Global Investment Promotion Best Practices 2012 : Seizing the Potential for Better Investment Facilitation in the MENA Region

Abstract
The drop in foreign direct investment (FDI) flows to the Middle East and North Africa (MENA) region over the past three to four years stems in part from the aftermath of the recent global economic crisis, and in part from the uncertainties created by the political and social changes in the region that have characterized the so-called Arab Spring. However, the medium-term outlook may be more positive as greater governmental transparency and less cumbersome business environments are expected to foster FDI, stimulate entrepreneurship, and create jobs. The Global Investment Promotion Best Practices (GIPB) 2012 report presents well-timed and useful insights into the capacities of IPIs to perform their investment facilitation function. Thus a careful analysis of GIPB findings can be important in helping MENA Investment Promotion Intermediary's (IPIs) introduce targeted improvements that will enable them to increase FDI flows into the region. The GIPB 2012 assessment also detected a number of procedural hitches, such as difficulty in contacting an IPI or a relevant project manager in spite of repeated attempts, failure to provide acknowledgment of inquiry receipt, and problems locating investor e-mails. Following the recent upheavals experienced in the region, MENA IPIs should take full advantage of the outstanding opportunities offered by online and offline communication tools to mitigate investors' risk perceptions and influence their decisions through the provision of accurate and up-to-date information on the investment location. For the purpose of this report, the analysis of GIPB data has been complemented with qualitative and quantitative information collected through a survey of MENA IPI institutional and operational characteristics, including a number of in-depth telephone interviews with selected IPIs across the region.

    Many countries are convinced that Foreign Direct Investment (FDI) should be an important component of their growth strategy. To encourage FDI, they have improved their business climates, developed various guarantees for investors, and offered incentives. In the real world, Investment Promotion Intermediaries (IPIs) face tight budget and human resource constraints. Allocating scarce resources among the various possible activities is a major component of developing an effective promotion strategy. Research, including that covered in this report, suggests that many IPIs are failing to devote enough attention to the most basic-and least costly-promotion function, one that, if it fails, undermines all other promotion activities. Provision of services to potential investors-and particularly the provision of information-is basic to all promotion. Image-building efforts can be hugely expensive. Similarly, targeted missions and personal selling are costly in terms of both time and effort. FDI offers the prospects of growth and jobs to host countries, but attracting it requires a good deal of effort. Effective investment promotion is not only less costly than adding on more incentives for investors; reform and incentives are unlikely to accomplish their goals without promotion. Promotion efforts will, however, fail to attract desired investment if IPIs are not skilled at the most basic function: collecting and providing to potential investors relevant and timely information. Ensuring that this function works well should be the top priority in the promotion strategy and in the development of management systems.

    Global Investment Promotion Best Practices 2012

    Global flows of foreign direct investment (FDI) declined severely during the recent economic and financial crisis. As the crisis eased, recovery in world economies spurred a resurgence of FDI, and that in turn reignited competition for investments among host countries. Especially in emerging markets, governments long have prized FDI as a source of much-needed capital and jobs. But in the 21st century, governments value FDI as much or more as a source of technology and know-how. Policymakers have witnessed how knowledge brought by foreign investors can spill over to local firms, bolster skills in the local workforce, and thus increase the overall competitiveness of their economies. To foster development of intellectual capital as well as businesses and jobs, governments increasingly recognize the importance of cultivating FDI. Providing business and investment climate information is a crucial component of IPI activities in all economies. But IPIs can gain particular advantage in those settings where investors find it most difficult to obtain reliable information and meet bureaucratic requirements. Research shows, for example, that investment promotion is more effective in economies where English is not an official language, and in economies that are more culturally distant from the investors corporate homes. Investment promotion also has more impact in countries with less effective governments and in economies that erect more barriers to launching a business (such as more time to obtain a construction permit). In this 2012 edition, GIPB focuses specifically on information provision in two sectors, tourism and agribusiness. This focus should be of particular use to economies that seek or are considering seeking FDI in those sectors.

    Investment Promotion Essentials : What Sets the World’s Best Investment Facilitators Apart From the Rest

    More than 70 percent of investment promotion intermediaries may be missing out on foreign investment by failing to provide investors with accurate and timely information, according to the global investment promotion benchmarking 2009 report. This function, known as 'investment facilitation,' is one of the simplest and most cost effective, yet it is neglected at many agencies. A new survey by the investment climate advisory services of the World Bank Group has identified 14 common practices of the top-performing agencies in the benchmarking study. Weaker performers can inexpensively implement many of these practices to win a larger share of the trillion-dollar market for foreign investment.

