Abstract
The overall conclusion of this report is that despite some progress in improving public financial management, the financial accountability framework in Moldova is weak and requires substantial strengthening. This has important implications for both the Government and the Bank: the Government will need to make a significant effort over a long period of time to attend the issues identified within this report; and the Bank cannot rely on the Moldovan financial accountability framework to ensure that funds are spent for intended purposes, but rather the Bank will need to review and assess each operation's financial management risks and arrangements on its own merit. It would be unrealistic and impractical for the authorities to try to simultaneously address the many recommendations in this report. The Development Action Plan (DAP) lists and prioritizes the main recommendations of this CFAA. The overall responsibility for the implementation of the DAP rests with the Ministry of Finance however the Ministry of Economy, the Ministry of Labor, the Court of Accounts and the National Bank of Moldova also play significant roles. The DAP was endorsed by the National Steering Committee that was formed specifically for the purpose of this CFAA. The Board endorsed the CAS Progress Report in June 2002, which provided emphasis in public sector reforms and improving governance. The Government confirmed its commitment for strengthening governance by adopting a comprehensive public sector reform strategy. The strategy comprises three elements: (i) public administration reform; (ii) public expenditure management; and (iii) public/private interface. The CAS Progress Report recognized that Government has made significant progress in streamlining and improving public expenditure management, especially in the areas of budget execution, cash management, and debt management.

    Islamic Republic of Pakistan : Punjab Public Financial Management and Accountability Assessment

    The Country Financial Accountability Assessment - Pakistan (December 2003) concluded that there were substantial opportunities for consolidating current reforms throughout Pakistan, and for introducing additional reforms to further strengthen public financial accountability, which would require sustained policy level commitment at national, and provincial levels. This provincial Public Financial Management (PFM) and Accountability Assessment follow this theme of continuing reform. The PFM Performance Measurement Framework provides for a four-grade rating mechanism for measuring the attributes of PFM in a government against the benchmarks provided therein. It provides a useful mechanism for charting a path towards demonstrable improved PFM. The study notes that the reforms already underway are developing a strong trajectory for PFM improvement, and this report sets out the continuing concerns, challenges, and proposals for further reforms and development, while setting the issues for further negotiation, although most issues are within the capacity of the Punjab Provincial authorities. Areas for urgent additional reform are in the budget execution, accounting and audit areas, and specific areas for priority attention suggest the improvement of arrears information on expenditures and revenues; of frequent monitoring of fiscal risks arising from State-Owned Enterprises (SOEs), including contingent liabilities and government guarantees; improvement of procurement processes, through the implementation of the proposed new procurement law; improvements in services delivery and budget execution, through reductions in procedural delays, and increases in community knowledge of budget information; and, the introduction of an adequate system of internal auditing, based on standards promulgated by the Institute of Internal Auditors.

    Tajikistan : Country Financial Accountability Assessment

    This Country Financial Accountability Assessment (CFAA), the first for Tajikistan, is a key diagnostic study aimed at identifying the overall financial management risks. It's timing coincides with a meeting of the Tajik Consultative Group in April 2003, which pledged US$900 million of support over the next three years. Addressing the numerous, systemic financial management weaknesses in Tajikistan will have an important impact on the governance arrangements which, in turn, will affect donor disbursements against these commitments. In this respect, the CFAA also aims to provide a roadmap for future advice and technical assistance in public sector accountability. It assesses structural reforms in public sector budget management, accounting and financial reporting, the treasury system, internal controls and internal and external audits. I t also examines the mechanisms of public accountability at the sub-national and community levels.

    Georgia : Country Financial Accountability Assessment

    A number of in-depth studies were conducted between the time of the preparation of the first draft CFAA report in May 2002 and the final mission in February 2003. These included a PER, CPAR and an IMF Report on the Observance of Standards and Codes (ROSC) mission. Each of these missions identified a number of serious weaknesses and made recommendations to address them. Some of these weaknesses had been identified in the CFAA report and others represented new findings. These new findings and their associated recommendations have been reflected in the final CFAA report, sometimes by explicit inclusion, other times by reference. As a result, this final report has a strong emphasis on the internal control framework and fiduciary risks and presents specific short- and medium-term recommendations to mitigate them. In conducting its mission, the team noted that the availability and reliability of financial information beyond routine budget utilization data is severely limited, precluding analysis in a number of areas. Improving the quality of reliable, complete and accurate financial information is essential for sound management decision-making. This report makes four priority and an additional twenty-one recommendations. They are designed to strengthen the legal foundation for internal financial control, construct a modem internal control framework, and develop the human capacity to administer them successfully. Internal controls must be the priority of the Government if it is to reduce its fiduciary risk. The four priority most areas of risk for the Government of Georgia include: implement a sound legal foundation for effective financial controls, build the internal audit function, strengthen the external audit function, and build staff capacities in financial management and auditing.

