Abstract
A number of in-depth studies were conducted between the time of the preparation of the first draft CFAA report in May 2002 and the final mission in February 2003. These included a PER, CPAR and an IMF Report on the Observance of Standards and Codes (ROSC) mission. Each of these missions identified a number of serious weaknesses and made recommendations to address them. Some of these weaknesses had been identified in the CFAA report and others represented new findings. These new findings and their associated recommendations have been reflected in the final CFAA report, sometimes by explicit inclusion, other times by reference. As a result, this final report has a strong emphasis on the internal control framework and fiduciary risks and presents specific short- and medium-term recommendations to mitigate them. In conducting its mission, the team noted that the availability and reliability of financial information beyond routine budget utilization data is severely limited, precluding analysis in a number of areas. Improving the quality of reliable, complete and accurate financial information is essential for sound management decision-making. This report makes four priority and an additional twenty-one recommendations. They are designed to strengthen the legal foundation for internal financial control, construct a modem internal control framework, and develop the human capacity to administer them successfully. Internal controls must be the priority of the Government if it is to reduce its fiduciary risk. The four priority most areas of risk for the Government of Georgia include: implement a sound legal foundation for effective financial controls, build the internal audit function, strengthen the external audit function, and build staff capacities in financial management and auditing.

Publication Moldova : Country Financial Accountability Assessment(Washington, DC, 2003-09-12)The overall conclusion of this report is that despite some progress in improving public financial management, the financial accountability framework in Moldova is weak and requires substantial strengthening. This has important implications for both the Government and the Bank: the Government will need to make a significant effort over a long period of time to attend the issues identified within this report; and the Bank cannot rely on the Moldovan financial accountability framework to ensure that funds are spent for intended purposes, but rather the Bank will need to review and assess each operation's financial management risks and arrangements on its own merit. It would be unrealistic and impractical for the authorities to try to simultaneously address the many recommendations in this report. The Development Action Plan (DAP) lists and prioritizes the main recommendations of this CFAA. The overall responsibility for the implementation of the DAP rests with the Ministry of Finance however the Ministry of Economy, the Ministry of Labor, the Court of Accounts and the National Bank of Moldova also play significant roles. The DAP was endorsed by the National Steering Committee that was formed specifically for the purpose of this CFAA. The Board endorsed the CAS Progress Report in June 2002, which provided emphasis in public sector reforms and improving governance. The Government confirmed its commitment for strengthening governance by adopting a comprehensive public sector reform strategy. The strategy comprises three elements: (i) public administration reform; (ii) public expenditure management; and (iii) public/private interface. The CAS Progress Report recognized that Government has made significant progress in streamlining and improving public expenditure management, especially in the areas of budget execution, cash management, and debt management.Publication Tajikistan : Country Financial Accountability Assessment(Washington, DC, 2004-06-22)This Country Financial Accountability Assessment (CFAA), the first for Tajikistan, is a key diagnostic study aimed at identifying the overall financial management risks. It's timing coincides with a meeting of the Tajik Consultative Group in April 2003, which pledged US$900 million of support over the next three years. Addressing the numerous, systemic financial management weaknesses in Tajikistan will have an important impact on the governance arrangements which, in turn, will affect donor disbursements against these commitments. In this respect, the CFAA also aims to provide a roadmap for future advice and technical assistance in public sector accountability. It assesses structural reforms in public sector budget management, accounting and financial reporting, the treasury system, internal controls and internal and external audits. I t also examines the mechanisms of public accountability at the sub-national and community levels.Publication Poverty Reduction Support Credits(Washington, DC: World Bank, 2010)Armenia gained its independence from the Soviet Union in 1991 and inherited a traditional Soviet- style command economy. After a period of hyperinflation and economic contractions, progress on basic reforms led to greater macroeconomic stability. The reform effort strengthened after 2000, aided by return flows of investment from the diaspora. Recognized for its prudent fiscal management and improved business environment, Armenia received a Rehabilitation Credit (RC) from the World Bank in 1995 and a series of five Structural Adjustment Credits(SACs) from 1996-2003 to maintain stability, accelerate growth, and sustain reform. The PRSC program in Armenia centered on four main themes that supported Armenia's poverty- reduction objectives: i) consolidating macroeconomic discipline and strengthening governance;ii) sharpening competition and entrenching property rights; iii) mitigating social and environmental risks; and iv) modernizing the rural economy. The PRSC also identified good governance and reduction of corruption as essential to achieving pro-poor growth. Furthermore, reforms implemented under the PRSC were intended to make the social sectors more efficient, raise the quality of services, and increase access for the poor.Publication Albania : Country Financial Accountability Assessment(Washington, DC, 2002-05-14)Despite Albania's significant progress in establishing a legal and institutional base, and its strong commitment to reform - placing the country in a good position to develop a sound fiduciary infrastructure - there are however, several issues that need to be addressed: weak institutional capacity; weak internal controls, including cash management, and internal audit functions; and, absence of solid bases for internal audit in the public sector. In the area of private sector accounting, and auditing, issues need to address: differentiation between the banks, insurance companies, listed and non-listed companies, and other entities, for determining accounting standards; in addition to weak audit capacity, and experience in implementing international standards in auditing. Recommendations include the enactment of the Law on Public Sector Internal Audit; strengthened internal