    ICT Indicators and Implications for Methods for Assessing Socioeconomic Impact of ICT

    This report is being delivered pursuant to the agreement (Agreement) between the Ministry of Communications and Information Technology of the Arab Republic of Egypt (MCIT) and the World Bank (Bank) for the provision by the Bank of technical assistance (RTA) to MCIT and certain of its affiliates. One of those affiliates is the Information Technology Industry Development Authority (ITIDA). When it comes to designing and implementing ICT policies, the availability of proper indicators is key to efficiency and effectiveness. However, the indicators should go further, and should help policymakers also to measure how well the sector or projects are performing, provide an assessment over time on the status of a project, program, or policy, promote credibility and public confidence by reporting on the results of programs, provide in-depth information about public sector performance, help formulate and justify budget requests, and identify potentially promising programs or practices for duplication or scalability. Thus, this report is composed of the following sections: (i) a discussion of indicator types, in particular impact indicators and their constraints; (ii) an overview of the institutional setup of ICT data in Egypt; (iii) ICT data categories and methodologies used by major international indices and reports, including an analysis of Egypt's strong and weak results in the indices; (iv) a mapping and gap analysis between the indices' indicators and those currently collected by Egypt; (v) a set of recommendations for Egypt and (vi) implications of this work with respect to analyzing the socioeconomic impact of ICTs on investment, trade, growth and education in Egypt.

    Technical Assessment of Open Data Platforms for National Statistical Organisations

    The term quot;open dataquot; is generally understood to be data that are made available to the public free of charge, without registration or restrictive licenses, for any purpose whatsoever (including commercial purposes), in electronic, machine-readable formats that ensure data are easy to find, download and use. National Statistics Offices (NSOs) have the potential to play a pivotal role in the implementation of open data initiatives. As producers and curators of data, the objective of making high quality data more accessible and usable is consistent with their guiding principles. NSOs indicate, in research conducted in support of this report, that one of the difficulties they encounter is that the technology they use to publish - or electronically distribute - data for public use is not compatible with open formats. They also indicate that common software packages used for open data portals do not accommodate the data formats and metadata they produce. Two key concerns related to data dissemination products are addresses: (1) Can such products designed primarily for NSOs satisfy requirements for an open data initiative?; and (2) Can such products designed primarily for open data satisfy the requirements of NSOs? Furthermore, data reuse, both by data experts and the public at large, is key to creating new opportunities and benefits from government data. The following recommendations are made to improve the overall utility of data publication platforms to NSOs and the open data community: improve technical documentation; ensure public Application Programming Interfaces (APIs) and endpoints are interoperable; presentation of metadata and Uniform Resource Identifiers (URIs) must conform to W3C standards; natural language search and metadata faceting should be standard; structural metadata and hypercube support are core NSO requirements; dashboards and visualisations are necessary for user engagement; and develop data engagement tools for improving data-quality and reuse.

    South Asia Development Update, April 2024: Jobs for Resilience

    South Asia is expected to continue to be the fastest-growing emerging market and developing economy (EMDE) region over the next two years. This is largely thanks to robust growth in India, but growth is also expected to pick up in most other South Asian economies. However, growth in the near-term is more reliant on the public sector than elsewhere, whereas private investment, in particular, continues to be weak. Efforts to rein in elevated debt, borrowing costs, and fiscal deficits may eventually weigh on growth and limit governments' ability to respond to increasingly frequent climate shocks. Yet, the provision of public goods is among the most effective strategies for climate adaptation. This is especially the case for households and farms, which tend to rely on shifting their efforts to non-agricultural jobs. These strategies are less effective forms of climate adaptation, in part because opportunities to move out of agriculture are limited by the region’s below-average employment ratios in the non-agricultural sector and for women. Because employment growth is falling short of working-age population growth, the region fails to fully capitalize on its demographic dividend. Vibrant, competitive firms are key to unlocking the demographic dividend, robust private investment, and workers’ ability to move out of agriculture. A range of policies could spur firm growth, including improved business climates and institutions, the removal of financial sector restrictions, and greater openness to trade and capital flows.