    India, Uttar Pradesh : State Financial Accountability Assessment

    Uttar Pradesh (UP) is India's most populous State, and one of the poorest. Serious fiscal problems have emerged since the 1990s: the revenue deficit has increased significantly over the years, as well as the fiscal deficit, and, arrangements for accountability in the public sector have been undermined. Procedures exist for budgeting and monitoring the use of public resources, but there is little incentive to follow them. The Comptroller and Auditor General of India questions numerous departmental actions each year, but there is no compulsion on the executive branch to provide prompt answers, and to make necessary changes. Some useful progress has been made in implementing the financial management reform program over the last three years, as follows: 1) Computerization of the Treasuries in a network system has been completed at state government level, enabling the Government to monitor cash flows and prevent excess expenditures; 2) a Directorate of Internal Audit has been established in the Department of Finance to provide central leadership, and guidance in the development of departmental audit; and, 3) measures are being taken to establish better control over payrolls. The report reviews the strengths and weaknesses in financial management and accountability, to present a risk analysis that highlights widespread irregularities, and lack of prompt and predictable corrective action, meaning that the overall level of fiduciary risk remains high. It suggests there is significant scope for the Government of UP to improve the efficiency, and effectiveness of public spending through further consolidation of the budget, better matching of accountability with responsibility, routine enforcement of accountability, and greater transparency. This would be fully consistent with the fiscal reform program, and would have a direct impact on the GoUP's ability to provide more, and better quality public services to the poor. Recommendations suggest to a) depute one or more senior officials in the Finance Department to oversee public financial accountability reforms; b) review and update Financial Handbooks, Treasury Rules and Budget Manuals; c) develop and implement a Medium Term Expenditure framework in major spending departments of GoUP; and, d) strengthen accountability in Rural Local Bodies, in internal controls in Development Authorities, in internal audit within GoUP, in state government training institutions, and, build capacities within the Finance Department.

    Ukraine : Country Financial Accountability Assessment

    Ukraine has several strengths, such as an educated workforce, strong bookkeeping skills, and commitment to reforms, and a long-term vision of joining the European Union. In order to strengthen existing public financial accountability, Ukraine will need to build on its strength by undertaking several measures. Experience in many other countries shows that several required changes entail reaching political consensus, reforming existing institutions, or creating new institutions. This suggests that a realistic timetable for improvement in public financial accountability will have to stretch over several years and will depend on strong leadership from the top. The most important areas for action are: bringing revenues under the scope of independent external auditors; introducing the concept of internal audit; strengthening the capacity of the Accounting Chamber to conduct financial statement audits; strengthening the accountability of state owned enterprises; introducing international accounting standards for selected enterprises; adopting international best practices for licensing of audit professionals; and strengthening the disciplinary committee of the Chamber of Auditors to provide effective oversight. Other measures needed are to: train deparmtnetal staff in implementing program budgeting; fully implementing the Budget Code; expediting the implementing of the Treasury modernization project; and implementing standardized automated accounting and reporting systems.

    Stolen Asset Recovery : A Good Practices Guide for Non-conviction Based Asset Forfeiture

    The guide is organized into three major parts: Part A first provides an overview of the problem of stolen assets and the problem of recovering the assets once they are transferred abroad. Second, it describes how the international community has taken steps to respond to the problem through United Nations Convention against Corruption (UNCAC) and the Stolen Asset Recovery (StAR) Initiative. UNCAC introduced a new framework to facilitate the tracing, freezing, seizing, forfeiture, and return of assets stolen through corrupt practices and hidden in foreign jurisdictions. The StAR Initiative developed an action plan to support the domestication and implementation of asset recovery provisions under UNCAC, to facilitate countries' efforts to recover stolen assets that have been hidden in foreign jurisdictions, and ultimately, to help deter such flows and eliminate safe havens for hiding corruption proceeds. Third and finally, Part A introduces non-conviction based (NCB) asset forfeiture as one of the critical tools to combat corruption, describing the situations when it is useful, how it differs from criminal forfeiture, its usefulness in civil and common law jurisdictions, and the support it has gained internationally. Part B contains the 36 key concepts. The concepts have been grouped together by topic area, including prime imperatives, definitions of assets and offenses subject to NCB asset forfeiture, measures for investigation and preservation of assets, procedural and evidentiary concepts, determining parties and ensuring proper notice, judgment proceedings, organizational considerations and asset management, and international cooperation and asset recovery. The concepts are illustrated through examples from cases and excerpts from different jurisdictions' NCB asset forfeiture legislation. Part C contains a number of special contributions written by individual practitioners. The contributions focus on the general practice of NCB asset forfeiture and international cooperation in specific jurisdictions, namely Colombia, Guernsey, Ireland, Kuwait, Switzerland, Thailand, and the United Kingdom. In addition, some contributions illustrate a selection of NCB asset forfeiture practices, such as asset management, delegating certain roles to the executive branch, and pursuing forfeiture based on illicit enrichment.

