehicles. This paper does not seek to compare BRT with other forms of public transport but only seeks to evaluate a sample of BRT systems in terms of the softer issues that have contributed making a BRT system successful or not so successful.

    A Policy Framework for Green Transportation in Georgia : Achieving Reforms and Building Infrastructure for Sustainability

    The Government of Georgia is considering options for reducing fossil fuel imports in favor of introducing large scale use of domestic energy sources for public and private transportation. However, this must be considered within the overall context of green transportation-which will generate benefits well beyond the substitution of fossil fuels with domestic energy sources. The concept of green transportation has emerged in response to growing concerns about climate change; typically this refers to a transportation system characterized by low carbon emissions, i.e., Green House Gasses (GHG). In the context of Georgia, two other important development issues in green transportation in addition to GHG emissions are fossil fuel consumption and air pollution. For the purpose of this study, therefore, green transportation in Georgia refers to reducing the intensity of fossil fuel use and increasing reliance on indigenous energy sources (mainly hydropower), as well as minimizing adverse impacts on the global and local environment through reduced emissions of GHG and local pollutants. Greening transportation will create 'co-benefits': reducing fossil fuel use will help improve the balance of trade and energy security; and employing measures to avoid unnecessary trips and using fewer vehicles for the same number of trips (i.e., public transportation) would reduce traffic congestion on the road network, particularly in urban areas. By greening transportation, Georgia could reduce the total import bill for petroleum products, thereby improving the balance of trade and energy security.

    This year’s Word Development Report (WDR), the twenty-eighth, looks at the role of equity in the development process. It defines equity in terms of two basic principles. The first is equal opportunities: that a person’s chances in life should be determined by his or her talents and efforts, rather than by pre-determined circumstances such as race, gender, social or family background. The second principle is the avoidance of extreme deprivation in outcomes, particularly in health, education and consumption levels. This principle thus includes the objective of poverty reduction. The report’s main message is that, in the long run, the pursuit of equity and the pursuit of economic prosperity are complementary. In addition to detailed chapters exploring these and related issues, the Report contains selected data from the World Development Indicators 2005‹an appendix of economic and social data for over 200 countries. This Report offers practical insights for policymakers, executives, scholars, and all those with an interest in economic development.

    The economy continues to contract, albeit at a somewhat slower pace. Public finances improved in 2021, but only because spending collapsed faster than revenue generation. Testament to the continued atrophy of Lebanon’s economy, the Lebanese Pound continues to depreciate sharply. The sharp deterioration in the currency continues to drive surging inflation, in triple digits since July 2020, impacting the poor and vulnerable the most. An unprecedented institutional vacuum will likely further delay any agreement on crisis resolution and much needed reforms; this includes prior actions as part of the April 2022 International Monetary Fund (IMF) staff-level agreement (SLA). Divergent views among key stakeholders on how to distribute the financial losses remains the main bottleneck for reaching an agreement on a comprehensive reform agenda. Lebanon needs to urgently adopt a domestic, equitable, and comprehensive solution that is predicated on: (i) addressing upfront the balance sheet impairments, (ii) restoring liquidity, and (iii) adhering to sound global practices of bail-in solutions based on a hierarchy of creditors (starting with banks’ shareholders) that protects small depositors.

    Argentina Country Climate and Development Report

    The Argentina Country Climate and Development Report (CCDR) explores opportunities and identifies trade-offs for aligning Argentina’s growth and poverty reduction policies with its commitments on, and its ability to withstand, climate change. It assesses how the country can: reduce its vulnerability to climate shocks through targeted public and private investments and adequation of social protection. The report also shows how Argentina can seize the benefits of a global decarbonization path to sustain a more robust economic growth through further development of Argentina’s potential for renewable energy, energy efficiency actions, the lithium value chain, as well as climate-smart agriculture (and land use) options. Given Argentina’s context, this CCDR focuses on win-win policies and investments, which have large co-benefits or can contribute to raising the country’s growth while helping to adapt the economy, also considering how human capital actions can accompany a just transition.

    The Journey Ahead

    The Journey Ahead: Supporting Successful Migration in Europe and Central Asia provides an in-depth analysis of international migration in Europe and Central Asia (ECA) and the implications for policy making. By identifying challenges and opportunities associated with migration in the region, it aims to inform a more nuanced, evidencebased debate on the costs and benefits of cross-border mobility. Using data-driven insights and new analysis, the report shows that migration has been an engine of prosperity and has helped address some of ECA’s demographic and socioeconomic disparities. Yet, migration’s full economic potential remains untapped. The report identifies multiple barriers keeping migration from achieving its full potential. Crucially, it argues that policies in both origin and destination countries can help maximize the development impacts of migration and effectively manage the economic, social, and political costs. Drawing from a wide range of literature, country experiences, and novel analysis, The Journey Ahead presents actionable policy options to enhance the benefits of migration for destination and origin countries and migrants themselves. Some measures can be taken unilaterally by countries, whereas others require close bilateral or regional coordination. The recommendations are tailored to different types of migration— forced displacement as well as high-skilled and low-skilled economic migration—and from the perspectives of both sending and receiving countries. This report serves as a comprehensive resource for governments, development partners, and other stakeholders throughout Europe and Central Asia, where the richness and diversity of migration experiences provide valuable insights for policy makers in other regions of the world.

    Classroom Assessment to Support Foundational Literacy

    This document focuses primarily on how classroom assessment activities can measure students’ literacy skills as they progress along a learning trajectory towards reading fluently and with comprehension by the end of primary school grades. The document addresses considerations regarding the design and implementation of early grade reading classroom assessment, provides examples of assessment activities from a variety of countries and contexts, and discusses the importance of incorporating classroom assessment practices into teacher training and professional development opportunities for teachers. The structure of the document is as follows. The first section presents definitions and addresses basic questions on classroom assessment. Section 2 covers the intersection between assessment and early grade reading by discussing how learning assessment can measure early grade reading skills following the reading learning trajectory. Section 3 compares some of the most common early grade literacy assessment tools with respect to the early grade reading skills and developmental phases. Section 4 of the document addresses teacher training considerations in developing, scoring, and using early grade reading assessment. Additional issues in assessing reading skills in the classroom and using assessment results to improve teaching and learning are reviewed in section 5. Throughout the document, country cases are presented to demonstrate how assessment activities can be implemented in the classroom in different contexts.