    Media and Messages for Nutrition and Health

    The Lao People’s Democratic Republic (Lao PDR) has experienced rapid and significant economic growth over the past decade. However, poor nutritional outcomes remain a concern. Rates of childhood undernutrition are particularly high in remote, rural, and upland areas. Media have the potential to play an important role in shaping health and nutrition–related behaviors and practices as well as in promoting sociocultural and economic development that might contribute to improved nutritional outcomes. This report presents the results of a media audit (MA) that was conducted to inform the development and production of mass media advocacy and communication strategies and materials with a focus on maternal and child health and nutrition that would reach the most people from the poorest communities in northern Lao PDR. Making more people aware of useful information, essential services and products and influencing them to use these effectively is the ultimate goal of mass media campaigns, and the MA measures the potential effectiveness of media efforts to reach this goal. The effectiveness of communication channels to deliver health and nutrition messages to target beneficiaries to ensure maximum reach and uptake can be viewed in terms of preferences, satisfaction, and trust. Overall, the four most accessed media channels for receiving information among communities in the study areas were village announcements, mobile phones, television, and out-of-home (OOH) media. Of the accessed media channels, the top three most preferred channels were village announcements (40 percent), television (26 percent), and mobile phones (19 percent). In terms of trust, village announcements were the most trusted source of information (64 percent), followed by mobile phones (14 percent) and television (11 percent). Hence of all the media channels, village announcements are the most preferred, have the most satisfied users, and are the most trusted source of information in study communities from four provinces in Lao PDR with some of the highest burden of childhood undernutrition.

    Economic Recovery

    World Bank Group President David Malpass spoke about the world facing major challenges, including COVID, climate change, rising poverty and inequality and growing fragility and violence in many countries. He highlighted vaccines, working closely with Gavi, WHO, and UNICEF, the World Bank has conducted over one hundred capacity assessments, many even more before vaccines were available. The World Bank Group worked to achieve a debt service suspension initiative and increased transparency in debt contracts at developing countries. The World Bank Group is finalizing a new climate change action plan, which includes a big step up in financing, building on their record climate financing over the past two years. He noted big challenges to bring all together to achieve GRID: green, resilient, and inclusive development. Janet Yellen, U.S. Secretary of the Treasury, mentioned focusing on vulnerable people during the pandemic. Kristalina Georgieva, Managing Director of the International Monetary Fund, focused on giving everyone a fair shot during a sustainable recovery. All three commented on the importance of tackling climate change.

    Remarks at the United Nations Biodiversity Conference

    World Bank Group President David Malpass discussed biodiversity and climate change being closely interlinked, with terrestrial and marine ecosystems serving as critically important carbon sinks. At the same time climate change acts as a direct driver of biodiversity and ecosystem services loss. The World Bank has financed biodiversity conservation around the world, including over 116 million hectares of Marine and Coastal Protected Areas, 10 million hectares of Terrestrial Protected Areas, and over 300 protected habitats, biological buffer zones and reserves. The COVID pandemic, biodiversity loss, climate change are all reminders of how connected we are. The recovery from this pandemic is an opportunity to put in place more effective policies, institutions, and resources to address biodiversity loss.

    The Journey Ahead

    The Journey Ahead: Supporting Successful Migration in Europe and Central Asia provides an in-depth analysis of international migration in Europe and Central Asia (ECA) and the implications for policy making. By identifying challenges and opportunities associated with migration in the region, it aims to inform a more nuanced, evidencebased debate on the costs and benefits of cross-border mobility. Using data-driven insights and new analysis, the report shows that migration has been an engine of prosperity and has helped address some of ECA’s demographic and socioeconomic disparities. Yet, migration’s full economic potential remains untapped. The report identifies multiple barriers keeping migration from achieving its full potential. Crucially, it argues that policies in both origin and destination countries can help maximize the development impacts of migration and effectively manage the economic, social, and political costs. Drawing from a wide range of literature, country experiences, and novel analysis, The Journey Ahead presents actionable policy options to enhance the benefits of migration for destination and origin countries and migrants themselves. Some measures can be taken unilaterally by countries, whereas others require close bilateral or regional coordination. The recommendations are tailored to different types of migration— forced displacement as well as high-skilled and low-skilled economic migration—and from the perspectives of both sending and receiving countries. This report serves as a comprehensive resource for governments, development partners, and other stakeholders throughout Europe and Central Asia, where the richness and diversity of migration experiences provide valuable insights for policy makers in other regions of the world.