    State and Trends of Carbon Pricing 2020

International cooperation on carbon pricing and the status of work surrounding Article 6 of the Paris Agreement is also canvassed.

    The past 25 years have witnessed unprecedented changes around the world—many of them for the better. Across the continents, many countries have embarked on a path of international integration, economic reform, technological modernization, and democratic participation. As a result, economies that had been stagnant for decades are growing, people whose families had suffered deprivation for generations are escaping poverty, and hundreds of millions are enjoying the benefits of improved living standards and scientific and cultural sharing across nations. As the world changes, a host of opportunities arise constantly. With them, however, appear old and new risks, from the possibility of job loss and disease to the potential for social unrest and environmental damage. If ignored, these risks can turn into crises that reverse hard-won gains and endanger the social and economic reforms that produced these gains. The World Development Report 2014 (WDR 2014), Risk and Opportunity: Managing Risk for Development, contends that the solution is not to reject change in order to avoid risk but to prepare for the opportunities and risks that change entails. Managing risks responsibly and effectively has the potential to bring about security and a means of progress for people in developing countries and beyond. Although individuals’ own efforts, initiative, and responsibility are essential for managing risk, their success will be limited without a supportive social environment—especially when risks are large or systemic in nature. The WDR 2014 argues that people can successfully confront risks that are beyond their means by sharing their risk management with others. This can be done through naturally occurring social and economic systems that enable people to overcome the obstacles that individuals and groups face, including lack of resources and information, cognitive and behavioral failures, missing markets and public goods, and social externalities and exclusion. These systems—from the household and the community to the state and the international community—have the potential to support people’s risk management in different yet complementary ways. The Report focuses on some of the most pressing questions policy makers are asking. What role should the state take in helping people manage risks? When should this role consist of direct interventions, and when should it consist of providing an enabling environment? How can governments improve their own risk management, and what happens when they fail or lack capacity, as in many fragile and conflict-affected states? Through what mechanisms can risk management be mainstreamed into the development agenda? And how can collective action failures to manage systemic risks be addressed, especially those with irreversible consequences? The WDR 2014 provides policy makers with insights and recommendations to address these difficult questions. It should serve to guide the dialogue, operations, and contributions from key development actors—from civil society and national governments to the donor community and international development organizations.

    The China Country Climate and Development Report (CCDR) provides analysis and recommendations on integrating the country’s efforts to achieve high-quality development with the pursuit of emission reduction and climate resilience. Without adequate mitigation and adaptation efforts, climate risks will become a growing constraint to China’s long-term growth and prosperity, threatening to reverse development gains. Conversely, if efforts to tackle climate risks lead to a significant decline in growth and rising inequality, they would deprive millions of people of development and likely erode support for the reforms necessary to achieve a lasting economic transformation. Hence, China will need to grow and green its economy at the same time. This report offers policy options to achieve these dual objectives by easing inevitable trade-offs and maximizing potential synergies between China’s development and climate objectives.

    The world's demand for food is expected to double within the next 50 years, while the natural resources that sustain agriculture will become increasingly scarce, degraded, and vulnerable to the effects of climate change. In many poor countries, agriculture accounts for at least 40 percent of GDP and 80 percent of employment. At the same time, about 70 percent of the world's poor live in rural areas and most depend on agriculture for their livelihoods. World Development Report 2008 seeks to assess where, when, and how agriculture can be an effective instrument for economic development, especially development that favors the poor. It examines several broad questions: How has agriculture changed in developing countries in the past 20 years? What are the important new challenges and opportunities for agriculture? Which new sources of agricultural growth can be captured cost effectively in particular in poor countries with large agricultural sectors as in Africa? How can agricultural growth be made more effective for poverty reduction? How can governments facilitate the transition of large populations out of agriculture, without simply transferring the burden of rural poverty to urban areas? How can the natural resource endowment for agriculture be protected? How can agriculture's negative environmental effects be contained? This year's report marks the 30th year the World Bank has been publishing the World Development Report.