controls, including in the Treasury - specifically, the Treasury cash management function - by establishing daily reconciliation of district treasury payment requests, with the reimbursement by the Bank of Albania to Agent Banks, as well as reconciliation between revenue collections, transferred by the agent banks, with the taxpayer-filled payment forms. Further recommendations include strengthened internal audit capacity, by establishing the methodology for conducting internal public sector audits, and providing training; capacity building to the Ministry of Finance's Accounting Department; strengthened internal audit capacity within the Social Insurance Institute, introducing computerized pension and accounting systems in districts; and, strengthened systems at the Parliamentary Commission on Economic, Finance and Privatization (EFP).Publication Azerbaijan : Country Financial Accountability Assessment(Washington, DC, 2003-09-30)In the area of the country's financial accountability framework, Azerbaijan has already received and continues to receive a considerable amount of analysis, advice, and assistance, particularly in the areas of public financial management from the International Monetary Fund, the World Bank, USAID, and lately, the European Union.. This CFAA summarizes the analysis performed to-date as well as any associated advice and development assistance and also identifies areas hitherto un-addressed and provides a framework to address issues arising. This report comprises a matrix summarizing ongoing financial management initiatives and CFAA recommendations. In respect of private sector enterprise accounting, the CFAA recommends re-establishing the Council of Accountants with responsibility for preparing and determining accounting standards; developing a plan to harmonize the various sources of accounting guidance; relying more on auditor's conclusions to determine compliance with relevant accounting standards; and developing training and capacity building programs. Regarding private sector enterprise auditing, the CFAA recommends having the Civil Code define the entities required to have an audit; amending the laws on auditing; and adopting international standards on auditing. To strengthen the banking sector, the CFAA recommends coordination to develop banking accounting standards; and setting professional qualifications for auditors. To reinforce financial accountability aspects of the country's corporate governance framework, the laws should clarify the roles and resources available to an entity's financial auditing commission. The report also recommends establishing an oversight group and reviewing audit firms to confirm their acceptability.

Publication Poverty and Shared Prosperity 2022(Washington, DC : World Bank, 2022)Poverty and Shared Prosperity 2022: Correcting Course provides the first comprehensive analysis of the pandemic’s toll on poverty in developing countries. It identifies how governments can optimize fiscal policy to help correct course. Fiscal policies offset the impact of COVID-19 on poverty in many high-income countries, but those policies offset barely one quarter of the pandemic’s impact in low-income countries and lower-middle-income countries. Improving support to households as crises continue will require reorienting protective spending away from generally regressive and inefficient subsidies and toward a direct transfer support system—a first key priority. Reorienting fiscal spending toward supporting growth is a second key priority identified by the report. Some of the highest-value public spending often pays out decades later. Amid crises, it is difficult to protect such investments, but it is essential to do so. Finally, it is not enough just to spend wisely - when additional revenue does need to be mobilized, it must be done in a way that minimizes reductions in poor people’s incomes. The report highlights how exploring underused forms of progressive taxation and increasing the efficiency of tax collection can help in this regard. Poverty and Shared Prosperity is a biennial series that reports on global trends in poverty and shared prosperity. The new development agenda calls for broader understandings of sectors, countries, development strategies, and policies. It emphasizes learning and continuous feedback at all phases of the development cycle. As the development agenda grows in scope and complexity, development evaluation follows suit. Development evaluator are moving away from traditional implementation and output-focused evaluation models toward results-based evaluation models, as the development community calls for results and embraces the millennium development goals. As the development community shifts its focus away from projects in order to comprehensively address country challenges, development evaluators are seeking methods with which to assess results at the country, sector, theme, policy, and even global levels. As the development community recognizes the importance of not only a comprehensive but also a coordinated approach to developing country challenges and emphasizes partnerships, development evaluators are increasingly engaged in joint evaluations. These joint evaluations, while advantageous in many respects, add to the complexity of development evaluation (OECD 2006). The book is divided into two parts. Part 1 explains how the empowerment framework can be used for understanding, measuring, monitoring, and operationalizing empowerment policy and practice. Part 2 presents summaries of each of the five country studies, using them to discuss how the empowerment framework can be applied in very different country and sector contexts and what lessons can be learned from these test cases. While this book can offer only a limited empirical basis for the positive association between empowerment and development outcomes, it does add to the body of work supporting the existence of such a relationship. But the fact that there are striking examples where basic services such as water, sanitation, health, education, and electricity do work for poor people means that governments and citizens can do a better job of providing them. Learning from success and understanding the sources of failure, this year’s World Development Report, argues that services can be improved by putting poor people at the center of service provision. How? By enabling the poor to monitor and discipline service providers, by amplifying their voice in policymaking, and by strengthening the incentives for providers to serve the poor. Freedom from illness and freedom from illiteracy are two of the most important ways poor people can escape from poverty. To achieve these goals, economic growth and financial resources are of course necessary, but they are not enough. The World Development Report provides a practical framework for making the services that contribute to human development work for poor people. With this framework, citizens, governments, and donors can take action and accelerate progress toward the common objective of poverty reduction, as specified in the Millennium Development Goals.
